TRAFFIC ORDER 2021

1. Transport for London hereby gives notice that on 24th February 2021 it made the above named Experimental Orders under sections 9, 10(2) and 83 of the Road Traffic Regulation Act 1984. The Orders will come into force on 5th March 2021 and may remain in force for up to 18 months.

2. The roads affected by these Orders are the A3205 and A217 GLA Roads – Battersea Park Road , York Road, Ram Street and Armoury Way.

3. The general nature and effects of the Orders would be to;

(1) Replace the Parking bay outside Nos.1-6 Dovedale Gardens, Battersea Park Road with a double red line control. (No Stopping at any Time);

(2) Remove the Parking bay outside Nos.9-12 and 17-20 Dovedale Cottages, Battersea Park Road;

(3) Relocate the existing Disabled Persons Vehicle bay from outside Nos. 17 to 20 Dovedale Cottages, Battersea Park Road to Nos.7-13 Dovedale Cottages, Battersea Park Road;

(4) Replace the No stopping Mon to Sat 7am to 7pm control with a double red line control, (No Stopping at any Time) between Nos.7-8 and Nos. 13-14 Dovedale Gardens and outside Nos.21-22 Dovedale Cottages, Battersea Park Road;

(5) Change the operational timing of the Loading and Disabled Persons Vehicle bays outside Nos.178-180, Nos.214-216, Nos.216-222 and Nos. 222-226 Battersea Park Road to No stopping Monday to Saturday from 7am-7pm except 10am-4pm for vehicles to load and unload for a maximum of 20 minutes or disabled persons vehicle to park for a maximum of 3 hours;

(6) Replace the Loading and Disabled Persons Vehicle bay outside Nos.194-198 Battersea Park Road with a double red line control, (No Stopping at any Time);

(7) Replace the No stopping Mon to Sat 7am to 7pm control with a double red line control, (No Stopping at any Time) outside No.200a Battersea Park Road;

(8) Replace the No stopping Mon to Sat 7am to 7pm control with a double red line control, (No Stopping at any Time) opposite No.154b Battersea Park Road;

(9) Replace the Parking bay outside Imperial Laundry (adjacent to No.150 Battersea Park Road) with a double red line control. (No Stopping at any Time);

(10) Change the operational timing of the Loading and disabled persons vehicle bay adjacent to No.150 Battersea Park Road (outside Imperial Laundry) to No stopping Monday to Saturday from 7am-7pm except 10am-4pm for vehicles to load and unload for a maximum of 20 minutes or disabled persons vehicle to park for a maximum of 3 hours;

(11) Replace the Parking bay between Nos.1-18 Mandeville Road, Battersea Park Road and No-150 Battersea Park Road with a double red line control, (No Stopping at any Time);

(12) Replace the Parking bays outside St Saviour’s Church (opposite No.150 Battersea Park Road), Nos.172-176, Nos.329-335 and Nos. 339-341 Battersea Park Road with a double red line control, (No Stopping at any Time);

(14) Replace the No stopping Mon to Sat 7am to 7pm control with a double red line control, (No Stopping at any Time) adjacent to No.138 Battersea Park Road;

(15) Replace the Parking bay opposite Nos.118-120 Battersea Park Road with a double red line control, (No Stopping at any Time);

(16) Replace the Parking bay adjacent to No.279, The Grove (opposite Forfar Road) Battersea Park Road with a double red line control, (No Stopping at any Time);

(17) Replace the No stopping Mon to Sat 7am to 7pm control with a double red line control, (No Stopping at any Time) at the north-western side of York Road between its junctions with Juniper Drive and York Place;

(18) Change the operational timing of the Loading and Disabled persons vehicle bay adjacent to No.218 York Road to No stopping at any time except 10am-4pm for vehicles to load and unload for a maximum of 20 minutes or disabled persons vehicle to park for a maximum of 3 hours;

(19) Replace the No stopping Mon to Sat 7am to 7pm control with a double red line control, (No Stopping at any Time) at the south eastern side of York Road between its junction with Plough Road and adjacent to Nos. 1-6 MacManus House, York Road;

(20) Replace the No stopping Mon to Sat 7am to 7pm control with a double red line control, (No Stopping at any Time) at the north-western side of York Road between its junctions with York Place and the northern arm of Bridge Court, York Road;

(21) Replace the No stopping Mon to Sat 7am to 7pm control with a double red line control, (No Stopping at any Time) on the north-western side of York Road between its junction with Lombard Road and outside Nos.1-17 Harrison House, York Road;

(22) Relocate the existing Disabled persons vehicle bay outside Nos. 1-17 Harrison House, York Road to 15 metres in easterly direction;

