Making the link to Climate Change

• Transport is part of the Government’s 80% reduction in CO2 emissions by 2050 (Climate Change Act 2008)

• Transport represents about 25% of the UK’s CO2 emissions

• Smarter Travel can reduce CO2 emissions from Transport but this isn’t the only benefit….

What can you do ? – Develop a Travel Plan!• Get help!• Identify the objectives of the Travel Plan and get Board

approval• Tell staff why you are developing a Travel Plan and start

with a survey of staff and visitor travel• Identify travel options and improvements favoured by staff

through staff forums• Engage with other parties – local authority, travel operators,

WINACC’s View on Travel Plan Objectives and Targets

• Overall Objective: a reduction in CO2 emissions based on the UK Government’s Climate Change Act 2008

• Short-term Targets: Reduce greenhouse gas emissions generated by staff commuting and on business travel by 10% by 2011 and by 20% by 2012.

• Long-term Targets: More ambitious longer-term targets could be set for reducing car travel.

Travel Plan Measures (1)• Encouraging mobile staff to travel to work by means other

than by car by restricting parking permits to those who live at least 1.5 miles from their primary place of work and cannot readily get to work by public transport, for example if there is not direct public transport service from home to work.

• Encouraging staff who have to travel to work by car to use low-emission vehicles by implementing a limit on carbon dioxide emissions (gms/km) for cars eligible for new parking permits

Travel Plan Measures (2)• Putting a cap on long-distance commuter travel by car by

limiting issue of new car parking permits to those staff who live no more than a defined number of miles (perhaps no more than 50 miles?) away from their workplace

• Reviewing the rules for staff claiming mileage expenses for business travel by car and requiring staff to travel by public transport to destinations that are accessible by public transport and when not carrying heavy equipment.

scheme – preferential parking• Encouraging cycling – Government subsidy for cycle

purchase - parking, storage and showering facilities – cycle routes

• Encouraging walking – safe routes• Encouraging use of public transport – season ticket loans –

subsidy – better routes • Encouraging work and communication by means other than

travel – homeworking – tele and video conferencing
