In 2012, 6,100 trainees benefited fromthe training provided by the NationalWater Training Center (NWTC) of the International Office for Water.

In its two Centers in Limoges and La Souter-raine, the NWTC trains professionals inwater, waste and environment, anxious toperfect their knowledge and expertise on theIOWater units.

It also trains some 2,000 traineesdirectly on their workplace. In this con-text, training may become a ”learningaction”, with an audit of the site facili-ties.

The NWTC training offer is designed, organ-ized and delivered to meet the needs of pro-fessionals facing technical and regulatorychanges, but also current reorganizations orthe development of new activities.

All practitioners in water management, whatever their level of responsibility or posi-tion find at the NWTC all the training coursesneeded for good control and evolution oftheir work.

In addition to its traditional ”Water”training offer the NWTC has developed foryears three specific catalogues:

l ”Waste - Environment - SustainableDevelopment” (WESD);

l ”Water in the industry”;

l ”Water - Irrigation - Agriculture”.

The NWTC’s permanent l trainers, supple-mented by the best experts as lecturers, design and develop training programs basedon real case studies and putting the studentsin real working situation on educational faci -lities, reproducing working conditions, whichare unique in France and Europe.

Participants thus benefit from their trainingwhich can be measured with tools assessingthe knowledge acquired.To assist professionals in their evolutionaryprocess and/or career adaptation, the NWTChas designed ”professional” curricula:combination of selected training courses,gathering the essential knowledge and skills.Evaluated by a jury of professionals, the par-ticipants in some of these courses obtain the”International Office for Water qualifi-cation”.The NWTC is certified ISO 9001, Version2000.

Upon request, all these trainingcourses may be carried out in Englishfor groups of trainees.4

The catalogue “Water 2013” regroups285 training programs divided into 428 training courses and 7 main topics:

l Water in the city: analysis and waterquality, sensors and flowmeters, drilling,pumping, drinking water production,process water, drinking water supply,community sewerage, storm water, sewerage networks, urban wastewatertreatment, treatment of sludge, odor andwaste, self-monitoring and quality con-trol, maintenance, energy, automationand remote management,

l Water for recreational activities,

l Water in natural environments,

l Water in industry,

l Water in agriculture.In 2013, the NWTC offers 12 new cour -ses in its catalogue.

Spread over several months oreven a year or two, quali -fying training programsare offered to meet regula-tory requirements and skills

validation needs: maintenance of backflowpreventers, welding of polyethylene tubesand butt welding (in collaboration with the

“Syndicate of pipes and fittings in polyethy -lene - STRPE)”, handling of chlorine in bottles,intervention in confined spaces in sewers.

In 2013, the is extending this qualifyingtraining offer to some topics: determina-tion of tastes and odors in drinking water, water sampling, sampling hazardous sub-stances in the environment, control of insidewater facilities fed by another water resource,control of connections to the sewerage sys-tem, treatment and control of swimming poolwater.

The NWTC, in collaboration with ONEMA,proposes training on ”Sampling of water-courses” to meet the requirements of”AQUAREF” reference frame.

The NWTC has developed a specific educa-tional unit to carry out qualifying trainingcourses under real and safe working condi-tions, meeting the regulations on work inconfined spaces (urban sewer systems andpumping stations).4

In this catalogue 2013, the NWTC pro-poses 50 training modules, divided into63 training courses on the followingtopics:

l Regulation on classified facilities forenvironmental protection (ICPE), self-monitoring, hygiene and safety, pollution removal on polluted sites,etc.;

l Drilling, pumping, maintenance andautomation;

l Production and distribution of indus-trial water, fire fighting system, inter-nal network and health protection.

l Treatment of industrial effluents,odor removal and sludge treatment,valorization of biogas exploitation ofa unit;

l Effluent treatment in surface treat-ment ;

l Sustainable development, energysavings, carbon footprint, and indus-trial waste characterization and ma -nagement. 4

nable Development(WESD)" 2013, NWTCproposes 47 trainingprograms organizedin 49 training courseson the topics:

l Waste: regulation, service management,hygiene and safety, communication, collection, collection and selective sorting,maintenance of facilities, treatment andreuse of waste and wastewater treatmentsludge, leachate, biogas, odor treatment,etc;

l Air: measurement of pollution in open air;l Noise: noise at work in water and sanita-

tion utilities;.l Sites and soils: pollution appraisal and

removal from polluted sites and soils.l Energy: electrical energy, use of rene -

wable energy;l Sustainable development: carbon

footprint, sustainable purchase, landscapeintegration into hydraulic structures, stormwater drainage.

In 2013, the NWTC is proposing 7 new cour -ses and a training program for operatorsof Waste Storage Facilities (WSF) which include four courses: operator of a Non Hazardous Waste Storage Facility (NDWSF), adjustment and optimization of a biogas sys-tem, valorization of biogas, leachate treatment. 4

With this new water irrigation &agriculture catalogue 2013,the French NationalWater Trai ning Center

(NWTC) decided to capita lizeon its know-how and provide 18 new spe-cialized training courses:l Design/sizing: irrigation system, earth

dam reservoir, water pumping system,treated wastewater reuse.

l Asset Management: assessment of irri-gation systems, electromechanical main-tenance of pumping systems.

l Operation of irrigation systems:pumping stations, use of remote manage-ment facilities.

l Water resources: protection from non-point source pollution.

l Treatment and reuse of waste-waters: treatment of agricultural efflu-ents, agricultural use of sludge, biogas,methanization of agricultural waste-waters.

To meet the training demand on "safety" forwork in confined spaces, the NWTC has justbuilt a new training unit for work in urbansewer systems and pumping stations.

The French regulations of 25 June 2009 statethat employers should only send speciallytrained staff to work in confined spaces and towhom a work permit is issued.

Identically reproducing a sewer systemthat can be visited, the IOWater educa-tional unit, with a total length of 84 m, is madeup of 5 sections with a diameter from 1,600mm to 2,000 mm, and a pumping station. It allows the practical and safe training oftrainees for them to acquire good behaviorduring work preparation and implementation.Varied simulations of incidents or accidentsare made, allowing the training of personnelto respond positively in these situations. 4

The International Officefor Water, as Secretary ofthe International Net-work of Water Training

Centers (INWTC), organized an event on"Building water and sanitation skills world-wide", at the French pavilion, during theWorld Water Forum on 15 March 2012.The effectiveness of Water and Sanita-tion Services requires continuous buil -ding of their staff’s skills.

Everywhere, training requirements for all categories of staff are considerable and espe-cially their continuing training.This event allowed presenting feedbacks fromvarious and complementary organizations:the National Directorate of Water Supply andSanitation in Haiti, the National DrinkingWater Office in Morocco, the InternationalCommittee of the Red Cross, Suez Environ-ment, the French Ministry of Economy andFinance, Agro ParisTech and IOWater.

These presentations provide answers to thefollowing key points: How capacity buildingcontributes to the effectiveness of water andsanitation services? What kind of training, forwhich public and with which training organi-zations? What synergies between the buil -ding of skills and human resource manage-ment? How to finance training activities in asustainable manner? ...

”SANDRE”Under the French National Water Data Plan,officialized by the joint order of 26 July 2010of the Ministries of the Environment, Localand Overseas Authorities, Health, Agricul-ture and Food, IOWater takes care of theFrench National Service for Water Dataand Common Reference Frames Mana -gement (SANDRE). With specification documents and lists ofcodes, the ”SANDRE” reference framesimprove the exchange of data between allthe public and private water stakeholders."SANDRE" produces and disseminates thesereference frames (specification documentsand data sets) free of use rights.Year 2012 was marked by:‰ The redesigning of the ergonomicsof the ”SANDRE” website. It has animproved search engine; from nowresearch focuses on all the disseminatedreference frames. The current events ofthis site are also available on Twitter andFaceBook.

‰ The merging of the Atlas and meta-data catalogue. The Atlas part wascompletely reshaped. It has a more powerful search engine. It is now possibleto merely search and download maps andtheir metadata. The maps are also disseminated by the ”SANDRE” Webservices; traditional cartography softwarecan thus recover the various cartographiclayers disseminated by the ”SANDRE”Website.

‰ Obtaining the ISO 9001 certificationcovering the specification documents ofthe exchange scenarios of ”SANDRE”.The long-term goal is to cover all theactivities of the technical secretariat of”SANDRE”.

‰ Publication of specification docu-ments on various topics such as surfaceand inland water quality, groundwaterand Programs of Measures.

‰ Over 47,000 codes were created forall reference frames. The ”SANDRE” isworking to establish a new service for thedissemination of data sets including history management.

‰ More than 800 certifications ofexchange files were achievedaccording to ”SANDRE” formalismincluding exchanges between water suppliers and the Regional Agencies ofthe Ministry for Health. The ”SANDRE”has now a new certification for Web services.

Furthermore, ”SANDRE” improved theexchange scenario for enhancing the informa-tion system of the French National Hydro -meteorology and Support to Flood Forecas -ting Center (SCHAPI).As part of the INSPIRE Directive, of the OpenGeospatial Consortium (OGC) and of the workof COVADIS, ”SANDRE” is a contributingmember of the drafting of specifications ondata exchange on water: WaterML 2.0 speci-fication (working group hydrology of theOGC), INSPIRE and COVADIS specifications.

The collection of "IOWater Summaries"

Launched in 1997 in partnership withENGREF - AgroParisTech (French NationalSchool of Rural Engineering, Water andForests), and since 2010 with ENGEES(French National School of water and Envi-ronment Engineering), the collection ofIOWater technical and scientific summaries provides, with nearly 180 titles available nowadays, anupdated coverage of topics relatingto the small and large water cycles.

Thus, the impacts of climate change, theimplementation of European directives,emerging pollutants, innovative treat-ments, etc ... are some of the topics covered in these documents of abouttwenty pages each.

These summaries are acclaimed by profes-sionals wishing to know the state of theart in a field before starting studies, aswell as neophytes who want to learnabout a topic.

Their list is available online on the Web,and a search engine is questioning aboutvarious titles, abstracts, authors anddates.

For its development needs, ”EDF R&D”decided to develop a new experimental unitfor research and innovation for the study ofindustrial cooling systems.Installed on the Chatou site near Paris, it willallow the French National Laboratory ofHydraulics and Environment to makeresearch to optimize the environmental performance and processes of the coolingsystems of Nuclear Power Plants (NPP).

The complexity of these research programsrequires having experimental facilities able toreproduce the most varied situations.After ten years of operation of the sametype of pilot units, the French electricitycompany ”EDF” entrusted IOWater withthe design and implementation of fourpilot units, representative of the coolingsystems of nuclear power plants on ascale of about 1/100,000th, for studiesand experimental trials.Thus, these pilot units include new fea-tures such as:l Control over the conditions of the air

entering the cooling tower;l Means for measuring the physico-chemi-

cal characteristics of the water in the systems and of the air;

l The possibility of sampling without inter-rupting trials;

l Increasing ventilation speeds in coolingtowers, etc.