(23) Replace the No stopping Mon to Sat 7am to 7pm control with a double red line control, (No Stopping at any Time on the south-eastern of York Road between its junction with Falcon Street and opposite No.50 Bridge Court, York Road;

(24) Replace the No stopping Mon to Sat 7am to 7pm control with a double red line control, (No Stopping at any Time) adjacent to Nos.1-17 Harrison House, York Road;

(25) Introduce an at any time eastbound bus lane on the north-western side of York Road between its junctions with Lombard Road and Falcon Road the types of permitted vehicles will be Buses, Taxis, Solo Motor Cycle and pedal cycles only;

(26) Replace the Parking bay outside Nos.31-73 Fawcett Close, York Road with a double red line control, (No Stopping at any Time);

(27) prohibit any vehicle travelling westwards on York Road to turn right into York Place;

(28) to impose a speed limit of 20 MPH on the A3205 Battersea Park Road/York Road both sides between its junctions with York Roundabout and Alfreda Street as well as all GLA Side Road - Red Route returns of these roads in the London Borough of Wandsworth;

(29) to impose a speed limit of 20 MPH on the A217 Ram Street, both sides between its junctions with Armoury Way and Wandsworth High Street;

(30) Replace the No stopping Mon to Sat 7am to 7pm control with a double red line control, (No Stopping at any Time) on the north-western side of A217 Armoury Way outside Nos.1-8 Middlemill House, Armoury Way.

4. Where it appears necessary for certain purposes, Transport for London or any person authorised by them may modify or suspend the Orders or any provisions in them while the Orders are in force.

5. In due course Transport for London will be considering whether or not, the provisions of the Orders should be continued in force indefinitely. Within the period of six months from the coming into force of the Orders, or if the Orders are subsequently varied by another Orders or modified, from the coming into force of that variation or modification (whichever is the latest), any person may object to the making of an Order to continue indefinitely those provisions. Objections and representations must be sent to Transport for London, at the address below or by emailing [email protected] quoting reference NP/REGULATION/STOT/TRO/SW, GLA/2021/0110-0113. Please note due to Covid-19 access to post is restricted and requests for documents and confirmation of your objections or representations may be delayed. Objections and other representations may be communicated to other persons who may be affected.

6. A copy of the Orders, a statement of Transport for London’s reasons for the proposals and for proceeding by way of experiment, a map indicating the location and effect of the Orders and copies of any Orders revoked, suspended or varied by the Orders can be inspected by visiting our website tfl.gov.uk/traffic-orders-2021 under ‘Traffic Orders GLA-2021-0110-0113. 7. The documents referred to in paragraph 6 will be available for inspection during the period within which objection can be made in accordance with paragraph 5 above.

8. Any person wishing to question the validity of the Orders or of any of their provisions on the grounds that they are not within the relevant powers conferred by the Act or that any requirement of the Act has not been complied with, that person may, within six weeks from the date on which the Orders are made, make application for the purpose to the High Court.

Coming into force 5th March 2021

Transport for London in exercise of the powers conferred by sections 9 and 10(2) of the Road Traffic Regulation Act 1984a, and of all other enabling powers, hereby makes the following Order—

1. Commencement and citation

This Order may be cited as The GLA Roads and GLA Side Roads (Wandsworth) Red Route Consolidation Traffic Order 2007 A3205 and A217 GLA Roads (Battersea Park Road, York Road and Armoury Way) Experimental Variation Order 2021 and shall come into force on 5th March 2021.

2. Variations

The GLA Roads and GLA Side Roads (Wandsworth) Red Route Consolidation Traffic Order 2007b is varied by the following provisions of this Order.

3. Power to Modify or suspend this order

In pursuance of section 10(2) of the Road Traffic Regulation Act 1984, a person authorised by Transport for London may, if it appears to that person essential in the interests of the expeditious, convenient and safe movement of traffic, or of the provision of suitable and adequate parking facilities on the highway, or for the preserving or improving the amenities of the area through which any road affected by this Order runs, and after consulting with the Commissioner of Police of the Metropolis, modify or suspend any provision of this Order, save that no modification shall make an addition.

4. Suspension of existing orders

(1) Subject to paragraph (2) of this article, The GLA Roads and GLA Side Roads (Wandsworth) Red Route Consolidation Traffic Order 2007a is hereby suspended, in so far as its provisions relate to any part of this order.

(2) The suspension specified in paragraph (1) of this article shall take effect in respect of any provision contained in The GLA Roads and GLA Side Roads (Wandsworth) Red Route Consolidation Traffic Order 2007 only from the time at which the traffic sign indicating the effect of that provision has been obliterated.

