Chapter 1 – Vacuum Lavatory Truck -Technical Specification

Section 1 - General

1.1 General

1.1.1 This document specifies the major technical and functional

requirements for lavatory truck with waste evacuation vacuum system

for evacuating waste from aircrafts.

1.1.2 The awarded supplier shall have to supply a complete lavatory vehicle

that includes both the automotive chassis (truck) and the lavatory

system with all its ingredients as specified in this document.

1.1.3 Basically the lavatory truck will be "of the shelf product" with certain

modifications and changes to comply with the requirements in this

document.

1.1.4 Installation of the lavatory system shall be done according to the

chassis manufacturer instructions to body builders- total permissible

load, distribution of loads over the axles, center of gravity height,

dimension of the sub-frame, way of connection the sub-frame to the

chassis, installation of various devices, connection to the original

electrical system of the chassis , etc.

1.1.5 The supplier will bear the responsibility for the quality of work,

strength and reliability of the lavatory vehicle with all its components

and ingredients.

1.1.6 The authority preserves its right to visit the supplier facility prior to the

beginning of the production for discussing technical topics and

finalizing the final technical configuration of the vehicle based on the

requirements specified in this document and the technical proposal of

the supplier within the tender.

1.1.7 The authority also preserve its right to visit the supplier facility during

the production process of the vehicle and conducting final factory

acceptance test as specified in chapter 4 hereinafter.

1.2 Compulsory standards

1.2.1 The vehicle with the lavatory system installed on it shall comply

with IATA AHM 971 standard.

1.2.2 The vehicle with the lavatory system installed on it shall comply

with the Israeli transportation regulation valid on the date of

delivery.

1.3 Environmental conditions-The vehicle and the lavatory system installed on it,

shall withstand the following environmental conditions without mechanical,

hydraulic, pneumatic or electrical failure and without decreasing in its

functional performance.

1.3.1.1 Ambient temperature: -5ºC to + 45ºC.

1.3.1.2 Relative humidity of 100% in +35ºC.

1.3.1.3 Continuous rain.

1.3.1.4 Regular dust conditions.

1.3.1.5 Continuous exposing to sun.

2.1 Chassis

Design

a. The Chassis is designed for the assembling of the lavatory system and will be used in keeping with the mission profile and the environmental conditions defined in section 1 above.

4. Picture of the operation stand on the lifting platform.

6. Hydraulic scheme.

7. Weight calculation table in full loaded position including total weight, load distribution over the axles in compare to the permissible figures of the chassis manufacturer.

8. General dimensions drawing of the vehicle specifying the location of the body on the chassis, overall dimensions, top walkway height, rear overhang with the body on the chassis, location of climbing steps to the body top walkway, etc.

9. Filled out tables of compliance and technical data according to the table in section 2-3 of Chapter 1.

10. A sample of final inspection form / report, which is performed by the supplier for the vehicle.

11. Preventive maintenance schedule and the activities to be performed at each preventive maintenance treatment.

12. Description of the supplier capabilities to provide maintenance services in Israel via his agent in Israel (facility, number of technicians and professional qualification, spare parts warehouse, number of service cars etc).

13. Valid ISO 9001: 2008 certificate in the area of designing and manufacturing of lavatory vehicles for airports.

14. Training program (curriculum and days) for operators and maintenance technicians.

15. Customers list and sold quantities of lavatory vehicles (truck mounted or custom made chassis) in the last 3 years prior to the date of submitting the proposal in the tender



Chapter 2 – Training and Technical Literature

1. Training- The supplier will conduct at the Authority facility training for

operators and maintenance technicians in Hebrew as follows:

1.1 Operators- general description and operating of the various systems,

safety aspects , troubleshooting in operator echelon and including practical operation in

evacuation waste from several types of aircrafts..

1.2 Technicians - general description and operating of the various

system, preventive maintenance routine, lubrication, installing and

removing of main components, explanation about the electrical schemes , troubleshooting in

maintenance technicians echelon using the existing troubleshooting system (flashing lights

or digital display- failure codes etc.).

1.3 Detailed explanation regarding the water, waste, disinfection , hydraulic and electrical

schemes of the lavatory system.

2. Technical literature- will be supplied together with the delivery of the

vehicles and will includes:

2.1 Driver book in Hebrew for the chassis.

2.2 Operation instruction for the lavatory system with all its ingredients in Hebrew (hardcopy and

word file).

