become Deputy Chief Executive of the new combined structure.
It is anticipated that savings of up to £10M per annum can be achieved through combining senior posts, making use of our combined purchasing power in procurement and achieving other economies of scale in the delivery of public services. The objective is to use these savings to protect the services which directly affect our residents. If we do not achieve savings through more efficient working then the options are a combination of borrowing more, increasing council
tax and cutting services. None of these options are attractive.
On a related topic we will shortly be setting the budget and council tax levels for the new financial year. During the last council we managed to freeze the council tax in all four years. It was a manifesto commitment of the current administration when elected at the May 2015 election that the council tax would be frozen for the first two years of the new council. This is a pledge which will be kept as
it is proposed that the council tax will remain at its current level for a fifth consecutive year.The challenges facing local councils are enormous as we grapple with the financial impact of an ageing population and a lengthy period of low (or negative) economic growth. We await the result of
the general election in May to see what changes will be made to local government finance.If you have any comment on the Wandsworth proposal or the level of council tax or any other council matter please get in touch with me or my ward colleagues Cllrs Head and Marlow.
As before we hold a surgery from 7pm – 8pm on the first Monday of the month in York House.
IN COMMON WITH much of local government in the United Kingdom we in Richmond are trying to find new ways of providing services more efficiently. In recent years we have formed joint working arrangements with a number of other local boroughs.
The highest profile of these initiatives is the ‘Achieving for Children’ organisation which was formed with the merger of Children’s Services in both Richmond and Kingston.We currently share legal services between Merton and ourselves. We have other partnerships in place with nearby councils for Internal Audit, Human Resources and Payroll.
Whilst these arrangements have helped us to provide services more efficiently, the scale of savings we need to make if we are to protect front-line services is such that only a more radical approach will suffice.Many of you will have heard about the new proposal to combine management and back office functions here in Richmond with our neighbours in Wandsworth.
Let us be clear that this is not a full merger of the two councils. Both Richmond and Wandsworth will retain full sovereignty. The borough boundaries will remain as they are. Individual ward boundaries will also remain as they are. Both councils will have elections in May of 2018 and could quite conceivably be led by different parties. Those parties would retain control of the policy direction for each council as they do at the moment.
What is proposed is the merging of the management structure of both councils and the merger of back office functions. The current Chief Executive of Richmond Council will retire and the current Chief Executive of Wandsworth Council will assume overall responsibility for the combined organisation.

TWICKENHAM’S LEAST known little gem is looking for volunteers to join the team and
help run The Twickenham Museum. It opened in 2001 and is completely independent of any outside funding.
Set in an 18th Century waterman’s cottage, this repository has become a focal point in Twickenham’s local and social history covering the area of the old Borough of Twickenham, i.e. Twickenham, Teddington, The Hamptons, St Margarets and Whitton.

Councillor’s Update
become Deputy Chief Executive of the new combined structure.
It is anticipated that savings of up to £10M per annum can be achieved through combining senior posts, making use of our combined purchasing power in procurement and achieving other economies of scale in the delivery of public services. The objective is to use these savings to protect the services which directly affect our residents. If we do not achieve savings through more efficient working then the options are a combination of borrowing more, increasing council tax and cutting services. None of these options are attractive.
On a related topic we will shortly be setting the budget and council tax levels for the new financial year. During the last council we managed to freeze the council tax in all four years. It was a manifesto commitment of the current administration when elected at the May 2015 election that the council tax would be frozen for the first two years of the new council. This is a pledge which will be kept as it is proposed that the council tax will remain at its current level for a fifth consecutive year.
The challenges facing local councils are enormous as we grapple with the financial impact of an ageing population and a lengthy period of low (or negative) economic growth. We await the result of the general election in May to see what changes will be made to local government finance.

IN COMMON WITH much of local government in the United Kingdom we in Richmond are trying
to find new ways of providing services more efficiently. In recent years we have formed joint working arrangements with a number of other local boroughs.
The highest profile of these initiatives is the ‘Achieving for Children’ organisation which was formed with the merger of Children’s Services in both Richmond and Kingston.
We currently share legal services between Merton and ourselves. We have other partnerships in place with nearby councils for Internal Audit, Human Resources and Payroll.
Whilst these arrangements have helped us to provide services more efficiently, the scale of savings we need to make if we are to protect front-line services is such that only a more radical approach will suffice.
Many of you will have heard about the new proposal to combine management and back office functions here in Richmond with our neighbours in Wandsworth.
Let us be clear that this is not a full merger of the two councils. Both Richmond and Wandsworth will retain full sovereignty. The borough boundaries will remain as they are. Individual ward boundaries will also remain as they are. Both councils will have elections in May of 2018 and could quite conceivably be led by different parties. Those parties would retain control of the policy direction for each council as they do at the moment.
What is proposed is the merging of the management structure of both councils and the merger of back office functions. The current Chief Executive of Richmond Council will retire and the current Chief Executive of Wandsworth Council will assume overall responsibility for the combined organisation.

