STAFFING ANNOUNCEMENTKaitlin Williams joins us today as our new Public Engagement Specialist (previously known as the Communications Officer position). Kaitlin is a Tsawwassen Member. She has a Bachelors in Visual Arts from Emily Carr University of Art and Design, and a Graphic Design Associate Certificate with Distinction from BCIT. Kaitlin has previously worked with Tsawwassen Government (as an intern with the Department of Policy, Intergovernmental Affairs and Government Services on the Legislative Assembly Records Project, and as an archeological monitor). Many Members may already know Kaitlin and we are thrilled she will be joining us in this position! Moving forward, Kaitlin can be reached via email at [email protected].

CALL TO TFN ARTISTS DUE AUGUST 20, 2020

Artists are invited to provide Tsawwassen First Nation (TFN) artwork for the Youth Centre project. This ‘call for artists’ is for new artwork only, created specifically for the Youth Centre. ARTWORK DETAILS:

Each artwork is intended to convey an idea about growing up/ spreading their wings that the artist would like to share with TFN youth. The image of birds learning to fly is a theme throughout the new youth centre building. There are 5 potential artworks, depending on success of securing the art funding:

1. Weaving or serigraph wall hanging (approximately 6 feet wide by 12 feet high) 2. Woven basketry for display 3. Painted design for exterior wall (10 feet by 10 feet) 4. Weaving (approximately 6 feet high by 15 feet long) 5. Re-creation or re-interpretation of birds inspired by the TFN archeological record

The above list of artworks must be completed by January 1, 2021 by the successful artist. ELIGIBILTY:

Artists must meet the following criteria:

1. Members of Tsawwassen First Nation 2. Experience in successful completion of artworks for the TFN community 3. Submit a resume and portfolio of their artwork 4. Do not have an incomplete art project with an art funding agency 5. Able to meet January 1, 2021 for the artwork submission

SELECTION:

Artist selection will be based on:

1. Strength and creativity of past work 2. Demonstrated ability to produce and present work 3. Quality of the concept draft 4. Working to develop their artistic activities to a professional skill level

Selected artists will work with the project architect to apply for art funding from any of the following art programs:

1. First Nations Cultural Council - micro-grants program ($1,000 grant available)

2. First Nations Cultural Council - Sharing Traditional Arts Across Generations ($10,000 grant available)

3. New Relationships Trust ($2,500 available for group project)

4. Canada Council for the Arts, small-scale activities grant ($3,000 grant available)

Only the selected artists with successful grant applications will be awarded a commission. Artists that need assistance with preparing resume and portfolio of their artwork can talk to Terry Baird, Employment & Training Coordinator, at 604-999-7740 or [email protected]

BC TEMPORARY RENTAL SUPPLEMENT (BC-TRS) PROGRAM

The BC-Temporary Rental Supplement (BC-TRS) program has been extended and will provide a temporary rental supplement for June, July, and August 2020. It will cover part of the rent for low- and moderate-income renters who have lost income as a result of COVID-19. Applicants will only have to apply once. If you apply in June, you will get payments for all three months. If you apply in July, you will get payments for the two remaining months.

The program gives $300 per month for eligible households with no dependents, and $500 per month for eligible households with dependents.

What we know about the program:

- Tenants Must Start the Application.

- Tenants will need to have all information with them when they apply. The application cannot be paused or saved. The documentation needs to be in digital format for uploading.

- A landlord cannot apply on behalf of a tenant. Once an application has been reviewed and assessed as eligible, an email will be sent to the landlord asking them to complete the application process.

- Tenants are not eligible if their rent is subsidized by any other government program.

- There is no explicit statement saying that tenants on First Nation lands renting from First Nation landlords are otherwise not eligible.

TFN PLACEMAKING PROJECT: TFN NEEDS YOUR INPUT! On September 16, 2020 evening and September 30, 2020 during the day, we will have two ZOOM meetings open to all members (on and off lands) to be able to join in.

The Placemaking initiative has been recognized as a legacy project to create a unique identity for TFN lands. The placemaking themes can be broadly categorized into banners, streetscape furnishings, public transit shelters, signage, murals, playgrounds, parks, public art, gateways, vinyl wraps that can be applied on utility boxes, lamp standards, recycling bins, industrial containers, metal railings, signage structures and other architectural forms.

On May 05, 2020 EC approved awarding a contract to Eric Robertson as the “Art Consultant” leading the background work for this project.

Phase 1, completed by the Consultant consists of background research of various existing placemaking ideas, concepts, which is a visual compilation of material, gathered on-sites and online with most images documented on Vancouver Island, within the Coast Salish traditional territory, produced by indigenous artists and informed by Coast Salish themes.

Phase 2 of this project has begun. So far, we have connected with TFN Youth, Elders through Zoom meeting and with the Advisory Council through Zoom meeting, to share some existing placemaking examples, seek your input and understand what placemaking on TFN lands means to you. Your ideas on what Placemaking means for TFN lands is very important!!!

