ABOUT THE CONTRACT Contract Number TRP 2016 Contract Term 1 July 2016 to 30 June 2019

With two extension options of one year each Status Mandatory in the Perth Region for Western Australian Public

Authorities and Approved CUA Users for consignments originating from or destined to Perth. The new Transport CUA has combined the now expired (30 June 2016) Metropolitan Courier Services and Freight Transport Services CUAs. The new CUA will increase savings to government through the introduction of additional suppliers, by having the same suppliers across multiple categories, and simplifying the buying process through electronic decision aids. The CUA covers all your transport needs including metropolitan courier services and freight services between metro and regional or interstate locations. Exclusions: • International freight transport services;

• Services provided under the Removalist Services CUA REM2013 (exception - flat packed furniture or items in their original packaging);

• Freight transport within regional WA centres and across regional WA locations (e.g. Albany to Broome).

• Rail transport;

• Sea freight services (exception - Cocos Islands);

• Services and the transport of goods supplied under other arrangements where freight forms part of those Arrangements (i.e. goods purchased on a Free Into Store (FIS) Basis).

In accordance with State Supply Commission policy, agencies can buy outside of this CUA and directly source from an Australian Disability Enterprise (ADE) or Aboriginal Business in full. Courier Services Description of Services

Premium Courier (very urgent) The premium service is designed to offer a very urgent Same Day Service Delivery of Consignments

Priority Courier (urgent) The priority service is designed to offer an urgent Same Day Service Delivery of Consignments.

Standard Courier (non urgent) The standard service is designed to offer non urgent Same Day Service Delivery of Consignments.

Next Day The Next Day service is designed to offer a value for money service that picks up a Consignment on the day and delivers it the next working day. This service does not include consignments that will be delivered on a recurring basis, as this will fall under the Set Run Category.

Courier Trucks Service Under this service, Contractors are to provide Courier Trucks ranging from a 1 Tonne van/ute to a semi-trailer for movement of large items from point A to point B.

Set Run Service (up to 1Tonne) Pick Up and Delivery of Consignments on a pre-planned basis at set times going to a set destination(s) on a daily, weekly or fortnightly basis.

Air Freight Intrastate and Interstate

Description of Services

Premium (same day or next available flight)

Consignments are picked up on the day and delivered either on the Same Day or are scheduled to be on the next available flight.

Priority (Overnight flight) Consignments are picked up before the end of business on the day and delivered early on the next Business Day.

Dangerous goods/ Sensitive – Optional Service

Pick Up and Delivery of Consignments requiring sensitive transportation and special handling to prevent damage.

Road Freight Intrastate and Interstate

Description of Services

Express This service is for urgent deliveries either on the same day or next day depending on location

General (consolidated freight) This service is for Consignments which are non-urgent and are delivered on specific days.

Dangerous goods/ Sensitive – Optional Service

Pick up and Delivery of Consignments requiring sensitive transportation and special handling to prevent damage, that may include the use of Specialised Vehicles.

Chiller Freezer – Optional Service For freight requiring temperature sensitivity (e.g. frozen or perishable Consignments).

A set run may be requested by the customer as a service under any of the above subcategories. this is where a planned consignment is going to one or more destinations on a recurring basis.

BUYING RULES Buying Direct Prices for this Common Use Arrangement (CUA) are fixed so buyers can pick and buy the specified products from the contractors without calling quotes or tenders. Buyers should view the EDA LINK to obtain prices for the items they require. Where more than one contractor is appointed to a category or sub category, buyers can evaluate which contractor represents best value for money for their needs, then contact the contractor to make their purchase. Orders should be placed directly with contractors. Buyers should check each individual contractor’s details as to which communication method is preferred for placing orders. If you are using a contractor for the first time, you will probably need to establish a new account.

