Executive Summary Hong Kong has experienced many significant economic and social events in 2019-Q2. Major events were the continuation of the U.S.-China trade war and social activities stirred up by some government legislative decisions. The GDP growth rate slowed down to 0.5% in 2019-Q2. Amongst the GDP components, fixed capital formation and export declined by 11.6% and 5.6% year-over-year (YoY), respectively. Private consumption expenditure was still growing slightly at 1.1% in the same period. By now, as there are no clear signs that the trade war and social activities will end in the foreseeable future, Hong Kong’s economic conditions are expected to deteriorate further in second half of 2019. Economic slowdown affected the consumer lending market. Outstanding balances of all consumer lending products except credit cards and mortgages declined in 2019-Q2. Credit card and mortgage loan balances grew 6.7% and 8.9% in the recent quarter. A closer look into the growth of credit card balances reveals that it was attributable to the 22.3% YoY growth in Loan on Card (LoC) balances. As in the last two years, balance growth varied according to generation group. Millennials (1980–1994) maintained double-digit balance growth in 2019-Q2, increasing 14.3% YoY, and Generation X (1965–1979) balances increased by 6.5%, whereas Baby Boomers (1946–1964) balances reduced by 0.5% YoY. Unlike credit card and mortgages, outstanding balances of unsecured personal loans and revolving accounts have been declining since 2018-Q2. The former decreased by 1.7% and the latter by 11.1% in this quarter. Banks and money lenders compete head-to-head with each other in the personal loan and revolving account markets. As of 2019-Q2, money lenders gained 28% balance share of personal loans and 18% of revolving accounts. This indicates that banks should be more proactive in protecting their market shares in personal loans and revolving accounts. As the largest consumer lending products in terms of outstanding balances, mortgages exhibited more volatile patterns. Property prices as revealed by the Centa-City Leading Index (CCL) rebounded after hitting a low point in 2018-Q4. However, the increase in property prices is not the only consideration for potential buyers entering the market. In 2019-Q1, new mortgage originations (the latest quarter for which data is available) fell by 15.5% YoY. The number of mortgage inqueries, proxy for property-buying forces, decreased 5% YoY in 2019-Q2. This clearly indicates that some of the potential buyers are suspending their purchases until the market environment stabilizes. By and large, Hong Kong’s consumer lending market is still healthy. This is evidenced by the low delinquency rates across all product categories. At the same time, lenders should be fully aware that delinquency rates will worsen significantly during economic downturn, especially for products with a riskier customer base. Credit portfolio review and performance alerts are important tools for lenders to maintain portfolio quality and manage delinquency rates.

Outstanding credit card balances grew 6.7% YoY and reached a historic high of HKD 138.4 billion in 2019-Q2. On the contrary, the 2019-Q1 origination volumes (the latest quarter for which data is available), recorded a drop of 5.8% YoY. This clearly indicates that lenders were more cautious in acquiring new customers. On the other hand, consumers were still spending more using their credit cards as the pressures of economic downturn may not yet be fully revealed in this quarter. As in last quarter, all measures of the serious delinquency rates, defined as 90 or more days past due (DPD), remained largely unchanged YoY in 2019-Q2. Lenders should closely monitor latest development of all macroeconomic and social events and their impacts on the portfolio delinquency rates. In terms of risk distribution, origination volumes were dominated by super prime customers, comprising 61% of the originations in 2019-Q2. As evidenced in a previous research study, super prime customers typically have five credit cards. Undoubtedly, credit card holders choose to spend on cards with the most favorable benefit packages. Card issuers should be more targeted in their campaigns and offers to capture a larger share of the outstanding balances. From an age group perspective, Millennials (1980–1994) still lead the growth in outstanding balances; they grew their balances by 14.3% YoY in 2019-Q2. Comparatively speaking, Generation X (1965–1979) showed less aggressive balance growth, only 6.5% in the same period. In contrast, Baby Boomers (1946–1964) reduced their balances by 0.5% YoY during the same time.

