N o . 7 3 . — " T H E TELEGRAPH ORDINANCE 1895."—ORDER BY T H EGOVERNOR IN COUNCIL UNDER SECTION 6.

From 1st January, 1912, deferred telegrams in plain language shall beaccepted for the following countries at i i cents per word in addition to thecharges made by the Eastern Extension Telegraph Company:—

United Kingdom India •United States of America British Colonies (except NorthernGermany Rhodesia)Togoland France (inpluding Algeria andCameroons Tunis)German South-West Africa PortugalGerman East Africa Portuguese Colonies

2. The conditions of acceptance shall be as follows:—

FORM, AND HANDING. IN.

(1) Declaration by Sender.—The sender mustsign, when handing in thetelegram, a Declaration giving a formal assurance that the text is entirelyin PLAIN LANGUAGE, and that it does not bear any meaning jother thanthat which appears on the face of it: the Declaration must specify thelanguage in which the Telegram is written. •

(2) Supplementary Instructions.—The sender of a DEFERREDJTELEGRAM at REDUCED RATES must insert before the ADDRESS the

Supplementary Instruction " LC ' completed, as is laid down in paragraph3 : this Instruction is counted in the number of words charged for.

(3) Form.—The text of Deferred Telegrams must be written entirelyin PLAIN LANGUAGE, and must not contain any figures, Commercial marks,groups of letters, or signs of punctuation of abbreviated expressions : anyTelegram containing a succession of isolated letters of Numbers, of Names,or of words without connected meaning, and generally any Telegram whichdoes not, in the opinion of the Telegraph service, bear an intelligiblemeaning on the face of it, is not admitted to the benefit of the reduced rate.

REGISTERED ADDRESSES are accepted, if accompanied by a text whichmakes their nature clear.

NUMBERS must be written in words: TELEGRAMS WITHOUT TEXTare not admitted: TELEGRAMS AT REDUCED RATES must be written inFrench, or in one of the languages of the Country of Origin, or Destination,specified by the Administrations concerned, and authorized for Inter-national Telegraphic Correspondence in plain language, according as thelanguage employed is French, a language of the Country of Origin, or alanguage of the Country of Destination, the Supplementary Instruction—LC—4s completed, and becomes LCF, LCO, or LCD: the use of two, or more,languages in the same Telegram * is not allowed: the wording of theAddress, and the Signature of these Telegrams is governed by the Rules inforce forxOrdinary Telegrams.

(4) Counting of Words.—The words in the ADDRESS, in the TEXT,'and in the SIGNATURE, are counted according to the Rules in force forOrdinary Telegrams.

(5) Application vf full Ordinary Rate to Irregular Telegrams.-—The Telegraph Administrations reserve the right to refuse at theReduced Rate any I elegram which, in their opinion, js notin accordancewith the foregoing conditions/XWhen the DELIVERY OFFICE observes thata Telegram bearing one of thexSupplementary Instructions-^LCF, orLCD—does not comply with theseNconditions, the Telegram is treatedin the same way as one containing irregular combinations. " •

w (6) Order of Transmission.—DEFERRED TELEGRAMS are only"*transmitted after NONURGENT Private Telegratras, and PRESS Telegrams:those which have not reached their destinatib^i within a PERIOD OF24 HOURS from the time of handing-in, are transmuted in turn withTelegrams charged for at the FULL RATE.

(7) Delivery.—Telegrams at REDUCED RATES are delivered in turnwith Telegrams at FULL RATES.

(8) SPECIAL SKRVICES TELEGRAMS at REDUCED RATES may bearany of the Supplementary Instructions, EXCEPT that relating to URGENCY.The Rates applicable to the various SPECIAL SERVICES desired by theSender of a Deferred I elegram (Paid Service Telegrams conditions ofdelivery UP TC etc.) are the same as in the case of ORDINARYTelegrams: the corresponding Supplementary Instructions are charged

.for at the Reduced Rate: Telegraph Money Orders, and MaritimeTelegrams, are NOT admitted at the REDUCED RATE. •

(9) General Conditions.—Telegrams at REDUCED RATES aresubject to all the conditions of the International Regulations which do notconflict with the foregoing conditions.

