INSTITUTE OF ROAD TRAFFIC EDUCATION– AN OVERVIEW
Institute of Road Traffic Education (IRTE), a non-profit research based organization, was formed in
December 1991 by Dr. Rohit Baluja along with an interdisciplinary group comprising educationists,
doctors, journalists, engineers, ex-servicemen, architects, and automobile experts and members of the
police officers etc. with the single aim to make the Indian roads safer for those who use them.
Since its inception IRTE has been relentlessly working towards defining and contributing to the basis of
capacity building in all the respective areas of traffic management which include: traffic engineering,
traffic enforcement, road crash investigation, driver training & assessment, development of traffic
legislation, road safety education and post-crash management.
At the time of inception, India was conceptualized as IRTE’s domain. However since 2004 IRTE has
transformed into a global organisation with aim of sharing and learning from best practices world wide
and researching local needs towards capacity building of nations in the developing world, particularly in
the South Asian Region.
IRTE is working towards its objectives in close association with various stakeholders including several
corporate citizens, individuals and institutions, national and state governments and different bodies of
the United Nations by undertaking diverse programmes and activities around the year, which include:• Development of innovative Traffic Enforcement technology • Imparting training of all domains of Traffic Management to Traffic Police Personnel,
Traffic Engineers and other road and traffic management agencies• Conducting Road Safety Audits , Journey Risk Management (JRM)TM and Highway
Assessment Programmes (HAP)• Conducting research on Investigation, Reconstruction and Analysis of Road Crashes as
well as development of tools, systems and curriculum for imparting training and management of road crashes.
• Creation of standardized Driver-Training tools & systems as well as conducting DriverTraining and Assessment courses.
• Building partnerships with institutions, universities, governments and organisations insharing and promoting road safety and traffic management initiatives.
• Introduction of Voluntary Schemes for public participation in traffic management• Imparting traffic education through various programmes aimed at different target groups
like villagers, school children, pedestrians etc.• Undertaking research on various facets of traffic and transportation• Conducting workshops, seminars, conferences, debates and discussions on matters
concerning road safety management
Institute of Road Traffic Education is a member of the United Nations Road Safety Collaboration and
the Commission for Global Road Safety representing India. The Institute of Road Traffic Education
(IRTE) has earned a Roster Consultative Status from the United Nations Economic & Social Council
since 2010. IRTE has also been participating at the Working Party 1(WP1) of the UNECE as an
Observer.

REWARDS & RECOGNITIONS
As a result of its several successful programs towards
enhancing road safety in India, IRTE has been conferred
with the following Awards.
National Road Safety Award for the year 2000-2001,
instituted by the Ministry of Road Transport & Highways,
Government of India.
IRTE also became the first organization outside the United
Kingdom to be conferred with the coveted Prince Michael
International Road Safety Award in December 2001.
In recognition of his dedication and commitment to
improving road safety in India and sharing good practices
with other developing countries, Dr. Rohit Baluja became
the first person to be presented with Distinguished Service
Award for Road Safety by the Royal Society for Prevention
of Accidents (ROSPA).

COLLEGE OF TRAFFIC MANAGEMENT
The College of Traffic Management has been established to take forward Dr. Rohit
Baluja’s vision of creating an umbrella facility for research based training for
capacity building in Road Safety Management for India and other developing
countries.
Based in the Aravali Hills in the NCT of Delhi, the College has five departments:

UN DECADE OF ACTION FOR ROAD SAFETY
Seven years ago, our Commission for Global
Road Safety launched its first ‘Make Roads Safe’
report proposing a Global Ministerial Conference
on Road Safety. Four years ago the second
report urged the United Nations to proclaim a
‘Decade of Action’ for Road Safety 2011 -2020.
One hundred sponsoring governments, key UN
agencies and multilateral banks have endorsed
the goal of this Decade of Action. Mr. Ban Ki-Moon,
UN Secretary General has urged support from member states and community leaders to work together
towards making global roads safe.
As most countries launched the UN Decade of Action for Road Safety on 11 May 2011, IRTE as
member of the Commission representing India launched the Decade of Action for Road Safety for India
in New Delhi on 11 May 2011 in partnership with the AIIMS Apex Trauma Center and the Department of
Road Transport & Highways, Government of India.
The College of Traffic Management as a road safety capacity building initiative for the developing
countries is IRTE’s contribution towards the UN Decade of Action for Road Safety.

Target audience:
Out of the estimated 1.8 million serious road accidents/collisions occurring annually in India,
hardly 0.8 million are recorded. Further, only a minimal percentage of these collisions are
scientifically investigated, in the absence of which, the real causes and consequences are not known.
Therefore remedial measures as well as punishment for the violators are also arbitrary. On account of
various political and socio-economic conditions, generally, the larger vehicles are often labelled as
the culprit in cases of vehicle-to-vehicle crashes. Road safety can only be achieved when there is an
understanding of the causes and consequences of road accidents/collisions to initiate remedial
measures. The primary objective of this foundation course is to support traffic management
agencies, especially the police in their understanding of various domains of legislation, evidence
collection, investigation and analysis, forensic science and data collection in order to reduce the
burden of deaths and serious injuries occurring due to road crashes through creation of an
understanding of various domains detailed below.

Traffic Management is a common term used by police authorities in India which is generally perceived to be only as a traffic control function that police performs. In practice, traffic control is one of the several components of traffic management. It is therefore important that we make an attempt to correct such a misconceived perception.
Management of traffic is a science which deals with the road capacity and demand, and operation of a traffic flow management system, using proven strategy to optimize usage (demand) and efficiency. It involves interactive elements of road system and safety of road users. A well organised traffic management system contributes to economic vitality of the city and region and supports national development efforts towards improving connectivity and safe mobility for both people and goods.Traffic Management therefore incorporates the domains of Traffic Engineering, Driver Training and Assessment, Road-user Awareness, formulation and revision of a desired Legislation supported by Standards of Traffic Control Devices and Road Geometrics, Vehicle Regulation, Traffic Enforcement, Post-crash management and Transport Planning. In other words, the departments which are supposed to be responsible within the traffic management system are those of the roads, transport, police, automobiles, urban planning, education, health, environment, insurance, HRD and planning. And to make the system work, a robust coordination system defining the role and responsibilities of these departments should be put in place. This three day course on Road Safety Management introduces the principles related to: the essentials of traffic engineering, driver training and public awareness, traffic enforcement, road safety audits, data needs, road crash investigation and post-crash management in order to ensure smoother movement of traffic in a safe and efficient manner.
