that had the highest volumes initially

• Established linkages and then broadened interaction, e.g. APHD – Import Permits then Export

Permits then Pet Permits etc.

• Ultimate aim is to optimize and streamline the entire trade value chain and automate the

whole process.

Good Practices

• Secured high level mandate – Cabinet approved project and

inter-ministerial committee in March 2009.

• Strong lead agency – Minister of Trade chaired the inter-

ministerial committee, and established the project

management office.

• Well-defined strategic direction shared by everyone – The inter-

ministerial committee comprised of Trade, Finance, Public

Administration, Works and Transport, Agriculture, Planning,

Science and Technology, Health, Legal Affairs. This group

considered and implemented the Business Process Review

report findings (May 2010).

Vendor Selection Criteria

• Secure a “best-of-breed” solution that is proven, robust and

scalable.

• Look at independent reviews performed by multilateral

agencies of various systems worldwide.

• Systems Integrator with experience in implementing and

maintaining “fully featured” Single Windows in “benchmark”

countries and countries in a similar state of development as

ours.

• Avoid a co-development model with multiple sub-contractors.

It makes vendor management and responsibility assignment

difficult and overall solution inconsistent.

• Procure “domain” expertise and not just “code”. Ultimate aim is

to optimise and re-engineer processes / manage change

instead of focusing on IT automation.