The balance of HKD 34.8 billion was also a record high and much larger than the shrinking balances of unsecured revolving accounts. The growth in outstanding balances comes from new and existing customers. Origination volumes in 2019-Q1 (the latest quarter for which data is available) increased 8.9% YoY. The number of consumers carrying a balance increased, and the average balance per consumer increased 3.5% and 18.2% YoY, respectively. This increasing trend showed that lenders proactively encourage customers to drawdown LoC and increase utilization of unused credit limits. On the risk side, all measures of the serious delinquency rates (60+ DPD) remained the same this quarter. Even though LoC has a very low risk level, lenders should keep a close eye on potential upward movements in the delinquency rates.

Source: TransUnion statistics on Hong Kong consumer credit market The number of auto loan accounts continued to shrink in 2019-Q2. The total number of accounts dropped 7.3% YoY to 53,700. In 2019-Q1 (the latest quarter for which data is available), origination volumes dropped another 15% YoY. Indeed, the auto loan market is shrinking in size measured by both volume and dollar amount. Nowadays, Hong Kong consumers rely less on credit to finance vehicle purchases. Despite decreasing origination volumes and outstanding balances, average balance per consumer increased 5.8% in 2019-Q2. At the same time, all measures of serious delinquency rates (60+ DPD) increased over last year. Furthermore, this increase in delinquency rates has persisted for one year. The trend is alarming, as the auto loan portfolio is gradually running out. Given the uncertain economic outlook, delinquency rates for auto loans will continue to increase in the second half of 2019.

According to the Centa-City Leading Index (CCL), property prices reached a two-year high in 2019-Q2. In line with increasing property prices, the monthly Residential Mortgage Survey by the Hong Kong Monetary Authority (HKMA) showed that outstanding balances of residential mortgage loans increased 8.9% YoY in 2019-Q2 and reached HKD 1,370 billion. However, increasing property prices do not translate into increasing volume for mortgages. Origination volumes in 2019-Q1 (the latest quarter for which data is available) declined 15.2% YoY, and the number of mortgage inquiries dropped by 5.4% YoY in 2019-Q2. This reflected that potential property buyers are cautious in entering the market at this point time given all the uncertainties ahead. The number of mortgage inquiries and origination volumes may witness even greater decline in 2019-Q3 when Hong Kong residents feel the impacts of economic stagnation. The risk level of mortgage loans is very low. Over 90% of mortgage loans are held by super prime customers. Serious account-level delinquency rates (60+ DPD) stayed flat in this quarter. On the other hand, lenders should aware that 45% of the mortgage inquiries in 2019-Q1 came from Millennials and Gen Z customers. As more young people become property owners, lenders need to continually reassess the risks associated with their mortgages, as young people are less capable of withstanding a financial storm.

The number of accounts and outstanding balances of unsecured personal loans decreased 2.2% and 1.7% YoY in last quarter, respectively. This downward trend began in 2018-Q1. The lower origination volumes in 2019-Q1 (the latest quarter for which data is available), down 3% YoY, put greater downward pressures on the unsecured personal loan portfolio. The outstanding balances of HKD 101.5 billion made unsecured personal loans a lucrative product for all of the lenders. In particular, money lenders are competing head-to-head with banks for unsecured personal loans. In the last two years, money lenders aggressive grew their personal loan portfolios. In 2019-Q2, money lenders grew their personal loan balances by 10.4% YoY. In terms of market share, money lenders captured nearly 28% of the total personal loan outstanding balances relative to banks. Money lenders were also successful in growing their personal loan portfolios across all risk tiers. For near prime or below risk tiers, money lenders grew the outstanding balances 9.4% YoY, whereas prime and above risk tiers grew by 16.5% YoY. By now, money lenders are major players in the unsecured personal loan market. Apart from keen competition between lenders, the unsecured personal loan is a very low risk product. All measures of serious delinquency rates (60+ DPD) exhibited YoY decline in 2019-Q2. With all of the economic challenges facing Hong Kong, lenders should not underestimate the potential increase in risks, even though delinquency rates remained flat since 2018-Q2. Banks and money lenders should closely monitor portfolio performance in the second half of 2019.