The development of a new automation andsupervision program allows more precisetests and a continuous acquisition ofmore than 500 monitored and recordedvariables.For this unprecedented engineering operation(28 man/months), IOWater created a consor-tium with the Allez-Brive company, spe-cializing in automation, and developed tech-nical partnerships with companies with recognized expertise: F2C (stainless steelboiler), UVGermi (ultra violet treatment of air),ERLA (plastic boiler).The pilot units incorporate many componentsthat IOWater selected from some 50 suppliers(valves, pumps, physico-chemical sensors,water and air flow meters, temperature sensor,water filtration, etc.).All equipment was installed at the end ofNovember 2012, so that the first experimentscan start in January 2013.4

RIO+20Can you better manage water resources by disregarding the reality of river basins?

Under the "Special Consultative Status"of the UN Economicand Social Council

(ECOSOC), which itobtained in 2007, the International Network of Basin Organizations (INBO)was accredited to participate with"Major Groups" in the RIO+20 Inter -national Conference, held from 13 to 22 June 2012 in Rio de Janeiro - Brazil.With the participation of 191 UN MemberCountries represented by their Heads of Stateor of Government and their Ministers,RIO+20 was a great event for all those whocampaign for more sustainable development,and who came in great number to supportthe emergence of new ambitious agreementsin this direction ...Everyone and the official delegations weredisappointed with the final declarationpompously entitled ”The World We Want”,as in times of economic crisis and in spite ofthe efforts of the delegations of the EuropeanUnion, many governments have opposed tonew constraints, reaffirming the primacy ofnational sovereignty ... The Diplomats, toachieve unanimity on the text, had to settlefor a declaration with no real new progressand without firm commitments and a specifictimetable.Except, perhaps, on the protection of theozone layer, they were able to agree only onthe fact that almost none of the targets set inRio in 1992 had actually been achieved,despite some progresses which are too indi-vidual.

Management of freshwater resources andaccess to drinking water and sanitation werethe subject of a small chapter, for which itwas necessary to fight hard, and quotes weremade here and there when agricultural irriga-tion, floods or drought were mentioned: it'sbetter than nothing and something at least!Besides the official international slack-ness, the civil society, in all its forms,has shown its vitality and ambitions inspeaking in all the spaces that werereserved or open to it.INBO and IOWater, which takes care of theformer’s World Secretariat, were able to bringtheir vision of modern management of local,national and transboundary river basins, as itis now applied in more than seventy coun-tries, on the occasion of various events givingit high visibility:l The 20th Anniversary of ”Green CrossInternational”, to which INBO wasinvited to present the experience of itsmembers in the management of trans-boundary rivers, lakes and aquifers in different parts of the world;

l The round table, as a ”TV TalkShow”, organized at the FrenchPavilion by the French Water Part-nership (FWP), which had asked IOWater to act as a facilitator, presentedthe experiences of the Lake Chad,Mekong and Scheldt Basins, of Brazil,New Caledonia, Turkey and France(Artois-Picardy), and the viewpoint oflarge operators such as ”EDF” or ”IRD”;

l The ”Water Dialogue”, for which INBOrepresentatives had been selected underthe "Major Groups" and which finallypassed a proposal calling on govern-ments "to develop plans for integratedmanagement and efficient use of waterresources to guarantee their sustainableuse, at all levels, as appropriate". Figure itwhy, in an International Conference, justwriting "basin" is still taboo?!

l The "Water Day" organized by UNWater "Recognizing Progress, TakingAction for the Future We Want", June19, 2012, ... to which INBO was officiallyinvited to present its experience in trans-

boundary water management and its recommendations, during a round tablechaired by the Directors General of WMO,UNESCO and UNECE, in the presence ofthe President of the Republic of Tajikistan,following the Preparatory Conferenceheld in Dushanbe in November 2011

l The seminar of the elected represen-tatives and partners of the PCJ Inter-municipal Consortium of the State ofSao Paulo in Brazil, which together withREBOB takes care of the secretariat of theLatin American Network of Basin Organi-zations (LANBO), which organized thisofficial event on basin management underthe Brazilian Federal Law of 1997 on theoccasion of the Rio+20 Conference.

On Monday 16 June at the French Pavilion,representatives of "Green Cross Interna-tional", LANBO, BNBO (Brazilian Network ofBasin Organizations), Brazilian Basin Commit-tees of the PCJ and São João Lagos officiallysigned ”the World Pact for better riverbasin management”, initiated at the Marseilles Forum, in the presence of INBOSecretary General, thus increasing the num-ber of signatories of the pact which is to dateover one hundred.Water is at the core of sustainabledevelopment. It is the common denomi -nator of all major global challenges:health, food, energy, inland navigation,peace, security, poverty eradication ...RIO+20 has finally given it an official place inthe strategies of the United Nations ... but stillfar too small, given the stakes!!!

For several years, the ICRC’s Water andHabitat (Wathab) services and IOWaterare strongly collaborating in the field of trai -ning and technical assistance in the waterand sanitation sector.IOWater carried out many training coursesabroad (Burundi, Democratic Republic of Congo, Guinea, etc.) for ICRC beneficiarieson the topics of drinking water supply, elec-tricity, automation, maintenance, electro- mechanics of pumping stations and drinkingwater treatment plants and their operation.IOWater also carried out technical assistancemissions for the ICRC:u Assessment of the wastewater treatment

plant of the hospital complex in Mosul;u Assessment of the drinking water treat-

ment plant of N'Zérékoré city (300,000 inhabitants) in Guinea Conakry;

u Optimization of drinking water treat-ment plants and water supply sys-tems of Goma, Uvira and Kindu cities (Democratic Republic of Congo). Eva -luation of the skills of operating staff;

u Validation of the methodology for collecting data useful for modelingthe “Cité Soleil” district (Haiti), etc.

In this continuity of professional ex-changes with the ICRC, IOWaterworked during two weeks in early 2012in the Republic of South Sudan.The first week brought together staffs opera -ting several plants treating the Nile and Bahrel Gazal waters (Malakal, Renk, Bentiu andRubkona) in the north of the country for training on the operation of drinking watertreatment plants.

The second week was spent in the Bentiu andRubkona plants to carry out a technical analy-sis of the drinking water production plantsand assess the knowledge of the operatingteams.4

Executives of Rand Water visited IOWater’sNWTC (National Water Training Center) inApril 2012. It was the start of a strong part-nership with IOWater that covers many areasof collaboration.

Indeed, within the project of creating itstraining center close to Johannesburg,IOWater trained in August 2012 a team of8 trainers of Rand Water for a month. This training course was designed toincrease the knowledge of South Africanengineers on technologies related to drin -king water and wastewater, but also tofamiliarize these trainers in the use of edu-cational units to carry out practical work.

Other training courses are already beingplanned for 2013 in both South Africa andFrance.

Rand Water officially launched the ”RandWater Academy” on 12 October 2012 onthe site of Zuikerbosch. IOWater has been asked to contribute in thedefinition, design and starting of this excellenttraining center, as well as in the definition oftechnical specifications for the educationalunits.4

Guinea Capacity building for executives of the Water Companyof Guinea (SEG) Within the technical assistance activities imple-mented by the Water Syndicate of Ile-de-France (SEDIF) for the Water Company ofGuinea (SEG) under Decentralized Coope -ration, the SEDIF entrusted the InternationalOffice for Water (IOWater) with the organi-zation of two Training Seminars for executivesof this company.

They focused on the following:

l Patrimonial Management of Water Utilities;

l Public Service Delegation (PSD).

The training topics chosen for these two semi-nars meet the needs of strengthening the pro-fessional skills of SEG executives to prepareand support the ongoing transformation of thewater sector with the prospect of a reorganiza-tion of the Company that could lead to:

l An Asset Management Company;

l An Operating Company which may be entrusted to a private company throughPublic Service Delegation.

This IOWater assignment, carried out in October 2012, allowed training a total of 40 exe cutives in two seminars, and fully metthe expectations of the ”SEG” General Coor-dination.

Prospects of complementary IOWater actionshave been identified, such as for instance: theControl of the Operator by the Delegating Authority.4

Since 2010, IOWater has undertaken withSEURECA an important project to support theWater and Sanitation Company of Mom-basa (MOWASCO), Kenya, funded by theFrench Development Agency (AFD). During the first two years of the project,IOWater conducted an audit of the organiza-tion and of all the activities of the Company(418 people) to highlight the difficulties andchallenges. A new organizational chart was proposed andapproved by the Directorate General, with aprecise definition for each of the departments

of the company, of its functions,activities, organization, number ofemployees, required qualificationsand performance indicators.The project was extended for oneyear to complete the work under-taken to update the customer data-base and the installation of newsoftware. IOWater oversees an extensivefield survey to gather updatedinformation on consumers.This survey also helps identify cases

of fraud and should provide an updatedclient database, thus enabling contacts withconsumers and bill payment recovery.IOWater also oversees the installation ofnew software for customer manage-ment and billing. The new software functio -nalities should allow MOWASCO evolvetowards more automated and accurate com-mercial service management to the satisfac-tion of the users.4

Kenya”MOWASCO”: Mombasa Water Company

IOWater started a new project in partnershipwith SEURECA to support the NairobiWater Company's policy to reduce "Non-Revenue Water (NRW)". This 2-year projectis funded by the AFD.IOWater is particularly in charge of threecomponents:n Organization and establishment of aspecial unit dedicated to reducingNRW. Relationship between this specialunit and other departments of the com-pany should also be defined in terms ofrole, responsibility and communication.

n Analysis of customer database andbilling software in order to prepare an action plan for reducing packagemetering and increasing bill collection.

Transboundary waters Good practices in transboundary water resources management: publication of four guides based on practical experiencesThe French Development Agency (AFD) issupporting a project for the exchange of bestpractices between Transboundary River BasinOrganizations - Niger Basin Authority (NBA),Volta Basin Authority (VBA), Organization forthe Development of the Senegal River(OMVS), International Commission of theCongo - Ubangi - Sangha Basin (CICOS), aswell as the Water Resources Coordination Center (WRCC) of the Economic Communityof West African States (ECOWAS). IOWater is facilitating these exchanges incoordination with ANBO.Transboundary Basin Organizations are theprivileged framework for water resourcesmanagement beyond national borders. Theydevelop diverse practices according to thecontext of their respective river basins. Thus, each organization develops experience,special knowledge in specific fields.

OMVS for instance has asignificant expertise inmanaging structures sha -red between MemberCountries, while CICOS isa reference in terms of pro-moting waterways naviga-tion.Therefore, this should leadto operational improve-ment of the activities of re levant institutions,through the sharing ofknowledge and expertise. Using these experiences,four Good PracticeGuides have been produced by IOWateron the topics of Governance, Optimization ofmonitoring, Strategic Planning and Search forautonomous and sustainable financing.

