Garfield and Rio Blanco County, Colorado Comments Welcome The Rifle Ranger District of the White River National Forest welcomes your comments on its proposal to revise motorized and non-motorized use designations on several roads and trails located within the Buford New Castle Road corridor and in the Cliff/Meadow Lake and Clinetop Cow Camp areas. Your comments will help us complete an environmental assessment. The assessment will be used to determine whether to prepare an environmental impact statement or a finding of no significant impact. Instructions for submitting comments are described on the last page.
Background The Blanco and Rifle Ranger District are noted for providing and enhancing unlicensed motorized travel on the White River National Forest.
The White River National Forest Travel Management Plan (TMP) Record of Decision signed in May of 2011 closed the entire length of the Buford New Castle Road (NFSR 245) to unlicensed vehicle use. Motorized use on most side roads accessing the corridor was restricted to licensed motorized vehicle use. This decision was based on an engineering study of motorized mixed use1 and determination that managing unlicensed use on NFSR 245 would be unfeasible if allowed on side roads in the area. The engineering study recommended a parallel route for ATV/UTV use be constructed between the West Elk Trailhead and Blair Mountain Road (NFSR 601). A section of the BNC /Fayville Motorized Trail (NFST 2290) between NFSR 245 and Triangle Park was designated in the 2011 TMP. In 2012 the Buford New Castle Motorized Trail Decision Notice authorized construction on an additional section of trail between Triangle Park and the West Elk Trailhead.
Additionally, the TMP includes errors in the Meadow Lake, Clark Ridge/Clark Point and Clinetop areas regarding mixed motorized, motorized trail and non-motorized use designations that need to be revised.
1 Mixed motorized use refers to a mix of licensed and unlicensed motorized vehicles including ATV/UTVs less than 62 inches in width.

Purpose and Need for Action Since the BNC/Fayville Motorized Trail has been completed, there is a need to update the 2011 TMP along the BNC corridor, specifically:
• Provide access to and from dispersed campsites to the BNC motorized trail system by allowing mixed motorized use on roads previously open to licensed motorized use only.
• Provide access from the BNC motorized trail system to the Clark Ridge area along the Buford New Castle road by allowing mixed motorized use on a short section of road previously open to licensed motorized use only.
In addition, the following corrections and revisions to the 2011 TMP have been identified: • Correct errors on short sections of routes designated as motorized that are currently non-
motorized. The corrections would provide access to non-motorized trail systems, further enhancing the recreation experience in the area.
• Revise use designations on several routes located within the Cliff/Meadow Lake and Clinetop Cow Camp areas in order to provide motorized trail loop opportunities and reflect current and desired use in these areas.
• Provide access from Clark Ridge to Cherry Creek, Mansfield and Last Chance trails by extending designated non-motorized system routes along existing non-system routes, creating a non-motorized trail loop system as it exists on the ground. Mapping errors will be corrected.
Proposed Action To address the purpose and need, the Forest Service is proposing several corrections and revisions to the White River National Forest 2011 Travel Management Plan – Summer Strategy. See Attachment A for a description of proposed changes to the TMP and Attachment B for a map of the affected routes. No new construction or reconstruction is proposed and historical use of the routes is not intended to change.
Management Direction The proposed action aligns with goals, objectives, and strategies from the 2002 White River National Forest Land and Resource Management Plan (Forest Plan) specifically:
• Objective 2a - Improve the capability of the national forest and grasslands to provide diverse, high quality outdoor recreation opportunities. (p. 1-10)
• Objective 4a - Improve the safety and economy of forest service roads, trails, facilities, and operations and provide greater security for the public and employees. (p. 1-14)
The project area is located within the following Forest Plan-designated management areas: • 4.3 – Dispersed Recreation (p. 3-44) • 5.12 – General Forest and Rangelands – Range Vegetation Emphasis (p. 3-51/3-52) • 5.4 – Forested Flora and Fauna Habitats (p. 3-55/3-56) • 5.43 – Elk Habitat (p. 3-61/3-62)

