1. OBJECTIVE OF THE REQUEST 1.1. The rules and procedures of the Trust Funds for Countries in Transition (TFT) hosted by the Bank specify that should an operation that exceeds USD 1 million be put forward it must be approved by the Board of the Bank. The third edition of the Souk At-tanmia program in Tunisia falls into this category. Hence, the Board’s approval is sought for the third edition of Souk At-tanmia so that the Secretariat of the Partnership Steering Committee, currently hosted by the Bank (The North Africa Regional Development and Business Delivery Office (RDGN)), can transfer the necessary resources in order to cover the cost of the technical assistance services and grants to beneficiaries.

2. BACKGROUND

2.1 Five years after the 2011 revolution and despite a successful political transition, Tunisia still faces major challenges. Unemployment rates are still high, particularly among young graduates and women (31.2% and 23% by December 2015, respectively), and regional disparities persist. The January 2016 protests following the suicide of a young unemployed in Kasserine and the 2 weeks curfew in the region that followed are clear indications of the fragility of the situation. Or, so far, the pace of reform implementation has been slow and the use of public sector recruitment to solve unemployment has created a self-perpetuating cycle by which unemployment continues to rise and the public sector continually expands to contain it. This has actually weakened Tunisia’s macroeconomic fundamentals, leaving the government with less policy space to address this issue.

2.2 Tunisia needs to generate accelerated and inclusive growth that creates equal economic opportunities for all Tunisians. This can only come with strong participation from the private sector. However, Tunisia’s private sector still suffers from several inefficiencies notably a non-conducive business environment and a lack of entrepreneurship culture. This has resulted in a low level of private investment, enterprise creation and slow pace of growth and job creation. Indeed, the average number of enterprises created annually over the last 5 years per mil inhabitants is only 0.9 in Tunisia compared to 3.5 in Algeria, 1.1 in Morocco and 4 to 8 companies in OECD countries. One of the main challenges that enterprises and entrepreneurs face is the fragmentation of the support value chain. Notably, a 2013 infodev (World Bank affiliated entity) mapping concludes that “Ideally, there should be a continuous chain of entrepreneur support services from the idea stage through to the early growth stage. In Tunisia, this chain of entrepreneur support services is fragmented, and several “links” in the chain are weak”. Notably, the situation worsened after the revolution, causing a downgrade of the country from the 45th position in 2011 to the 77th position (out of 189 countries) in 2017 on the Doing business ranking published by the World Bank. Obviously, these weaknesses in the value chain are more acute in underserved regions and for undeserved groups such as youth and women. 2.3 The difficult access to the financial system remains one of the major obstacle to inclusive growth development in Tunisia, particularly for the vulnerable sections of the population who either lack funds to start-up activities or the personal contribution or guarantees required by banks and financial institutions before raising the funds necessary for mounting any productive project. By overcoming this challenge of access to financing, coupled with comprehensive non-financial support, the Souk At tanmia Partnership will help to render a large swath of the population,

especially youths and the underprivileged, autonomous. By supporting the creation of micro-small- and medium-sized enterprises (MSMEs) nationwide, it will contribute to build the momentum for inclusive growth by generating productive employment, while helping to reduce social and regional disparities. 2.4 Souk At-tanmia has a distinctive position in the Tunisian ecosystem given its two unique features. First, it offers non-financial support to beneficiaries (training, coaching, mentoring and access to market) in addition to financial assistance (in the form of grants from the partnership and additional debt funding from 2 partner local banks). This differentiates it from most entities and programs available in Tunisia, which offer coaching, mentoring or financial support only. Second, Souk At-tanmia is a Partnership that leverages on the comparative advantages and network of different public and private national and international entities. As such the initiative allows it to deliver a strong and comprehensive support and to maximize the impact and visibility of its interventions. Notably, Souk At-tanmia is the largest mobilization of partners in Tunisia, gathering 20 international and national entitiesselected based on their area of expertise and leadership position in their respective fields. 2.5 Through a third edition of the program, the Partnership will continue to i) promote a demonstration effect to address major unemployment challenges ii) consolidate the development impact of the program; iii) foster the role of the Partnership in the ecosystem as a quality label to improve access to finance.