No.- 74.-<-NOTIFICATION OF THE PROPOSED CONSTITUTION OF^ R E S E R V E D FOREST IN THE ISLAND OF SINGAPORE.

IN accordance with the provisions of section 5 of "The ForestOrdinance 1908," notice is hereby given that it is proposed to constituteas a Reserved Forest the land situated in the Island of Singapore which isspecified in the Schedule hereto and of which a plan may be seen in theoffice of the Surveyor-General at Singapore.

Notice is further given in accordance with the provisions of the saidsection of the said Ordinance that any person claiming any right orprivilege, or making any claim in respect of any land within the areaspecified in the said Schedule, is required, within the period of threemonths from the date of publication of this notification to present to theColonial Secretary a written notice specifying the nature of such right orclaim.

No. 75 . "THE (LABUAN) DISPOSAL OF CROWN LANDS ORDINANCE

1891."Amendment of Rules under Rule 4 of the Rules made by His

Excellency the Governor under section ifj, A of " The (Labuan) Disposalof Crown Lands Ordinance 1891," published as Notification No. 465 inthe Gazette of the 16th April, 1908, is amended to read as follows :—

" 4. The purchaser of each lot of land shall also pay to theLand Office the sum of $1.50 for each boundary stone and $2 forthe registration and execution of the Crown Lease or Grant. Quit-rent shall be charged as from the day of purchase."

WHEREAS FREDERICK GEORGE BROWNE, of 38, Lambeth Avenue, Malvern,near Melbourne, in the State of Victoria, Australia, Inventor, has filed In the ColonialSecretary's Office a Specification of an Invention for "Improved Machine for cleaningthe hulls of ships below water line," the Governor in Council has, under the PublicSeal of the Colony, granted to the said FREDERICK GEORGE BROWNE the EXCLUSIVEPRIVILEGE of making, selling and using the said Invention in the Colony for the termof fourteen years from this date.

The Specification may be seen on application at the Colonial Secretary's Officeon payment of the usual fee.

No. .77.—"THE SOCIETIES ORDINANCE 1909."—AMENDMENT OFRULES UNDER.

RULE 2 of the Rules made by th^Ooveroer in Council under "TheSocieties Ordinance 1909," published as Notification No. 120 in theGazette of the 28th January, 1910, is amended by the addition at theend thereof of the following clause:—

(iv).—(1) No registered society shall change its place of business orplace of meeting without the previous permission in writingof the Registrar of Societies.

(2) No alteration in the registered rules or objects of anyregistered society, shall be of force until approved in writingby the Registrar of Societies.

(3) The Registrar of Societies, on giving his permission orapproval, shall forthwith amend the registered particularsconcerning the society by inserting the new place of businessor place of meeting or new rules or objects in the place ofthose already registered.

RINDERPEST;—Whereas by "The Quarantine and Prevention of Disease Ordinance1886," it is enacted amongst other things that the Governor in Council may from timeto tfme make and when made revoke or vary such Rules and Regulations as may seemto the Governor in Council necessary or expedient for the purpose of preventing theintroduction into the Colony of any disease, and also of preventing the spread of anydisease: And whereas by Regulatipn 69 (ii) made by the Governor in Councilunder the above-mentioned Ordinance and dated the 10th November, 1908, it wasprovided that whenever information is received^tbat any contagious or infectiousdisease exists amongst any animals at any place without the Colony, it shall be lawfulfor the Governor, or for the Colonial Secretary or Resident Councillor at any Settlementfrom which the Governor shall be absent, to issue an order prohibiting either absolutelyor conditionally the importation into such Settlement of any animals from such place.And whereas upon due enquiry, it has been ascertained by the Resident Councillor ofPenang in the absence of the Governor, that a contagious disease, to wit, Rinderpest,exists amongst cattle in South Kedah.