TFN PLACEMAKING PROJECT: Member consultation questions INTRODUCTION:

The TFN Placemaking initiative is an urban design placemaking tool to create a culturally appropriate unique physical identity to educate visitors who come to TFN lands as well as strengthen a deep connection between TFN members and the places they share and experience everyday. Essentially it is “community-driven” in that sense, so it is important that it aligns with the vision created by TFN members, both, when the Land Use Plan was adopted as well as 10 years after formation of the treaty.

Staff have identified nine key themes that could inform the TFN Placemaking project. These themes are not new ideas, they resonate with the extensive community input received when the Land Use Plan was adopted; they synthesize TFN Government cultural identity creation priorities to date.

1) Community-Driven: The cultural elements will instill pride among TFN residents and strengthen connection between TFN members and places they experience and share every day.

2) Visionary: work towards and achieve a collective vision for placemaking of TFN community.

3) Adaptability: will establish identity for visitors, create a legacy for current and future TFN members as well as experience ongoing evolution.

4) Connectivity: multi-modal transportation, bike lane, bus stops and bus shelters. 5) Inclusive: include creative culturally sensitive patterns and themes that have meaning,

using local talent. 6) Transformative: use inspiration from TFN history, identify potential resources and

assets to bring the change. 7) Context-Specific: special focus on members areas, i.e. civic areas where member-

focused facilities will be built, CHA or member’s housing area (mainly Tsawwassen Drive and Falcon Way).

8) Sociable and Safe: eyes on the street approach; enhance community livability and safety.

9) Harmony: compatibility with existing character and integrated approach with the environment.

Natural Resources Update

YOUR NATURAL RESOURCES DEPARTMENT WEEKLY UPDATE FOR AUGUST 20-AUGUST 26

FSC Chinook Fishery: NR Update: there will be an FSC Chinook Fishery Saturday, August 22 from 1pm to 9pm (8 hours), as well as Sunday, August 23 from 1pm to 9pm (8 hours). TFN will be taking fish from this for food fish distribution from this opening; however, we will only be taking fish on the day following the opening on Monday, August 24th at 10am at the Natural Resources Department building. Fish that will be submitted for distribution must remain on ice or within slush until Monday.For further questions regarding FSC fisheries or other NR related queries, please contact the Natural Resources Department.

Food Fish List: We are asking for TFN members to contact us if you would like to have your name added to the list please contact any of our team.In preparation of Food fish Distribution: If you are unavailable to be home when food fish distribution is set to occur, likely Monday and Tuesday. Please provide a note attached to a bin at your home for us to place the fish in. Alternatively, if you require specialized delivery instructions please contact Kyle 604-230-7174 or Krystal at 604-838-9794.

Are you a TFN member who resides on TFN Lands?: Do you have freezer burnt fish you need to get rid of in preparation for food fish? We are willing to help members who reside on Lands who are not able to get to OWL to donate their freezer burnt fish. If you are able to bring the fish down to natural resources, we can ensure it gets to OWL all in one tote.

New Chinook Buying Guidelines: The amount of fish TFN will purchase for each vessel participating in the 2020 fishery is subject to the amount of boats participating in the fishery as well as the amount of fish anticipated for each opening. This ensures participation by as many interested TFN fishers as possible.

• Large Turnout 18-20 boats max purchase 50 fish per boat• Low Turnout 8-12 boats and low abundancy being detected from set to set- 100 fish per boat• Mid Turnout 14-16 boats medium abundancy max 75 fish per boat. • How many fish per boat that will be purchased will be communicated to all participating fishers via text

message before the end of the scheduled fishery. • Fish must be brought to TFN Natural Resources Building ensures fish are weighed and values for

reimbursement are accurately recorded. TFN will compensate TFN Fishers $5 lb/ Chinook (head- on) per unit; no additional premium for fileting or head-off units. The base rate is the same as the rate approved in 2019.

• TFN Fishers will be contacted prior to the closure of the fishery to confirm their interest in participating in the 2020 TFN Chinook FSC Buying Program for that opening.

• Fishers asked to be present no later than 2 hours after a closure if the fishery closure occurs during the morning. If the closure occurs during the evening, participants are asked to keep their fish iced and return to the Natural Resources building the following morning.

• Fishers wanting to take part will be on first come first serve basis, no additional fish will be accepted on days following the closure day. Fish that have been dressed will not be accepted.

• Please share this info with anyone who may not have access to phone or internet.

JOINT STATEMENT ON PROVINCE OF B.C.’S COVID-19 RESPONSE, LATEST UPDATES

Adrian Dix, Minister of Health, and Dr. Réka Gustafson, B.C.’s deputy provincial health officer, have issued the following joint statement regarding updates on the novel coronavirus (COVID-19) response in British Columbia:

“Today, we are providing case updates for three 24-hour reporting periods. In the first reporting period from Aug. 14 to 15, we had 100 new cases; Aug. 15 to 16, we had 88 new cases, and in the last 24 hours, we have had a further 48 new cases.

“This represents 236 new cases, including 10 epi-linked case since we reported on Friday, for a total of 4,594 cases in British Columbia.