Box 1: Organisational Structure of the Souk At tanmia Partnership In terms of organizational and governance structure, Souk At-tanmia functions as a Partnership governed by a Partnership agreement that was signed by each partner. In addition, each partner signed a contribution letter that clearly describes its contribution to an ongoing edition of the Partnership (financial and/or in-kind). Contributions were negotiated by the Secretariat and reflect the expertise, comparative advantage and area of interest of partners. A steering committee comprising representatives from all partners is responsible for oversight of all activities performed by the Partnership; namely approval of the Partnership work program, strategic orientations and key decisions related to selection of beneficiaries, changes in the Partnership composition and resource management. The daily operations of Souk, involving the coordination of the work of 20 partners with different agendas and requirements and dealing with thousands of entrepreneurs in addition to key stakeholders in the ecosystem, is handled by a Secretariat hosted at the North Africa regional department of the African Development Bank. During the pilot edition, the Secretariat comprised a coordinator, a communication officer, a private sector development specialist and 2 M&E officers handling portfolio supervision, monitoring and evaluation activities.1 Note that contributions from main financiers of the initiative were channeled through the Trust Fund for countries in transition (TFT trust fund) and used in part to pay for the operating cost of the Secretariat and in other part to cover the cost of providing grants to beneficiaries. Because Souk did not have a legal entity, financial resources were transferred from the TFT into a Souk account that was domiciled at BFPME, a partner bank dedicated to SME financing in Tunisia. The latter was responsible for the disbursement of grants to beneficiaries once approved by the Partnership. This activity was performed by BFPME, a financial intermediary and partner for the Souk At-tanmia Partnership.

3. THE PREVIOUS EDITIONS

3.1. A pilot edition of Souk At-tanmia was launched in July 2012 after the Boards approved the initiative and successfully implemented before it closed in December 2013. The pilot edition mobilized about USD 1.2 million1 and was open to different types of beneficiaries: NGOs, existing businesses and individual entrepreneurs. It also had a multi-sector focus. The cost of eligible projects ranged between TND 10,000 and TND 180,000 (as of July 2012, 1 TND=0.62 USD) while individual grant size was allowed to range between TND 10 000 and TND 30 000. Beneficiaries were not required to have a minimum level of contribution during this edition and most of them ended up asking for the maximum (i.e. TND 30,000). Grants extended by Souk At-tanmia sought to cover either the total value or part of the personal contribution of entrepreneurs in the project (equity). Entrepreneurs who needed additional debt funding were encouraged to apply for a loan from partner financial institutions, namely BFPME and BTS.2 Beneficiaries also received non-financial support in the form of a 3-day training, tailored mentoring and coaching activities (1 year) throughout the implementation process of the pilot edition. Coaching and mentoring was done on a voluntary basis by most Partners with notable exceptions such as UNIDO which hired professional ones. 3.2 In view of the positive results achieved during the pilot edition, the steering committee of the Partnership decided to launch a second edition of Souk At-tanmia on April, 30th, 2014. President Kaberuka represented the Bank at the opening ceremony in addition to high-level personalities such as the American and British ambassadors in Tunisia and the Tunisian minister of economy and finance. The design of this second edition was performed by the Secretariat in consultation with partners to reflect lessons learnt from the pilot edition as well as international best practices (see Box 1 for a description of main changes in the second edition). Among notable changes in the second edition is the use of dedicated programs under the Partnership to support business creation and extension as the pilot edition showed that a one size fits all approach is not optimal to serve these 2 types of beneficiaries. Over USD 3 million were mobilized from several partners. The second edition supported about 100 beneficiaries by offering strengthened non-financial services compared to the pilot edition.

