He said that the WG meeting was open to the public and would be audio recorded. The agenda, papers and minutes of the meeting would be uploaded to the website of the Yau Tsim Mong District Council (“YTMDC”). He then reported that Mr Benjamin CHOI, Mr CHUNG Kong-mo, Mr Derek HUNG, Mr Chris IP, Ms Michelle TANG, Mr Benny YEUNG and Ms Mimi CHEUNG took leave of absence. Item 1: Introduction of Members of the Working Group 2. Members of the WG, government representatives and attendees present took turns to introduce themselves. 3. The Chairman drew Members’ attention to the following:
i) Members of the WG who are not District Councillors will automatically be disqualified as WG members if they are absent from three consecutive meetings for reasons other than sickness or attendance at activities on behalf of the District Council. (Section 45 of the YTMDC Standing Orders)
ii) The quorum of the WG shall be one-third of its members with the proviso that
at least half the members present shall be District Councillors. To avoid violating the rule, if the number of members who are District Councillors present at the time of voting is less than that of the other WG members present, members who are not District Councillors will, in turn, not be counted as voters at the meeting. This arrangement will be recorded in the minutes of the meeting accordingly. (Section 40(5) of the YTMDC Standing Orders)
Item 2: Introduction of the Terms of Reference of the Working Group
(YTMDC WGEA Paper No. 1/2017) 4. The Chairman invited the Secretary to briefly introduce Paper No. 1/2017. 5. The Secretary briefly introduced the paper.

6. Members noted the contents of the paper. There being no further comments, the Chairman closed the discussion on the item. Item 3: Report of the Activities Held by the Working Group in 2016 7. The Chairman welcomed Miss Kase WU, Liaison Officer (South) 2 of the Yau Tsim Mong District Office (“YTMDO”), to the meeting. 8. Miss Kase WU gave a PowerPoint presentation (Annex 1) on the activities held by the WG in 2016. 9. There being no further comments, the Chairman closed the discussion on the item. (Mr Mohamed Ibramsa Sikkander BATCHA joined the meeting at 4:15 p.m.) Item 4: Discussion on the Proposed Activities for 2017-2018 10. Miss Kase WU gave a PowerPoint presentation (Annex 2) on the proposed activities for 2017-2018. 11. After discussion, it was agreed to organise the following activities in 2017-2018:

Show 2018 Convenors: Ms Rita GURUNG and Mr MD Mosharof HOSSAIN
12. The Chairman said that the Secretariat would write to invite Members to join the ad hoc groups of the four activities for discussion about the relevant details. 13. There being no further comments, the Chairman closed the discussion on the item. (Post-meeting note: The Secretariat wrote to the WG Members on 29 June 2017 to invite them
to join the ad hoc groups. Members’ replies are at Annex 3.)

Item 5: Progress Report on Signature Project Scheme (Yau Tsim Mong) Yau Tsim Mong Multi-cultural Activity Centre (YTMDC WGEA Paper No. 2/2017)
14. The Chairman invited Mr Terrence HO, Assistant District Officer (Yau Tsim Mong) (1) to report on the progress of the Signature Project Scheme (YTM) (“signature project”) to Members. 15. Mr Terrence HO gave a PowerPoint presentation (Annex 4) to brief Members on the progress of the YTM Multi-cultural Activity Centre project. 16. Members asked: i) whether the site of the YTM Multi-cultural Activity Centre was under a viaduct and whether that was a temporary site. If so, a Member said he would object to the building of the Centre at that site; and ii) whether public support had been gained before the commencement of the works of the YTM Multi-cultural Activity Centre. 17. Mr Cyrus MOK replied that the site of the YTM Multi-cultural Activity Centre was at the junction of Battery Street / Saigon Street / Canton Road. There was no viaduct in the vicinity, and the site was a permanent land allocation. The YTMDO had earlier conducted consultation on the signature project and had gained the support of the YTMDC for its construction. 18. There being no further comments, the Chairman closed the discussion on the item. Item 6: Any Other Business 19. A Member was concerned about the education and employment of the EMs, and suggested inviting senior officers of the relevant government departments to attend the WG meetings to provide progress reports on the said issues. 20.
