Course Description: This five-day, 40-hour training program is intended to be a practical, informational and hands on program. The purpose of the course is to give law enforcement personnel the knowledge and skills they need to train other law enforcement personnel on a one-to-one basis. A diverse use of instructional methods will be employed to provide a student-centered learning environment. Upon successful completion of this program will have basic knowledge in a variety of topics including adult learning, coaching, and the design of a typical FTO program.

Course Description: (Morning Session); Over the course of the last ten years, more than 150 law enforcement officers, on average, have died each year in the line-of-duty. Law enforcement is a dangerous profession and there will always be line-of-duty deaths at the hands of evil people. Unfortunately, too many officer deaths are due to “accidents” attributable to otherwise preventable circumstances. In fact, the number of deaths due to accidents has actually been higher in some years than the number of deaths due to felonious assault. The Below 100 initiative was started in 2011, with the mission of reducing line-of-duty police officer deaths to less than 100 per year through the targeting of common behaviors, practices, and mindsets that often lead to such tragedies.

Issues to be addressed in this program include:

• Wearing seat belts and maintaining safe vehicle speeds

• Wearing body armor

• The power of What’s Important Now (W.I.N.)

• The threat of complacency

Officers of all ranks are encouraged to attending this highly intensive 4-hour class.

Train the Trainer Afternoon Session: (Morning and Afternoon) This 8-hour presentation includes the High Level Overview program (4 hours) and an afternoon Train-the-Trainer portion which will equip trainers to conduct risk assessments, examine policy and make changes if necessary, and present the Below 100 program within their own agencies. Topics to be addressed include the following:

• Challenges inherent to police culture and effecting organizational change

• Wearing seat belts and maintaining safe vehicle speeds • Wearing body armor • The power of What’s Important Now (W.I.N.) • The threat of complacency • Basics of the Below 100 PowerPoint presentation

Students will be provided with all related materials, including the High Level Overview and supporting items such as sample policies, posters, videos, and relevant supporting articles. Typically, an outline and electronic access to all relevant files will be provided.

PLEASE NOTE: Officers wishing to attend this Train-the-Trainer program MUST attend the Below 100 High Level Overview program conducted during the morning session.

A 2009 graduate of the FBI National Academy, his training included Media Relations for Law Enforcement and Promoting the Law Enforcement Image. He has continued to receive training in the course subject matter and is a member of the National Information Officers Association. Chris has also held numerous positions during his 19-year career including Patrol Officer, Detective, Corporal and Commander, and also served on his agency’s special operations unit.

Course Description: The focus of this dynamic one day seminar is to simply clarify each and every aspect of working hand and hand with an “informant” in any criminal investigation, such as of drug cases, property crimes and other serious crimes against person including homicides. This seminar has been developed for patrol officers, tactical officers, detectives, gang investigators, agents and command staff. Your expert instructor will share his experiences and address issues to help you develop your own strategies in spotting, cultivating and safely getting informants to work for you.

From first time offenders to high-level criminal organizations, the mentality of those heavily involved in today’s most serious crimes is rapidly changing. Today, we are tasked with combating the most dangerous criminals in the U.S. and across the world who continue to improve in ways of eluding law enforcement. This is where “My C.I.” comes in. Behind every great informant is a greater handler who always understands their capabilities, an informant’s limits, and the legal aspects during day to day operations. Despite the ambitions or motivators of potential informants, you will develop the expertise that’s needed today to protect the informant, your agency and yourself. Topics Include:

• Spotting today’s possible candidates and dangers • Evaluating the informant and their potential in each investigation • The significance of protecting your agency and establishing voluntariness • Understanding the informant’s motivators and lifestyle

Course Description: In the United States, a pedestrian or vehicle is struck by a train every

three hours. Likewise, there is a train derailment every two hours. Trains and tracks traverse every locality, carrying passengers, freight, and hazardous materials. Should one of these collisions or derailments occur within a local jurisdiction, it becomes the responsibility of local emergency services to respond and safeguard the community. It is essential that every police department has personnel trained to manage these unique types of incidents. The Railroad Liaison Officer (RLO) Program provides the necessary training for officers to not only respond to and mitigate train related incidents, but also prepares the officers to return to local jurisdictions and provide training/guidance to the remainder of the department on rail safety enforcement and incident mitigation. The RLOs will also be provided resources allowing them to prepare railroad safety presentations to the general public. The RLO will develop connections with railroad special agents and will be the railway expert within your department. Topics that will be covered include:

• History and Authority of Railroad Police • History of CN Railway • Basic Railroad Awareness • Incident Response

• Safety • Hazardous Material Incident Response • Traffic, Trespass, and Other Enforcement • RLO Benefits and Recognition

Instructor: Dr. Brandon H. Myers is the current Police Inspector and commanding officer for the

CN Railway Police U.S. Central Division, which includes the Midwestern states of Indiana, Illinois, Iowa, Minnesota, Wisconsin, Nebraska, and Michigan’s Upper Peninsula. Dr. Myers’ nearly 25 years of law enforcement experience also includes service as a security policeman in the U.S. Air Force; chief of police for the City of Braidwood; Deputy Inspector General and Chief of the Regional Transit Board division of the Office of Executive Inspector General for the Illinois Governor; and as a Diplomatic Security contractor for the U.S. Department of State serving in Kabul, Afghanistan. Dr. Myers is also an adjunct professor teaching various law enforcement courses in the criminal justice Master’s degree program at Governors State University.

Course Description: Recent high violence incidents, including deliberate ambushes and attacks against law enforcement officers and citizens by offenders armed with long guns, have caused police agencies to add centerfire rifles and carbines as standard patrol/emergency response equipment.

This course is appropriate for the officer with no previous rifle training. Officers who have attended previous rifle/carbine courses are encouraged to attend as an update and refresher. This intensive three day course is also designed to give firearms instructors and special weapons users a solid foundation in and understanding of the tactical application of rifle/carbine systems in law enforcement activities. Through classroom instruction and hands-on training, students will learn:

• Safe weapon handling, operation, and deployment in high-stress police field operations • Care, cleaning, and maintenance of the firearm • Disassembly, reassembly, and basic armorers' considerations

• Accessory equipment including night sights, scopes, flash suppressors, compensators, scope mounts, and check pieces

• External and terminal ballistics of .223(556 m/m), and pistol caliber rounds. Selecting the types of bullet configurations that apply to different tactical situations.

• Position shooting on ranges from 3 yards to 330 yards (330 yds. at Marseilles NG Base) - Close-quarter shooting skills

• Tactical deployment issues of the rifle/carbine Upon completion of this program, students will have been trained to safely and effectively employ the rifle/carbine in law enforcement applications. Certification of this course has been approved by the Illinois Law Enforcement Training and Standards Board. Equipment requirements listed on next page (*ammo not included in Tuition)

items Lead Instructor: Jeff Chudwin served 38 years and retired as the Chief of Police for the Village of Olympia Fields IL. He has been a law enforcement officer since 1974 and continues as a sworn officer with the Peotone IL Police Department. He served as an Assistant States Attorney for both Will and Cook Counties IL. Chief Chudwin is a founding member of the Illinois Tactical Officers Association (ITOA) and has served as president of the association since 1995. He is a founding member and for ten years served as cochairman of the statewide law enforcement mutual aid system / the Illinois Law Enforcement Alarm System (ILEAS) Region 4 – of Cook, DuPage and Lake Counties. In addition, he acted as cochairman of the terrorism /emergency preparedness committees of the South Cook County Suburban Chiefs of Police Association and the South Suburban Mayors and Managers Association. Since 1978, Chief Chudwin has provided training to police officers and agencies on legal and practical issues of police use of force, tactical response training and officer survival at conferences throughout the country. He has worked on legal and policy issues related to officer involved shootings and represented officers involved in high-level use of force incidents. He is the executive editor of the ITOA Journal and has authored numerous articles for law enforcement publications on the issues of police use of force, firearms training, and SWAT and patrol functions. Chief Chudwin deployed as a member of the ILEAS Task Force Illinois in response to the Hurricane Katrina EMAC request by the State of Louisiana in September 2005.

Course Description: This course covers the concepts and practical application of Tactical

Emergency Casualty Care and Officer-Citizen High Threat Casualty Extraction in the patrol environment. Officers will learn to identify and treat the most commonly encountered wound patterns and plan/execute an Officer-Citizen Extraction, then demonstrate the concepts and techniques learned during scenario-based exercises.

➢ Students are asked wear clothing appropriate for physically demanding scenario training. Course exercises will allow each student to apply critical lifesaving skills in a dynamic patrol-based setting.

