• In the late 1980s, Maricopa County had been out of compliance with Federal clean air standards for years.
• The State of Arizona was sued by the Center for Law in the Public Interest.
• The Center won the lawsuit and Arizona was ordered to develop additional strategies to attain clean air standards.
• Arizona Revised Statutes 49-581 et seq. resulted.

Who’s Affected?
• Employers and schools with 50 or more employees or driving age students at a single site in Maricopa County.
• Employees and students who report at least 3 days each week for 6 months out of the year must participate.
Program Reach Program participants:
• Companies: 1,207
• Sites: 3,094
• Employees: 666,164
• Students: 159,254
Pollution prevented:
• 53,951 pounds daily
• 7,014 tons a year

Employer Requirements • Appoint a Transportation
Coordinator to manage the program.
• Annual Survey of employees at each worksite.
• TARGET SURVEY RESPONSE RATE IS 100%.
• If a site doesn’t reach a minimum 60% return rate it may be required to re-survey or a statistical penalty may be applied, counting all missing surveys as SOVs. Continued non-compliance may result in civil penalties (fines).

Program Goals
Single Occupant Vehicle (SOV)
target rates:
• The first year target is a ten percent
reduction from the baseline.
• The second through fifth year target is
a ten percent reduction from the target
of the previous year.
• The ultimate target for employee SOV
rate is sixty percent.

There is no penalty for failure to attain target SOV reductions as long as
requirements (previous slides) are met.
TRP Annual Survey
• Each organization has a survey anniversary date at approximately the same time each year.
• There is a 30-day window for surveys to be completed and returned.
• Survey employees and driving-age students who work or attend school 3 or more days per week, 6 months or more per year.
• Do not survey contractors, temporary employees, or volunteers.

Survey Tips
• Use posters to announce surveys.
• Distribute surveys promptly and request quick replies.
• Offer incentives.
• Return paper surveys separated by site.
Travel Reduction Plan
• Lists the incentives offered
to encourage alternative
mode use.
• One company – one plan.
• Some incentives may be
site-specific.
• Updated annually.
• Online training available.
New TCs must complete
Intro to TRP training within
90 days of being appointed.
Common Plan Measures
• Prize drawings for new or continuing users
• Guaranteed emergency ride home
• Preferred carpool or vanpool parking
• Subsidies (employer helps with the cost of alternative mode commutes)
• Telework and compressed work schedules

• Provide documentation to prove incentives were implemented
• Acknowledgment from winners and receipts for expenditures are key
• Organization eliminates last-minute scramble at audit time

plans, attendees will be encouraged to
give input on high capacity transit options
for the future extension and how the

the current Valley Metro Rail system to the
state capitol and west Phoenix.
