This agreement-with funding provided by the Government of Canada, the Province of Quebec, and municipalities-will support public tran- sit projects, as well as projects that will provide improved water and wastewater systems, in order that Quebec families may benefit from modernized infrastructure. The agreement will allow Quebec municipalities and public transit organizations to access more than $1.2 billion in federal funding over the next three years to implement projects in all regions of Quebec. Combined with funding from the province and municipali- ties, more than $2.5 billion will be invested in infrastructure projects. In practical terms, nearly $924 million in federal funding will go to public transit projects, while $364 million will be earmarked for projects related to clean water and wastewater treatment. MONTRÉAL - Prime Minister Justin Trudeau and Premier of Quebec,Philippe Couillard confirmed ratification of the Canada-Quebec Agree-ment on Public Transit Infrastructure Fund and Clean Water andWastewater Fund.This agreement-with funding provided by the Government of Canada,the Province of Quebec, and municipalities-will suppor t public tran-sit projects, as well as projects that will provide improved water andwastewater systems, in order that Quebec families may benefit frommodernized infrastructure.The agreement will allow Quebec municipalities and public transitorganizations to access more than $1.2 billion in federal fundingover the next three years to implement projects in all regions ofQuebec. INDIAN CABINET RESHUFFLE:19 NEW FACES INDUCTED,FIVE MINISTERS CHOPPEDNEW DELHI, (IANS) Prime Minister Narendra Modi onTuesday carried out a major reshuffle of his council ofministers by inducting 19 new faces, elevating Ministerof State for Environment Prakash Javadekar to thecabinet and dropping five junior ministers. All the 19new ministers sworn in at a solemn function at theRashtrapati Bhavan are from the Bharatiya Janata Par ty(BJP) barring RPI leader Ramdas Athawale ofMaharashtra and Apna Dal's Anupriya Patel of UttarPradesh.The ministers were sworn in by President PranabMukherjee in the presence of Vice President HamidAnsari, Modi, BJP President Amit Shah and severalunion ministers including Arun Jaitley, Rajnath Singh andNitin Gadkari. These are the findings ofthe recent "The NCAER State In-vestment Potential Index," re-leased by the National Council forAppl ied Economic Research,which created an index to gradestates on five main issues: labor,infrastructure, economic climate,political stability and governance,and perceptions of a good busi-ness climate.The repor t contains two types ofrankings: First, N-SIPI 21, an in-dex that ranks 21 states on thefive issues, including through in-dustry surveys; second, N-SIPI30 which includes all states - in-cluding nine not covered by in-dustry surveys - and are basedon four issues, excluding percep-tion. The data reveals that Gujarattops the N-SIPI 21 index, followedby Delhi and Tamil Nadu, whileDelhi, Gujarat and Tamil Nadu topthe N-SIPI 30 index. Bihar andJharkhand fall in the bottom fivestates in both rankings.In May 2016, the Department of In-dustrial Policy and Promotion listedhow Delhi's ruling Aam Aadmi Partywas making it easier to do business,adding that the Centre was workingwith Delhi and Maharashtra to pro-pel India's rank into the Top 50 in glo-bal ease-of-doing-businessrankings. A whopping 79 per cent ofindustry respondents said corruptionwas a major issue, followed by ap-provals before starting business -72.1 per cent - and getting environ-mental clearances, 66.7 per cent.Earlier this year, India was ranked 76out of 168 countries in TransparencyInternational's Corruption PerceptionIndex 2015.In a recent editorial on crony capital-ism, however, The Economist said:"Encouragingly, India seems to becleaning up its act. In 2008 cronywealth reached 18 per cent of GDP,putting it on a par with Russia. Todayit stands at three per cent, a levelsimilar to Australia. The pin-ups ofIndian capitalism are no longer thepampered scions of its business dy-nasties, but the hungry founders ofFlipkart, an e-commerce firm." Up to82 per cent of respondents reportedthat they had problems in acquiringland in West Bengal, whereas onlyfive per cent reported having anyproblem in Uttarakhand.More than half of respondents - 54.3per cent - reported that environmen-tal clearances were a "severe" prob-lem in West Bengal; 11.4 per centsaid it was not a problem. It waseasiest to get such clearances inHimachal Pradesh, with no more than2.5 per cent of respondents reporting itas a "severe" problem, while 87.5 percent said it was not a problem at all.