It is hereby ordered that, until further notice, no cattle shall be allowed to beimported or brought over into Province Wellesley overland from the above-namedplace (bullocks and carts must be changed at the Frontier).

. GENTLEMEN,—I have the honour to present my Progress Report for the month of•November, 1911.

2. Meetings.—During the month there were three special meetings, on the ioth,14th and 16th, respectively, when the Estimates for 1912 showing estimated revenueincluding balances $3,748,712 and expenditure $3,685,562, were considered andpassed. There was also one ordinary meeting, on the 30th, one joint meeting ofthe Finance & General Purposes and Sanitary Committees on the 24th, and theFinance & General Purposes Committee met once, on the 3rd.

3. Staff.—Mr. P. E. J. SMITH was appointed Engineer-in-Charge of AlexandraRoad Destructors in place of Mr. H. GlLMOUR, resigned. Mr. T. O. MAYHEW, ChiefSanitary Inspector, returned from leave on the 17th. Mr. A. F. CORNELIUS, BuildingInspector, and Miss BLUNDELL, Municipal Nurse, were granted leave during themonth.

7. At the end of the month, the bank balances standing to the credit of theMunicipal Fund amounted to $419,207.52 and there was an overdraft on the Hong-kong and Shanghai Bank current account to the extent of $120,214.58. The totalamount drawn from general current balances on account of loan works for the elevenmonths ended 30th November was $700,878,43.

HACKNEY CARRIAGE AND JINRIKISHA DEPARTMENT.

8. The increase in.the number of jinrikishas over the numbers for 1910 is 562first-class and 240 second-class. At the end of the month there were 8,778 jinrikishasplying for hire on the. streets, of which about* one-fifth are rubber ityred. Theproportion of rubber tyred to iron tyred vehicles tends to increase every month.

9. One hundred and two worn-out jinrikishas were refused renewal of licenceduring the month, making a total of 1,652 condemned since the beginning of the year.

10. Five hundred and four cases of offences against the Jinrikisha Ordinance-were summarily dealt with by the Registrar, and 11 cases were dealt with by the

' Police Magistrates. The Registrar was absent on sick leave for the last 10 days of themonth.

11. Three hundred and twelve reports were made regarding fares. In 126 casesthe disputes were settled, 22 persons were summoned, three arrested and in 161instances the alleged offenders could not be traced.

12. Two hundred and thirty-one first and second-class hackney carriagelicences and 139 third-class were issued, and 352 drivers' licences. First and second-class carriages are 46 more than in 1910, and third-class are 52 less. Cattle andhand-carts are 380 more than last year.

13. The cash receipts of the Department amounted to $8,743.90 for the monthand to $160,748.51 since the beginning of the year, an increase of $4,886.32 on thetotal for the first eleven months for 1910.

Dog Registration.

14. One hundred and twenty-eight dogs were registered in November and 358unregistered dogs were shot, making totals of 3,950 registered since the 1st June and1,505 destroyed.

Prevention of Cruelty to Animals.

15. One hundred and fifty-eight animals were admitted to the Infirmary fortreatment, the great majority being bullocks. The ambulances for the removal ofinjured animals were used on 10 occasions.

16. In addition to the animals treated'at the Infirmary 316 bullocks andnine horses were examined for minor injuries by the Acting Government Veterinary.Surgeon aind the owners cautioned not to use them till cured. :

17. There were 133 prosecutions before the Magistrates, of which 10 werebrought by the Police and the rest by the Inspector of the Department. Convictionsresulted in all the cases except one. Fines amounting to $602.

FIRE BRIGADE. . _ _ .