The completion of the second stage of the award-winning restoration of Horace
Walpole’s Gothic villa, Strawberry Hill, will be unveiled to the public on 1 March 2015, with five of Horace Walpole’s private rooms on display for the first time since the 18th century.
Beginning in 2013, the second phase of the far-reaching restoration has been made possible with a £821,000 grant from the Heritage Lottery Fund (HLF) together with partnership funding from other trusts and foundations.
Strawberry Hill in Twickenham, London, was created by the writer, collector and historian Horace Walpole, the youngest son of Britain’s first Prime Minister, Sir Robert Walpole.
Strawberry Hill Completes Second Stage of Restoration – Horace Walpole’s private rooms on display for first time since 18th century
Horace Walpole transformed a modest house in fashionable Twickenham into his own ‘little gothic castle’ creating a tourist attraction that was as popular in its own time as it is today.
The house is Britain’s finest example of Georgian Gothic Revival architecture. But in the late 1900s the house fell into significant disrepair and was classified by the World Monuments Fund as one of the world’s 100 most endangered sites and included in English Heritage’s, ‘at Risk Register’ from 1991. The first stage of restoration saw a £8.9 million programme planned. Funding from the Heritage Lottery Fund, with partnership funding from English Heritage, The Architectural Heritage Fund, The World Monuments Fund, Britain and many other trusts and foundations led to the opening of the building in 2010, with 20 rooms fully restored including the famous State Apartment.
The second phase restoration, totalling £1.2 million, authentically reinstates the architectural detail and decoration, revealing the bold patterns and colours of fashionable London from 1700 to the 1750s. An array of traditional crafts have been brought together, with paints made from raw materials using natural pigments, to handmade paper and wood block printed flock wallpapers. Original fragments found in the rooms have been redrawn and new wood blocks carved and paper printed and flocked by the Adelphi Paper Hangings in America.
Michael Snodin, Chairman of the Strawberry Hill Trust, which has been responsible for the overall restoration says, “The opening of the new rooms marks a significant and exciting phase in the restoration of Strawberry Hill. Horace Walpole created a Gothic villa which was pioneering at a

time when classicism and Palladianism were the fashionable trends for country villas.
“The influential villa triggered a full-scale Gothic revival, leaving art and architecture transformed forever. To have Horace Walpole’s private rooms open to the public for the first time in a hundred years is a major step forward and enables people to see the domestic accommodation of the house and the rooms in which Walpole lived.”
The newly restored rooms include Walpole’s private apartment featuring his Bedchamber, the Plaid Bedchamber and Dressing Room. Directly below are the Breakfast Room and Green Closet, where he lived and wrote so many of his famous letters. A further room on the first floor, the Red Bedchamber served as the best guest bedchamber.
As part of an educational and outreach programme and the project to bring items of furniture back into the villa, Strawberry Hill is creating a replica of one of Walpole’s 18th century beds, a most prized possession. Based on George II’s campaign bed, its frame has been constructed by students from the conservation course at London Metropolitan University and its cover and Indian chintz hangings are being hand sewn by the Strawberry Hill Sewing Bee; a group of skilled volunteers who originally came together to make costumes for school children and other visitors to the house.
A book detailing the materials and techniques used during the restoration is being created by the Sewing Bee and will be completed during 2015.
Many pieces of furniture, patterns and colours in the house came to 18th century England through the East India trade. An associated community project, Walpole and the Wider World, has explored links between Europe, Asia and the
Americans, through practical workshops by a printmaker. A display of the participants’ prints, together with a series of short films showing craftsmen at work will be on view to visitors.
Michael Snodin commented, “Strawberry Hill is a jewel of a house and the second stage of restoration is a triumphant episode in the history of the house, which has been made possible with the fantastic support of the Heritage Lottery Fund. Now visitors from both the UK and wider world will have another insight into the home of Horace Walpole, one of the most influential collectors and historians in the 1700s, whose impact on buildings and their interiors can still be seen today.”