Pricing Monetary Threshold Buying Rules Services valued at up to $250,000 per individual purchase Multiple Destination Set Run and Price on Application Services

For multiple destination Set Run and Price on Application type Services; all other services are Pick and Buy The Customer can select a single Contractor or multiple Contractors of its choice from the relevant panel Category to purchase their service requirements. The Customer uses the Request for Quotation form supplied on ContractsWA to identify their requirements. Contractors are required to respond within two (2) Business Days. Please note this does not prevent a Customer from requesting a quotation for a single destination Set Run.

For Set Run and Price on Application type Services; all other services are Pick and Buy The Customer must request a quote from all Contractors on the relevant Category or Subcategory for the services they require. Payment by Purchasing Card The Government Purchasing Card offers a quick and convenient method of payment allowing many goods and services to be efficiently purchased. Always remember to inform the supplier that you will be paying by Government Purchasing Card, at the time of ordering the product or service, and ensure they clearly understand that they must send the tax invoice directly to you, the cardholder.

APPENDIX 1: ACCESSING CUA INFORMATION ONLINE The options available to you to access CUA information including contracted prices, contractor details and order forms will depend on the procurement system used in your agency. Systems available to you could include Oracle or SAP. If you experience any difficulties locating CUA information, please call the Service Centre on 6551 2020.

APPENDIX 2: HOW IS WEIGHT MEASURED? Weight is measured and charged in two ways: deadweight or cubic volume – whichever is greater. The Deadweight relates to the actual weight of the item. The Cubic Volume relates to the space an item takes up. Items that are heavy but do not take up a lot of space will be charged at their deadweight. Items that are not very heavy but take up a lot of space will be charged at their cubic volume. The cubic volume of an item is calculated as: Length x Width x Depth of the item (in metres) multiplied by the Cubic Rate of the Contractor (found below).

EXAMPLE: A table is sent via General Road Freight and has the following dimensions: Length = 1 metre Width = 0.5 metre Depth = 0.75 metre Weight = 30kg. Based on the above measurements the Cubic Volume of the table is: (1x0.5x0.75) = 0.375m³ Multiplied by the Cubic Rate= 0.375x333 =124.875kg. Therefore, even though the deadweight of the table is only 30kg, it will be charged as weighing 124.875kg because it takes up a lot of space. However, if the table was flat-packed so that its dimensions became: Length = 1 metre Width = 0.1 metre Depth = 0.75 metre Weight = 30kg

then the Cubic Volume of the table would be: (1x0.1x0.75) = 0.075 Multiplied by the Cubic Rate = 0.075x333 =24.975kg. In this case, the table would be charged at its deadweight (30kg) because this is the greater value.

APPENDIX 3: FREQUENTLY ASKED QUESTIONS My consignment was really light – why did it cost so much? Freight consignments are measured either based on their deadweight or their cubic volume, whichever is greater. If your consignment took up a lot of space but was not very heavy then it would have been charged by cubic volume. See Appendix 2 for more details. Do I have to buy from this contract if I am purchasing from a regional location? No. This CUA is only mandatory for Public Authorities based in the Perth Metropolitan Zone (including Mandurah). If you are outside this region, you can apply regional purchasing discretion in accordance with the Government’s Buy Local Policy. Details of this policy can be found at the State Supply Commission website. Do I need to get quotes? Please see the Buying Rules for instructions on how to purchase services under this contract. What happens if I need to purchase products/services that are not available on this arrangement? In the instance that the service required is not available on the CUA then buyers must purchase in accordance with relevant State Supply Commission Policy. Details of these policies can be found at the State Supply Commission website. What do I do if I am unhappy with the service of a Contractor? 1st Step - Contact the Contractor and request a meeting to resolve the matter. Clearly outline the issue, ask the Contractor to explain and together resolve the matter. 2nd Step - Contact the Department of Finance Contract Manager with specific details of the complaint. Include your name, phone contact details, the service type and booking number, the action you have taken and the agreed solution. If need be, Finance will follow-up the matter with the Contractor. How does Finance manage the contract? The Contractor at the end of every quarter reports to Finance on a range of fields to enable Finance to monitor the performance of the contract against the key performance indicators and compliance with the terms and conditions of the contract.