18. The Brigade was called out on three occasions during the month. The onlyserious fire was on the s.s. Opkir in the harbour on the 21st when the Brigade assisted

as much as possible but could not do much. The fire loss on property within Munici-pal limits is estimated at $600.

19. The engines and equipment were maintained in good order. Some alterationsare in progress at Cross Street Station.

20. One fireman deserted on the 13th of the month. The health of the men hasbeen fair, seven men were treated by the doctor and one man resigned on account ofill health. ,. .

21. Nineteen new licences for dangerous trades were issued during the month,making the total for the first eleven months of the year, 1,709 licences and $19,678.77

In fees, as against 1,962 licences and $20,393.54 in fees for the corresponding monthsof 1910. ,

ABATTOIRS.

22. Ten thousand six hundred and sixty-four animals were slaughtered at theAbattoirs during the month, compared with 11,102 in October, and 11,657 inNovember, 1910. The decrease is chiefly in the number of bullocks and pigs but thetotal figures are much the same as for the previous month if allowance is made forthe extra day in the month of October.

24. Eight hundred and thirty of the sheep were animals imported from Australia.25. Fees amounted to $3,197.70 and pen rents to $275.70, compared with

$3,380.80 and $283.95 for October.26. Five thousand nine hundred and five pigs were passed through the Municipal

Pig Dep6ts, the fees received being $295.25. The numbers of pigs and the receiptsare normal.

27. The carcases of 66 pigs and one bullock were condemned as unfit for foodand were destroyed. In 40 cases portions of carcases were condemned and destroyed.Twelve horses and 53 cattle were received at the knacker's yard for destruction.

28. The total receipts of the Department amounted to $3,768.65, a decrease of$170 from the amount for the previous month, and of $360 from the amount ofNovember, 1910.

GAS DEPARTMENT.

29. Nine million four hundred and thirty-two thousand three hundred cubic feetof gas were manufactured, out of 749.tons of coal being at the rate of 12,593 cubicfeet per ton of coal used. The output for October was 12,783 cubic feet per ton.

30. Old mains were removed and relaid for a total length of 130 yards inHavelock Road and Club Street, and new mains were laid in Stevens Road for alength of 216 yards, in 3" pipe.

31. Fifty-three new consumers were added to the books.32. Four new public lamps were erected *in Empress Place.

ELECTRICITY DEPARTMENT.

33. Eight new consumers were connected to the mains during the month, andeight were disconnected, the number of consumers remaining unchanged at 635. Thenew consumers however represented 321*24 units in 30 Watt lamps, as against 158*92disconnected. The nett increase is 162-32 units, and the total equivalent number of30 Watt lamps connected to the mains on 30th November, 37>4°4'65.

34. Seventy thousand five hundred and eighty-five Board of Trade units werebought from the Tramway Company during the month, of which 34,614 unitswere used for ordinary lighting and fans, 8,008 units for motors (including 1,731 unitsused at the Municipal Workshops) and 897 units for the public arc lamps. Eighteenthousand eight hundred and sixty-six units were lost in the mains,


35- Two thousand nine hundred and fourteen Board of Trade units weresupplied to consumers direct from the trolley wires of the Tramway Company.

36. Faults occurred on the.mains on five occasions.37. Six hundred and ninety-five yards of sub-feeder cable, 567 yards of pilot cable

and 1,467 yards of ordinary distributor cable were laid during the month throughFort Canning Road and Orchard Road.

38. The new Positive Main Feeder, laid by Messrs. CALLENDERS, was completedand connected up oh the 8th and has proved satisfactory. The temporary overheadwire was removed on the Ioth.

HEALTH DEPARTMENT.

39.' Zymotic Disease.—Forty-six cases were notified, viz.:—Enteric Fever 25,Plague nine, Small-pox six, Cholera five, and Diphtheria one. The number of casesin October was 137 and in November, 1910, 30. Compared with the previous month,Enteric Fever and Plague show increased numbers of cases, Small-pox and Cholerareduced.

