Message from the Minister

New South Wales is open for business

New South Wales is one of the most exciting places in the world right now in terms of infrastructure investment. The NSW Government’s continued investment in delivering safer roads and better and more public transport throughout NSW is helping to reduce congestion and provide greater economic benefits for more connected communities throughout NSW, allowing people to reimagine how they move about and access services.

The NSW Government is delivering the biggest infrastructure program in Australian history, with $87.2 billion earmarked for projects over the next four years alone. I am proud that $51.2 billion of this is earmarked for road and transport projects.

Game changing road and transport projects such as the Pacific and Newell Highway Upgrades, the More Trains, More Services Program, Sydney Metro Northwest, Sydney Metro City and Southwest, Sydney Metro West, WestConnex, NorthConnex and the New Intercity Fleet and Regional Rail procurements will each deliver city and region shaping benefits for communities throughout NSW for decades to come. Equally, our continued investments in the renewal of transport precincts such as at Central Station and Circular Quay, the revitalisation of Newcastle CBD and the integrated station developments forming part of the Sydney Metro program will revitalise communities, transform places and make the nation’s only global city more liveable and connected.

In June 2018 we released our ten point commitment to the construction sector, which recognises that the NSW Government can only achieve its infrastructure objectives in partnership with the private sector and takes a longer term view about the need to drive quality, innovation and cost effectiveness by fostering a thriving and sustainable construction sector in NSW.

I look forward to continuing to work with industry to deliver world-class infrastructure that enables new and better services for future generations – together we can ensure that NSW remains a great place to live, work and visit.

A ten point commitment to the construction sector

To bring about a continued strong and effective partnership with industry we have outlined our commitment in 10 steps. These steps show how the NSW Government will support and drive the construction sector, as well as identify the high standards we expect in return.

1 Procure and manage projects in a more collaborative way

2 Adopt partnership-based approaches to risk allocation

3 Standardise contracts and procurement methods

4 Develop and promote a transparent pipeline of projects

5 Reduce the cost of bidding

6 Establish a consistent NSW Government policy on bid cost contributions

7 Monitor and reward high performance

8 Improve the security and timeliness of contract payments

9 Improve skills and training

10 Increase industry diversity

Working together to transform transport

Strong and effective relationships with industry delivery partners and private operators underpin our ability to provide better transport for the people of NSW.

Staying up to date

1 Tenders – Sign up for alerts at NSW eTenders. Current tenders for our projects are available via the NSW Government eTendering website. Prospective tenderers are encouraged to read the tender invitation instructions and view all tender documentation prior to submitting their applications. Some tenders will need to be submitted online through the eTendering website, however, others will need to be submitted in hard copy directly to Transport for NSW.

2 Monitor the list of awarded contracts to seek out opportunities with our delivery partners.

3 Prequalification panels – Prepare your organisation and obtain or maintain prequalification with whole-of-government prequalification panels. Prequalified suppliers may be invited to tender by a Government agency. Prequalification is not a guarantee of work. It does however determine a contractor’s eligibility to tender for work, subject to meeting any local legislative / regulatory requirements. For more information visit: www.procurepoint.nsw.gov.au/before-you-buy/prequalification-schemes-0

Newly formed companies may also apply and will be assessed on a case by case basis.