$24 Million Investment to Improve Halton Schools

ONTARIO - Ontario is investing an additional $24 million in Haltonover the next two years to repair and renew local schools for a totalinvestment of $71 million. The funds will ensure Halton schools aresafe and modern places for students to learn. The funding will enablelocal school boards to repair roofs, update HVAC units and modernizeelectrical and plumbing systems. It will also significantly improvethe appearance of Halton schools by fixing and upgrading flooring,walls, ceilings, playing fields and more. The repairs are expected tohave a positive impact on students' ability to learn and well-being.The province is investing an additional $19 million for a total of $53million to the Halton District School Board (HDSB) and an additional$5 million for a total of $18 million to the Halton Catholic DistrictSchool Board (HCDSB). The funds are par t of an extra $1.1 billioninvestment in school infrastructure across the province, which builds

on existing funding that has been allocated for repairs and renewalsover the next two school years, for a total of $2.7 billion. The schoolrepair and renewal in Halton is par t of the largest investment in publicinfrastructure in the province's history - close to $160 billion over 12years. The move suppor ts 110,000 jobs every year across the prov-ince, with projects such as roads, bridges, transit systems, schoolsand hospitals. Giving students the best possible learning environ-ment is par t of the government's plan to build Ontario up and deliveron its number one priority - growing the economy and creating jobs."This extra funding is great news for students, staff and parents inHalton. TORONTO (PTI) - Pritam Singh Jauhal, a95-year-old World War II veteran and aprominent figure in the Sikh-Canadian com-munity who fought and won a high profilebattle to allow Sikhs wearing turbans intothe Royal Canadian Legions, has died. Lt-Col Pritam Singh Jauhal passed awaypeacefully in Surrey on Sunday, his daugh-ter was quoted as saying by The Globe andMail newspaper. Jauhal spent 38 years inthe Indian Army and Central Reserve Police Force, retiring with therank of lieutenant-colonel before immigrating to Canada to be with hischildren in 1980. He shot to prominence in 1993 when he was prohib-ited from entering the Newton Legion on Remembrance Day. At thetime, the establishment would not allow turbaned Sikh veterans onthe premises. Legion officials insisted that Jauhal and other Sikhveterans who had served the British Empire in the Second World Warcould only come in after removing their turban as rules forbade veter-ans from wearing headgear.

DESK REPORT / TORONTO -Smaller businesses might face prob-lems as Canada Post has issued a 72-hour lockout notice to its union(CUPW) which means work might stop by Friday if till then a deal isnot struck. Canada Post said it gave a reasonable offer to the union onJune 25 and hopes a deal can be struck with the union. The union feelsshutting its doors is no option as nearly 50,000 workers will be out onthe streets and so the union would have no way but to agree withthe proposal of Canada Post. The main bottleneck in negotiationsis the pension plan that according to the union are not fair. Ac-cording to details the body in its repor t showed an annual surplusof $1.2 billion last year but also has a solvency deficit of nearly$6 billion. Thus union demands are not affordable for Canada Postas it would add $1 billion in costs over the life of a new contract.

CHANDIGARH, (IANS) He may be touching 90 and may be thecountry's oldest serving chief minister, but Punjab's ParkashSingh Badal is not willing to give up just yet -- politicallyspeaking. Badal, who has seen electoral politics from the yearwhen the country got its independence in 1947, is readyinghimself for another electoral battle as Punjab votes for a newassembly next February.The wily chief minister had, in the run-up to the January 2012assembly polls, termed them his last political campaign. But,with his Shiromani Akali Dal (SAD) facing a challenge as itseeks a third term in office, Badal is again leading it from thefront.Badal, who turned 88 last December, has increased the fre-quency of his 'Sangat Darshans' meetings with the public forwhich he travels to villages and towns to listen to grievances ofpeople at their doorstep. Under this programme, Badal hastravelled across the state a few times."Unlike other politicians who become inaccessible to the peopleaf ter coming to power, I have always reached out to peoplethrough the Sangat Darshan programme. The rush at theseevents shows people's faith in our government," Badal claims.In the 2012 assembly polls, Badal's son and deputy in thegovernment, Sukhbir Singh Badal, emerged as the chief strate-gist, leading to speculation that he could be appointed the nextchief minister. But Sukhbir remained content with being DeputyChief Minister, even though there is no doubt in anyone's mindin Punjab's power corridors that it is he who calls the shots.The SAD, along with alliance par tner Bharatiya Janata Par ty(BJP), had created history in Punjab's politics in 2012 by