3.3 Through its two editions (July 2012 and April 2014), Souk has proved extremely efficient to achieve its objectives. Main outcomes are summarized in Table 1. Table 1: Main achievements of Souk At-tanmia

3.4 The above achievements helped Souk At-tanmia to continuously secure the support of its original donors (UK, US and Denmark). To consolidate the efforts and the development impacts of the program the three (3) donors have scaled up their combined contribution for the launch of a third edition (C.f Table 2). It is important to note that during this third edition key resources are being deployed to setup and develop an online platform that will enhance the efficiency and delivery of the program. This platform could also be used to support the scale-up and replication of the program in different countries in the North Africa region in a first step and throughout the continent in a second step. 4. THE THIRD EDITION 4.1. In view of the positive results achieved during the previous editions, the steering committee of the Partnership decided to launch a third edition of Souk At-tanmia on March, 10th, 2016. The Director General Mohamed el Azizi represented the Bank at the opening ceremony in addition to high-level personalities such as the American and British ambassadors in Tunisia and the Tunisian minister of employment. The design of this third edition was performed by the Secretariat of the Partnership Steering Committee and improved based on the different feedbacks and finding from the mid-term evaluation for the 2nd edition. For instance the feedbacks received about the BYB have been used to negotiate with the providers’ partner to redesign the program curriculum to have it tailored to the needs of the Business Plan preparation by the candidates. 4.2 To improve the efficiency and delivery of the program, the following actions are carried out for the third edition: i) the different steps of the selection process have been reviewed and new evaluation tools have been introduced such as the entrepreneurship test and the business model canvas; ii) The selection and technical assistance will focus on a sector approach, and paid experts with key expertise in each sector will be hired to provide specific and targeted feed-backs to preselected candidates; iii) Ideation camps will be organized to foster creative thinking on how to come up with business opportunities, that leverage on the comparative advantage of the entrepreneurs regions; iv) the coaching services have been restructured to take into account the specific needs of the projects specific sectors and intensive kick-start workshops will be organized to optimize the timeline for the business plans finalization.

4.3 Approximately USD 4 million were mobilized from several partners (excluding in-kind contributions) as follows:

• The Ministry of Foreign Affairs of Denmark: EUR 300,0000 (eq. 248,229 $) • The Department for International Development (DFID): GBP 2,000,000 (eq. USD

2,440,000), • The US State Department: USD 1,200,000, • The United Nations Development Program (UNDP): $10,000, • The International Organization for Migrations (IOM): USD 10,000.

4.4 Contributions from the US State Department, UNDP and IOM were ring fenced to grant funding and directly channeled to a partnership’s account hosted at BFPME, which serve to fund grants to beneficiaries. Conversely, contributions received from DFID and Denmark were channeled through the Trust Fund for countries in transition (TFT trust fund) hosted by the Bank and are used to cover the operational implementation of the third edition (secretariat staffing, communication activities, reporting, etc.,) and technical assistance to beneficiaries, equivalent of EUR 1,989,082) as well as grant funding (equivalent of EUR 648,916) through transfers to the partnership account hosted at BFPME. The selection process for this third edition was finalized and grant disbursement will start in May 2018. The timeline and key milestones of the third edition are detailed in Table 2. The objective for this edition is to support a larger number of beneficiaries, about 110, compared to previous editions (respectively 61 and 100). For this third edition, Souk At-tanmia received over 4,423 applications, of which about 1,890 fully completed applications were evaluated. The selection process is about to be finalized and grant disbursement should start by Q2 2018. 4.5 The disbursement process, the financial management and the legal arrangement for the Third Edition are similar to the previous editions. Therefore and based on the same organizational structure of the Partnership and in accordance with the Partnership agreement signed in 2012 and revised on 7th July 2017: (i) the financial intermediary for the partnership, namely the Banque de Financement des Petites et Moyennes Entreprises (BFPME), will still receive direct financing from partners and funding through the TFT to provide grants to beneficiaries and also enter into grant agreements with each beneficiary; and (ii) the Bank as a partner hosting the Secretariat of the Partnership Steering Committee, will handle the operational implementation of the Partnership and the technical assistance to beneficiaries through the TFT.

5. CONCLUSION AND RECOMMENDATIONS

5.1. Despite its small size, the Souk At-tanmia’s Partnership delivered very positive results in terms of jobs and support to disadvantaged groups, and raised the Bank visibility in Tunisia. 5.2. The rules and procedures of the Trust Funds for Countries in Transition (TFT), hosted by the Bank, specify that should an operation that exceeds USD 1 million be put forward it must be approved by the Board of the Bank. The third edition of the Souk At-tanmia falls into this category.

5.3. Therefore, the Boards of Directors are requested to approve from the resources of the TFT the financing of projects supported by this third edition of Souk At-tanmia of EUR 2.6 million.