The project will be designed to conform to the Forest Plan and other pertinent laws, regulations and policies regarding motorized and non-motorized use on National Forest System lands. Forest Plan standards and guidelines will be applied as appropriate to meet Forest Plan goals and desired conditions.
Nature of Decision to be Made For this project, the responsible official is the Rifle District Ranger. Given the purpose and need, the responsible official will review the environmental analysis of the proposed action, other alternatives, and any public comments in order to make the following decisions:
1. Should mixed motorized use be allowed on the Buford New Castle Road (NFSR 245) between MP 16.7 (Clark Ridge – NFSR 822) and MP 17.6 (Fayville Trail -NFST 2290)?
2. Should mixed motorized use be allowed on the following routes: • 2.3 miles of NFSR 860 – Lake Park Road • 0.9 miles of NFSR 819 – Homestead Road • 0.2 miles of NFSR 245.4J – Unnamed Road • 0.9 miles of NFSR 462/NFSR 845 – Snowmobile Shed • 2.3 miles of NFSR 822 – Clark Ridge Road • 1.1 miles of NFSR 601.4D – Unnamed Road currently designated a motorized
trail • 0.5 miles of NFSR 650.1P – Cell Phone Access
3. Should the following routes be converted from road open to licensed motorized vehicles only to motorized trail (less than 62” in width)?

Alternatives to the Proposed Action No Action The effects of not taking action will be considered as required by Council on Environmental Quality regulations (40 CFR 1502.14(d). Under the No Action Alternative the following conditions would remain the same:
1. Mixed motorized use on the Buford New Castle Road (NFSR 245) between MP 16.7 (Clark Ridge – NFSR 822) and MP 17.6 (BNC/Fayville Trail -NFST 2290) would remain illegal.
2. Access by unlicensed motorized vehicles to and from dispersed campsites along the following routes to the BNC/Fayville Trail -NFST 2290would remain illegal:
• 2.3 miles of NFSR 860 – Lake Park Road • 0.9 miles of NFSR 819 – Homestead Road • 0.2 miles of NFSR 245.4J – Unnamed Road • 0.9 miles of NFSR 462/NFSR 845 – Snowmobile Shed • 2.3 miles of NFSR 822 – Clark Ridge Road
3. NFSR 650.1P would be decommissioned and motorized access to one of the few cell coverage areas by motorized vehicle in the Clinetop area would remain illegal.
4. Access by licensed motorized vehicles along NFSR 601.4D would remain illegal.
5. Access by licensed motorized vehicles would be allowed on a motorized trail in the following sections:
• 0.3 miles of NFSR 245.4B – Unnamed Road currently a part of NFST 2290 • 0.4 miles of NFSR 245.4J – Unnamed Road currently a part of NFST 2290
6. Access by licensed motorized vehicles would be allowed on a non-motorized trail open to bikes and other mechanized vehicles on the following section:
• 1.2 miles of NFSR 822 – becomes a part of NFST 2158.1B 7. Access by unlicensed motorized vehicles on the following routes would remain
illegal: • Approximately 2 miles of NFST 653 – becomes a part of NFST 2059 • Approximately 1 mile of NFST 2059
8. 0.2 Miles of NFSR 653 would remain open to mixed motorized use by the public

9. The following routes would remain non-system non-motorized trails and use of the trail sections would be illegal:
• 1.9 mile extension of 2158.1A • 0.7 mile extension of 2291 • 0.4 mile extension of 2158.1E
10. The true location of NFST 2158 would remain incorrect on summer travel maps.
Effects and Issues to Consider The environmental assessment will address the effects of the proposed action and alternatives to the following: transportation, recreation, noxious weeds, range and cultural resources. The assessment will be issue-driven and contain detail commensurate to the degree to which a resource may be affected.
At this time, the Forest Service has not identified any resource issues. Issues raised in response to this notice of proposed action will be considered and addressed in the environmental analysis. Some issues may be addressed through modification of the proposed action, development of a new alternative, or mitigation measures.
Comment Process The proposed project is an activity implementing a land management plan and subject to the objection process described in 36 CFR 218 Subparts A and B. The Forest Service is combining scoping with the legal notice and opportunity to comment, as described in §218.24. The public is encouraged to provide specific written comments on this proposal, including supporting reasons for the responsible official to consider. Specific written comments are within the scope of and have a direct relationship to the proposed action.
Written comments will be accepted for 30 calendar days following the publication of a legal notice in the Rifle Citizen Telegram. The publication date in the newspaper of record is the exclusive means for calculating the comment period. The regulations prohibit extending the length of the comment period.

It is the responsibility of persons providing comments to submit them by the close of the comment period. Individuals and organizations wishing to be eligible to object must meet the information requirements in §218.25(a)(3). If the agency determines there are no significant impacts, that finding along with the EA and a draft decision notice will be published for a 45-day objection period. If no specific written comments are received during the designated opportunity for comment, the project will not be subject to objection. If the EA concludes there is potential for significant impacts, then an environmental impact statement will need to be prepared.
