FOREWORDThe outcome of the forthcoming General Elections will determine Nyandarua County's future for generations to come. The choice facing the electorate of Nyandarua County across the 5 sub-counties and 25 wards is whether to retain status quo or change to move forward and secure a bright future.

This Manifesto presents my transformational agenda aimed at creating a productive, prosperous, newly industrialized and secure County that adds value to its citizens and competes

steffectively in the 21 Century. Indeed, the statistics enumerated below give an insight into some of the enormous challenges that we face:

Ø The County's poverty index stands at 46.3%, which is above the National average of 45.2% by 2016/2017

Ø Only 22% of the County's population has secondary school qualifications and aboveØ A child rich County where 43% of the population are between ages 0yrs to 14yrsØ Only 22.5% of the population are enrolled with the NHIF schemeØ Only 8 doctors per 100,000 people Ø 41% of the County's population use untreated waterØ 78% of the County's population use firewood for cooking and only 43% have access to

electricityØ 36% of houses are mud wallsØ Out of a total road network of 3,400kms only 224km is built to bitumen standardØ The County is not connected to the fibre optic cableØ According to the World Bank the County's GDP stands at KES 41,500 p.a. against an

average GDP of KES 132,000 for Central Kenya Counties.

I intend to institutionalize a private sector led economic development in partnership with investors from within and across the globe targeting the following key pillars:

Ø Good GovernanceØ Social Sector Development in Education, Health, Culture, Peace and SecurityØ Infrastructure Development in Water, Energy, Transport And Communication, ICT,

Sports And Tourism and EnvironmentØ Financial Services, Entrepreneurship Development, Men, Women and Youth

EmpowermentØ Agriculture Development in: Value Addition, Market Access and Linkages and

Introduction of High Value Products like Giant Bamboo, Pyrethrum and Sugar Beets.Ø Industrialization: Industrial Parks, Cottage Industries, Agro-processing and

Appropriate technologies.

With this Manifesto, I intend to intensify our engagement with the Citizens, Professionals, Investors and other Partners in sharpening our development priorities for the County.I undertake to stand by the principles of Participatory Development for Accountability and Responsibility towards a united and prosperous Nyandarua County.

I. Education

Commitment· To achieve Ministry of Education approved books: students' ratio, student: teacher ratio and class:

learner ratio· To set up a library in every school and a community library in every Sub-county to encourage a

reading culture· Introduction of a competitive scheme of service for ECD teachers· To create an Endowment Trust Fund for bursaries and education subsidies with a seed capital of

Kshs.100 million to grow over time· To establish a Talent Academy and Centers of Excellence in every Sub-county· To create a framework on adoption by professionals and interest groups of schools and

vulnerable groups· Provide better trained teachers at Early Childhood Development (ECD) levels and reintroduce a

School Feeding Program to increase enrolment· Enhance transition rates at all levels through collaboration with all education stakeholders to

build better equipped schools, TIVET, Tertiary Colleges and Polytechnics in every Sub-county· To build a University with a campus in every Sub-county· To establish a bursary/scholarship and internship/mentorship program for gifted children to

II. Health

Challenges Inadequate health providers, low doctor: patient ratio, high cost of health services and lack of medical supplies, specialized diagnostic and treatment equipment.

Vision

To have an accessible health service that is preventive, curative, responsive, efficient,

and affordable.

Commitment

Ÿ Up-grade JM Kariuki Hospital to a Level 6 Teaching and Referral Hospital and ultimately

provide each sub-county with a Level 5 medical facility with fully operational health

centers in every ward run by accountable management boards

Ÿ Develop and implement a Drug Management System in hospitals and dispensaries to

track distribution and abuse

Ÿ Provide an ambulance for each ward

Ÿ To create a pool of integrated services in preventive and curative health services in a

model that will encompass all other County extension services such as nutrition, wise

water use, energy and environmental conservation, WASH = water, sanitation and

hygiene

Ÿ To create a health policy guided by needs assessment to provide targeted medical care

Ÿ Create awareness and support enrolment into the NHIF scheme by all County residents

with a subsidy and care program for the aged and vulnerable

Ÿ Allocate adequate resources to recruit qualified medical practitioners, equip hospitals

and health centers, and provide adequate medical supplies and diagnostic equipment

Partner with the National Government, World Health Organization, Donors, Faith based

Institutions, and Private Sector practitioners in investing in healthcare and training

facilities to meet demand of both general and specialized care

Ÿ Curb illicit brews and eliminate drug and substance abuse in cooperation with

NACADA and also provide rehabilitation centers for addicts.