40. Of the nine cases of plague six were Chinese, all except one being adujmales. The cases occurred mostly in well built, cleanly houses, and all attemptsto trace the source of infection were unsuccessful. The premises were disinfectedand contacts were inoculated. Though no dead rats were found in tl>e housesin which the cases occurred, the destruction and examination of rats was/resumed inorder to try and locate the sources of infection.

41. All the cholera cases were discovered after death, the bojdies being dumpedon the streets in two cases. All the cases were adult majes^ four Chinese andone Malay.

42. The small-pox cases occurred scattered aboujKchiefly on the South sideof the river. Forty-nine vaccinations were performed by the Health Officers.

43. Twenty-two houses were disinfected, 29/contacts sent to St. John's Island,and 20 houses put into quarantine.

44. Nine hundred and fifty-five Dsfssengers from infected ports passedthrough the office during the month, of wnom 53 had to be sent for and 47 could notbe found at the addresses given.

45. Vital Statistics.—FourXhundred and forty-seven births were registeredduring the month (256 malesand 191 females)/equivalent to an annual birth-rate of21'11 per mille, compared With a rate of 23^52 for the previous month and with 25*30for the month of Novei

46. Nine, huirared and fiftpeight deaths were registered, equivalent to adeath-rate of 4^25 per mille, as^against 51*15 per mille for the previous month and43-15 per mjtfe for the month of November, 1910. The lowest rate among thevarious nationalities washer Europeans (27*52) and the highest among Chinese (48*I3).

The chief causes of deaths were Malaria, Phthisis, Beri-beri and DysenteryPneumonia m that order. The number ascribed to Malaria is reduced from

204 in October to 176 in November, Dysentery is reduced from' 88 to 79.The other causes show increases, the most marked being an increase from 66 to71 for Pneumonia, and from 27 to 40 for Bronchitis. V

48. About 600 grains of quinine were distributed in suitable doses by the7 Assistant Health Officers.

49. Analyst.—One hundred and thirty-four samples of Municipal water wereanalysed and found to be of the' trsual good quality. Qn the 25th of the monththe usual routine examination showed contamination of the water from the low-levelreservoir and from Mount Emily. Pumping was stopped and these two reservoirs weredisconnected, the town supply being kept up from Pearls Hill. Examination showedthat the excessive rains of the 24th had caused the flood waters" to find their way intothe low-level reservoir through the waste pipes. The reservoirs were cleaned

.and disinfected and all signs of contamination had disappeared by the 29th whentheir use was /resumed. Bacteriological examination failed to show the presenceof any pathogenic organisms as the result of the entrance of the flood water.

50. Thirty-one samples of milk were analysed, three being found to beadultered. Seven milk-sellers were convicted for selling impure milk and fined $330,and in one case a sentence of seven days' rigorous imprisonment was imposed inaddition. ' ~

51. Fourteen milk-sellers were licensed, making a total of 311 for the year.52. Eighteen samples of effluent from the sewage disposal works were

analysed, aiid special reports submitted on various foods.53- Offensive Trades.—Eighteen licences were issued for these trades, the fees

^mounting to $23.50, making a total for the year of .2,655 licences and $8,774.7«;in fees.

54. Hawkers.—-Forty-eight hawkers were licensed, fees amounting to $82.50.The total for the year is $19,124.20 in fees. There were 56 convictions forobstructing verandahs and roads, the fines amounting to $200. In view of the seriousobstruction caused in certain streets by the hawkers' stalls, a revision of the scaleof fees charged for licences has been under consideration by the Commissioners.

55. Food and Markets.—With, the exception of wet fish, the supply of foodin the markets was normal in quantity and quality. Over 2,300 catties of wet fish and179 of salt fish were seized and destroyed as unfit for food. In addition 2,088 tins ofsalmon and 4,286 tins of milk ;svere condemned and destroyed. There were 11convictions for breaches of the Market By-laws, fines amounting to $20 and19 convictions, with $65 in fines, for exposing unsound food for sale.