An electronic forum was also organized onmonitoring.

ECOWAS and its river basins

This VBA capacity building project started inJanuary 2012 for a period of 40 months andreceived funding from the European Union(ACP-EU Water Facility), the Seine- Normandy Water Agency (AESN) and theFrench Development Agency (AFD). The International Network of BasinOrganizations (INBO), helped by the Inter-national Office for Water (IOWater), issupporting the Authority for the overall imple-mentation of the project, which aims to:l Develop the ability of the Stakehol -ders Forum, advisory body of the VoltaBasin Authority (VBA), in basin develop-ment; this Forum is composed of aboutthirty members representing the differentcategories of water users, civil society anddecentralized local authorities of eachnational portion of the basin as well asrepresentatives of national focal structures,governmental bodies of the six VBAMem-ber States sharing the basin;

l Develop the ability of the ExpertsCommittee, VBA executive body consis -ting of at least two representatives of thesix Member States of the Authority, inclu -ding one belonging to the national focalstructure;

l Build the capacity of the ExecutiveBoard, VBA first executive body esta -blished in September 2006.

The activities carried out in 2012 enabled tosupport the organization and to implement:l training workshops during the meetingof the Stakeholder Forum, which was held from 18 to 19 January 2012 in Ouagadougou;

l the 6th meeting of the Experts Commit-tee;

l a training seminar in France for 5 repre-sentatives of the Stakeholders Forumand the Executive Board on 26 and 27June 2012, followed by their attending astatutory meeting of the Seine-NormandyBasin Committee on 18 June 2012 in Paris.

Meanwhile, exchanges with the Volta BasinExecutive Board helped build its abilities bydeveloping a monitoring tool for the imple-mentation of the Strategic Plan, as well as discussions on the methods for developing aWater Charter and the Basin’s Master Plan,which are two major pillars of future actions ofthe VBAMember States.Activities will continue in 2013 along theselines including the involvement of experts fromother French institutions, the Adour-GaronneWater Agency in particular.

CICOSHydrological monitoring and SDAGE in the Congo River Basin

The project to support the InternationalCommission of the Congo-Ubangi-Sangha Basin (CICOS) started in early 2012with funding from the Water Facility of theEuropean Union. IOWater is coordinating the capacity buil -ding project focusing on hydrological moni-toring on the one hand (Congo-HYCOS pro -ject) and, on the other, on transboundaryplanning for supporting the drafting of theMaster Plan for Water Development andManagement (SDAGE) of the CongoRiver Basin.CICOS and the hydrological services of itsfour Member States (Hydrological ResearchCenter in Cameroon, National MeteorologicalDirectorate in the Central African Republic,Research Group in Natural Sciences in Congoand the Waterways Board in the DemocraticRepublic of Congo) thus benefited from threetraining courses organized in 2012 in thebasin countries. A kick-off seminar for theCongo-HYCOS project was organized inBrazzaville in November 2012 with the col-laboration of the World MeteorologicalOrganization and support from the FrenchGlobal Environment Facility (FFEM).In 2013 to complement the training courseson operational hydrology, the Rhine-MeuseWater Agency, Solidarity Water Europe (SEE)and “Eau Vive” will intervene alongsideIOWater to accompany CICOS in developingits SDAGE. Aspects related to public participa-tion will be especially developed, based onthe experiments already completed in theNiger or Senegal Basins.

The French Global Environment Facility(FFEM) is funding the project "Preservation ofLake Chad: a contribution to the developmentstrategy for the lake". The recipient is theLake Chad Basin Commission (LCBC),which gathers six countries: Cameroon, Central African Republic, Libya, Niger, Nigeriaand Chad.The project aims to develop operational pro-posals respecting the conservation of ecosys-tems and joint water resources management.It has four components: Summary of knowledge and definition of

management constraints and monitoringindicators;

Reliability / complementing of the existingmodel;

Support for the entry into force of the“Water Charter ” and strengthening ofrelationships with the other Basin Organi-zations;

Assistance to Project Management.Other projects underway at LCBC, whose implementation will be coordinated with theFFEM project, are funded by the Global Envi-ronment Facility (GEF), the European Unionand the African Water Facility.IOWater is in charge of implementing Com-ponent with other partners including BRLEngineering. In 2007, the City of Saint Paul created the"Creole", a public company dedicated tosanitation management. In 2008, its techni-cal services entrusted the InternationalOffice for Water with a technical assistancemission for the 2008-2011 period, including:

l An annual audit of the sewerage system(50 pumping stations) and two waste-water treatment plants (WWTP) of the”Creole”;

l A monthly assistance to the WWTPs ope -ration which, through a tailored dataexchange format, allowed regular adviceto be given to the technical services andto alert the operator when necessary toanticipate and prevent malfunctions .

The ”Creole” wished to operate with trans-parency and permanent improvement.

A training plan was also initiated to improvethe skills of their staffs on their working tools.

These crossed activities were doubly rewar -ding, they allowed IOWater to refine itsknowledge of WWTPs operation in tropicaland insular areas.

”Water Days” on the Reunion Island

The Reunion General Council and WaterBoard (ODE) organized on 27 September2012, the 4th "Water Days", dedicated tofinding practical solutions to ensure water supply for all uses. Invited by the organizers, the InternationalOffice for Water participated in this event,which included workshops for each micro-region.Many speeches in plenary sessions allowedreminding the institutional and regulatory context in which water stakeholders’ work andbringing out solutions to ensure a continuoussupply of water for all uses (domestic, indus-trial and agricultural). IOWater, on its part,spoke about the ”challenges of inte-grated water resour ces management onthe Reunion Island"."The problems and challenges of each micro-region of the island were discussed and possi-ble courses of action, both technical (e.g.improvement of interconnections) and institu-tional, were identified during workshops. These thoughts will also feed two major plan-ning documents: the Departmental Plan forWater and Hydraulic Facilities and the Depart-mental Drinking Water Supply Plan.The day ended with reports from various work-shops and with speeches of IOWater experts,who underlined the quality of the "WaterDays", due to the active participation of stake-holders. They noted the existence of a genuine"water culture" on the Reunion Island, a largevariability of hazards, increased by the impactof climate change, leading to a need for quan-titative and qualitative regulation tools, foranticipating risks and managing water demandand supply.4

The technical teamconstituted at this time had his own skillsbut we were a bit isolated not onlybecause of insularity, but also because wewere the first public company of theReunion.Collaborating with IOWater helped usout of this isolation and gain confidenceon the control of the plants.Associating professional training to regu-lar audits without complacency is a uni -que combination that helped us surpassourselves and meet technical challenges:training helps to fill the gaps, to improvepractices.The fact that these training programs wereadapted to our tools has been instrumen-tal to the progression of the staff. Technical assistance has helped improvepractices and adjust the training content.Capitalizing on in-house know-how paidfor the "Creole", even though the opera -ting challenges are renewed daily and thismakes the richness of this profession.4

Following the earthquake and the cholera epidemic affecting Haiti, the French RedCross has implemented about 400 Ecosanlatrines in the town of Croix-des-Bouquets.

This kind of latrine, while particularly techni-cally complete (diversion of liquids, recoveryof materials ...), raises problems of acceptanceby Haitians. Latrines are misused or evenabandoned.IOWater carried out a technical and sociolo -gical assessment which included field visitswith beneficiaries and professionals in thesanitation sector. The results of this study will enable theFrench Red Cross to choose its strategy forsanitation in Haiti, and refine its communityapproach methodology so that the latrinerecipients are aware of the use of this type oflatrine ...4

Building the technical reference frameon water and sanitationDINEPA, National Directorate for WaterSupply and Sanitation in Haiti, hasentrusted IOWater with drafting nationalDirectives and technical guidelines in the fieldof Drinking Water Supply and Sanitation.Faced with the diversity of stakeholders in thedesign and implementation of infrastructureprojects, DINEPA should achieve the harmo-nization of practices and materials. To do this, IOWater is drafting guidelines thatprescribe the minimum technical requirementsfor each type of structure, but also guides witha more educational goal, which emphasize apractice both technically valid and suited tothe Haitian context.For the sanitation sector for instance, hun-dreds of latrine models have been designedby many national and international stakehol -ders for decades. This diversity of structures,not always best suited technically, makes itparticularly difficult to adopt a national stra -tegy, which aims to increase the rate of accessto quality sanitary structures in a countryseverely affected by cholera.In drinking water supply the diversity ofmaterials and equipment used, the many customary measurement units, or even the

methods used by many private, public,national and international operators compli-cate operation and maintenance.This also means that the entire DWSS sectorshould better control the master plans andtheir financial aspects and ensure qualityresults and, ultimately, the quality of suppliedwater.About sixty documents have already beenproduced and submitted to the Steering Com-mittee of the project financed by UNICEF.The following steps, in addition to writing thenumerous remaining technical papers, are thedissemination of the guidelines, the trainingof future users of these documents, or theadaptation of the recommendations regardingchanges in the sector, that are many and quickin Haiti.Thus the local stakeholders will graduallydevelop the sector ’s economic activity, avoi -ding the pitfalls of bad workmanship due toignorance or lack of technical and regulatoryframework. This action is actively involved inthe construction of the water sector and itsdevelopment. 4

Chile is encountering serious problems inwater resources management: increasedwater shortages in the North due to climatechange, high loss of freshwater to the sea,lack of river basin management and of long-term planning tools for infrastructure develop-ment, limitation of rights of use, etc.

Faced with these challenges, the NationalIrrigation Commission (CNR) of the Ministry of Agriculture and the LatinAmerican Association for HydrogeologyDevelopment (ALHSUD), in collaborationwith GWP-Chile, the Center for Research andWater Resources Development (CIDERH), theCorporación Minera de Coquimbo (Coquimbomining corporation - CORMINCO), the Asso -ciation for Irrigation and Drainage (AGRYD)and the Water Center for Agriculture (CAA)orga nized on 27 October 2012, the ”SecondInternational Summit on Water” (2nda cumbreinternacional del agua), with conferences heldsimultaneously in five cities of the country andtransmitted by videoconference.

The International Office for Water wasparticularly honored during this conferencethrough an opening speech in Santiago, Chile,on the topic "How to improve data manage-ment to strengthen water resources manage-ment".4

Colombia Institutional support to the Ministry of Environment and Sustainable DevelopmentRiver Basin management exercises began inColombia in the 80s. Unfortunately, the lackof homogeneous governance structures pre-vented the generalization of these experi-ments and achieving their long-term sustai -nability.

According to the reform of the constitution in1991, the Ministry of the Environment is head of the National Environmental System (SINA) still in force today.