returning to power for a second consecutive term, winning 68seats in the 117 member house. The main opposition Congress,which was quite sure of capturing power, had to face electoralhumiliation. But it is not the love of politics alone that Badalsenior is readying for another electoral innings. The politicalfight between traditional rivals, the SAD-BJP alliance and theCongress, has now been spiced up by the entry of a newchallenger -- the Aam Aadmi Par ty (AAP). The AAP, which hasmade inroads in Punjab's political scene and had even won fourLok Sabha seats from the state in the 2014 general elections,has thrown its hat in the fray.The confidence of the AAP leadership, and the fact that politicalsurveys have given it a clear edge over the SAD and theCongress so far, has caused worry in the camps of bothmainline par ties here, causing them to sharpen their attacks onthe AAP in recent weeks.Born on Dec 8, 1927, at Abul Khurana village near Malout insouthwest Punjab in an agriculturist family, Badal forayed into

politics by getting elected as a village headman in 1947. Hewas elected to the assembly for the first time in 1957 on theCongress ticket. Leaving the Congress soon af ter, Badal endedup opposing its policies and governments. Well-known for hiswitty one-liners and memory of people and events, Badal hasalways remained centre-stage in Punjab's politics in the pastover six decades. He has been chief minister of Punjab fivetimes -- 1970-71, 1977-1980, 1997-2002, 2007-2012 and 2012onwards. He briefly became a union minister in 1977 in theMorarji Desai government.Many of Badal's close family members are in the government.Badal's daughter-in-law Harsimrat Badal (Sukhbir's wife) is theunion minister for food processing. His son-in-law AdaishPratap Singh Kairon is a cabinet minister in his government asis Harsimrat's younger brother, Bikram Singh Majithia. Badal,who cer tainly does not fit into Prime Minister Narendra Modi'searlier comment that politicians should retire at the age of 75,is showing no signs of retiring just yet.

It has taken two years but, finally, Narendra Modi appears to havefound his feet. In a recent interview, he demonstrated his grip on thesituation by covering wide areas of national and internationalaffairs. The earlier silences on crucial issues such as the ram-pages of saffron mobs and the snide attacks on selected targets byself-appointed saviours of the nation are no longer in evidence.Given his command performance of over 90 minutes (on TV), it isodd that he does not engage in more such interactions with mediapersonnel either singly or collectively. Such an initiative will dispelthe impression that he is wary of the press, probably because ofhis experience during and after the Gujarat riots.Along with wide-ranging press conferences, Modi can indulgein more humorous exchanges, shedding his present inhibitionsborn of the "fear", as he has admitted, of the media taking aword of his comments out of the context and blowing it out ofpropor tion.His apprehension that humour can be "risky" is unwarranted. Sois the belief in the media's mischievousness. Of all the leaders,he is better placed than anyone else to inject an element of witand drollery in public life because of his own and his par ty'ssecure political position and his high personal ratings.Neither Sonia Gandhi nor Rahul Gandhi can afford to look at thefunny side of things if only because there may not be any intheir view. It is the same with the regional orders. Even thestability of their political positions does not make MamataBanerjee or Jayalalitha or Nitish Kumar any less tense. InModi's case, however, his body language during the interviewunderlined his confidence.The reason apparently is his success in pinpointing both hissuccesses and difficulties. At home, Modi has had no hesitation instating that only one par ty has been stalling parliamentary debate.In foreign affairs, he is happy about the warmth of the relations withthe US and concerned about the hurdles posed by the multiplecentres of authority in Pakistan.China is a problem, but it has been told that the government will nothesitate to take care of India's interests. That should make it lessadventurous in the border areas. That the prime minister referred tothe positive editorials in American newspapers after his visit to theUS emphasized the disadvantages of keeping Indian journalists,except one, at arm's length which, according to a saffronite, has setoff a "fratricidal war" in the media.Such an interpretation, which maliciously distor ts the competitivenature of journalism, is the adverse fallout of being selective --which doesn't suit a prime minister. Interestingly, Modi's criticismswere all veiled. He did not name the Congress for its obstruction-ism, nor Subramanian Swamy for his publicity-seeking stunts.But the snubs have hit their mark, especially where Swamy isconcerned. The prime minister's advice to the media not to make"heroes" of the hotheads was also well directed since there hasbeen a tendency in the Third Estate to single out relatively minorincidents of saffron excesses to slam the Bharatiya Janata Par ty(BJP) and the Sangh parivar.Notwithstanding the confidence which the prime minister dis-played, his assurances on development in the context of the UttarPradesh elections are more likely to be believed if the BJP visiblydissociates itself from the Hindutva extremists by showing that itdoesn't consider them to be "heroes". Since Uttar Pradesh is the