Source: TransUnion statistics on Hong Kong consumer credit market The unsecured tax loan is the smallest consumer lending product category, as it had only 36,500 accounts and outstanding balances of HKD 6.6 billion. In 2019-Q2, the number of accounts and outstanding balances grew by 6.7% and 18% YoY, respectively. Origination volumes in 2019-Q1 (the latest quarter for which data is available) were up 1.6% YoY, given that first quarter was not the peak tax payment season. As was the case with other consumer lending products, all measures of serious delinquency rates (60+DPD) were almost unchanged in 2019-Q2. A major reason for the low risk level is because all tax loan borrowers are taxpayers with stable and predictable incomes. The unsecured tax loan is thus an attractive product for lenders during the tax seasons.

Source: TransUnion statistics on Hong Kong consumer credit market In 2019-Q2, unsecured revolving accounts experienced contraction in the number of accounts and outstanding balances. The former declined 6.1% whereas the latter dropped 11.1% YoY. The outstanding balance of HKD 28.5 billion was much smaller than the LoC balance of HKD 34.8 billion. Origination volumes 2019-Q1 (the latest quarter for which data is available) dropped 6.3% YoY. Average balances per consumer decreased 8.9% YoY in this quarter as a decrease in the number of accounts partly offset the decline in outstanding balances. This declining trend implied that consumers are gradually shifting to other unsecured lending products. For unsecured revolving accounts money lenders were directly competing with banks on outstanding balances. Over the past two years, money lenders have gradually increased their share of the outstanding balances from 14% to 18%. Overall, the risk distribution of unsecured revolving accounts was similar to that of unsecured personal loans, with customers from the near prime or below risk tiers comprising 73% of the origination volumes. However, this was a largely distorted picture, as bank customers were generally less risky — 76% of bank customers holding revolving accounts were from prime or above risk tiers. The reverse was true for money lenders, as 72% of their revolving account holders were from near prime or below. This is in line with banks’ practices of granting revolving lines of credit to their premium customers. Risk level of unsecured revolving accounts was low. Account-level and consumer-level serious delinquency rates (60+ DPD) slightly increased, while the balance-level delinquency rate dropped 11 bps YoY. Money lenders should watch out for potential increases in delinquency rates, as their portfolios are dominated by more risky customers from near prime and subprime risk tiers.

Report Overview and Definitions

The TransUnion Industry Insights Report is a quarterly overview summarizing data and trends and providing

insights on the Hong Kong consumer lending industry.

Data has been pulled from TransUnion’s consumer credit database, which profiles nearly every credit-active consumer in Hong Kong. The report analyzes all open accounts reported to TransUnion that have been verified in the past 10 years. All accounts not reported as closed with zero balance (as indicated with a closed date, an installment balance of zero, or a remark indicating a final status such as foreclosure or settlement) are included in the report’s metrics.

The report provides a full view of all data records (not a sample) over the nine most recent quarters.

Both account-level and consumer-level views of key metrics and trends are included in the report.

The report covers data and trends for the national population overall, as well as breakdowns within consumer credit-score risk tiers.

The report analyzes individual consumer loan product types—bankcard, private label, auto, mortgage, and consumer lending—while looking at aggregate views of all revolving and non-revolving loans as well.

Risk Tier Definitions

In this report we use the global standard risk tier terminology, based on ‘clean’ score breaks that align with the lettered riskgrades traditionally used in Hong Kong, as per the table below.

Report Timing

Each quarter’s data and calculations are generated from the data available on the last day of the quarter.

There is a time lag between the date when a new account is opened and when lenders report new accounts

to credit reporting companies. As a result of this time lag, a significant number of new accounts opened

during a quarter may not yet be reported as of the quarter end date. To enable more accurate and complete

reporting of new accounts, we measure all new account counts and balances in this report one quarter in

arrears. With this approach, the quarter prior to the current report date reflects the most recent data.

A Note About the Calculation of Total Utilization

To derive total utilization, we recommend the following formula:

Total Utilization = 1 - [Total Open-To-Buy

Total Credit Lines]

We recommend against calculating utilization as the ratio of total balance to total credit lines because the

total balance measure includes balances on closed accounts that have balances, while total credit lines are

zeroed out for closed accounts. Our reasoning is that credit lines should only be calculated where credit is

actually available—a closed account cannot be used for further purchases, and hence should have a credit

line of $0.