Commitment

Ÿ To reinvigorate the diminishing muscle of the elders within and beyond the County by forming a

vetted Council of Elders equivalent of “Njuri Njeke” in Meru

Ÿ Rationalize and improve the mushrooming social halls and convert them into sustainable income

generating ventures run by youth, women or other interest groups

Ÿ Build a cultural and community multi-purpose hall in every ward to promote culture, creative arts,

traditions and heritage

Ÿ Develop a policy framework to inculcate an industrious culture, which ensures every adult is

engaged in income generating activities that support dignified lifestyles

Ÿ Location and characterization of identified cultural resources (archaeological, paleontological,

historical, cultural, and landmarks)

MarshallsŸ Liaison with National Government to improve police: population ratio and police posts for

enhanced patrols and rapid response units along the major highways and security hotspots in the County

I. Water

Commitment Ÿ To create water banks that beef up water reserves for the County, for use as a commodity

revenue earner through sale to other Counties Ÿ To develop a Water and Sewer Master Plan for the CountyŸ Rehabilitate existing and sink new boreholes and water pans for improved water access, enhance

water harvesting and associated storages, distribution networks and treatment plantsŸ To construct water treatment works to supply treated water in bulk to the neighboring counties

and curtail exploitation of extraction of raw water from the CountyŸ Partner with National Government to accelerate the construction of the three planned major

dams and the associated infrastructure – namely Pessi, Kinja and MalewaŸ Develop a reliable Water, Sewerage and Waste Water System for all urban towns, namely

Olkalou, Engineer, Njabini, Mairo-Inya, Ndaragwa, Wanjohi, and Ol Joroorok, among othersŸ Ensure all Non-Revenue Water (NRW) that leaves Nyandarua is paid for by the AWSB, RWSB and

other licensed Water service providers

Commitment Ÿ Ensure 3400km of classified road network across the County is improved to their respective

classification standards, and implement 425km earmarked for improvement to bitumen standards and ensure maintenance of the existing 224km of tarmacked roads

Ÿ Lobby the National Government to rehabilitate the existing meter gauge Gilgil-Nyahururu railway link and ultimately upgrade to SGR line

Ÿ To upgrade Ol -Jororok airstrip to handle big capacity aircraft and explore the possibility of KAA establishing an airport in South Kinangop to access international markets

Ÿ Involve local community especially youths with capacity support from the National Youth Service to provide labor and local materials for infrastructure development such as culverts, bridges and invert storm water drains

Ÿ To develop a Nyandarua Transport Infrastructure Master plan covering road, rail and air connectivity

Ÿ Open landlocked areas eg. Geta and Githioro wards and reclaim all encroached road reserves

Challenges Poor access and inefficient road, railway, and air transport network hindering both intra- and inter-county connectivity

Ÿ Increase electricity access from 44% to 100% and connectivity from 24% to 60% by 2020 in line

with the national target and lobby the National Government and other development partners to

increase the fleet of transformers, extension of high voltage lines and substations

Ÿ Diversify the energy mix from grid to County and Private off-grid and standalone systems

renewable, mini-hydro and hybrid systems

Ÿ Reduce usage of firewood, charcoal and hydrocarbons for cooking and lighting currently at 76%

to greener energy

Ÿ Facilitate laying of fibre optic cables to connect the County and Sub-county Headquarters

Ÿ Partner with ICT stakeholders to provide adequate telephony and big data transmission to

meet existing and projected capacities and demands

Ÿ Provide affordable ICT services through Integrated Data Centers, Internet and Innovation

Hubs, and Business Process Out-sourcing

Ÿ Digitize and automate essential services of the County including revenue collection,

planning and development approvals, Single Business Permits (SBP) and trade licenses

Ÿ To establish linkages with scientific, technology, innovations and research communities for

knowledge sharing, technology transfer and development of innovation local solutions

using appropriate technology

Ÿ To establish offsite surveillance tools to monitor and evaluate service delivery

Challenges Ÿ Lack of fibre optic cable network and insufficient service provider base stationsŸ Poor telephony and big data transmission Ÿ High cost of communication and poor utilization of ICT in e-commerce, e-learning and e

Ÿ Establish high altitude Athletics training academies in the County

Ÿ Fast-track the completion of Ol-Kalou Stadium and upgrade other stadia in all sub-

counties

Ÿ Linking sports to tourism circuit to attract regional and international athletes

Ÿ Insufficient sporting amenities, stadia, jogging/walking tracks and recreational nature

walks

Ÿ Lack of Talent, Athletics, and Soccer Development Programs

Commitment

Ÿ To have an integrated tourism circuit covering sports, agricultural and medical tourism,

bird watching of rare species such as the Sharpes' Longclaw bird that is only found in the