biggest prize to be won before the next general elections, it willprove the veracity of Modi's asser tion vis-a-vis the unstable groundreality in the state.If, as Modi believes, the new generation only believes in develop-ment, the BJP should have no hesitation in shunning the militants inits ranks. In that case, the par ty should be able to repeat itsoutstanding feat of 2014 when it won 73 of the state's 80 parlia-mentary seats. But, as of now, the signs are not wholly reassur-ing. Even then, it is to Modi's credit that he has been able toturn the focus on his par ty's policies to development from themilitant Hindutva of the 1990s.The next step is to fur ther illumine the present-day "bright spot"of the Indian economy amid the encircling gloom of the interna-tional economic scene, as the World Bank group president, JimYong Kim, has said. In this field, the test lies in ensuring theparliamentary passage of the goods and services legislation,which now has a greater chance because of the increasingsuppor t to the government by the regional par ties.Its passage cannot but create an atmosphere of buoyancy. Oncethis hurdle is crossed, it is only the fraught relations with China andPakistan which will be a matter of worry. In other respects, thecountry's forward march is obvious as in satellite technology andmilitary preparedness.

Under this programme, Badal has travelled across the state a few times."Unlike other politicians who become inaccessible to the people after coming topower, I have always reached out to people through the Sangat Darshan programme.The rush at these events shows people's faith in our government," Badal claims.In the 2012 assembly polls, Badal's son and deputy in the government, SukhbirSingh Badal, emerged as the chief strategist, leading to speculation that he couldbe appointed the next chief minister. But Sukhbir remained content with being DeputyChief Minister, even though there is no doubt in anyone's mind in Punjab's powercorridors that it is he who calls the shots.