The Regional Autonomous Corporations(CARs) were established. Nevertheless,the management of natural resources in riverbasins did not begin until ten years later in2002, when the Colombian Governmentpublished two decrees that govern the deve -lopment, implementation and monitoring bythe CARs of the first river basin managementplans, the ”POMCAs” (Planes de Ordenacióny Manejo de Cuencas).

Although this new planning tool is a realbreakthrough, some problems remain, suchas the heterogeneity of the ”POMCAs”, plan-ning inconsistencies between two neighbo -ring ”POMCAs” and limited community par-ticipation.

In 2007, the supervising Ministry initiated areform of the ”POMCAs”.

A consultation of the stakeholders at thenational level underlined the need forMacro-Basin Management Plans, forstructuring River Basin Councils and finallyprioritizing planning tools.

The Ministry of the Environment then beganto develop a National Policy on Inte-grated Water Resources Management.

Finally, after a 5-year process, a new decreewas signed on 2 August 2012, amending theregulations on river basin and waterresources management.

In such a context, the Colombian Ministryof Environment and Sustainable Deve -lopment (MADS) wishes to benefit from the50 years of practical experience of the Frenchand now European system both at the techni-cal and economic levels, through an institu-tional support project, funded by the FrenchAdour-Garonne Water Agency and coordi-nated by the International Office forWater. The three areas of work of this project are: l Implementation of the National Policy on

Integrated Water Resources Management(IWRM);

l Consolidation of the National Water Infor-mation System;

l Prevention of industrial pollution.4

Mexico The Ayuquila-Armería pilot River Basin

A memorandum of intent was signed by theFrench Development Agency (AFD)and the National Water Commission of Mexico (CONAGUA) ”expressing their wishto establish a dialogue of mutual interest, toidentify opportunities for encouraging theemergence of sustainable projects in the fieldof water resources”. This agreement mustcontribute to the achievement of theNational Water Program (PNH), whichsets out the objectives to be achieved for improving the management of waterresources and water services in the country.

French experience sought by Mexican partnersIn parallel to this agreement, theFrench Water Agencies Adour-Garonne and Seine-Norman dy,which have interesting similaritieswith the Mexican Basin Organiza-tions, started a cooperation projectto improve the river basin manage-ment processes undertaken in thecountry.

These exchanges will allow CONAGUA andMexican Local Authorities to benefit fromadvice on the strengthening of IWRM and on improving their wastewater treatment systems.Ayuquila-Armería, a pilot River Basin for cooperationThe Ayuquila Armeria River Basin was chosenbecause of its size, ideal for experimentation,the importance of its challenges but also itslead in terms of participation and initiatives forthe conservation of the environment.

IOWater is the operator of this cooperationprogram and works with local structures inorder to:l Contribute to the improvement of federal

and state policies, especially regardingparticipatory approach;

l Ensure sustainable water resources mana -gement in the experimental AyuquilaArmeria Basin, focusing on participation,planning and management of data andinformation systems.

French experts’ assignments, specific studies,workshops and field visits in France and Mexico, will allow presenting the Frenchknow-how in the water sector and studying itsadaptability to the local situation. 4

Peru New taxes on water use?Peru is a country globally rich with water.Unfortunately, the areas where needs are themost important are the least well endowed interms of rainfall or groundwater resources.

To cope with this challenge of more effectivewater management; ANA (National WaterAgency) is developing an ambitious policy toestablish river basin management and a system of taxes for water use and wastewaterdischarge.

IOWater and experts from French WaterAgencies have intervened in this WorldBank-financed project, whose aim is toprovide pragmatic elements for establishingthese water taxes: how to calculate them,what economic basis to justify them to future taxpayers, what use of the collected sums?

The Peruvian context is rather enabling: theGDP growth rate reaches 4 to 5% per yearwith low inflation; miners seem willing tomake an effort because they are regularly

stigmatized by the Medias for their poorenvironmental practices.

However, the successful implementationof a tax system depends on solid argu-ments for those who will actually paythese water taxes.

An economic justification is required. Itshould not be theoretical, but based onthe acceptability of these taxes as com-pared to the added value generated bydifferent economic activities on thehouseholds’ budgets.

The use of the collected taxes is also a funda-mental element; their use for financing facilities(wastewater treatment plants, protections ofwater intakes, etc.) on the basin scale is ob -viously an argument favoring their acceptance.French experts have therefore provided verypractical support to the development of for-mulas for the calculation of different taxes forwater uses and wastewater discharges.

Simulations of the amounts that could be col-lected were carried out as well as the prepa-ration of arguments towards the various eco-nomic sectors.

The results of this project were presented tothe ANA Board of Directors on 19 July 2012and were very favorably received.4

Mekong River Commission - MRCHydrological monitoring of the Mekong River Basin:final evaluation of the Mekong-HYCOS projectThe final evaluation of the Mekong-HYCOSproject, which has been developing since2006, with the support of the French Deve -lopment Agency (AFD) and French GlobalEnvironment Facility (FFEM), was conducted jointly by ISL Engineering and IOWater on request from the MekongRiver Commission (MRC). This project is part of the WHYCOS (WorldHydrological Cycle Observing System) program, developed by the World Meteoro-logical Organization (WMO) in responseto the inadequacy or lack of accurate dataand information accessible in real time onfreshwater resources in many parts of theworld.The main target of Mekong-HYCOS is toensure the availability of hydrometeorological

data on the basin, both at the MRC Secre-tariat and in the four Member States (Cambo-dia, Laos, Thailand and Vietnam). Each country is responsible for the mainte-nance of its measurement stations with thesupport of the Secretariat, provides floodforecasts on their territory and share informa-tion under Mekong-HYCOS.49 hydrometric stations are now com -plying with HYCOS standards and a datamanagement system is operational andaccessible through the MRC portal. However, the MRC human resources should beincreased to ensure sustainabi lity of the ser -vices and links between national hydrologicalservices and data users can also be improved.

VietnamSuccess of the Dong Nai Basin pilot project

The Dong Nai Basin pilot project, fundedby the French Loire-Brittany and Seine-Normandy Water Agencies, as well as by”FASEP”, was structured under theCooperation Agreement signed on 6 June 2007 by the French and Viet-namese Ministers in charge of the Envi-ronment.

It aimed to provide the Vietnamese Authori-ties with "Technical Assistance to the imple-mentation of an Integrated Water ResourcesManagement (IWRM) policy through a pilotapplication in the Dong Nai River Basin".The official closing of the project with afinal seminar took place on 17 April inHo Chi Minh City in which the results ofthe project were presented.IOWater coordinated the project and fol-lowed up the institutional component, SCEhas been a leader in the preparation of themanagement plan with the support ofAsconit.In this context, nearly 200 men/days of trai -ning on the integrated water managementprocess, with the establishment and operationof Basin Organizations, were given by expertsfrom the French Agencies and IOWater to theVietnamese executives. Methodological support to water data mana -gement and to the strengthening of measure-ment networks was also provided. Finally, a first Management Plan coveringan entire river basin has been prefi -gured.

The different steps used for planning wereinspired from the principles of the EuropeanWater Framework Directive (WFD) and theFrench experience in its implementation.Thanks to this project, the practice of integrated water resources management inVietnam has undoubtedly progressed as evi-denced by:

l The updating of the Vietnamese Law onwater resources approved on 21 June2012 by the Parliament.

l The solemn commitment made by Viet-nam during the last World Water Forum inMarseilles to start the integrated manage-ment of its rivers and streams.

l The preparation by the Vietnamese Ministry of Natural Resources of docu-ments for establishing a pilot Basin Orga -nization in the Dong Nai Basin.

The implementation of that last decision is thekey to the development of institutional andoperational measures for the conservation ofwater resources and aquatic environments inVietnamese river basins facing strong anthro-pogenic pressure and high demand forhydropower production.

LaosThe Nam Ngum pilot Basin project at midtermLaos still has a unique biodiversity and abun-dant water resources of good quality. But therecent economic and industrial developmentof the country has been accompanied by theemergence of conflicts between the variouswater users, including hydropower, miningand agriculture. Environmental and socioeco-nomic hazards mainly related to the construc-tion of hydropower dams, an importantsource of growth and foreign exchange for thecountry, remain difficult to understand by localinstitutions.The Lao Government is pursuing a proactivepolicy in this area, as evidenced by the adop-tion of a national policy for water resourcesmanagement, the development of pilot RiverBasin Committees and establishment of anew Ministry of Water Resources andEnvironment (MoNRE) in 2011.

The pilot Nam Ngum River Basinproject, launched last year, aims tosupport the Lao Government inthis process.Seven assignments have alreadybeen carried out by experts fromthe French Loire-Brittany andRhine-Meuse Water Agenciesand International Office forWater, which is in charge of coor-dinating the project, in close rela-tion with the Secretariat of theNam Ngum Basin Committeeand the Department of Water Resourcesof MONRE.Efforts are focused on the definition of actionsto be implemented, their location and costestimate and on the study of potential sourcesof funding.

At the same time, thinking on the functioningof the Nam Ngum Basin Committee, created late 2012 by decree of the Prime Minister, was completed.4

CambodiaLaunching of the Stung Sen pilot Basin Project

Water is one of the priorities of French coope -ration in the Mekong River Basin countries,supported by the Loire-Brittany, Seine-Normandy and Rhine-Meuse WaterAgencies.A pilot project was launched in 2012 in theStung Sen River Basin, main tributary of theTonle Sap Lake in Cambodia, where studiesare currently being carried out to build twodams for agriculture and hydropower.

The Tonle Sap Authority(TSA), partner in this pro -ject, has the main task ofcoordinating the mana ge -ment, conservation andsustainable development ofthe Tonle Sap Lake Basin,which is a unique watersystem.The Tonle Sap is thelargest freshwater lakein Asia. Its hydrology depends onthe Mekong: during therainy season, the river flowsinto the lake which absorbs

20% of its flow rate, while during the dry sea-son, the flow reverses and the lake inputs theflow rate of the Mekong. The remaining supply of the lake comes fromits catchment area through 11 tributaries,including the Stung Sen. In the medium term, the TSA wants todevelop a Master Plan for Water Deve -lopment and Management of the entireTonle Sap Lake Basin.

This will be necessary to build a real actionplan. But this assumes to gather and prioritizethe existing upstream information, establishforums for dialogue at national and provinciallevel, and to organize a monitoring and follow-up system.In the short term, the goal of the coope -ration project, of which IOWater is theoperator, is to test new governance inthe Stung Sen sub-basin. This project, whose kick-off seminar was heldin October 2012, will allow building thecapacities of the TSA, the Ministry of WaterResources and Meteorology (MOWRAM)and of its representations in the Provinces andDistricts to make it possible and to support:

l The technical and methodologicalstrengthening of the Cambodian institu-tions and stakeholders involved in waterresources management;

l The drafting of a sustainable waterresources Management Plan for the StungSen River Basin.

