DEPT DIRECTS POLICE TO USE MOBILE TEXT SERVICES FOR MANAGING CHAOS, CHALLANING LAW BREAKERS Kartikey Dev Singh l JAIPUR In order to provide information and give instructions quickly to its lower- rank or field officials, the traffic police department is now taking help from mobile operators. Close on the heels of real time traffic updates via text messages for general public, the department has started its very own information channel for its officers. In this new system, the department will send text messages to officials, thus lowering the dependency on wireless sets and improving performance. On Wednesday, the department issued 740 closed user group (CUG) mobile sim cards to its personnel. According to the department, it will speed up the flow of important infor- mation and thus expediting action to be taken on the same. “The CUG will be provided to offic- ers across all ranks. This would help those lower-rank traffic officers who do not have wireless sets,” said DCP Traffic Lata Manoj Kumar. “If a car gets stolen or a vehicle is driven rashly or an immediate barri- cading and inspection of vehicles is required in the city or in a particular area, the service would facilitate quick action,” said the DCP. “The wireless has its limitation. In an important decision, Ra-jasthan High court has ruled that women candidates from the reserved category are not eligible for being considered for posts reserved for the general category women candidates.

A single bench of justice Manish Bhandari passed this order while hearing a petition filed by lakshmi Kanwar. The court also issued instructions to release the revised results of third grade and second grade teachers’ recruit-ment keeping in mind its order.

The court has ruled that as per section 16 of the constitution there is no discrimination on the basis of sex in public services, but as per article 15(3) there is a provision that 30% seats can be reserved for women. There-fore, the rules of reservation do not apply in this case. Women of general category are eligible to be posted on 30% posts while women of reserved category do not have the right in this category.

Malala returns to school, in UKLondon: Pakistani schoolgirl Malala yousafzai returned to school on Tuesday for the first time since she was shot in the head by the Taliban in October for campaigning for girls’ education.

Govt looks for ‘stringent’ words to please Tamils Iftikhar Gilani l NEW DELHI

The irony is not lost on the centre. for over a month, Indian diplomats walked a tightrope while drafting amendments to the uS-sponsored resolution on Sri lanka to be voted on at the uN Human Rights council to keep both Tamil parties and colombo in good humour. Over the past two days, though, compelled by domestic Tamil politics, Delhi has been pleading to incorporate some “stringent” words in the resolution so that congress can gain lost space in Tamil Nadu.

The centre has announced that it will move amendments to the resolution, which will be voted upon in Geneva on

Thursday. An all-party meeting

convened on Wednes-day to draft a resolution in Parliament on the issue ended inconclu-sively. Sources say the BJP, the JD(u) and the SP opposed the move, saying it will be seen as

interference in lanka’s internal affairs. It was the maverick Trinamool congress that took all by surprise by announcing its support to the centre.

The DMK and the AIADMK are refusing to let up on the issue. They are planning to block voting on budget in Rajya Sabha on Thursday. They declared at the busi-ness advisory committee meeting of the Rajya Sabha, presided by chairman Hamid Ansari, that they will not allow finance minister P chidambaram to reply in the Rajya Sabha on the budget.

Tamil parties have taken a strong ex-ception to the dilution of clause 2 of the draft resolution, which originally “urged the government of Sri lanka to imple-ment the recommendations” and also called for “an international investigation into alleged violation of human rights”.

The clause now at the uNHRc table has dropped both “international” and

“urging”. Instead, it is now a resolution that will “encourage” Sri lanka to imple-ment recommendations of the lessons learnt and Reconciliation commission and to conduct a credible investigation.

Highly placed sources told DNA that instead of an international probe into alleged war crimes in lanka, which is the DMK’s demand, a less intrusive terminol-ogy of “an internationally-accepted in-vestigation” is being touted as a proposed amendment by India.

The government has already thrown out a key demand of the Tamil parties — that the alleged war crimes in lanka be declared a ‘genocide’ in the resolution, saying it will prejudge the outcome.