56. Burial Grounds.—There were 72 burials during the month in the Christianportion of Bidadari Cemetery, and 12 in the Muhammadan portion. There were eightburials in the Plague Burial Ground.

57. The non-Municipal Burial Grounds were inspected as usual. There were508 burials in them.

58. Staff.—There were 56 cases of sickness amongst the staff, of which 14 weredue to Malaria. At Pulau Ubin there were 86 cases of sickness, of which 26 wereascribed to Malaria.

59. Two thousand two hundred and four notices were issued during the month.Two thousand six hundred and forty-nine were brought over from the previous month.One thousand two hundred and forty-five were complied with during the month.

60. The Sanitary Inspectors made 9,344 inspections and re-inspections. In 460cases it was found necessary to prosecute in order to get work done. In 446 casesconvictions were obtained and fines amounting to $1,517 were imposed.

MUNICIPAL ENGINEER'S DEPARTMENT.

61. Roads and Streets.—Continuous re-metalling was done" over a total area of184,160 square feet, the aggregate length being 1*37 miles. One hundred and twothousand four hundred and eighty square feet were re-metalled with granite to anaverage thickness of 5* 16 inches and 81,680 square feet with laterite to an averagethickness of 10*20 inches. The principal roads re-metalled were:—Anson Road,Queen Street, Gaylang Road and North Bridge Road, with granite, and Grange Road,Bukit Timah Road, North Bridge Road and Outram Road with laterite.

62. Patching was done over a total area of 198,947 square feet. The totalquantity of material used fed- re-metalling and patching was 5,667 cubic yards. Thecost per cube (100 cubic feet) for re-metalling and patching was $16.07 for graniteand $10.17 for laterite. These figures show a slight reduction in the cost for graniteand a slight advance for laterite.

63. One thousand eight hundred and seventy-two tons of block granite fromSo. I Quarry, Pulau Ubin, were issued from the Municipal Stores, including 235 tonsfrom the contractor, Mr. T. C. LOVERIDGE.

64. From No. 2 Quarry, 2,253 tons of stone, including 1,975 tons of sledgedstone and 41 tons of granite dust were sent to Singapore.

65. The Crushers at No. 2 Quarry worked for 65 i hours and crushed 2 78£ tonsof stone.

66. The Crushers at the Clyde Terrace Depdt worked for a total of 327 hoursand crushed 1,006 tons of stone and those at the Municipal Stores for ioo hours andcrushed 329 tons of stone. Crushers Nos. 3 and 4 at the Stores were not at work :being under repair. .

67. Drainage and Reclamation.-—The drain on the East side of New MarketRoad was regraded for a length of 118 feet and the copings of the drains on both sidesof Cumming Street were raised for a lengthJ>f 400 feet,

-68. The inverts of the drains in Bemam Street and Teluk Ayer Street wereregraded for lengths of 310 feet and 100 feet respectively and some further regradingwhere most required was done in the drains along Syed Alwee Road, River ValleyRoad, Race Course Road and Kerbau Road.

69. New drains were constructed in Kampong Bahru Road (1,539 ft-); ScottsRoad (200 ft.), Jalan Besar (1,366 ft.), Cavenagh Road (960 ft.), and excavations fornew drains in Grange Road were made for a length of 120 feet.

70. Five hundred and fifty feet of drains were completed in connection with theKampong Kapur Improvement Scheme and 1,001 cart-loads of ashes were depositedon the low-lying ground.

71'. Seven hundred and sixty-six loads of earth were deposited on TEO A H LEE'Sland at Jalan Besar in order to fill up the holes and swamps.

