INTRODUCTION
MCLaren Traffic Engineering (MTE) was commissioned by Sheriff Selim to provide a Traffic
and Parking Impact Assessment of the proposed Child Care Centre at 6 Torrington Road,
Strathfield (proposed site layout reproduced in Annexure A for reference).
1.1 Description and Scale of Development
The proposed child care centre is to accommodate 44 children and 8 staff members as per
the following:
12 children between 0-2 years old (3 staff assigned)
14 children between 2-3 years old (3 staff assigned)
18 children between 3-6 years old (2 staff assigned)
Total of 8 staff members on-site.
Hours of operation are 7:00am to 6:00pm, Monday to Friday
The site layout includes an ground level car park with a total of ten (10) car parking spaces
including one (1) disabled space plus two (2) bicycle spaces. Vehicular access to the car
park is proposed via a new vehicular crossing from Woodward Avenue.
1.2 State Environmental Planning Policy (Infrastructure) 2007
The proposed development does not qualify as a development with relevant size and/or
capacity under Clause 104 of the SEPP (Infrastructure) 2007. Accordingly, formal referral to
the Roads and Maritime Services (RMS) is not necessary and Strathfield Council officers
can determine this proposal accordingly.
1.3 Site Description
The subject site is currently occupied by a single storey detached dwelling, with frontages
to Torrington Road to the north and Woodward Avenue to the south. All vehicular access to
the site is via the existing driveway on Woodward Avenue, which serves a double garage
with zero setback and consequently reversing of domestic vehicles across the footpath in
Woodward Avenue.
The site is generally surrounded by low to medium density residential dwellings.

2.1 Road Hierarchy
The road network servicing the site has the following characteristics.
Torrington Road
Unclassified LOCAL road;
Approximately 9m in width facilitating two-way passing;
Signposted 50km/h applies;
Restricted two hour kerbside parking permitted along both sides of the road.
Woodward Avenue
Unclassified LOCAL road;
Approximately 10.4m in width facilitating two-way passing;
Signposted 50km/h applies;
Restricted four hour kerbside parking permitted along both sides of the street.
The Boulevarde
RMS Classified STATE Road (No. 668);
Approximately 12m in width facilitating two lanes in both direction for traffic movement
and kerbside bus zones;
Signposted 60km/h carriageway;
Clearway signage along both sides of the road;
School zone operates between Redmyre Road and Llandilo Avenue.
2.2 Existing Traffic Management
Priority controlled intersection of Torrington Road and The Boulevarde;
Priority controlled intersection of Woodard Avenue and The Boulevarde;
School zone operates along The Boulevarde between Redmyre Road and Llandilo
Avenue.

2.3 Existing Traffic and Parking Environment
Traffic counts were completed at the intersections of Torrington Road / The Boulevarde and
Woodard Avenue / The Boulevarde on Thursday 3 March 2016, representing a typical
weekday. Kerbside parking surveys were undertaken at 15 minute intervals within 200m of
the site and are reproduced in Annexure C for reference.
Intersection Performances
Existing intersection performances have been assessed using SIDRA INTERSECTION 6.1.
Considering the proximity of the three intersections of Torrington Road, Jersey Road and
Woodward Avenue with The Boulevarde (being approximately 25m distance between each
intersection); a network model was utilised to best analyse the operation of the road network
in close proximity to the site. The analysis is summarised in Table 1.

As shown above, the surrounding intersections are operating satisfactorily at Level of
Service (LoS) A during the morning and afternoon peak periods. The worst performing
approach (LoS of F) results from high through volumes along The Boulevarde in both
directions, resulting in reduced frequency of acceptable gaps for drivers turning out of both
Torrington Road and Woodward Avenue. It is expected, considering the existing turning
volumes, that downstream effects (such as platooning) result from the signals at both The
Boulevarde / Morwick Street and The Boulevarde / Liverpool Road intersections; causing
significant gaps in flows along the Boulevarde and allowing drivers to exit from the side
streets of both Torrington Road and Woodward Avenue.

While vehicles conducting movement out of both Torrington Road and Woodward Avenue
experience a Level of Service of F, sign controlled intersections are designed to give priority
to the main road (The Boulevarde) and the two intersections are operating as is expected.
Kerbside Parking Availability
The existing local parking supply is summarised in Table 2.

