PUBLIC CONSULTATION MEETING

REVIEW OF THE FEEDER ROUTES FOR LINE 1A

1. OPENING AND WELCOME

Dr David de Waal opened the meeting by welcoming all present. A special word of

welcome was extended to all the councillors present at the meeting.

Dr David de Waal explained how the meeting will proceed and requested that all

comments be made in an orderly manner. Dr de Waal introduced the CoT IRPTN

team.

2. PRESENT

3. CONFIRMATION OF THE AGENDA

It was resolved that the agenda be confirmed.

4. PRESENTATION

Mr Timothy Motapo from the City of Tshwane Integrated Rapid Public Transport

Network (IRPTN) presented the Review of Feeder Routes for Line 1A which included

the following key points:

- Public Transport Demand

o Relieve congestion into City

- Guidelines and Planning Documents

o National Land Transport Act, 2009

o Gauteng 25-year Integrated Transport Masterplan

o City of Tshwane Transport Mission

o CoT – BRT Policy Approach (IRPTN)

- Need for the integration of public transport

o Congested corridor roads in Tshwane

o Discourage the use of private vehicles

- Objectives of A Re Yeng

- Public Transport Demand

- Primary Demand Corridor

o Commuters from Soshanguve, Mamelodi and Attridgeville have to travel via

the CBD and then change transport mode to reach their destination

- Secondary Demand Corridor (AM)

- Phase 1 Roll Out plan

o Line 1A to be introduced in March 2016

o Pretoria CBD to Hatfield – currently operating

o Integration with other modes of public transport

o Support to rail network

o Buses will have Wi-Fi

o Feeder service will be affected by current taxi and bus operators who will be

incorporated into the system

o Feeder service will in future be replacing bus and taxi operators that are

currently operating on the routes

o Infrastructure has to be constructed

o Feeder network will not be introduced in March 2016 when the Trunk is

introduced– services require rationalisation

will relinquish their services

Along van der Hoff Road to industrial area

Booysens area – cover area operated by taxi industry

5. DISCUSSION

5.1 Mr Koos Nortje stated that he has attended previous public meetings regarding

the TRT project and raised a concern regarding the delay in the CoT’s

response to questions posed by him and other community members.

Mr Nortje enquired where the proposed Taxi drop-off and pick up points will be

located. He stated that the streets are to narrow to accommodate taxi pick-up

and drop-off facilities. He further stated that the public has foreseen this

problem but that all previous comments have been ignored.

Mr Nortje enquired how would the additional congestion, caused by the TRT

system, be dealt with.

Mr Nortje stated that the TRT Route in the Capital Park area was not

thoroughly investigated as it is evident that the pupils attending schools

adjacent to the trunk will be endangered when using the road to get to and from

school. He suggested that the City look into the possibility of purchasing land to

accommodate parking for taxis and buses.

Mr Nortje stated that the subways on Paul Kruger Street are congested.

Mr Nortje enquired when the feeder routes would be operational.

Mr Mothapo responded that the service would be operational within 1 year and

six months.

Mr Nortje concluded by requesting when the aforementioned questions will be

answered. He stated that the community was simply informed of the project and

not consulted. He further stated that the feeder routes will cause major

congestion on parallel roads, negatively affecting the livelihoods of businesses.

Mr Mothapo responded that the team will keep in contact with the TRT to obtain

a response on the questions posed by Mr Nortje.

5.2 Mr Mark Gray raised a concern regarding the Capital Park traffic congestion

and high volume of traffic affecting the Apiesriver Bridge. He enquired how this

problem will be dealt with. He stated that the TRT system will not alleviate the

problem seeing that the road was not designed to handle the high traffic

volumes. Currently residents are struggling to gain access to their homes

during peak hour. He stated that the Traffic Impact Study was conducted to late

in the process and subsequent to the system being implemented. Mr Mark

Gray further suggested that normal traffic should make use of the highway as

per plans presented in the past.

Mr Mark Gray raised serious concerns regarding safety in Capital Park and

enquired whether commuter safety could be assured.

Mr Mothapo responded that surveillance cameras will be placed in stations and

onboard buses which will be monitored at a control centre. He further stated

that a TMPD unit will be dedicated to the TRT system and that security guards

will patrol the stations on a 24-hour basis.

5.3 Dr de Waal stated that private vehicle use is increasing and that there simply is

not enough space to keep on expanding roads as the addition of traffic lanes

will alleviate the problem for approximately 2.6 years until it becomes a problem

again. He stated that the only solution is to move people to public transport.

5.4 Mr Nortje stated that the community understands the problem at hand and is

prepared to assist where possible.

5.5 Mr Swanepoel enquired whether the taxis have bought into system.

Mr Mothapo responded that the system will be operated by taxi operators and

that the taxi industry will be formalized.

5.6 Johan van Wyk (not on attendance register) stated that Malherbe Street is used

by heavy vehicles and taxis which poses a major safety concern. He further

stated that the lights on Mans Avenue are out of order due to cable theft.

Mr Mothapo stated that this matter will be investigated.

5.7 Ms Emmarentia Kirsten raised a major concern regarding the volume of the

monitor that has been installed for the blind at Capital Park Station as this is

negatively affecting her business.

Ms Grové extended an apology and stated that they are aware of the problem

and that it has been reported to the engineer to be rectified as soon as

possible.

5.8 Mr Nortje stated that the lights on Paul Kruger Street is out of order.

Mr Mothapo responded that this has been noted.

5.9 Ms Elna van Deventer from Mayville made the following statements:

- The length of the bus routes are too long.

- The high levels of traffic on Fred Nicholson Street is of concern. Parallel

streets should be considered.

- Adding a bus lane on Ben Swart Street will cause major congestion.

- The traffic calming measures on Hertzog Street should be taken into

consideration as well as the narrow road widths.

- Assessments of routes to be considered for the system should take

place during peak hours.

Dr de Waal concluded that the impact of development is always on those located next

to the project. He stated that he has compassion for the problems being experienced

and that the team will try to respond to concerns raised in the past.