ChinaFrench-Chinese cooperation on the pilot Hai River Basin and Zhou sub-basin

China is facing many challenges in watermanagement. In terms of quantity, it has only7% of the planet's resources, unevenly dis-tributed, for a fifth of the world population. Interms of quality, pollution from industrial,urban and agricultural discharges hasreached alarming levels in many rivers.To cope with these challenges, the ChineseGovernment undertook to build large infra-structures and is modernizing its water mana -gement methods. It has developed manykinds of international cooperation, especiallywith the European Union and France. An agreement was signed on 21 December2009 by the Chinese Ministry of WaterResources and the French Ministry ofEcology and Sustainable Development.Its aim is the exchange of experience andcapacity building in areas of common interestof Integrated Water Resources Managementand Protection.As part of this agreement, the Hai RiverBasin, which covers 318,000 km2 andfour provinces (Hebei, Shanxi, Henan,Inner Mongolia) and two large muni -cipalities (Beijing and Tianjin), wasselected to develop a pilot 4-year pro ject. It especially aims to test the application inChina of some mechanisms for basin mana -gement, water pollution control and eco -system protection, used in France since the 1964 Act, which created the Water Agencies.

The project partners are, on the Chinese side,the Ministry of Water Resources, the Hai River Conservancy Commission andthe Water Boards of Tianjin Municipalityand Hebei Province, and, on the Frenchside, the Ministry of Ecology, Sustai -nable Development and Energy(MEDDE), the Seine-Normandy WaterAgency (AESN), the InterdepartmentalSanitation Syndicate of Greater Paris(SIAAP), the Interdepartmental Institu-tion of Great Lakes of the Seine and theInternational Office for Water (IOWater),which is taking care of the project technicalcoordination.

The first phase of the project (April2011/March 2012) contributed to the deve -lopment of a mutual understanding of thefunctioning of basin institutions and of theprocedures and means they use in France andChina. Four French experts’ missions wereorganized in China as well as three trainingcourses for 70 Chinese officials on manage-ment tools used in France and Europe. ThreeChinese delegations were also received inFrance.The second phase of the project (October2012/ October 2015) follows the agreementamendment signed at the World Water Forumin Marseilles, in the presence of the ChineseMinister of Water Resources, Mr. Chen Lei.It will mainly focus on the Zhou River sub-basin where an assessment of the resource,an in-depth legal and institutional analysis ofwater management, the establishment of anoperational coordinating group inspired fromthe French Basin Committees and adapted tothe local context, and the development of aManagement Plan for the sub-basin will betested.Late November 2012, a training course wasorganized in Tianjin on the topic of basin governance with lecturers from the Ministryof Ecology, SIAAP, the Great Lakes of theSeine and IOWater.In Mid-December 2012, a second mission ofFrench experts allowed making a first assess-ment of the sub-basin status.4

Countries of EasternEurope, Caucasusand Central Asia arehighly dependent on

transboundary water resources. To developan effective Integrated Water Resources Management (IWRM) policy, it is necessary tohave a comprehensive assessment of waterresources and uses, which is based on consis-tent and coherent information.This FFEM-funded project developed underthe ”Convention on the Protection andUse of Transboundary Watercoursesand International Lakes”, aims to improvewater data administration in order to facilitatethe production of the information needed.IWAC (International Water AssessmentCenter), the main recipient of the fun -ding, entrusted IOWater with the tech-nical coordination of the project activi-ties.Activities were launched in early 2011 in twopilot transboundary basins:

l The Dniester River Basin in Ukraineand Moldova;

l The Aral Sea Basin (Amudarya andSyrdarya river basins) which concerns Kyrgyzstan, Kazakhstan, Uzbekistan,Tajikistan, Turkmenistan and Afghanistan.

The assessment of water data admi -nistration carried out in each countryincludes:

A legislative and institutional analy-sis (database of the stakeholders);

Organization of national workshopsgathering the key stakeholdersinvolved in data production andmanagement;

Support to the presentation of datasources by the producers (metadatacatalogue);

Production of data flow charts (who ex -changes what with whom?);

An initial needs analysis related to datamanagement.

The developed actions provided the followingresults:In the Dniester River Basinn Procedures and tools for the calculation of

indices of surface water quality withonline publication of dynamic mapsupdated by the partners;

n The "Web Processing Services" allowingthe production of useful geographic data;

In the Aral Sea Basinn A prototype of hydrological bulletin on

the Syrdarya, within an action initiated bythe UNRCCA and EC-IFAS;

n Conceptual analysis of the National Infor-mation System in Tajikistan;

n An online interactive diagram of theSyrdarya hydrology in Kazakhstan.

The final phase of the project (2nd quarter of2013) will allow the transfer of the project'sfeedback to the national and regional benefi-ciaries, and the production of guides high-lighting the lessons learned for transfer toother transboundary basins of the region.The main results are available on the Website(in English and Russian) and were officiallypresented at the 6th Meeting of the Partiesof the Water Convention in Rome on 28 November 2012 on UNECE initiative.

The Swiss Agency for Cooperation andDevelopment (SDC) entrusted the Inter-national Office for Water with a studyon data management and informationneeds concerning water supply anddemand for irrigation in Kyrgyzstan.Kyrgyzstan is located far upstream of theSyrdarya, which has been the subject of inter-state agreements setting the downstreamreserved water share at more than half of itsinternal renewable water resources. Agriculture remains an important economicsector (20% of GDP) and accounts for over90% of water withdrawals in the country.

The study analyzed the processes of datamanagement and use: a survey on tools(databases, forms, files, archives, software,etc.), and on the mechanisms for data collec-tion, transmission and validation was con-ducted with the support of the Directorate ofWater Resources and its regional services.Two field assignments and a national seminarorganized with PKTI (Institute of Metrologyand Automation) validated these resultswhich are available on the dedicated Web-site:

10th European Conference ”EUROPE-INBO 2012” on the implementation of the Water Framework Directive

17 – 19 October 2012 - Istanbul – Turkey

The 10th conference of the "EUROPE-INBO" group was held in Istanbul,Turkey, from 17 to 19 October 2012, atthe invitation of the Turkish Water Insti-tute (SUEN). It gathered 354 participants,representatives of national administrationsand basin organizations as well as ResearchCentres, Universities, NGOs and companiesfrom 47 Countries.The conference was organized around sixmajor issues:

l Water, food and energy nexus;

l Cooperation with EECCA and Mediter-ranean Partner Countries on the imple-mentation of the WFD principles andmethods;

l Improvement of water governance intransboundary river basins;

l Adaptation to challenges linked to climatechange and to the prevention of extremephenomena: with the implementation ofthe Floods Directive and the reduction ofdrought risk in particular;

l Development of new approaches to riverrestoration and protection of waterecosystems;

l Economic analysis, cost recovery underthe WFD, value of ecosystems services,water resources use efficiency, involve-ment and solidarity of the stakeholders.

The experience gained in the European Unionwith the implementation of the WFD andother EU directives on water and tools deve -loped for this concern are interesting not onlythe Candidate Countries, but also other Partner Countries of the Balkans, EECCA andthe Mediterranean, which could consideradjustments in their own institutional, geo-climatic and socioeconomic situation,through enhanced cooperation.The EUROPE-INBO group membersmade recommendations to furtherimprove water resources managementin the European Union and in the Part-ner Countries, relying in particular ontheir WFD field experience.River basin management is truly the mostappropriate way to manage water resources,allowing more consistency between the different sectors, including between water,energy, agriculture, and food and inland navigation and better integration betweenland management and water resourcesmana gement to cope with present and futurechallenges, including those related to globalchange. Despite progress made, the WFD which resolutely adopts this approach in the Euro-pean Union, as well as its ”Daughter Direc-tives” or the basic measures of its annex A,must improve their articulation with the

”Floods”, ”Marine Waters”, “RenewableEnergy” Directives, with the Common Agricul-tural Policy and the system of official aid.

Similarly, coordination is needed between different administrative services, sometimeslocated in different ministries, which imple-ment them, e.g. between the services thatmanage floods and drought plans and thosewhich are directly in charge of implementingthe WFD.

The evaluation policy (fitness check) imple-mented by the European Commission(which resulted in the publication of a ”Blue-print” at the end of November 2012),already shows several areas for improve-ment: the need to reduce water demand byintegrating efficiency requirements in the various water uses especially in buildings(public and private, apartment blocks orhouses, industry) and agriculture, better regulations on drought and flood control, bystrengthening the link between water plan-ning and land use planning in particular, theclear definition of the cost recovery principleand the wider use of economic instruments,improving availability of quality informationon water resources, especially when uncer-tainty increases.

The participants in the ”EUROPE-INBO2012” Conference consider that, at thisstage, it is advisable to make efforts primarily on the application of the cur-rent water legislation and not to pro-duce a new legislation.

Better cross-sectoral integration mustnecessarily be sought for to achievesustainable water resources manage-ment in the future, especially with theCommon Agricultural Policy, regional policy,renewable energy and inland navigation policies, and with land use, while also takinginto account the need to adapt to climatechange.

It seems necessary to find a balance thatallows both effective implementation of theWater Framework Directive and compliancewith the objectives of renewable energy production that Europe has set and the objec-tives of the CAP. Discussions on adaptation to globalchanges, especially climate change,should be introduced as soon as possi-ble for preparing the second phase ofRiver Basin Management Plans (RMBPs)2015-2021 especially for analyzing theireffects and vulnerability and for definingadaptation measures to be recommended ina context of uncertainty. In this context, thechoice of appropriate indicators to assess the"water Footprint" of the different uses andimprove efficiency in relation to water scarcityis fundamental.It is also necessary to develop newapproaches to river restoration and protection of water ecosystems, by pas -sing from a point approach to large-scalerestoration projects, articulated with differentmulti-purpose planning mechanisms onappropriate scales. To do this, we need topromote the sharing of information, expertiseand best practices, as well as improvingknowledge through appropriate actions inR&D, hydromorphology and restoration ofrivers and wetlands.Water governance in transboundarybasins should be improved especially inthe “International Districts” created for theEU-WFD implementation, which requirescooperation agreements signed by ripariancountries to establish the conditions forappropriate governance, based on mutualconfidence, common understanding of thebasin problems, on available and shared

accurate data and analysis, with the involve-ment of stakeholders. The role and meansof the International Commissions fortransboundary rivers, either existing orbeing established, should be streng -thened to enable effective WFD implementa-tion in the concerned EU countries.To cope with the challenges related to globalchange (climate and socio-economy) and tothe prevention of extreme phenomena, it isnecessary to integrate adaption to thesechanges in the key steps of the drafting ofRiver Basin Management Plans, taking care tointroduce an uncertainty logic to define suffi-ciently flexible measures. Policies should beadaptive enough to allow progressive adap-tation and basin experiments involved in sucha process should encourage the building ofnew institutional and individual capacitiesthat are required. The WFD can be used as a toolbox foraddressing adaptation to climate change inareas at risk to reduce the impacts ofdroughts and flood risks. Regarding the economic analysis, it is neces-sary to improve knowledge on how subsidieswere considered in the RBMPs and to clearlydefine cost recovery. The assessment of Environmental andResource (E&R) costs requires bettermethodology and data availabilitywhile the economic approach to ecosys-tem services is to be strengthened.Monitoring and information systemsshould be strengthened and adapted tothe objectives to be achieved and better com-pared between member countries, but theissue of their investment and operation costsarises in many situations.