External affairs minister Salman Khurshid made it clear that the govern-ment wouldn’t succumb to DMK’s tan-trums to isolate itself in the world.

Sources close to him said many coun-tries, particularly Pakistan, wants India to fall into this trap. Both India and Pakistan are currently among the 47 members of the uNHRc. l Turn to p10, More on p4

Rajasthan was awarded the National Tourism Award for the year 2011-2012 for being the second best state in the category of comprehensive development of the

tourism sector. Andhra Pradesh was adjudged as the best state in this category, while Gujarat stood third.

The award for best heritage hotel was given to Jaipur-based Samode Haveli. President Pranab Mukherjee gave away the awards to the winners of various categories at a ceremony at New Delhi’s Vigyan Bhawan on Monday evening. Elections to the Karnataka legislative assembly will be held on May 5. The Election Commission has decided to go in for a single-phase poll-ing to curb electoral malprac-tices and expenditure. Count-ing of votes will be taken up on May 8.

From now, political parties will also need to think before they speak — the model code of conduct has come into force with immediate effect.

Announcing the poll schedule for the 224-member legislative assembly, chief election commissioner VS Sampath said the poll notifi-cation would be issued on April 10 when candidates can start filing nominations. The last date for filing nomina-tions is April 17 and after scrutiny the next day, the last date for withdrawal of candi-datures is April 20. The tenure

of the current assembly ex-pires on June 3. The last as-sembly polls were held in three phases.

The state is currently ruled by the BJP which is struggling ever since former chief

minister BS Yeddyurappa left the party and floated his own outfit.

The polls will be held from 8am to 5pm and electronic voting machines will be used. There are a total of 4.18 crore voters in Karnataka and 50,446 polling stations will be set up. While 36 constituen-cies are reserved for SCs, 15 are reserved for STs in the state.

Sampath said an adequate number of observers would be deployed to check general malpractices and use of money power during the elections. There will also be a stringent monitoring of paid news.

The election commission is taking elaborate measures to ensure free and fair elections. It said all significant election-related activity will be video-graphed and efforts will be made to distribute voter slips at the doorstep of every voter 3-4 days in advance.

Bangalore: As the Karnataka assembly polls were an-nounced on Wednesday, parties turned their focus on finalising probable candidates with the opposition Congress stealing a march.

Fresh from its recent im-pressive success in urban local bodies elections, the Congress party’s election committee has finalised the party’s probables list earlier this week.

Deputy chief minister and BJP leader KS Eshwarappa said consultations have been completed on selection of BJP candidates in all 224 constitu-encies, with interactions with BJP district presidents, MPs and MLAs. The party will fi-nalise the list at a meeting of the state election committee on March 23, which would then be forwarded to the central leadership for clear-ance.—PTI

Six convicted in orphanage rape case

The sessions court on Wednes-day convicted six of the 10 accused who were arrested in connection with the Panvel orphanage rape case.

The court held that the ac-cused who are guilty of raping, harassing and assaulting the mentally challenged and handicapped girls have done a “despicable” act. It also came to a conclusion that apart from the charges slapped on the accused, one of them, Ram-chandra Karanjule, is guilty of murdering a girl at the Kalyani Mahila and Balak Seva Sanstha.

The court, presided over by a woman judge, after passing the verdict, explained all the ac-cused the judgment orders. According to the orders, the court held main accused Ram-chandra Karanjule and Deepak Kasbe alias Mayekar guilty of gang-raping and assaulting the victims. Khadke were held guilty of raping the victims.

Ramchandra was held guilty of murdering one girl who was in custody of the ashram, while Sonali Badade, the ashram’s superintendent, and Parvati Mavle, its care-taker, were held guilty of at-tempt to murder and culpable homicide not amounting to murder, respectively. The court also convicted Nanabhau Karanjule, a journalist, of mo-lestation. The court will decide the quantum of punishment on Thursday.