72. Conservancy.—Ten thousand and fifty-seven loads of refuse were collectedfrom the streets, of which 8,431 loads were burnt at the Incinerators and the remainderused for reclamation at Jalan Besar, Alexandra Road and Tanjong Pagar DumpingGrounds. ^

73. At the Jalan Besar Incinerator concrete pavings were placed at the entranceand round the weighbridge. .

74. At the Alexandra Road Incinerator a concrete surface drain was constructedfor the interception of rain-water from the tipping platform. Wiring for the electriclighting installation was commenced.

75. Three thousand nine hundred and forty-nine pails of night-soil were removedfrom the public latrines during the month. A portion was treated experimentally atthe septic tanks at Alexandra Road, the effluent maintained a high standard, over99 per cent of purification.

76. Building Department.—The Inspectors and Overseers made 2,541 inspectionsduring the month and supervised work on 79 buildings in course of construction.

77. Four hundred and twenty-seven notices to repair defects were issued and11 summonses were served. Fines amounted to $21.

78. Thirty plans were submitted and examined. Twenty were in order.79. Four houses were demolished.80. Concrete margins to the roadway were made in Teluk Blangah Road,

China Street and Pelrin Street.81. Orchard Road Market.—"^he work of regrading the footways and yards was

commenced. ~82. Thomson Road Bridge.—The iron work arrived from Europe and the work

of erection was put in hand departmentally.83. Quarantine Camp.—Some progress was made with the erection of the

porter's lodge and servants' quarters, but generally the progress was slow owing tothe delay in the delivery of the steel work.

84. The three Emergency Platforms were completed, and tenders were obtainedfor the concrete and masonry work for the " Native B class Wards."

85. Street Watering.—The streets were watered on 16 days during the month,2,119,000 gallons of fresh water and 23^,300 gallons of salt water being used.

86. Water Supply.—The rainfall registered at No. I Station, Thomson RoadReservoir, was i&-88 inches, more than double the average for the last 32 years atthe same station, (9-14 inches). Heavy rainfalls are to be expected, in order tocompensate for the very exceptional and prolonged drought in the earlier months ofthe year. There was a gain in the contents of the reservoir of 185 million gallons,the depth of water at the end of the month being 2C40 feet, 2\ feet more than at thebeginning of the month. Nearly 400 million gallons were run to waste.

87. Through the Kalang Tunnel an average of about 4,923,000 gallons per daywere received into the Reservoir. , •

88. The conditions of supply improved very considerably during the month, andthere was ample water available. Filtration was resumed at the beginning of themonth, the number of filters at work being increased as it was found possible.Twenty-one per cent of the total supply was filtered.

89. .The total consumption for the month was 172,026,000 gallons, equal to aconsumption of 26 gallons per day per head for a population of 220,000. Fifty-eightper cent of the supply was by met$r, ~

90. The supply to the town was disorganized to a great extent for three daysowing to the very heavy rainfall on the 24th, which caused extensive floods throughoutthe town. The floods were so high that polluted water entered the low-levelreservoir at Mackenzie Road and contaminated the town water. The contaminationwas.discovered the next morning and the polluted water was run to waste; Thereservoirs were disinfected before being again put to use, and alterations were putin hand at the low-level reservoirs to render them safe from future floods.

91. New Filters% Cavenagh Road.—Some leaks were found in Filter No. 16which are being made good by the Contractors. Filter No. 17 has satisfactorily passedall tests. The placing of sand in Filter No. 14 was still in progress.

. 92. Mains and Services.--Five hundred and sixty-two feet of new 15" mainwere laid in New Bridge Road in substitution for 12" main removed. The work is inprogress.

93. One thousand five hundred and twenty-seven feet of fire main were laidin Mackenzie Road.

94." One hundred and twenty-seven feet of new 6" main in substitution for 4"were laid in Fort Canning Road and 1,728 feet of 4* main from Penang Lane toBencoolen Street.

95. Eighteen new services were laid, supplies were turned on in 138 cases andturned off in 197 cases.

96. One hundred and twenty-eight new taps and 126 new meters were fixed.Ninety-five meters were iemoved and 69 were changed.