The high cost of implementing the WFDand "daughter" directives raises a pro -blem in the context of an economic andbudgetary crisis to achieve the set-outambitious goals on schedule.The goals of controlling non-point pollutionand restoring degraded water ecosystemsmay not be achieved for many water bodiesin any case for the 2015 or even later dead-lines. New measures will be required implyingadditional means which are not currentlyplanned or have been pushed back to the endof the 2021 - 2027 period.Finally, the involvement of stakeholders andthe public is crucial to improve water resour -ces management, their early information andparticipation in the decision-making proces -ses should be further increased. Appropriation by all users of the water-related policies and of the resultingmeasures is essential for progress andeffectiveness of undertaken actions.Recognizing, on the one hand, the interest ofthe WFD principles and methods for otherregions of the world, and on the other, thesharing of some transboundary water bodieswith neighbouring countries of the EU, com-munity cooperation with Partner Coun-tries from the Mediterranean, theBalkans and Eastern Europe, Caucasusand Central Asia is to be pursued andincreased.In particular, this cooperation should primarilyfocus on topics for dialogue and trans-boundary surface and groundwatermanagement with the support of regionalinstitutions, for strengthening nationalinformation systems and their harmoniza-tion with international reporting mechanisms,for training managers or planners of waterresources and the participation of users,local authorities and associations.

How to make sure that research results reachthe water managers in charge of implemen -ting the Water Framework Directive? Conversely, how to facilitate the expressionand account taking of research needs fromthe different levels (local, regional, national,transboundary and European) to implementthe European Directives related to water?These two questions allow understandingand defining a simplified Science and Policy Interface (SPI). They also reveal the challenges. For this interface to work, it is necessary to:

l Capitalize scientific knowledge;

l Ensure that research needs are expressedin an understandable manner to resear -chers:

l Make research results appropriable by thewater stakeholders that are supposed touse them;

l Raise awareness of all water stakeholdersto initiate changes in practices.

IOWater is involved in raising awarenessabout the SPI challenges by coordinating andparticipating in many projects in various butcomplementary fields, including for researchplanning and promotion.

IOWater has thus coordinated theIWRM-Net Network of national researchdonors until December 2010. It meant organizing participatory workshopsinviting researchers and policy-makers towork together to identify research needs, orienting the new bids for projects by requi -ring researchers to integrate the practical usesof their work, launching new research programs in badly covered fields in the imple-mentation of the Water Directives, and presenting the results in a format that alloweasy reading by field practitioners.To continue this project, the French Ministryof the Environment has initiated a ScientificCoordination of Projects funded underIWRM-Net (IWRM-Net SCP, 2010-2013):

www.iwrm-net.euOne of the major challenges is to allowexchanges between donors, researchers, andwater managers through forums, workshopsand new online learning platforms.Once research projects are initiated, thephase promoting their results should start. For this purpose, IOWater is coordina -ting two European projects: WaterRtoMand WaterDiss.

These two projects share the goal of capitali -zing on existing knowledge and supportingresearchers in their efforts to make theirresearch results valuable to be used:

l Water RtoM, focusing on projects finan -ced by the Life and Interreg Programs,aims to support the commercialization ofresearch products and is resolutely addressing market stakeholders.

l WaterDiss is addressing European FP6and FP7 projects and aims to acceleratethe transfer of research results to the insti-tutional stakeholders of the public sector.

To facilitate exchanges between stake-holders aware of SPI actions, IOWater ishosting a virtual platform: ”EuropeanWater Community” with now more than400 members.Finally, SPI concerns different geographicaland administrative levels: under the Com-mon Implementation Strategy (CIS), aspecific group, coordinated by the FrenchONEMA and the DG Environment, wasestablished. IOWater is supporting the activities of thisgroup to compare the state-of-the-art ofresearch with identified needs and to revealnew research needs. Water RtoM, funded by the LIFE+ Pro-gram (2010-2013) aims to acceleratethe transfer of research results (3 to 5 years) to end users.IOWater and its partners have identified 150 innovative research products in thefield of water in LIFE, INTERREG informationbases, and at national level in French, Polish,Romanian and Spanish programs. Out of these 150 research projectsabout fifty have undergone a detailedanalysis to identify innovative resultsand evaluate their distance to the mar-ket.This analysis also describes additional stepsto be implemented to make the selected inno-vations "ready for use". It aims to assist field practitioners (WaterAgencies, Water Administrations, MunicipalServices and developers) by giving theminstructions for use needed to make opera-tional these research products.The promotion of these innovations is one ofthe pillars of the project.

Climate change and its impact on water resources

”Explore 2070” is a project of the FrenchMinistry of Ecology, which aims to identifypossible scenarios for the impact of climatechange by 2070. It especially takes into account the topicsrelated to biodiversity, groundwater and sur-face water, coastal areas and to the socio -economic prospects and their interactions. The ultimate goal is to plan for the necessary adaptations to cope with climate and anthropogenic changes inFrance.IOWater is a partner of the group responsi-ble for implementing the integrative modelthat provides the link between topics andaccess to results.

The Website will allow consulting thesedata, regrouped according to four key issues:water supply and demand, biodiversity,coastal risks and extreme events, on differentgeographical scales (national, river basin,shoreline, wetlands, large cities). On certainaspects of the water supply and demand, themodel will calculate the risks and costs of cli-mate change and adaptation to cope with it.The final project meeting took place on 18and 19 October 2012 in the presence of dif-ferent partners: Ministry of Ecology, BRGM,BRL Engineering, Météo France, Actaeon,IOWater, ONEMA, Armines, BIOTOPE, BIPEand Artelia.4

EUROSTAT Water statistics for beginners Eurostat, the statistical service of theEuropean Commission proposes each yearto the staffs of national statistical services atraining program.These training courses are conducted byspecialists on each topic. IOWater, in part-nership with the Austrian UBA wasretained for the 2012-2016 period fortraining on Water Statistics and WaterAccounts. From 4 to 6 June 2012, the first trainingsession on water statistics for beginnerstook place in Vienna in Austria. The training course, which was attendedby 18 participants, addressed the entirewater cycle, and combined theoreticaltraining, practical exercises, exchangesbetween participants and visit of theVienna Waste Water Treatment Plant (4 million population equivalents, one ofthe largest in Europe).4

Since the begin-ning of the 2000s,the Communities ofPerpignan decided

to transfer their "water" and "collective sanita-tion" responsibilities to the recent UrbanCommunity of Perpignan - Mediter-ranean.In a first step, it meant finding synergiesbetween different utilities, developing anapproach to more consistent technical watermanagement and increasing investmentcapacity. However, the Communities wishedto keep a control on pricing rates and choiceof management method for drinking waterand sanitation services, with quite disparatelevels of service and price.

Meanwhile, the number of member commu-nities grew from 17 in 2004 to 36 municipa -lities on 1st January 2011, of which 14 areoperated as public companies.The elected officials, anxious to providetheir citizens with the best service at afair price, entrusted IOWater with anassessment of the financial situation ofthe services and with providing a con-sistent pricing strategy for the 2012-2015 period.The study was carried out in two steps:l Phase 1 established, for each service, the

cost of drinking water and sanitation atthe end of fiscal year 2011 and proposedpricing rates for 2012 taking the plannedinvestments into account;

l Phase 2 required to reconstitute the revenues and expenses of each serviceover the 2005-2011 period, to designand develop a computer application toperform a retrospective financial audit ofthis period and to establish a prospectivepricing simulation for the 2013-2015period.

IOWater was able to provide, for eachmunicipality and for several investment scenarios, a pricing strategy that could beimplemented.In a world where financial resources are scarceand donors’ requirements increase, this studyalso highlighted the need to start a debt con-trol as a prerequisite to moderating water pri -cing rates in the medium and long term.4

FranceUrban Community of Perpignan: Optimization of pricing rates for water and sanitation services

Performing analyzes has become a con-trolled and automated action, the risk oferror being very limited. However, takinga representative sample and keeping it ingood conditions for recording the col-lected information require good use andvery good knowledge of materials, me -thods, risks of degradation, etc.Staff competence is linked to theknow-how acquired in real workingsituation on sampling sites.”AQUAREF”, French National Reference Laboratory for monitoring aquatic environ-ments (BRGM, IFREMER, ISTREA, INRIS andLNE consortium, with the support of ONEMA)proposes technical references that samplingtechnicians will use in their actions to makesampling practices reliable and standardized.To provide the samplers of the Adour-GaronneBasin with theoretical and practical skills forproper exercise of their profession, a pilottraining course was carried out at the initiativeof the Adour-Garonne Water Agency.IOWater designed and organized this course,attended by representatives of the WaterAgency and INERIS.

This initial training of 10 trainees was heldover 3 days at the National Water TrainingCenter of La Souterraine, and was a greatsuccess.Building on this success and given the signifi-cant demand, the Adour-Garonne WaterAgency could schedule several courses duringyear 2013.4

Urban Community of Agen:Assessment of water services and infrastructureWithin the transfer of drinking water supply,sanitation and stormwater drainage responsi-bilities, the Urban Community of Agenwished to launch three operative assessmentsand to study its infrastructure master plans inits current and future area.In 2011, IOWater prepared all consultingdocuments for the Community.Three technical assessments were carried outon schedule in 2012 by three distinct serviceproviders with satisfactory reports.IOWater intervened as assistant to the con-tracting authority by providing:n Coordination of service providers;n Technical monitoring and validation of the

provided services;n Administrative and financial follow-up;n Management of joint schedules;n Management of follow-up and presenta-

Limousin region:Wetlands in Limousin

The ”Agricultural Wetlands: prospects andsearch for sustainable management” programhas just been completed. Field work was car-ried out in 2011, data synthesis was madeand a guide on good practices was written.This extensive work was carried out by a teamcoordinated by the Chamber of Agricultureof Haute-Vienne to which the Interna-tional Office for Water is member.This project involved an agri-environmentalstudy, a phyto-sociological survey, a soil sur-vey, a hydrological study and an economicstudy.The results obtained by crossing data fromthese various surveys/studies gave technicalreferences on how to enhance wetlands,while respecting both agricultural constraintsand environmental requirements, with a viewto sustainable development.In addition to the guide, a booklet for disse mi -nation of technical know-how and a bulletinwere drafted to reach the widest audiencepossible.The ”Agricultural Wetlands: prospects andsearch for sustainable management” programhas achieved its objectives: a seminar officiallyclosed the project in December 2012. Theproject team is currently thinking about thepossibility of continuing this program.4

IOWater, associated withOdessol of the University ofLimoges, was commissionedby the Seine-NormandyWater Agency to conduct anassessment of discharges ofhazardous substances by theuse of cleaning products inthe Seine Normandy Basin.