ONTARIO - Premier Kathleen Wynne was at the groundbreakingrecently for the latest milestone in the construction of the EglintonCrosstown Light Rail Transit line, the largest transit project un-der construction in Canada.Work is beginning on Laird Station, located near the midpoint ofthe 19-kilometre Light Rail Transit (LRT) line. Construction be-gan in March on Keelesdale, the first underground station. Bythe end of the summer, more than half of the underground sta-tions on the 25-station line will be under construction. Ontariohas invested $5.3 billion toward the capital costs of the LRT line.New, modern light rail vehicles on tracks separated from regu-lar traffic will offer fast, efficient service and improve travel forpeople along the busy Eglinton corridor. The Eglinton Crosstownwill also help lower greenhouse gas pollution, improving airquality and fighting climate change.Ontario is making the largest investment in public infrastructurein the province's history -- about $160 billion over 12 years,which is suppor ting 110,000 jobs every year across the prov-ince, with projects such as roads, bridges, transit systems,schools and hospitals. Canadian GDP edges up 0.1% in AprilOTTAWA - After decreasing in February and March, real grossdomestic product edged up 0.1% in April. Widespread gains,notably in manufacturing, utilities and the public sector, werelargely offset by a significant decline in non-conventional oilextraction.Service-producing industries rose 0.2% in April, after beingessentially unchanged in March. Notable gains were postedby the public sector (education, health and public administra-tion combined), the finance and insurance sector, and whole-sale and retail trade. In contrast, the ar ts, enter tainment andrecreation sector notably declined.The output of goods-producing industries edged down 0.1% inApril, mainly as a result of a decrease in mining, quarrying,and oil and gas extraction. Manufacturing and utilities postednotable increases, while the agriculture and forestry sectorwas down. After two consecutive monthly decreases, manu-facturing output rose 0.4% in April.The rise in manufacturing output in April was attributable tonon-durable goods manufacturing (+0.9%), up for the thirdconsecutive month. Manufacturing of petroleum and coal prod-ucts, chemicals and, to a lesser extent, beverage and tobaccoproducts was up. Conversely, a notable decline was posted byplastic and rubber products manufacturing. After decreasingfor two consecutive months, durable-goods manufacturing wasunchanged in April.Gains were notable in transpor tation equipment manufactur-ing, primary metal manufacturing and, to a lesser extent, mis-cellaneous manufacturing. On the other hand, machinery manu-facturing and wood product manufacturing posted notable de-clines. Utilities increased 1.9% in April. The electric powergeneration, transmission and distribution industry and the natu-ral gas distribution industry were both up, as much of centralCanada experienced colder than usual weather in April.The public sector (education, health and public administrationcombined) rose 0.2% in April, primarily due to growth in publicadministration. Educational services increased, while healthcare services were unchanged. Wholesale trade increased0.2% in April. Output grew for miscellaneous wholesalers (in-cluding wholesalers of agricultural chemicals), petroleum prod-uct wholesalers and, to a lesser extent, food, beverage andtobacco wholesalers. The output of wholesalers of machinery,equipment and supplies, building material and supplies, andmotor vehicles and par ts decreased.

ONTARIO - The province is ex-panding the Ontario CommunityInfrastructure Fund (OCIF) to helpbuild and repair more critical in-frastructure in small, rural andnor thern municipalities. The gov-ernment is increasing its invest-ment in the fund to more than $670million over three years to bettermeet local infrastructure needsexpressed by Ontario municipali-ties.This amount includes more than$420 million in formula-basedfunding and $250 million in top-up application funding. Individualmunicipalities will receive for-mula-based funding annual lybased on their economic condi-

tions and the infrastructure theyown, such as roads, bridges andwastewater facilities.The top-up application compo-nent will allow municipalities tosubmit proposals for specific in-frastructure projects. TEJAS, INDIA'S INDIGENOUSSTEALTH FIGHTER, INDUCTEDAFTER 33-YEAR DELAYBENGALURU, (IANS) The Indian Air Force (IAF) on Friday inductedindigenously-built Light Combat Aircraft (LCA) Tejas that boosts itsweakening operational capability, 33 years after the project to de-velop the multi-role stealth fighter was cleared. The single-enginesupersonic delta-wing aircraft is capable of carrying four tonnes ofweapons and firing air-to-air missiles and precision-guided munitionslike laser-guided bombs -- to attack enemy fighters and hit ground targetsat a speed of more than 1,300 km per hour. The aircraft developed byHindustan Aeronautics Limited (HAL) and Aeronautical DevelopmentAgency (ADA) is fitted with Israeli multi-mode radar, the Elta 2032, whichis suitable for air-to-air and air-to-surface modes. It is capable of loweringits radar signature that makes it harder to be detected early. The aircraft isalso equipped with a helmet-mounted display and has a distinctive 'glasscockpit' in which information is displayed real-time to the pilot. In moreways than one, the fourth generation-plus advanced fly-by-wire Tejas iscomparable to the French-built Mirage 2000 and is expected to re-place the IAF's MIG squadrons being decommissioned from ser-vice. It is also considered far more advanced than the JF-17 fighterjointly built by China and Pakistan. The induction of the fighter givesa major boost to the IAF's fighting capability.