Kinangop plateau, Kwa Ndirisha dam Murungaru duck habitat and the breeding and

mourning caves for elephants in the Aberdare Ranges

Ÿ Rehabilitation, conservation and dredging of Lake Ol-bolosat as a tourist attraction site

with beautiful nature sceneries, ideal for birds and hippo watching, boating, water surfing

and sport fishing

Ÿ Incentivize investors to put up Star Rated Hotels by creating a Land Bank and leasing it to

them

Ÿ Liaise with National Museums of Kenya to gazette and protect archeological sites that

captures historical artifacts and profile the Colonial White mischief valley homes and Mau

Mau caves

Ÿ Neglect of tourist attraction sites

Ÿ Failure to exploit tourism as a key economic driver of the County

VI. Environment

Commitment

Ÿ Implement an Integrated Waste Water and Solid Management Plan by constructing a

sewerage treatment and recycling plants in all the major urban centers in the County

Ÿ Leverage uniqueness of Lake Ol-borosat ecosystem, dredging of the lake for water

conservation and restoration of the ecosystem and mining of composite fertilizer as a by-

product

Ÿ To engage friendly forest communities in reforestation, commercial agro forestry and

develop cottage industries for forest products

Ÿ To support both large and small scale private farmers in tree planting to increase the

current forest cover from 20% to 30%, embracing the Clean Development Mechanisms

for carbon credit schemes using forest cover as a Carbon Sink

Ÿ To dig trenches to manage the hippo menace in Ndaragua and Kipipiri and reduce

human wildlife conflicts

Ÿ Enforcement of laws regarding encroachment of river banks, forests, wetlands and other

riparian reserves and repossess all illegally acquired public resources

Ÿ Collaborate with KFS, KWS, and WARMA in enforcing conservation of protected areas in

the County including; forests, wildlife, archeological sites, and wetlands

Ÿ Develop a policy on logging and range management to avoid exploitation of the County

Forests and grasslands by the National Government and affiliate bodies e.g. Kenya

Forestry Services and avoid the 'Tragedy of the Commons'

Ÿ Pollution and contamination of ground and surfaces water resources

Ÿ Impacts of diminishing forest cover and encroachment of wetlands and riparian reserves

at Ward Level for visibility and participation in decision making and cascading matters

Ÿ Talent Academy and Centers of Excellence for up - skilling and capacity building for youth

Ÿ Encourage savings culture for the youth, strong work ethics and professionalism

Ÿ Mapping of Banks and Financial Service Providers and create a Micro Finance Bank for

Ÿ Establish B2C and B2B market linkages and distribution channels through joint action for

all locally produced products

Ÿ Promote business and investor friendly registration and regulation towards enhancing

Ÿ Lack of financial literacy and poor savings mobilization culture

Ÿ Lack of financial intermediation and Business Development Services (BDS).

Ÿ To establish cold storage, warehousing, and drying silos to cater for seasonality, regulate

demand and supply of the farm produce and protect farmers from seasonal price

fluctuations

Ÿ Establish benchmarked quality control, weights and measures to standardize packaging

of local products like potatoes, peas, carrots, beetroots, cabbages, kales and french

beans and other horticultural produce

Ÿ Use contracted farming with guaranteed markets and use mechanization starting with

County Tractor Hire Services that will charge farmers for tillage/ploughing services at cost

Ÿ Invest in value addition and agro-industries supported by a strong distribution system

with dry/warehouse and cold chain facilities with priority in Potatoes/horticulture and

Dairy sector

Ÿ Introduction of high value crops to complement existing food crops that include; sugar

beets, giant bamboo, pyrethrum and orchards

Ÿ Enhance access to farm inputs and subsidized services like cattle dips and A.I services

without distortion of markets

Ÿ To create a pool of integrated extension services in quality control, research,

demonstrations, and advisory services by professional extension officers

Ÿ Establish irrigation systems in the high productive dry lowlands to reduce dependence on

rain-fed agriculture

Ÿ Encourage soil testing and its integration with weather data to determine the best crops

for each region

Ÿ Diversity farming through collaboration with research institutions such as KOLHA and

KEPHIS to commercialize new and adaptable breeds in crop and animal husbandry, and

aquaculture/fisheries

Ÿ Encourage Agro-processing and value addition to drive industrialization and

manufacturing sectors using appropriate techonolgies

Ÿ Establish cottage industries such as thread milling in Kinangop and leather tannery in

Ndaragua

Ÿ Establish a Special Economic Zone ( SEZ) and Industrial Parks focusing on

manufacturing in partnership with KENINVEST, KAM, ICDC, KIE and investors

Ÿ Work with relevant authorities to ensure that all grabbed land for industrial areas are

repossessed for development purposes

Ÿ Providing Innovation and Incubation services to SME's and setting up an SMED retail and

manufacturing enterprises
