Introduction

In order to commence FWUC formation and development for core subprojects and non-core

subprojects, the Training of Trainers on Participatory Irrigation Management and

Development, Irrigation Management Transfer (TOT on PIMD, IMT Policy) prior to

village/beneficiaries level dissemination at each subproject toward construction and forming

a FWUC was conducted to MOWRAMs, PIUs, district level staff of PDWRAM, commune

councilors, and old FWUCs.

After the training, we are expected all trainees can provide training to the village/beneficiary

level as well as other stakeholders about the formation and development of the FWUC.

Training course: Training of Trainers on Participatory Irrigation Management and

Development, Irrigation Management Transfer Policy (TOT on PIMD, IMT Policy)

Training objectives:

The objectives of this training are:

Orientation of MOWRAMs, PIUs, and district level staff on PIMD

Clarify the MOWRAMs, PIUs, and district level staff set up and carry-out

FWUC formation, and

Orientation on Irrigation System Management to MOWRAMs, PIUs, and

district level staff

The topics discussed are the following:

Module 1: Participatory Irrigation Management and Development (PIMD) in

Cambodia and Irrigation Management Transfer (IMT)

Problem with Irrigation System Management

Participatory Rural Appraisal

Irrigation Service Plan

Water Delivery and Drainage

Maintenance

Rehabilitation, upgrading and extension

Financial Management

Sharing other countries’ experiences of Participatory Irrigation Management (PIM)

Why we have PIMD not PIM like other countries

Irrigation Management Transfer (IMT) after the completion of construction and FWUC

able to take responsibility of the management on their part

Time for the Training and Venue

The training was conducted from 23-26 October, 2012. This is included 3 full-day in-

class training and half day field visit to FWUC Prey Nup.

The training venue was Golden Sand Hotel, Sihanouk Ville. The half day training of the

third day was field visit to FWUC Prey Nup’s office in Prey Nup district, Sihanouk Ville

province.

Field Visit purposes:

1- Financial Management: the FWUC following the training of Financial Management

that was provided through the project staff during project support 1999 to 2007.

2- Community and Organizational Management: the FWUC have internal rules &

regulation, and the statute with the strong support from District and Communes.

3- Operation process and Maintenance: they have train by project through 1999 to 2007

on the operation, repair and maintenance of the whole scheme. FWUC Prey Nup had

signed the MOU on Irrigation Management Sharing Responsibility between

MOWRAM and FWUC in 2008.

4- Planning: the process of Irrigation Service Planning was collected from all relevant

villages and

5- FWUC Committee’s Management

The field visit to FWUC Prey Nup is in office and use slide presentation by FWUC Managing

Director and FWUC leaders. After the meeting all participants was visit protected-sea-

water’s gate in Polder no. 4.