NEW DELHI, (IANS) A cour t on Tuesday sent Rajendra Kumar, princi-pal secretary to Delhi Chief Minister Arvind Kejriwal, accused of mis-using his official position and facilitating tenders wor th Rs 9.5 crore,to five days CBI custody. Central Bureau of Investigation Special JudgeArvind Kumar allowed the agency to question Rajendra Kumar, formerassistant director of VAT depar tment Tarun Sharma, Endeavour Sys-tems Pvt Ltd directors Sandeep Kumar and Dinesh Kumar Gupta anda fifth man, Ashok Kumar, till July 10.The CBI, which arrested the five on Monday, sought 10 days custodyof the accused saying it had to probe the money trail and confront theaccused with one another. The defence counsel opposed the plea. The

CBI had on December 14, 2015 registered a FIR against RajendraKumar, a 1989 batch IAS officer, for allegedly abusing his officialposition in awarding contracts from the Delhi government to Endeav-our Systems.Terming the arrests of Rajendra Kumar and Tarun Kumar, the Princi-pal Secretary and Deputy Secretary to Kejriwal respectively, as "aconspiracy to paralyse the CM's office", Sisodia said the NarendraModi government was rattled by the AAP's popularity in poll-boundPunjab and Goa. And "today one of our ministers, Kapil Mishra, wascalled for questioning by ACB (Anti-Corruption Branch)," he added."This is clearly an attempt to paralyse our government."

Kejriwal began Punjab tour from Golden TempleAMRITSAR, (IANS) Thronged by hundreds of people, Delhi Chief Minister Arvind Kejriwal on Sunday star ted a three-day political tour of Punjabwith prayers at two famous shrines in this Sikh holy city. A lone protestor threw some pamphlets towards Kejriwal as he stepped out of theGolden Temple complex, blaming the AAP leader for the razing of a 'piao' (drinking water point) outside the historical Sis Ganj Gurdwara inDelhi's Chandni Chowk area. The man was taken away by security personnel as an unfazed Kejriwal continued with his programme.Kejriwal offered prayers at the holiest of Sikh shrines, the Harmandar Sahib, popularly known as Golden Temple, and later went to the nearbyHindu Durgiana Temple. This is Kejriwal's second tour of a longer duration to Punjab this year. He made a five-day trip to various parts of Punjabin February. The visits are in connection with the assembly elections to be held in Punjab in February next year for which the Aam Aadmi Party(AAP) is posing a serious challenge to the ruling Akali Dal-BJP combine and the opposition Congress. The AAP leader's visit to the state star tedunder the shadow of an AAP legislator in Delhi, Naresh Yadav, being named in a case filed over the sacrilege of Quran, the holy book of Islam,in Punjab's Muslim dominated town of Malerkotla in Sangrur district recently. Yadav has been booked by Punjab Police in the conspiracy behindthe sacrilege incident. The AAP legislator is the party's co-incharge for Punjab affairs. AAP leaders say the Shiromani Akali Dal-BJP alliancegovernment of trying to implicate its leaders in false cases. Punjab Chief Minister Parkash Singh Badal on Sunday refused to be drawn into thecontroversy over the criminal case against the AAP legislator saying that the police were investigating the matter. During Kejriwal's visit, theAAP leadership will focus on youth and other categories of voters in Punjab, whose 117 assembly seats go to polls early next year. The AAP hasfour MPs in the Lok Sabha from Punjab. Two of them are under suspension from the party.

HARYANA WARNS JOB ASPIRANTS AGAINST DRUG ABUSECHANDIGARH, (IANS) With three candidates mysteriously dying after undergoing physical tests for police recruitment in Haryana'sKurukshetra district in recent days, the Haryana Staff Selection Commission on Sunday warned candidates that they would bedisqualified if it was found that they had taken performance enhancing drugs for the recruitment.Commission chairman Bharat Bhushan Bhar ti said that if any candidate is found trying to take drugs during physical fitness test forrecruitment to Haryana Police at Kurukshetra, the candidate would be disqualified. "Also, strict action would be taken against thatcandidate according to the rules," he said. Bhar ti said that a special team has been constituted to keep vigil on candidates anddirections have been issued to depute four doctors to examine the candidates before their registration.