97. Repairs to meters were carried out in 744 cases.98. The total number of meters in use at the end of the month was 9,769 out

of a total of 11,493 services laid.99. Two temporary standpipes and one permanent one were fixed. The total

number of standpipes in use is 287.100. The Waste Inspectors made 1,822 visits of inspection.101. Leaks in the mains and appliances were discovered in 51 cases and in two

cases in private houses.102. Gravitation Main No. 1.—Testing and repairs have been continued but

the main is not yet watertight. The water from Kalang River Reservoir was admittedto the town supply through this main on the 25th of the month, and further testing ofthe main has,been temporarily postponed.

103. Gravitation Main No. 2.—This main has finally passed its tests and is nowin regular use.

104. Woodldgh Filters.—The delivery, washing and placing of sand in the filtersis proceeding. Filtration was begun on the 24th of the month and two filters are inregular operation. "

105. The pump house and offices are nearing completion and contracts havebeen let for the Superintendent's quarters and latrine for the coolies. Plans for thecoolie lines have been completed.

^106. Salt Water Scheme.—The outer cylinder reached sound bottom at a depthof 26' 8* below high water level and concreting in this cylinder has been commenced.The sinking of the nearer cylinder has been commenced.

107. The excavation for the pump is in progress.108. Very good progress has been made with the excavation for the tanks on

Fort Canning^Hill.109. The tender of Messrs. Riley Hargreaves & Co. for the supply of electrical

No. 1504.—NOTICE REGARDING CHINESE IMMIGRATION.

THE .Government has for some time had under consideration the question ofthe recruitment of Chinese labourers and the signing by them of contracts to*labourfor specified periods in the Colony and the M.alay States.

It has been decided that the maximum period for which Chinese immigrantsmay enter into such contracts shall for the present be 300 days. But notice ishereby given that legislation will be introduced, both in the Straits Settlements andin the Malay States, prohibiting, as from the 1st July, 1914, Chinese immigrantsfrom entering into written contracts to labour in the Straits Settlements and MalayStates and requiring that all written contracts made by Chinese immigrants prior tothat date for labour in the Colony or in the. Malay States shall lapse by that date.

• . . ARTICLES AND CONDITIONS OF SALE.

I. On every sale of immoveable property under the Ordinance, the person declared to be the purchaser shall pay, immediately after such declaration, a deposit of twenty-five per centum on^amount of his purchase-money, to the officer conducting the sale, and in default of such deposit, the property shall forthwith be put up again and sold.

II. The balance of purchase-money shall be paid by the purchaser on or before the seventh day after the sale of the property, or, if the seventh day be a Sunday or.other holiday, then on the6rst office day after the seventh day. • , |

III. In default of payment within the period mentioned above, the deposit shall be forfeited to Government, and the property shall be re-sold and the defaulting purchaser shall forfeit allclaim to the property or to any part of the sum for which it may be subsequently sold.

IV. The cost of preparing and registering the conveyance will be borne by the Government when the sum for which the land is knocked down to a bidder is less than $50, but should itexceed that amount, the fees for registration must be paid by the purchaser. • .

TENDERS will be received at the Colonial Secretary's Office, up to noon of the20th January, 1912, for taking down Government Quarters at Pulau.Brani andre-erecting in Government House Domain.

Every person applying for a form of Tender will be required to deposit the sumof Fifty Dollars with the Colonial Treasury and forms will only be issued onproduction of the receipt for this deposit.

In the event of any person whose tender has been accepted failing within one monthfrom the date of acceptance to enter into the necessary contract or deposit thesecurity required under the Contract for its due fulfilment the sum deposited will beforfeited to the Crown.

Plans and Specifications may be seen, and printed forms of tender with allparticulars obtained at the Public Works Department, any day between the hours of12 noon and 4 P.M. (Saturdays and Sundays excepted).