On completion of the course, each participant will receive a North American Rescue Products Individual Patrol Officer Kit (IPOK) for duty use. Each sealed kit contains: One C-A-T Combat Application Tourniquet, an ETD Emergency Trauma Dressing, a packet of Z-Fold Gauze, and a pair of trauma gloves.

Sergeant John Arizzi has worked for the Lockport Police Department since 2005. He is the

Investigations Sargent and currently serving as a Division Commander in the Will/Grundy Major

Crimes Task Force. John is a former Deputy Director of the Metro Area Narcotics Squad and has

worked undercover for both state and federal authorities. John is also an FBI certified crisis

negotiator and served on the Will County SWAT team. John holds a Bachelor’s Degree in Criminal

Justice from Benedictine University.

Cordelia Coppleson is an Assistant Attorney General assigned to Criminal Enforcement. She is the Law

Enforcement Training Project Coordinator for the Sexual Assault Incident Procedure Act. Cordelia is

responsible for helping and supporting law enforcement agencies as they implement the new law

through adopting policies, training and other requirements of the Act. Cordelia is a committed

prosecutor, having spent the majority of her 20-year career as a Cook County State’s Attorney

assigned to the criminal division, with extensive experience in investigating, preparing and trying

sexual assault cases.

Sergeant Jason Opiola has worked for the Crest Hill Police Department since 2001, and has been the

supervisor of the Crest Hill Police Department’s Criminal Investigative Division since the fall of 2017.

Prior to his promotion, Jason was an Investigator assigned to the Criminal Investigative Division since

2009. He has also been an Investigator with the Will/Grundy Major Crime’s Task Force since 2010

and is currently serving as a Division Commander in the Task Force. Before being assigned to the

Criminal Investigation Division, Jason served as the Crest Hill Police Department’s Use of Force

Instructor, Field Training Officer, Head Firearms Instructor, and member of Joliet Special Operations

Squad. Jason holds a Bachelor’s Degree in Business Management from Illinois Benedictine University.

Purpose: Law enforcement officers are generally the first responders to crisis events. This course is also open to local and county sworn corrections officers. It is important to have individuals in law enforcement who can utilize effective strategies, insuring public and personal safety. The Crisis Intervention Team (CIT) training provides officers with education about mental illness and other behavioral disabilities as well as providing skills and tools for effectively and safely interacting with someone who is experiencing a crisis. Course Description: Crisis Intervention Team training is an in-depth 40-hour specialized course of study for uniformed patrol law enforcement officers and sworn corrections officers who, in addition to their regular service calls, will be required to respond to crisis calls involving people who have behavioral disabilities. CIT officers will use their acquired knowledge and skill to effectively handle crisis situations and make the most appropriate disposition, which will best serve the individual and the community. The key components of this course cover the following: • Officers are exposed to the dynamics of mental illness, developmental disabilities, child and adolescent

disorders, elderly individuals with behavioral issues, returning combat veterans, people who have excited

delirium, and people with substance abuse/co-occurring disorders. This training will allow officers to make

quick and effective decisions utilizing options they have to resolve the crisis.

• Officers are exposed to the experiences, viewpoints and concerns of persons with mental illnesses

(consumers). Officers will meet with consumers in order to gain their perspective and learn from them.

• Officers receive instruction and demonstrations in basic listening and responding skills along with crisis

interventions strategies. Real life crisis scenarios provided by trained professional actors with the

assistance of state-certified CIT officers are presented to officers for them to demonstrate their resolution

skills.

• The scenario based training will take place on Thursday, October 4th, attendees will be

required to wear their “department uniform of the day” for their current assignment.

About the Instructors: The course will be conducted by a diverse group of law enforcement and

behavioral health professionals, including active CIT officers from various parts of the State of Illinois. An essential part of the CIT course is scenario-based skills training with crisis scenarios provided by trained professional actors. All scenarios are facilitated and evaluated by certified CIT officers.

Course Description: This forty-hour course is specifically designed for experienced uniformed patrol personnel selected to serve as Field Training Officers with probationary employees. The course emphasizes the FTO’s role in assisting probationers certify for solo patrol operations by applying the knowledge and skills acquired during Basic Police Training/Certification and using them according to agency policy, procedures and community service delivery standards.

The instruction highlights two essential Field Training and Evaluation Process skills: 1) the ability to examine and objectively document the probationer’s job behaviors using the 2009 revised non-numerical/behaviorally anchored standardized assessment guidelines and, 2) analyzing the probationer’s training needs and using proper instructional techniques for corrective action.