NEW DELHI, (IANS) The Supreme Cour t on Friday declined plea byDera Sacha Sauda chief, Sant Gurmeet Ram Raheem Singh seekingdirection to CBI to provide more samples of hand-written pages byone of his erstwhile follower who has alleged that she was raped byhim in 1999. "Despite weighty arguments by senior counsel JayantBhushan we are not inclined to interfere," said the bench of JusticeDipak Mistra and Justice C. Nagappan while refusing to enter tain theplea. The Dera chief approached the top cour t for more samples ofhand written pages by the victim as Bhushan told the cour t that Cen-tral Forensic Science Laboratory (CFSL) that examined the letter writ-ten by the victim in 2001 to Dera chief held that it can't take a view oneway or the other and had sought more samples.

The cour t was unmoved even when Bhushan told it that thought thevictim had alleged that the rape took place in 1999 but in 2001 shewrote a letter to Ram Raheem Singh describing him as "Pitaji" (fa-ther) and expressing gratitude for all he had done for her includingoverlooking her mistakes at the time. The Dera chief is facing trial bythe special Central Bureau of Investigation cour t in Ambala and hasbeen charged for offences under Section sections 376 (rape) and 506(criminal intimidation) of Indian Penal Code by the CBI in 2007.One of his disciples had written an anonymous letter addressed to the thenPrime Minister Atal Bihari Vajpayee in 2002 in accusing Dera chief of sexual abuse.The Punjab and Haryana High Court took up the matter and had ordered a CBIprobe into the incident on September 24, 2002.

For millions of small andmarginal farmers across Tamil Nadu, a state ravaged by themonsoon's growing vagaries, the story is the same. Their state is atthe forefront of India's financial-inclusion drive, but for Tamil Nadu's smalland marginal farmers, agricultural credit from formal institutions remainsnotoriously hard to secure, as indeed it does in other states across India.While credit flow to the agricultural sector increased, the share of smallloans from formal institutions has steadily declined. Are the Americans showing a decisive senseof purpose - a frightening scenario for militant groups protected byregional powers with influence in Washington?A look at the details of the mosaic. TheEgyptian-born Al-Zawahiri, who became leader of Al-Qaeda in 2011after the death of Osama Bin Laden, issued the threat just days afterthe airport bombing in Istanbul, that left 44 killed and 239 injured.While no one has claimed responsibility for the attack, the suspectsidentified by Turkish security services are affiliated with the IslamicState. In his message, Al-Zawahiri specifically named Tsarnaev, con-victed last year of the 2013 bomb attack on the Boston Marathon, inwhich three people died and more than 260 were injured.Tsarnaev was sentenced to death by lethal injection, but his execu-tion date has not been set. Convicted federal inmates spend an aver-age of 10 years on death row. Though it has been eclipsed by IS, Al-Qaeda still commands the loyalty of militants in war-torn Somalia(Al-Shabaab), Syria (Al-Nusra Front) and Yemen.

EU EXTENDS ECONOMICSANCTIONS AGAINST RUSSIABRUSSELS, (IANS) The European Union on Friday formallyextended for six months its economic sanctions against spe-cific sectors of the Russian economy, because of lack of fullimplementation of the Minsk agreements. The penalties willbe valid until January 31, 2017, the EU Council said in a state-ment. These measures were introduced on July 31, 2014, ini-tially for a period of one year, in response to the actions takenby Russia in Ukraine, and were strengthened in September ofthat year, Efe news repor ted. On March 19, 2015, the EuropeanCouncil agreed to link the duration of sanctions to the full imple-mentation of the Minsk agreements, scheduled for December31, 2015. Since the Minsk agreements were not fully imple-mented by December 31, 2015, the Council extended the sanc-tions until July 31, 2016. Having assessed the implementationof the agreements, the Council decided to extend the durationof sanctions for six more months, until January 31, 2017.