As shown above, there is an abundance of on-street parking available within close proximity
to the site, with a total of 86 (75%) and 85 (74%) spaces vacant in both the 7-9AM and 4-
6PM peak periods on a weekday respectively, which is the time when peak parent / carer
vehicles deliver and collect children at long day care centres. The peak occupancy levels
during the survey period were experienced between 9:15AM – 9:30AM and 5:15PM –
5:30PM respectively.
2.4 Public Transport
The nearest bus stop is situated approximately 150m walking distance from the site and
provides access to Strathfield Train Station (1km north of the site) and the surrounding
suburbs, with buses leaving at approximate 10 minute intervals. Trains from Strathfield Train
Station provide access to Central Sydney and Western Suburbs with services departing at
approximate 15 minute intervals. Figure 3 shows the public transport infrastructure
surrounding the site.

2.5 Future Road and Infrastructure Upgrades
From Strathfield Council’s Development Application tracker and website, it appears that
there is no future planned road or public transport changes that will affect traffic conditions
within the immediate vicinity of the subject site.

PARKING ASSESSMENT
3.1 Council Parking Requirement
Reference is made to Strathfield Development Control Plan 2005 which designates the
following parking rates:
Part E – Child Care Centres
1 visitor space per employee.
1 visitor space per 8 children (or part thereof)
2 additional parking spaces for any associated residence.
The above parking requirements are summarised in Table 3, noting that the application
does not include and residential component.

As shown above, the development requires a total of 14 car parking spaces. The site
provides a total of 10 car parking spaces, giving a numeric shortfall of 4 spaces. It should
be noted that the shortfall only relates to the short term visitor parking associated with
delivery and collection of children.
3.2 Staff Parking
The proposed site layout includes a total of 8 parking spaces for staff, satisfying the
requirements of Strathfield Council DCP. The use of stacked parking is to be managed by
the operational management plan, ensuring that staff space allocations coincide with shift
start and finish times. While the full 8 staff spaces have been provided on-site, staff drivers
have been assessed by MCLaren Traffic Engineering to be approximately 50% of total child
care centre staff, the RMS found in 1992 that 80% of total child care centre staff are drivers
and Journey to Work Data made available by the NSW Bureau of Transport Statistics
indicates that 69% of workers within the Strathfield LGA drive to work (refer to extract in
Annexure D for supporting information), with the remainder utilising alternative transport
options. It is therefore assumed that in operation the staff parking demand will be less than
the 8 spaces, being closer to 6 spaces by adopting 80% car driver expectation.

3.3 Parent Parking
A total of two (2) dedicated parent / carer / visitor spaces are proposed on-site (with an extra
space available prior 9:30AM, when the final staff member arrives), with the remaining 4
parent spaces accommodated along the northern side of Woodward Avenue both
immediately in front of the site and further east, where a pedestrian path provides safe and
convenient access to the centre. Details of the potential on-street parking spaces are
depicted in Annexure B.
It was noted during a pre-DA meeting with Strathfield Council representatives that there was
concern that vehicles parked on both sides of Woodward Avenue could restrict the trafficable
width such that two-way passing is prevented. A site visit was conducted on 26th May 2016
and the width of Woodward Road measure to be 10.4m directly adjacent to the site.
Considering that AS2890.1 dictates a width of 2.1m for parallel parking spaces, there
remains a total of 6.2m (10.4m – 2x2.1m =6.2) width for traffic; wide enough for two
maximum width (19.m for cars and 2.5m width for trucks) vehicles to pass while maintaining
0.3m clearance to both parked vehicles and between passing vehicles. Considering the
residential context, it is not expected that there would be any noticeable impact on the
function of Woodward Avenue resulting from cars parked on both sides adjacent to the site,
particularly as parent parking occurs exclusively between the weekday 7AM – 9AM morning
and 2:30PM – 6:00PM afternoon drop-off and pick-up times only.
With regards to the availability of on-street parking, a minimum of 16 and 17 on-street
parking spaces were observed during the peak AM and PM periods respectively on
Woodward Avenue north, with a safe and convenient direct footpath connection to the site
without requiring the crossing of any roads and sufficient capacity to accommodate the
demand of 4 spaces for drop-off and pick-up.
Considering the ample supply of safe and convenient on-street parking, the allocation of at
least two (2) on-site spaces and up to four (4) on-street spaces for parking for parents /
carers / visitors is acceptable and supported.
While the site does not strictly meet the Council’s criteria with regards to carparking for
visitors, the Strathfield Council Development Control Plan Part E: Child Care Centres
provides detailed objectives for Childcare Centres, with particular emphasis on context and
safety. The proposed centre involves the adaptation of an existing dwelling within a
residential area surrounded by schools and in excess of a 90m offset from the nearest
classified road (The Boulevarde). The small scale of the centre, with just 44 children, is in
line with the surrounding low-density residential context and is unlikely to have any
noticeable impact on the surrounding dwellings in terms of residential amenity
considerations. It is therefore considered that the location and scale of the proposed
childcare centre meets the objectives set by Strathfield Council and that there will be no
noticeable impact on parking supply or residential amenity along either Torrington Road or
Woodward Avenue.

