On Sunday evening, May 19, a new magazine titled "Best of Aruba" was launched during a gala reception in the ballroom of the Radisson Resort in Palm Beach. The brainchild of island personality Jenny Conde, the magazine's pur- pose is to answer the question so many first time vacationers put to island residents and frequent visitors: "What is the best....? (place to eat, safari tour, nightclub) on Aruba?" Best of Aruba attempts to provide a jump- ing off point for planning a vacation by show- casing what they recommend in a diversity of fields. The magazine's launch was paired with an award ceremony, with trophies distributed to 58 different vendors in categories the pub- lishers consider of the greatest interest to island visitors. The range covers restaurants, athletic events, tour organizations, accommodations, both resorts and condominiums, jewelers, and Aruba's Best New Product of 2013: Arubianas flip-flops, bearing designs based on the nature and culture of the island. The awards began with a tribute to Aruba's Minister of Tourism, Transport and Labor, Otmar Oduber, who was named "Best Tourism Leader & Visionary 2013." The minister's dy- namic action in privatizing the Aruba Tourism Authority, and wooing a number of travel companies such as Caribbean Cruise Lines and KLM to once again add Aruba to their schedule, were only two points in a long list of po sitive action that has resulted in steady growth in Aruba's tourism statistics during his tenure. The glamorous award event was meant to provide a taste of what the publishers consider to be an equally glamorous new magazine, providing island visitors insights into the best of Aruba's tourism product. The Aruba Minister of Trans-port is on his way to Colom-bia to investigate theefficiency of electric bussesat their BYD company. It isexpected that electric busseswill economize on monthlyexpenses of Arubus. The 4electric busses will becharged at WEB. Persons with multiple dis-abilities will soon have theirown boarding residence onAruba. This special project iscurrently on the drawingboard and soon to be imple-mented after much hard workby the Stichting VerstandelijkGehandicapten Aruba(SVGA).

Most ofthese persons today still ei-ther live at home with family, while some have been sent toCuracao or Holland to live ina boarding facility overseas.

Caring for a person withmultiple disability is a truelabor of love, a 24 hours 7days/week task, which is verydifficult.

The Minister of Social Af-fairs Michelle Hooyboer-Winklaar is of the convictionthat families need to be con-

fident that their loved onesare being well cared for righthere on Aruba in a friendlyatmosphere in the proximityof their family.

The Boarding Facility willbe constructed at SVGA inPiedra Plat and will incor-parate all aspects of a home forpersons with multiple limita-tions. It is to be modern with

Port of Spain— An earthquake of 5.3 degrees on the Richter scale shook several Eastern

Caribbean islands without causing damage or casualties, the Seismic Department of the

University of the West Indies reported today. The institution stressed that the quake’s epi-

center was located southwest of Barbuda, part of the Antigua and Barbuda federation.

At the end of last month, a 5.1 degree temblor shook the country and some days ago another

one was felt in Trinidad and Tobago.

Recently the U.N. Office for Reduction of Disaster Risk warned that Caribbean islands

should prepare for stronger earthquakes and tsunamis.

“The Caribbean Islands are in an area of relatively high seismic activity and can experience

a magnitude eight earthquake at any time if we consider previous standards,”a spokesperson

said.

JERUSALEM (AFP) - Is-rael's centre-right govern-ment will support US effortsto revive peace talks with thePalestinians, despite hardlinepositions held by ministersand coalition parties, aprominent MP said on Mon-day.

"If (Prime Minister Ben-jamin) Netanyahu goes onthe path that US Secretary ofState Kerry is encouraging...he will have the full supportof... the majority of the par-liament," Ofer Shelah, amember of the powerful YeshAtid party told army radio.

Kerry has been back andforth to the region to push forthe resumption of peace talksbetween Israel and the Pales-tinians, and is due to returnon Thursday for his fourthvisit since taking office inFebruary.

"Solving the Israeli-Pales-tinian dispute within theframework of two states fortwo peoples is in the highestinterest of the state of Israeland in the highest interest ofevery Israeli government in-cluding the present govern-ment of which we are a part,"Shelah said.

The MP added that Ne-

tanyahu would have the "fullsupport of (Finance Minister)Yair Lapid and (Lapid's) YeshAtid," the second-largestparty in the Knesset and amember of the ruling coali-tion.

The comments came de-spite opposition from Lapid,in a New York Times inter-view published on Sunday, toa settlement freeze and toceding east Jerusalem toPalestinian rule, two of thePalestinians' top demands.

