Is the transformation of internal and external public sector
relationships, through Information and Communications Technology
(ICT) in order to optimize government service delivery and citizen
participation.
Is the digital interaction between a government and citizens,
government and businesses/commerce, government and employees,
and also between government and governments /agencies.
Essentially, the e-Government delivery models can be briefly summed
up as:
• G2C (Government-to-Citizens)
• G2B (Government-to-Businesses)
• G2E (Government-to-Employees)
• G2G (Government-to-Governments)
What is eGovernment
Drive for Digital Transformation
In His Majesty’s speech at Council of Oman (11 Nov 2008):
“Information technology and communications have now become the main
elements that move forward the development process in this third
millennium... We call upon all government institutions to speedily enhance
their performance, and to facilitate their services, by applying digital
technology in order to usher the Sultanate into the constantly evolving spheres
for applying knowledge.”
Information Technology Authority (ITA) was set up by a royal decree to
implement all the national IT projects and to supervise all the projects
relating to the e.oman national digital strategy.

Each pillar translated into initiatives, projects and milestones. Although
all 6 pillars have started, the initial focus pillars were national

own IT department.
For communication and
coordinating purposes, each

Oman eGovernance Framework is a set
of standards / best practices and process
management systems to enhance the
delivery of Government Services in
alignment with the Vision & Mission of
ITA.
The framework consists of the following
building blocks:
– Oman eGovernment Architecture
Framework (OeGAF)
– Process Management Systems
– Standards Management Process

• OeGAF is a whole-of-government EA
to facilitate interoperability and
integration among government IT
systems
• Was launched in June 2010
• Won one of the exceptional Open
Group Architecture awards in Feb
2011
• One of the two pillars of the Oman

mandate on behalf of the Oman Government to lead and
guide the e.oman digital transformation
• Frameworks are required to define the IT standards and
processes
• Policies ensured conformance by government agencies
• Laws are required for enforcement at national level