The first step of this work has allowed esta -blishing a database of more than 740 sub-stances used in household products andtheir dangerousness.The list of types of household products hasbeen studied in detail to determine the quanti-ties used in the Basin.Using this quantification of uses and thedange rousness of the identified hazardous

substances, products were selected and a firstattempt at quantifying 58 hazardoussubstances was performed using standardcoefficients and a simplified approach todescribe the magnitude of the problem.The analysis of the results led to propose pos-sible improvements regarding the informationsystem, the reference frames to develop andpossible future actions of the Agency in thisarea. 4

A specific requestOn request of the World Bank, avisit to study the multi-purposewater management model used inProvence was organized on thesidelines of the World Water Forumin Marseilles from 12 to 17 March2012.This meant organizing a programfor twenty specialists of the LatinAmerican and Caribbean water sector that allowed understandingthe origin of the French water management system, its recent developments and the factors that have influenced it.A Region, exemplary for its diversityand complexityOver three days, with the participation of theRhone-Mediterranean and Corsica andAdour-Garonne Water Agencies, the Canal deProvence Company, the Marseilles WaterCompany, Electricity of France and IOWater,the Delegation studied, during many visits,the diversity and complexity of the Provence-Alps-Riviera region through the legal frame-work of institutional management, the maintools for planning, management and regula-tion, urban management of water and sanita-tion services, including monitoring and war -ning systems, customer management andquality service, public-private partnerships,management of hydraulic infrastructure(channels, hydropower structures), water

demand management and water allocationrules and regional planning for multiple andbalanced uses.IOWater: a knowledge vectorIOWater has a dual position: a recognizedparticipant in international cooperation onfour continents and partner for over 20 yearsof French public and private institutions incharge of water management. This preciseknowledge of territories and men makes itable to identify and to quickly contact LocalAuthorities, managers, donors or companieson current issues and to assist in the develop-ment of their project.4

Water Framework Directive and pollution by hazardous substances discharged into aquatic environments:The objective of the EU-funded twinning isto harmonize Croatian legislation and itsimplementation with the EU “acquis” in thisarea.The European Directive on hazardous sub-stances requires that these are:

n Prohibited for the most dangerous ofthem,

n Subject to protection measures and toreduc tion of discharges for the other sub-stances.

Many activities produce or use hazardoussubstances and are at the origin of dischargesinto the environment: industry, agriculture,but also infrastructure, urban facilities, hospi-tals and medical activities, craftsmanship andeven domestic activities. France and Austria are associated forthis European twinning with Croatia.The immediate challenges of this twinningare knowledge of these products uses, thepollution they create in the country and theimplementation of measures planned in theDirective on Hazardous Substances andWater Framework Directive:

n Inventory of substances used and dis-charged, and their presence in surfacewaters, groundwater and marine waters,

n Establishment of monitoring networks,n Implementation of new performing analy-

sis equipment,n Development of tools and quality proce-

dures to ensure the reliability and repre-sentativeness of the results,

n Exploitation of data and exchanges between the different partners.

A substantive action on data managementwas undertaken by IOWater experts with thedrafting of a catalogue of data sources of theWater Information System and harmonizationof production formats between the Croatianinterested parties.

The Croatian institutions, beneficiaries of thisproject are the Ministry of Agriculture andCroatian Water Company. The Ministry ofEnvironment and Nature Protection, Ministryof Health, Croatian Environment Agency,National Institute for Public Health, StateInstitute for Nature Protection, Institute ofOceanography and Fisheries, Meteorologicaland Hydrological Service, Croatian Water Pollution Control Society are also associated.On the French and Austrian side, the twin-ning partners are: the French Ministry ofEcology, Sustainable Development andEnergy (MEDDE), the InternationalOffice for Water, the National Instituteof Environment and Industrial Risks(INERIS), the National EnvironmentLabo ratory (LNE), the Office of Geologi-cal and Mining Research (BRGM), theFrench Water Agencies as well as theAustrian Environment Agency (UBA)and the Austrian Ministry of Agricul-ture, Environment, Forestry and Water.

In total, about forty French and Austrianexperts are involved, in collaboration withtheir Croatian colleagues to carry out theactivities of this project, which receives fun -ding from the European Union for a period of12 months until mid-2013.Floods Directive:Adopted in 2007, the Floods Directiveimposes its timetable that will eventually besynchronized with that of the Water Frame-work Directive.Austria, France and the Netherlandswon the European twinning agreementwith Croatia on the implementation ofthe Floods Directive.The 15-month project will especially focus onthe mapping of flood risk in priority areas. The pilot working areas are spread over theBlack Sea Basin and the Adriatic coastal riverswith specific flood characteristics. 4

As part of the ”FASEP”-funded project toupdate technical requirements for studies andconstruction in the field of water and sanita-tion in Albania, IOWater, in partnership withSAUR, produced 8 booklets:1: Trenches and earth moving work;2: Pumping;3: Drinking water production;4: Reservoirs;5: Drinking water supply systems;6: Sewer networks;7: Wastewater treatment;8: On-site sanitation and septage treatment.

These booklets were presented during aseminar to national stakeholders of thesector.These new booklets aimed to makemore autonomous the Albanian engi-neering and construction sector regar -ding water and sanitation systems andimprove the quality of the achieve-ments.The technical standards thus producedare compatible with European Unionstandards. The Albanian stakeholders and internationaldonors active in the sector are invited to givetheir observations.

The definitive standards will be incorporatedinto the Albanian legislation by the Ministryof Public Works and Transport.4

Albania Updating of the national technical standards

This Twinning aimed at harmonizing Ukrai -nian legislation with EU regulations, impro -ving the management and delegation ofwater and sanitation services, establishing asystem for monitoring services performanceand an information system.This 18-month project financed by the Euro-pean Union involved:

l On the Ukrainian side, the Ministry ofRegional Development and MunicipalEconomy, the National Commission forthe Regulation of Public Utilities, the Water Services Association and the NIKTItechnical center;

l On the French side, the Ministry ofEcology, Sustainable Development andEnergy, ONEMA, Water Agencies (Rhine-Meuse, Loire-Brittany, Artois-Picardy),IOWater, responsible for conducting theproject, and ADETEF;

l On the Bulgarian side, the NationalCommission for the Regulation of Waterand Energy Utilities and the Ministry ofEnvironment and Water.

Through many work meetings of French-Ukrainian expert groups, regulations andmodels of delegation contracts were revised,methodologies for costing and pricing have

been developed, handbooks have been pro-duced including on regulation of public ser -vices, patrimonial management and perfor -mance indicators for municipal utilities. Several seminars helped to disseminate theproject results to a wide audience of govern-mental bodies and water utilities.Given the success of this work, the workinggroup for French-Ukrainian cooperation onthe environment wished to continue thiscooperation in the following fields:

l Decentralized cooperation betweenFrench and Ukrainian Local Authorities;

l Professional training of the staff of waterand sanitation utilities;

l Establishment of financial mechanismssuch as direct service cost recovery fromusers and creation of national or basinfunds.

Kosovo Institutional Support to the Ministry of Environment and Spatial Planning (MESP) of Kosovo

Kosovo is still facing environmental problems,concerning water, waste and land manage-ment in particular. Kosovo has made progress on adopting anew legislation but more work is needed tocreate an administrative environment thatwill ensure further approximation to Euro-pean Union standards. To this end, a 2-year European twinning pro -ject was launched in December 2011 in orderto build the capacity of the Kosovo Ministryof Environment and Spatial Planning(MESP), which is the competent authority for

waste, water management, nature protectionand planning, and of other stakeholders inthe environmental sector.France is participating to this twinning as Junior Partner with Italy.Regarding the water component, expertsfrom the French Ministry of Ecology,Rhine-Maas Water Agency and Interna-tional Office for Water are being workingjointly with their Kosovo counterparts toexchange on experiences and to develop recommendations on WFD implementationand elaboration of River Basin Management

Towards a certification by the Union for the Mediterranean (UfM)One of the commitments made at the lastWorld Water Forum organized in Marseilles inMarch 2012 was to build shared water infor-mation systems to support cooperation andpeace in the Mediterranean.

Under the impulse of the UfM Secretariat, thepromoters of three regional informative pro -jects gathered to prepare a unifying andambitious project: the Lebanese Ministry ofEnergy and Water, the Arab League andEMWIS, the Euro-Mediterranean WaterInformation System.

This new project is made of 4 components:

n Regional coordination, especially withthe European Union (SEIS, WISE, INSPIRE)and the United Nations for exchange ofexperiences, drafting of guides, recom-mendations, tools and standard docu-ments, etc.;

n Strengthening of National WaterInfor mation Systems (NWIS) in 4-5 pilot countries (Morocco, Tunisia, Jordan,Lebanon and under conditions Bosniaand Herzegovina);

n Regional training programs on wa-ter data management (referenceframes, data dictionaries, quality, legal aspects, etc.);

n Demonstration of data automationand reporting for international initia-tives such as the Water Strategy of Arabcountries or the Action Plan for the Medi -terranean of UNEP.

All interested parties met in Barcelona on 5 and 6 November 2012 to finalize the tech-nical and financial proposal for certification bythe 43 Member Countries of the Union for theMediterranean. In particular, they reiteratedthe urgent need to support countries in theimplementation of their National Water Infor-mation Systems (NWIS).

All Mediterranean countries will participate inregional activities and may reinforce theirown NWIS at a later stage on the basis of thefeedbacks of this project.

Optimizing measures against water scarcityOne possible application of the System ofEnvironmental-Economic Accounting forWater (SEEAW) in river basins is to optimizethe choice of measures to be applied within adrought management plan. EVREN and EMWIS, in association with theJucar River Basin Authority in Spain, areanalyzing the advantage and feasibility of this approach in a project funded by the DG Environment of the European Com-mission.This work is based on the exercise carried outby the European Environment Agency for systematic calculation of "water accounts" atthe level of elementary river basins (ECRINSbase).First steps towards a knowledge hub on water in the MediterraneanImpulsed by the International Union forConservation of Nature (IUCN), EMWIS,CEDARE and national NGOs in Morocco,Egypt, Jordan and Palestine, a projectfor a regional water knowledge hubnetwork will be initiated with fun dingfrom the European Commission.The objectives are firstly to collect, analyzeand assemble the knowledge generatedlocally on water resources management, andsecondly to make this knowledge available toNGOs and decision-makers and managers, inlocal authorities in particular.