"Mr Lapid said he wouldnot stop the so-called 'naturalexpansion' of settlements inthe West Bank, nor curtail thefinancial incentives offeredIsraelis to move there," theNew York Times wrote.

It quoted him as sayingthat mainly-Arab eastJerusalem, which the Pales-tinians claim as the capital oftheir future state, must re-main under Israeli sover-eignty because "we didn'tcome here for nothing."

Israel captured eastJerusalem from Jordan inthe 1967 Six-Day War andannexed it shortly after, in amove never recognised bythe international commu-nity.

The report examined anissue that until recently was ataboo topic in the region.Politicians, desperate formeasures to control drug-linked violence, are now opento legalization.

The report does not makespecific proposals, but looks atdifferent scenarios in whichcountries could handle thedrug trade blamed on scores ofdeaths.

"Never before has a multi-lateral organization engaged insuch an inclusive and intellec-tually legitimate analysis ofdrug policy options," saidEthan Nadelmann, executivedirector of the Drug Policy Al-liance, the largest US grouppushing for reforming drugpolicies in the United States.

According to Nadelmann,"political pressures by the USand other governments wouldhave made that impossible."

The new focus on alterna-tives to prohibition reflects the"unhappiness" of Latin Amer-icans toward a US policy thatcontinues to focus on croperadication and militarizedcrackdowns, said Peter Hakimat the Inter-American Dia-logue, a leading Washingtonthink tank.

According to the report, theregulation of some drugs wouldallow governments to reassignresources to the prevention andtreatment of addicts.

CHIANG MAI (AFP) - Fiercecompetition for water couldtrigger conflict unless nationscooperate to share the dimin-ishing resource, leaders fromAsia-Pacific nations warnedMonday.

From Central to SoutheastAsia, regional efforts to securewater have sparked tensionsbetween neighbours reliant onrivers to sustain booming pop-ulations.

Breakneck urbanisation, cli-mate change and surging de-mand from agriculture haveheaped pressure on scarcewater supplies, while the ma-jority of people in Asia-Pacificstill lack access to safe waterdespite surging economicgrowth.

"There could be a fight overresources" unless countriesagree to share water, Thailand'sPrime Minister Yingluck Shi-nawatra said in an address to aregional water security forumin the northern Thai city ofChiang Mai.

"No country in this regioncan handle these challengesalone," she said, hailing fo-rums such as the Asia-PacificWater Summit as the route tosatisfying countries' thirstpeacefully.

One such row is betweenUzebekistan and its neigh-bours Tajikistan and Kyrgyzs-tan which want to build two ofthe world's biggest hydro-elec-tric power stations.

Speaking at the conferenceon Sunday, Tajik PresidentEmomali Rakhmon defendedhis country's right to exploit itsnatural resources but pledgedto pursue a "peaceful solution"to the dispute which has seenangry rhetoric soar over recentmonths.

Bangladeshi Prime MinisterSheikh Hasina cited a water-sharing treaty between her na-tion and India over the Gangesriver as an example of success-ful water diplomacy.

Low-lying Bangladesh hasaround 30 million people ex-posed to rising sea levels, sheadded, raising the issue of cli-mate change in a region wherecatastrophic floods are com-monplace.

The Asian DevelopmentBank last month warned thatnearly two-thirds of people inthe region have no clean, pipedwater at home despite the re-gion's strong growth, blamingpoor management and a lackof investment in infrastructure.

Asia-Pacific leaders warnof water conflict threat LA PAZ (AFP) - President

Evo Morales planned to meetex-US president Jimmy Carterin the US state of Georgia todiscuss Bolivia's longstandingterritorial dispute with Chile, officials said.

Last month landlocked Bo-livia sued neighboring Chile inthe Hague, in the latest maneu-ver in its attempt to recoverland lost in a 19th century warand thus regain access to thePacific.

Morales aimed to talk withCarter about the process thatled the US to cede control ofthe Panama Canal back to

Panama. La Paz argues this isa similar situation to its de-mands that Santiago returndisputed land.

The Panama Canal, origi-nally built and administeredby the US, was put under jointPanamanian-US rule in 1979,and returned to full Panaman-ian control in 1999.

That comment stirred theemotions of James, who saw itas an insult to their championstatus and 66-win season.

That prompted Vogel to re-spond on the Pacers' websiteon Monday.