Communications skills coupled with teaching and learning skills will be integrated into every component of this course of instruction. This course is open to any officer who is currently assigned as or under consideration for assignment as a police firearms instructor.

At the completion of this training, the student officer will be able to identify the law enforcement mission critical goals and objectives of a police firearms instructor, demonstrate the instructional issues, and produce documentation detailing the training efforts. Content is heavily influenced by previous experiences in peer support, crisis hotline training, and related behavioral sciences. The overall philosophy is that peer support comes from within the peer support team member, from his or her own experiences, and from the recognition of one's own feelings. This provides the starting point for understanding crisis, stress, suicide, bereavement, crisis communication skills, the model known as Critical Incident Stress Debriefing, boundaries, confidentiality, and other pertinent information to prepare the team member to intervene in a personal crisis and/or critical incident. Lecture, discussion, personal introspection, sharing and intense role-playing exercises are the methods generally utilized in this training. Critiques from over 500 past participants have supported this training as the definitive starting point for a peer support team member. Topics to be addressed include:

Lead Instructor: William Hogewood is a veteran of 49 years in law enforcement with Prince George's County, Maryland, joining in 1969, and the Bureau of Alcohol, Tobacco, and Firearms for 10 years. His company, Crisis Associates LLC, presents peer support and other behavior sciences programs tailored to the needs of clients. He is also involved in Crisis Negotiation Training stateside and in other countries. Mr. Hogewood has been involved in training others since 1980 with his department, the local Community Crisis Center, private corporations, and the U.S. State Department Anti-Terrorism Assistance Program. He has a Master of Human Services degree from Lincoln University in Oxford, Pennsylvania.

Course Description: This course is designed to familiarize investigators, officers, and evidence technicians in what to expect in a Homicide/Death Investigation and prepare them to be Lead Homicide Investigators. This course meets the requirements set forth in Public Act 96-1111 and the implementation guidelines as issued by ILETSB. That is accomplished with instruction from two outstanding and veteran investigators. Their exceptional experience, knowledge, training and ability to teach are the strengths of this course. The Instructors: Louis Silich has a MS degree and numerous certifications. He has 36 years of experience working for Cook County Sheriff Court Services, Chicago Police Department Crime Lab, and retired as a lieutenant from the Joliet Police Department working in patrol, evidence, detectives, communications / management information systems, school officer, and internal affairs.

Thomas Quillman is a 35 year veteran of the Joliet Police Department. He retired as a Detective Sergeant, who specialized in gang crimes and served in various assignments including tactical, undercover narcotics and investigations.

Chris Regis, Attorney at Law. Mr. Regis currently is the Inspector General for the city of Joliet. Chris was an Assistant State’s Attorney for the Will County State’s Attorney Office for 13 years, where has prosecuted numerous murder cases. Chris was also a Joliet Police Officer for 10 years.

911 Homicide Calls and Statement Analysis: (Is the Caller the Killer?) Orland Park Police Department

Course Description: This 2-day course will instruct investigators and dispatch personnel on the importance of obtaining and analyzing the 911 call made by individuals during homicides, alleged suicides and alleged accidental deaths. Thirty percent of all murderers call in their own crime pretending to be innocent. The Indicators of Guilt and Innocence will be explained and the class will use the tools to analyze actual 911 homicide cases in class.

In 2006, then Lt. Tracy Harpster with the Moraine Ohio Police Division conducted a study of 911 homicide calls. The purpose of the study was to examine the linguistic attributes of the 911 calls to see if there were any indicators of guilt or innocence. Harpster examined 100 homicide calls made by fifty innocent individuals and fifty guilty individuals. An innocent individual was defined as someone who had no involvement with the homicide. A guilty individual was defined as someone who committed the homicide or had direct involvement in the crime. The study revealed several interesting factors that relate to Statement Analysis.

Courses Description: This course is a thirty-two hour Illinois Law Enforcement Training and Standards Board Certified Juvenile Officer Program. The course is intended for recently assigned or soon to be assigned juvenile officers and all patrol officers, investigators and supervisors, who come in contact with juveniles on a regular basis. The course also introduces them to situations they will encounter in their current or new positions. Topics discussed include:

• attitudes about adolescents • youth and drugs • juvenile court act • delinquent minors • role of social services • protective custody • interviewing juveniles • child abuse and sexual abuse investigations
