Millennium Line Broadway Extension to Arbutus

• The Mayors’ Council Vision calls for rapid transit in the Broadway Corridor to UBC.

• The Vision prioritizes the extension of the Millennium Line to Arbutus Street within the first 10 years.

• The extension supports future rapid transit to UBC.

• Extension will be designed for the same ultimate capacity as Expo and Millennium Lines

Lessons Learned from Canada Line:

• Ensure business access and visibility• Early implementation of a Business and

Community Liaison Committee with dedicated staff

• Minimize impacts of dust and noise• Ensure security and adequate lighting

around construction• Importance of parking

and loading strategies• Council motion in 2008 opposed cut and

cover for completion of the Millennium Line through commercial, congested or confined rights-of-way

Broadway Extension Regulatory Review

Regulatory areas where the City can support the project:

Design Advisory Process (DAP) and Construction Approval Process (CAP)

• Process refined using existing processes as the base

Amendments to the Noise Control By-Law• Extending the duration of exceptions from 60 days

to up to 180 days, subject to an acceptable noise mitigation strategy

• Simplify and streamline the movement of goods throughout the Metro Vancouver region

I-1 Industrial Zone (2013)• Allow area to be zoned for additional office

use while maintaining industrial use• Larger buildings, increased job space• Double the zoned office capacity

I-1A & I-1B Industrial Districts (2017)• Further define I-1 to separate into I-1A & I-1B• Support the innovation economy by

encouraging digital and technology uses through additional density bonuses and height increases

Mount Pleasant Industrial – Parking Strategy

• Performance based approach as per amended Parking Meter By-Law (2016)

• Allow meters to be installed to manage curbside availability• Adjust on-street rates to achieve target occupancy rates

(85%)• Adjust on-street parking rates independently for daytime

and evening rates• Short term (customers) and long term stays (commuters)