Earth Observation for better water management

EMWIS is continuing its collaborationwith the European Space Agency (ESA)with a training workshop for the countries ofthe southern Mediterranean held from 3 to 5 December in Frascati near Rome. The topics chosen for this training are: accessto data from the observation of the Earth,processing of these data for identifying waterbodies, floods, land use, assessment ofevapo transpiration, and changes in ground-water bodies. Synergies with the regional project of theWorld Bank and NASA in this field have alsobeen identified to prepare the first proposalmade by ESA and EMWIS on capacity buil -ding of remote sensing centers. 4

The NOVIWAM project (Novel IntegratedWater Management Systems for SouthernEurope) aims to promote interregional coope -ration on tools and methods for water mana -gement at river basin level.

NOVIWAM facilitates long-term relationshipbetween participating groups, mutual lear -ning activities and cooperation on these topics.

Funded by the European Union underthe 7th Framework Program for Researchand Technological Development, itaddresses regional clusters regrouped in con-sortiums (Albania, Cyprus, French Poitou-Charentes Region, Northern HydrologicalRegion in Portugal and Andalusia in Spain).

One of the objectives is to expand these part-nerships to neighboring countries facing simi-lar problems in water management.

The International Office for Water isinvolved in various areas of the project, suchas analyses of gaps, weaknesses and oppor-tunities of decision-making supporting tools,drafting of a guide for regional authorities topromote internationalization of research andinnovation, but also communication and dis-semination, as well as the coordination of theFrench group of partners (Poitou-CharentesRegion, INRA, CEMAGREF/IRSTEA).

The NOVIWAM original approach is toinvolve research centers, companies andregional authorities.

A survey was conducted, early in the project,involving 500 people to identify gaps andopportunities.

IOWater proposed two priority actions aiming to:

n Accelerate the use of researchresults, their practical application in thepartner regions,

n Produce data on water and its usesthat are compatible with the INSPIRE andOGC (Open Geospatial Consortium) stan-dards.

The NOVIWAM project partners are trying toinvolve other Mediterranean regions. Disse -mination of the project conclusions at theregional and international levels has beenachieved notably through an abstract presented during a conference in Brussels atthe Committee of the Regions.

Strategic platform for appropriate waste management in the Mediterranean The ”MED-3R Strategic Platform for appropriate wastemana gement in the Mediterranean”, presented by Nice-Côte d'Azur Metropolis (NCA) in the context of a call for strate-gic pro jects of the neighborhood policy program of the EuropeanUnion in the Mediterranean, has been selected by the MonitoringCommittee last June.IOWater and EMWIS are participating in this project in partnershipwith the city of Genoa, Local Authorities of Tunisia, Jordan andLebanon and several other partners.The project will start in early 2013 for a 3-year period and willinclude the development of integrated waste management plans,transfer of know-how and skill enhancement, as well as the imple-mentation of several pilot actions on different waste flows, toachieve the objectives of MED-3R: "Extend life span, reduce produc-tion and recycling of waste in the Mediterranean". 4

Mediterranean Network of Water Training Centers The launching of a Mediterranean Network of Water TrainingCenters is one of the commitments made at the 6th World WaterForum in Marseilles.In this context, IOWater, as Technical Secretariat of the Interna-tional Network of Water Training Centers (INWTC), assists theSecretariat of the Union for the Mediterranean (UfM) in thedevelopment of a regional initiative to build the skills of pro-fessionals of the water sector.The project, which should start in 2013 after completing the UfM certification process, will include both a regional component on theexchange of experiences and development of common tools, and asupport to the development of training centers in different countries. A meeting of the main partners of this initiative was held in Barcelonaon 22 November 2012 at the invitation of the Department of Environ-ment and Water of the UfM Secretariat. 4

To help improve the drinking water supplyservice on the Algerian territory, the AlgerianWater Company (Algérienne des Eaux -ADE) has started a center for training ondrinking water supply in Cherarba, locatedeast of Algiers.

In 2011, along with the construction of theinfrastructure of this center, the ”ADE” hasselected and trained the future trainers of thetraining center.

IOWater has been entrusted with a mis-sion to support the recruitment of”ADE’s” future trainers.

The steps of this support are:

n Definition of the team of trainers suited tostart the training center;

n Support for the elaboration of referencesfor the trainers’ skills;

n Advice for the selection of trainers;

n Assistance in the design of the trainers’training plan;

n Training of the recruited trainers at IOWater National Water Training Center(NWTC in Limoges and La Souterraine).

The training of trainers will be conductedspecifically on the use of educational unitstailored for water training centers.

The training of these trainers was completedin July 2012.4

Since the beginning of 2010, GIZ, GermanCooperation Agency, has been carryingout a project ”Capacity building for trai -ning in the environmental sector inMaghreb”. As part of the ”Solid Waste” component ofthis project, GIZ has decided to entrustIOWater with a six-week training programcarried out in 2012 in France and Algeria on:l Management of maintenance of waste

utilities;l Management and optimization of waste

collection,l Administrative and financial management

of the waste utilities;l Use of mapping, GIS and GPS in waste

collection.The Algerian beneficiaries of these trainingprograms are professionals and trainers fromthe Ministry of Regional Planning and Envi-ronment, National Waste Agency, NationalConservatory of Environmental Training andAnnaba, Tlemcen and Ghardaia municipali-ties, etc.

Insofar as some of these participants aim toextend this knowledge in Algeria, it is alsoexpected that IOWater carries out a 20-day

coaching of the trainers during a knowledgedissemination phase.4

The European Twinning on "Institutional Support for management and control ofchemicals in Tunisia" focuses on promoting anindustry more respectful of the environmentand health. This especially includes preparing theTunisian industry to managerial, organiza-tional and technological changes related tothe implementation of European REACH (registration, evaluation and authorization ofchemicals) and CLP regulations (Classificationand labeling of dangerous chemical sub-stances and compounds).The International Office for Water is amember of the consortium of Europeanpartners in charge of this project withthe Austrian Environment Agency

(UBA), the National Institute for Indus-trial Environment and Risks (INERIS)and the Swedish Chemicals Agency(KEMI).It is particularly involved in the upgrading ofthe Tunisian legislation on chemicals use inindustry, as well as in establishing a strongadministrative and technical infrastructureand capacity building of the relevant institu-tions.The project was launched during a seminarheld on 6 June 2012 at the Technical Che -mistry Center of Tunis, REACH National FocalPoint. This action funded by the European Unionwill be completed in March 2014.4

To further enhance its training offer, to makeits training modules more interactive and tobetter integrate its educational units in its curriculum, the LYDEC Training Center(SUEZ Environment group) is redesigningits educational units in Casablanca and updating its training modules on water andsanitation.

In this context, SUEZ Environment calledIOWater for the design and upgrading ofthese educational units.

This assignment focuses on the establishmentof a preliminary and detailed design, and financial estimates of several educationalunits related to drinking water supply andsanitation systems and hygiene and safety.4

‰ Capacity building on water quality monitoring:

This European twinning on the implementa-tion of the Water Framework Directive hasbeen carried out by the Netherlands, Franceand Spain since September 2011. It aims tosupport the Turkish Ministry of Forestry andWater in drafting monitoring plans for six pilotriver basins and a national monitoring plan. On the French side, experts from theMinistry of Ecology, Sustainable Deve -lopment and Energy, Seine-Normandyand Rhone-Mediterranean & CorsicaWater Agencies, IRSTEA, IFREMER, coor-dinated by IOWater, are contributing tothis work.During the first year of the project, the activi-ties focused on assessing the institutional andmethodological gaps that Turkey is still facingon monitoring. In addition, many trainingcourses were carried out in spring/summer2012 on the various biological quality ele-ments that have to be followed in order toassess the ecological status of rivers andlakes.

‰ Implementation of the Floods Directive:

The European institutional twinning pro -ject on capacity building of the newWater Directorate of the TurkishMinistry of Forestry and Water forimplementing the Floods Directive is car-ried out by France, in collaboration withRomania. Activities started in August2012 for two years on the followingissues: l Transposition of the Floods Directive

in Turkey and adaptation of the institu-tional organization;

l Methodological support to the practicalimplementation of the 3 steps of prepa -ring a Flood Risk Management Plan inthe pilot ”Bati Karadeniz” river basinflowing into the Black Sea, including dialogue with users. Then, disseminationof the experience gained in this pilotbasin to the 25 other Turkish river basinsis planned;

Started 6 years ago,collaboration betweenthe National Office forElectricity and DrinkingWater Supply (ONEE) inMorocco and IOWater’s

National Water Training Center (NWTC)continued in 2012.Year 2012 has enabled to continue the edu-cational engineering project for the designand implementation of educational units for"Sanitation systems" to be built at the Waterand Sanitation Institute of ONEE inRabat.As part of a project, led by SGI Consulting,for the drafting of ONEE’s operating proce-dures for sanitation, IOWater was alsoentrusted with the implementation of trainingsessions on the application of these operationmanuals relating to sewerage networks,pumping stations, wastewater treatmentplants using lagooning and to the risks andinstructions regarding hygiene and safety.

Moreover, IOWater, in partnership withthe Moroccan consulting firm ADI under-took in 2012 a project to develop refe -rence frames on the design and sizing ofliquid waste treatment facilities.

These manuals are intended to be used byONEE as references for its projects related tosanitation systems, urban hydrology andwastewater treatment plants using activatedsludge, lagoons and trickling filters.4

Iraqi Kurdistan Towards sustainable water management Establishment of a High Water Committee

Since August 2010, the French Ministryof Finance has supported the KurdishMinistry of Water Resources by finan -cing a pilot project in the Greater ZabRiver Basin entrusted to a group of com-panies led by the Canal de ProvenceCompany, associating BRGM, IOWaterand G2C IT. Following the proposals of the group andespecially of IOWater, in charge of the partrelated to the institutional situation, a HighWater Committee ("Lejna Balla Aw" inKurdish) was created. It is chaired by theGeneral Director of Water Resources andbrings together the General Directors of theother Ministries involved in water resources

management: Ministry of Electricity, Ministryof Natural Resources, Ministry of LocalAuthorities, Environmental Board and Ministryof Planning. It invites when needed represen-tatives of the civil society and local authorities. The first meeting of Lejna Balla Aw was heldin October 2012. The Directorate of River Basin Management,which is being officialized, is taking care of itsSecretariat and keeps links with Local Authori-ties and the civil society.On this occasion, the ”World Pact for betterbasin management”, initiated by INBO,has been signed by the General Director ofWater Resources of Kurdistan.4

QatarTraining of engineersof Degremont Middle East

In 2012, IOWater Training Center hasachieved a training course in Doha (Qatar)for engineers of Degremont Middle East ontechnologies for drinking water productionand wastewater treatment. This training course helped provide anoverview of the processes proposed by theDegremont Company.
