TURKEY-INNOVATIVE PERSPECTIVES IN VOCATIONAL TRAINING _İNNOVATION
In today’s Turkey, we expect students to think, exchange information and knowledge, produce ideas, create,
feel confident, establish good relationships with their environment, develop team working skills, be capable of
utilizing and all information technologies and be able to speak at least one foreign language rather than just sitting
in the classroom trying to grasp the knowledge provided by their teachers.
Innovative practices implemented to raise individuals with these qualities are summarized here below under
six headings:
I-CONTENT OF EDUCATIONAL PROGRAMS
Example 1-Leadership and Entrepreneurship Education
The Ministry of National Education, The Ministry of Science, Industry and Technology and The Scientific and
Technological Research Council of Turkey (TÜBİTAK) have signed a “Protocol of Collaboration for Teaching,
Entrepreneurship and Leadership Education” for education to be delivered to administrators and teachers of
vocational courses working at vocational and technical schools and educational institutions in 2013 and have
started to deliver the educational courses. Under this protocol, 15 thousand technical lecturers teachingvocational
and technical subjects have attended a 5-day seminar organized by The Turkish Management Sciences Institute
(TÜSSİDE). The objective of this seminar was to encourage raising positive thinking entrepreneurs with imagination
through their teachers in vocational and technical education.
Example 2-Education through drama and theater
Education through drama, an innovative way of teaching for the future, is implemented in Turkey particularly
for preschool and elementary school children. Teachers are given Drama Techniques in Education seminars under
the scope of on the job training to implement this method which can be used almost everywhere with a good
design.

Designed to provide every student with the best education, the highest quality educational content and equal
opportunities, FATIH Project is the greatest and the most comprehensive educational movement about education
technology use in the world.
Example 2: TÜBİTAK Supports:
Established by the Ministry of Science, Industry and Technology, TÜBİTAK is engaged in carrying out Research-
Technology-Development studies. Academic studies of scientists, at both a domestic and an international scale are
supported and encouraged with scholarships and awards, and projects of our universities, public institutions and
industrial establishments are funded through the activities of Tübitak, aiming at increasing the competitiveness of
our country.

Activities supported by Tübitak aim at raising curiosity of the students encouraging them to make research, to
discover and to reach conclusions, helping them to improve their knowledge throughout the process.

III-TECHER DEVELOPMENT PROGRAMS:
Example 1-On the Job Training Courses:
The General Directorate of the Human Resources Division of the Ministry of National Education prepares On the Job Training Schedule on an annual basis.Teachers apply to benefit from the on the job training program. The on the job training is delivered in two different ways;
a- Distance – online training b- Face to face training
Purpose: This program aims at helping teachers in Turkey to learn new technologies and methods pertaining
to their profession contributing to their self-development.This training is generally delivered under the following
topics.

IV-EDUCATIONAL TECHNOLOGIES:
3 Dimensional Printers :
3 Dimensional printers, creating physical objects from abstract ideas through designing programs make
education easier and more fun for students. This educational model is capable of making students more curious
and excited about new learning subjects.
Prototyping training was delivered to vocational teachers at Tophane Vocational and Technical School in
April 2017 under the framework of on the job training program.

Example 2 Augmented Reality Practices:
Using imitations of real world environments generated by computers in education will be inevtiable in the
future.
3 dimensional virtual reality headsets are used in vocational training courses organized by Bursa Design and
Technology Development Center (BUTGEM) operating under Bursa Chamber of Commerce and Industry
(BTSO) Educational Foundation.

V-PROJECTS IMPLEMENTED AT LOCAL AND INTERNATIONAL LEVEL:
Local projects:
Regional Development Practices that have been implemented in Turkey since 1960 were transformed to
Development Agencies with the EU membership process. The Development Agencies that were established to help
improve the economy on a local basis have introduced new perspectives to education with grant supports provided
during the proposal call periods.
Example:1- BEBKA –Bursa Eskişehir Bilecik Development Agency has provided support to “Occupational
Health and Safety in Vocational Training” project launched by Tophane Vocational and Technical Anatolian High
School in 2012, under which 20 teachers have received Occupational Health and Safety Specialization Training and
500 students have received Basic Occupational Health and Safety training.
Our school has provided human resources for Occupational Health and Safety activities which were later
recognized as state policy.
Example :2 The Custom Made Dental Prosthesis Applications Projectwas launched by Tophane Vocational
and Technical Anatolian High School in 2015 and supported BEBKA –Bursa Eskişehir Bilecik Development Agency.
This project has introduced 3 dimensional printer and scanner technologies to the teachers and students of the
school giving them the opportunity to practice with these machines at their educational environment.

National projects: EU Projects
There are many differences between EU countries with respect to inter-cultural education systems.
Developing dialogues between EU member countries comprising many different cultures, to exchange information
about technological advances and the methods to learn them are only possible through EU projects. Dissemination
of the results of these projects at local (teachers, students and the community) and national level helps creating
new perspectives and ideas. Educators and students visit different countries to build up experience or host their
guests from abroad here in Turkey through EU projects launched under the framework of lifelong learning. Four
Steps for Employment project was also launched under this framework.
Example: Tophane Vocational and Technical Anatolian High School has trained 80 unemployed individuals on
Machinery Design and Prototyping to help them find jobs under the framework of Active Employment
Measures II in 2009.

VI- VOCATIONAL QUALIFICATIONS AND CURRICULA:
Vocational Qualification Certificate was made compulsory in Turkey for 81 professions in various lines of business in
2017 under the EU harmonization process.
The Vocational Qualifications Authority (VQA) carries out activities under the coordination of the Ministry of Labor and Social
Security to this end. The VAQ carries out activities under the Turkish Qualifications Framework, leading the efforts to
create qualified human resources by ensuring conformity of education with employment.

Turkish Qualifications Framework (TQF);This is the national qualifications framework designed in harmony with the
European Qualifications Framework, describing the criteria for all qualifications acquired through professional,
general, and academic education and training programs as well as other means of learning, including primary
schools, junior high shools and high schools.
The activities carried out by the VQA, which sets standards to harmonize professional achievements with the EU,
require the curricula to be renewed. The efforts to renew and regulate the curricula in Turkey were announced
through a press release prior to the 2016-2017 academic year.
