A COMPETITIVE Examination for appointment as abovewill be held on 26th September, 1922, and following

Sydney, Brisbane, and Adelaide, and at such other centres inthe States above mentioned as may be found necessary, regardbeing had to the number of candidates and the remoteness ofthe localities in which some of them may reside.

PERSONS ELIGIBLE TO ENTER. The examination will be con-fined to any male Australian who served with satisfactory recordin the war which commenced on the 4th August, 1914. Theterm " Australian " means a person born in Australia, orbeing a natural -born or a naturalized British subject wasresident in Australia within six months prior to his joiningthe British Forces, &e. Candidates must be natural -born ornaturalized British subjects, who will not have reached theage of 51 years on the first day of the examination, and whoare

Officers of the Clerical Division are eligible, without exami-nation, for promotion to higher classes therein.

SENIORITY.The relative seniority of appointees and trans-ferees will be determined by the Commissioner, the dates ofenlistment and discharge being taken into consideration.

COST OF RAILWAY OR OTHER FARE TO PLACg OF APPOINTMENT.An appointee will be required to defray the cost of fares tothe place of his appointment, but any expense on second -classfares in excess of £3 incurred by him may be refunded upona request for such refund being submitted to the Departmentby the appointee.

APPOINTMENT SUBJECT TO CONDITIONS. --A successful can-didate from outside the Service must, upon appointment,produce evidence of the date of his birth and a medical cer-tificate satisfying the Commissioner in such particulars u hemay determine of sound bodily health and freedom fromphysical defects. Physical defects in this connexion meanssuch physical defects as would incapacitate a person fromefficiently performing the duties of a clerk. A candidate must undergo examination in at least six, butnot more than eight subjects, four of which shall be (1),(2), (3), and (4) above, the remaining two, three, or fourbeing left to his choice.

To pass the examination, a candidate must obtain at least1,320 of the 2,200 marks 'available for six subjects, viz.(1), (2), (3), and (4), and the two of the selected subjects inwhich the highest marks are obtained, and at least 25 percent. of the marks allotted to each of such subjects.

A successful candidate will also be credited with the marksawarded in the one or two additional subjects he may havetaken, if at least 25 per cent. of the marks available for eachof the additional subjects is obtained, but the marks for asubject not considered for the purpose of a pass shall beawarded on a maximum of 200.

A candidate must specify on his application the subjectsin which he desires to be examined.

1N addition to the names of candidates published in the Common.wealth Gazetteof 15th June, 1922, the candidates named hereunder

were successful at the above examination, and have thereby qualifiedfor appointment to the position of Telegraph Messenger at theplaces under which their names respectively appear :

The following should be noted :(1) The names will remain on the Register of Qualified Candi-

dates for eighteen months, that is, until and including21st December, 1923, when they must, in accordancewith the law, be removed therefrom.

(2) Where two or more candidates secure the same number ofmarks, their order of merit is determined by the numberof marks obtained for (a) Arithmetic, and (b) Handwriting,and, where these numbers are -also equal, then. by ballot.

A candidate, though successful, will cease to be eligible forappointment upon reaching the age of sixteen years,provided, however, that a successful candidate who hasreached the age of sixteen years may be appointed to avacancy which occurred prior to his reaching that age.

(4) A candidate passes this examination if he secures at leasthalf marks each in Handwriting and in Spelling, butthose who have also gained half marks in Arithmetic atthis examination will, if appointed, be eligible for pro-motion to a higher position in the General Divisionwithout further examination.

Those who have not secured at least 100 marks in Arithmeticwill be required to pass a further examination in thatsubject after appointment, in order to become eligiblefor promotion. Promotion examinations are held half -yearly.

(6) Unless a Telegraph Messenger qualifies for promotion to ehigher position before reaching the age of eighteen years,he must retire from the Service on attaining that age.

Upon appointment, a successful candidate must produceevidence of the date of his birth, and a medical certificatesatisfying the Commissioner in whatever particulars hemay determine as to the appointee's sound bodily healthand freedom from physical defects. A successful candi-date should' not undergo medical examination untilinstructed by the Commissioner to do so.

(8) Before a successful candidate who is liable for`training underthe compulsory clauses of the Defence Act 1903 -18 canreceive appointment, he must produce evidence from hisArea Officer that he has rendered the personal servicerequired, or has been granted a temporary exemption.

(9). If a successful candidate decline to accept an appointmentoffered to him, or fail to reply within seven days to acommunication from the Commissioner or a Public ServiceInspector, respecting his nomination to the Public Service,his name may be removedfrom the " Register of QualifiedCandidates."

(10) Should a successful candidate change his address, he shouldimmediately notify the Commonwealth Public ServiceInspector of his State.