Transport for London in exercise of the powers conferred by sections 9, 10(2) and 83 of the Road Traffic Regulation Act 1984a, and of all other enabling powers, hereby makes the following Order—

1. This Order may be cited as The A3205 and A217 GLA Roads and GLA Side Roads (Battersea Park Road, York Road and Ram Street, London Borough of Wandsworth) (20 MPH Speed Limit) Experimental Traffic Order 2021 and shall come into force on the 5th March 2021.

2. No person shall cause or permit any vehicle to be driven at a speed exceeding 20 miles per hour on any of the lengths of road specified in Schedule 1 to this Order.

3. Power to Modify or Suspend this order

In pursuance of section 10(2) of the Road Traffic Regulation Act 1984, a person authorised by Transport for London, if it appears to that person essential in the interests of the expeditious, convenient and safe movement of traffic, or of the provision of suitable and adequate parking facilities on the highway, or for the preserving or improving the amenities of the area through which any road affected by this Order runs, and after consulting with the Commissioner of Police of the Metropolis, modify or suspend any provision of this Order, save that no modification shall make an addition.

4. Suspension of existing orders

(1) This Order hereby suspends any previous speed limit Orders in so far as any of its provisions relate to any length of road specified in Schedule 1 of this Order.

(2) Subject to paragraph (2) of this article, any previous speed limit Order is hereby suspended, in so far as its provisions relate to any part of this order.

1. Commencement and citation

This Order may be cited as The A3205 GLA Road (York Road, London Borough of Wandsworth) (Banned Turn) Experimental Traffic Order 2021, and shall come into force on 5th March 2021.

2. Banned Turn

No person shall cause or permit any vehicle proceeding westwards on the A3205 York Road shall cause or permit that vehicle to turn right into York Place.

3. Exemptions

(1) Nothing in article 2 above shall apply to: - (a) any vehicle being used for police, fire brigade or ambulance purposes; or (b) anything done with the permission of or at the direction of a police

constable in uniform or a person authorised by Transport for London.

40. A3205 (YORK ROAD), the north-west side, from a point 8.8 metres north-east of the south-western building line of No. 59 Lombard Road to the common boundary line of Nos.20 and 22 York Road. At any time, Eastbound with flow Buses, Dial-a-Ride Buses, Pedal Cycles, Taxis and Solo Motor Cycles.

3. 1. Transport for London proposes to make the above named Orders.

2. The Orders in the London Borough of Wandsworth will;

(1) Replace the Parking bay outside Nos.1-6 Dovedale Gardens, Battersea Park Road with a double red line control. (No Stopping at any Time);

(2) Remove the Parking bay outside Nos.9-12 and 17-20 Dovedale Cottages, Battersea Park Road;

(25) Introduce an at any time eastbound bus lane on the north-western side of York Road between its junctions with Lombard Road and Falcon Road the types of permitted vehicles will be Buses, Taxis, Solo Motor Cycle and pedal cycles only;

(26) Replace the Parking bay outside Nos.31-73 Fawcett Close, York Road with a double red line control, (No Stopping at any Time);

(27) prohibit any vehicle travelling westwards on York Road to turn right into York Place;

(28) to impose a speed limit of 20 MPH on the A3205 Battersea Park Road/York Road both sides between its junctions with York Roundabout and Alfreda Street as well as all GLA Side Road - Red Route returns of these roads in the London Borough of Wandsworth;

(29) to impose a speed limit of 20 MPH on the A217 Ram Street, both sides between its junctions with Armoury Way and Wandsworth High Street;

(30) Replace the No stopping Mon to Sat 7am to 7pm control with a double red line control, (No Stopping at any Time) on the north-western side of A217 Armoury Way outside Nos.1-8 Middlemill House, Armoury Way.

3. The reason for introducing the Orders is to upgrade cycling and bus infrastructure in temporary materials along the CS8 route in the London Borough of Wandsworth between Queens Circus and Wandsworth Town Centre. Part of TfL’s Streetspace programme, these upgrades will be delivered under an Experimental Traffic Regulation Order to help reduce pressure and support social distancing on 30 bus services (including six night services) along this corridor, and on National Rail services from Wandsworth Town into central London, by providing an alternative cycling facility for those people who may choose to cycle if the facilities were improved. This will encourage more people to cycle, and will help to avoid a car-based recovery from coronavirus in London.

Despite high demand for cycling before coronavirus and potential future growth in cycle demand on this corridor, there is currently a lack of high-quality cycling infrastructure on the CS8 route within Wandsworth. This scheme will help to fill this gap by providing upgraded cycle infrastructure including light segregation for cyclists along some sections, deeper advanced stop lines, and widened or new mandatory cycle lanes. Alongside this, there will be a speed reduction to 20mph for motorised traffic, bus lane improvements, a banned right turn onto York Place, and removal of some parking and loading to improve safety for cyclists.

4. In due course Transport for London will be considering whether or not the provisions of the Order should be continued in force indefinitely.