2.3 Preventive maintenance instructions for the lavatory system in Hebrew. .

2.4 Workshop manual in English .

2.5 Lubrication chart.

2.6 Spare parts catalogue (one magnetic copy in addition).

2.7 Electrical and hydraulic schemes .

2.8 Warranty certificate for the chassis and the lavatory system.



Chapter 3 – Spare parts, Maintenance and Warranty

1. Spare parts

1.1. The supplier shall provide the IAA spare parts for a period of 10 years, measured from the date of delivery the vehicle.

1.2. Delivery times of spare parts

1.2.1. In case, the spare part is required to fix critical failure – within 6 working days.

1.2.2. In case, the spare part is required to fix non-critical failure – within 14 working days.

1.2.3. Regular order - within 30 working days.

2. Maintenance

2.1. The supplier via his representative in Israel shall provide maintenance services for the lavatory system, by service cars at the IAA facility.

2.2. The response times will be as follows:

2.2.1. Critical failure – arrival of the technician within 24 hours from calling.

2.2.2. Regular failure – arrival of the technician within 72 hours from calling

3. Warranty

3.1. Chassis warrant- Two years "bumper to bumper" warranty from the date of delivery according to the standard warranty given by the chassis manufacturer.

3.2. Lavatory system- Two years from the date of delivery.

3.3. Warranty for the tanks in the lavatory system- 5 years from the date of delivery.

3.4. Warranty for repairs in the lavatory system during the warranty period- 6 months or the end of the warranty according to the later

3.5. Handling of epidemic failure in the lavatory system

3.5.1. A failure which occurs more than three (3) times during the warranty Period whether in the same vehicle or different vehicles will be defined as an epidemic failure and the following preventive steps will be taken by the Supplier:

3.5.1.1. Carrying out "failure research" in order to find out the reason and the source of this epidemic failure and the method to prevent it in the future. A detailed "failure analysis" report will be submitted to the IAA for review.



3.5.1.2. The steps to be taken according to the failure analysis report will be implemented in all the vehicles even in vehicles that the failure has not yet occurred.

3.5.1.3. The warranty Period of an epidemic item after repair or replacement of the deficient part will be extended for one (1) additional year.

3.5.2. Significant safety failure will be considered as an epidemic failure.



Chapter 4 – acceptance tests

1. The authority will conduct factory acceptance test (FAT) at the supplier facility and site acceptance

test (SAT) at the authority facility as supplemental test of the FAT

2. Quality assurance - the supplier will attach to each lavatory truck final inspection report (" internal

FAT") when presenting the vehicle for the FAT.

3. FAT

The FAT will include the following main topics:

3.1 Compliance with the technical specification according to the technical requirements table in

section 2 and section 3 of Chapter 1 as filled out by the supplier.

3.2 Functional- operational inspection of the various lavatory systems including evacuation of

waste (simulating by pumping water), the water and the disinfection system and the defroster.

3.3 Dimensions inspection.

3.4 Functional operation of the chassis system including driving.

3.5 Inspection of the flow rate and pressure of the water pump by external gauges.

3.6 Inspection of the vacuum value.

3.7 Inspection of the water meter (precise measuring) by filling water to an external container.

3.8 Inspection the correct operation of the entire indication, alarms, safety and emergency

systems.

3.9 Inspection of the lifting platform by authorized inspector for lifting systems as required by the

Israeli law (can be done within the SAT in Israel).

3.10 Short road test in loaded and partial loaded (waste and water tank half loaded) position (waste

tank filled by water).

4. SAT

The SAT will include the following topics:

4.1 Inspection for transportation damages.

4.2 Operational inspection of the entire systems.

4.3 Practical test by pumping of waste, flushing and filling of water in several type of aircrafts

including small and low aircrafts.



4.4 Weighing of the vehicle in fully loaded position – All the tanks (fuel, AdBlue, waste, water,

disinfection concentrate) filled up while the waste tank is filled up by real waste evacuated

from the aircrafts and 3 crew members in the driver cab. The weight certificate will indicate

the total weight and load distribution over the axles in compare to the permissible figures

defined by the chassis manufacturer.

4.5 Draining of the waste in the waste evacuation facility.

5. For conducting the FAT the supplier will provide the inspectors on behalf of the authority, with all

the devices and means required for the FAT (such as water flow gauge, pressure gauge, vacuum

inspection gauge etc.) including professional employees for assistance and office services if

required.