“There are 743 active cases of COVID-19 in the province, and 3,653 people who tested positive have recovered.

“Currently, four individuals are hospitalized with COVID-19, three of whom are in intensive care. The remaining people with COVID-19 are recovering at home in self-isolation.

As well, 2,286 people are under active public health monitoring as a result of identified exposure to known cases.

“Since the start of the pandemic, there have been 1,419 cases of COVID-19 in the Vancouver Coastal Health region, 2,425 in the Fraser Health region, 154 in the Island Health region, 405 in the Interior Health region, 117 in the Northern Health region and 74 cases of people who reside outside of Canada.

“There have been two new COVID-19 related deaths in the Fraser Health region, for a total of 198 deaths in British Columbia. We offer our condolences to everyone who has lost their loved ones during the COVID-19 pandemic.

“There have been two new health-care facility outbreaks at Czorny Alzheimer Centre in the Fraser Health region and at the Arbutus Care Centre in the Vancouver Coastal Health region. The outbreak at the Joseph and Rosalie Segal Family Health Centre has been declared over. In total, nine long-term care or assisted-living facilities and one acute-care facility have active outbreaks.

“There are no new community outbreaks. However, Northern Health has issued a community exposure alert for anyone who may have attended the “It is Time Canada” event in Deadwood, Alta., from July 30 to Aug. 2. Individuals who attended must self-monitor for symptoms of COVID-19, and self-isolate and seek testing if they begin to exhibit symptoms.

“Alerts are posted on the BC Centre for Disease Control’s (BCCDC) website, as well as on health authorities’ websites, providing details on where the potential exposure occurred and what actions to take – whether you need to immediately self-isolate or monitor for symptoms.

“We know that COVID-19 is a virus that has the ability to spread with very mild symptoms. This is particularly the case for young adults.

“We also know that the virus can cause severe illness, no matter your age.

“Many people may not even realize they have COVID-19 and inadvertently spread it to others; to friends, colleagues, family members or vulnerable people in the community.

“If you are informed by public health teams that you are a close contact, it is essential you stay home for the full 14-day self-isolation period.

“Additionally, with the number of people in B.C. with COVID-19 today, we are at a time that we all need to be particularly alert to how we are feeling. You may feel well enough to see friends or go into work. However, if you are feeling ever so slightly unwell, stay home from work and gatherings.

“Our COVID-19 champions are the people who choose to stay home and stay away from others when feeling even the slightest bit sick. Making the choice to stay home is choosing to keep yourself and those around you safe.

Addressing Racism: An independent investigation into Indigenous-specific discrimination in B.C. health care:An independent investigation into Indigenous-specific racism in British Columbia’s health care system was launched on July 9, 2020, by former judge and provincial child advocate Mary Ellen Turpel-Lafond. Appointed by Health Minister Adrian Dix on June 19 after highly disturbing allegations of racism in B.C. Emergency rooms came to light, Turpel-Lafond has now assembled her team for the investigation, established her terms of reference and launched a survey to collect and assess the experiences of First Nations, Métis and Inuit people when they access health care.“Our task is to address the specific incidents that have been reported, as well as to gauge the levels of systemic and individual racism that Indigenous people face when using the health care system in general,” Turpel-Lafond said. “I’m glad that the minister called for this independent investigation. Based on the emails, calls and stories we have received so far, it is very much needed.”

How to have courageous conversations about COVID-19

It’s ok to say ‘no’ to a social gathering right now. There is no better excuse than a global pandemic.

State your boundaries clearly. For example, you may say, “I’m managing my exposure carefully and keeping my bubble small.”

Be a role model. Hearing you state your boundaries may make it easier for others to be brave about theirs.

COVID-19 is still circulating in our communities. We must remain committed to flatten the curve once again and use our COVID sense. Here are some suggestions to have courageous conversations.

Invited to an event? Ask what COVID-19 safety measures they will have in place. Ask if they are aware of the Provincial Health O�cer orders on gatherings and events.

Know the rules, follow them, share them

Good COVID hygiene for any situation

Whether at home, work or visiting with those in your consistent and small social bubble, always remember your COVID hygiene:

“I’m managing my exposure carefully and my bubble has already expanded.”

“Do you have a virtual option for me to connect with you?”

“I’m looking forward to seeing you soon but I can’t right now. It’s not forever, just for now.”

“No, thank you.” This is a full sentence – if you’re uncomfortable explaining, you don’t need to.

An opportunity had arisen from our Territory Management Branch to harvest plants at the Delta Nature Reserve on July 31, 2020.

Here are some photos of our community members harvesting “swamp tea”.

This summer Tsawwassen First Nation has been piloting a stewardship program with Raincoast Conservation where youth of TFN have been learning about the Tsawwassen Traditional Territory and the plants animals who also call this land home. With birds being the topic for the week, our guest knowledge holder was TFN member and hunter, Zack Williams. He shared his knowledge of hunting local water fowl on TFN lands and demonstrated how to process a Mallard Duck.