Stop defaming China, Chinesedaily tells IndiaBEIJING, (IANS) India must figure out how to earn interna-tional trust to get into the NSG instead of defaming China for itsfailure to do so, a Chinese daily said on Monday. "India needsto perceive China objectively," the Global Times said in aneditorial, commenting on how many in the Indian media wereblaming Beijing for keeping India from the Nuclear SuppliersGroup (NSG). "The Indian public seems to be having a hardtime accepting the outcome of the Seoul plenary meeting ofthe NSG late last month," it said. BAGHDAD, (IANS) Up to 126 people were killed and some 152others wounded in bomb attacks in the Iraqi capital of Baghdad onSunday, an Interior Ministry source said. This is the bloodiestattack this year in the country where the army are fighting againstthe Islamic State (IS) terrorists, Xinhua repor ted.The busy commercial district in southern Baghdad was hit by a carbomb at about 1:00 a.m. local time when a suicide bomber deto-nated his explosive-laden pickup truck outside a shopping centre.The three-floor building was completely destroyed, when lots ofpeople were in it. Many of the victims are women and children, thesource said.The powerful blast set fire to the shopping centre and four nearby

buildings while many shops and stalls were charred and destroyed,along with destroying dozens of civilian vehicles at the scene, thesource added. Dozens of rescue workers, firefighters and civilianswere removing debris and burned wreckage from dawn to theevening, looking for survivors and dead bodies.The attack happened when many families and young people were inthe crowded thoroughfare where many shoppers were preparingtheir families for Eid al-Fitr scheduled to star t on Tuesday, whichmarks the end of the holy month of Ramadan. Meanwhile, anothercar bomb went off in a market in nor theastern Baghdad, leaving onekilled and five wounded, the source added. The death toll could riseas many wounded are in critical condition.

BY TROY RIBEIRO"Junooniyat" is a lacklustre, oft-seen love story, which offers no fresh-ness and not even the zing expected in a romance. It thus appearsboring and mediocre. Captain Jahan Bakshi (Pulkit Samrat), while onan investigative operation, meets a college student Suhaani (YamiGautam) from Amritsar, who is swimming in a restricted area.Several scenes later, the inevitable happens. They fall in love. Pre-dictable? Extremely. And that is the downfall of Vivek Agnihotri's lovesaga "Junooniyat". It is not even handled in an unusual or interestingmanner to give a fillip to an ordinary story. On the contrary it smacksof amateurishness.There is no element of surprise, no interesting twists and not even ahear t-wrenching love story which tugs at your hear t strings. The op-position to their love story seems weak and inconsequential. Thecouple is sensible, practical and perhaps the very antithesis of whatlovers should be.Their "junooniyat" or obsession is clearly missing. There is no mad-ness in their love story and consequently, no magic. With the quintes-sential ingredients of weddings, railway platform scene, "runawaybride", songs and the archetypical Army guy, "Junooniyat" becomestedious to watch. There is a feeling of deja vu throughout.The screenplay too is a staid fare, with songs thrown in intermittently,

to make it seem frothy and enter taining, and to showcase the ro-mance, but it fails to uplift the film. It is lazily crafted, and the charac-ters are flimsy and lack depth. The dialogues, touted to be full ofpoetry as well, seem bland and uninspiring. The direction by VivekAgnihotri disappoints, as it appears staged and theatrical. It is almostformulaic, as if set in a mould.Pulkit Samrat walks through his role of the Captain in the Army,adding nothing to his character. It is almost as if you are watchinga stereotypical Army guy of Bollywood - well mannered, suaveand confident. Perhaps he cannot be blamed for the lack of origi-nality in writing.Yami Gautam too breezes through Suhaani effor tlessly, as it isher of t-seen avatar. Af ter her promising debut fi lm, she sadlyseems to have fallen into a rut of standard, one-dimensional roles.Gulshan Devaiah as the NRI Yash Khurana, is competent and de-l ivers. His del iver y of "Hey, you crying, any dukh?" el icits achuckle.Hrishitaa Bhatt as Mishti, is her usual self, adding nothing to her charac-ter. The music offers nothing spectacular, in spite of a medley of songs onvarious occasions. With moderate production values, the sets and pro-duction designs seem forged. Overall, "Junooniyat" is bland, in-sipid fare which would not even appeal to die-hard romantics.