3.4 Bicycle & Motorcycle parking Requirements
Strathfield Council’s DCP does not provide bicycle and motorcycle parking rates for child
care centres, and as such, the DCP does not require the provision of this facility. The
provision of two (2) bicycle spaces, while not required by the DCP, should be considered to
positively encourage alternative modes of transport to the site.
3.5 Servicing & Loading
Strathfield Council’s DCP does not provide parking requirements with regards to service
vehicles for child care centres. Considering the supply of on-street parking adjacent to the
site, loading and servicing can be conducted on-street at the Woodward Avenue frontage.
Waste collection will be conducted on-street as per the current operation.
3.6 Disabled Parking
The site requires 1 disabled space which has been provided as per AS2890.6:2009 design
requirements. It is expected that the disabled space be used by parents / carers / visitors
during the peak morning and afternoon drop-off and pick-up hours.
3.7 Car Park Design & Compliance
The carparking layout, as depicted in Annexure A for reference, has been assessed as
compliant with the relevant clauses of AS2890.1, AS2890.3 and AS2890.6, with any
acceptable departures from the standards detailed below:
The dedicated shared space measures 2360mm, where 2400mm is required by
AS2890.6. While the 2360mm shared space does not meet the 2400mm width
specified by AS2890.6, the 40mm shortfall will have no effect on the practical function
of the space and is therefore acceptable.
The carparking layout includes the following features:
Minimum 2.4m width, 5.4m length spaces for staff;
2.4m width, 5.4m length disabled space with adjacent associated 2.36m width, 5.4m
length shared space;
Minimum 2.5m width, 5.4m length spaces for caregivers and visitors;
9.6m aisle width;
Three Bicycle storage spaces for staff.
While the carparking layout has been assessed as compliant with the relevant standards, it
is usual that a compliance certificate be required at the construction certificate stage to
account for any changes to the design during the DA process.

TRAFFIC ASSESSMENT
The impact of the expected traffic generation levels associated with the subject proposal is
discussed in the following sub-sections.
4.1 Traffic Generation
The estimated traffic generation level for the 44 children for the subject child care centre is
based upon the RMS “Guide to Traffic Generating Developments, which assumes a worst
case of a high proportion of private vehicle trips. The traffic generation is summarised in
Table 4 below.

It is assumed the peak site generated traffic occurs during the recorded commuter peak
hour period of 7.15-8.15am and 4.45-5.45pm, as recorded in the intersection surveys, with
100% of the above volumes occurring during the one hour.
During the AM peak period the traffic generated by the site equates to 36 vehicle trips (18
in; 18 out) based upon a rate of 0.8 vehicle trips per child. For the PM peak period, the site
generated traffic equates to 31 vehicle trips (16 in; 15 out) based upon a rate of 0.7 vehicle
trips per child as per the RMS Guide.
4.2 Traffic Assignment
Considering the surrounding road network and the routes to and from the site, it can be
assumed that 40% of traffic will access the site from the north, using both The Boulevarde /
Woodward Avenue and the Boulevarde / Torrington Road intersections, 40% from the south
using the The Boulevarde / Woodward Avenue intersection and 20% from the west along
Woodward Avenue. Traffic leaving the site to the north or east (40%) will use The
Boulevarde, with southbound and westbound traffic (60%) heading west along Woodward
Avenue.

4.3 Traffic Impact
The traffic generation outlined in Section 4.1 & 4.2 above has been added to the existing
traffic volumes recorded. SIDRA INTERSECTION 6.1 was used to assess the intersections
performance. The purpose of this assessment is to compare the existing intersection
operations to the future scenario under the increased traffic load. The results of this
assessment are shown in Table 5 below:

As shown in Table 5 above, the surrounding intersections remain unaltered under the traffic
loading associated with the subject child care centre. Accordingly, there will be no noticeable
increase to average delay or detriment to intersection function resulting from the traffic
generated by the proposed childcare centre.

4.4 Residential Amenity
The RMS Guide to Traffic Generating Developments specifies an environmental goal and
residential amenity limit of 200 and 300 two-way vehicles per day respectively for local
roads. The existing two-way traffic volumes surveyed along Woodward Avenue are 224 two
way vehicles during the morning and 144 two way vehicles during the evening peak hours.
These two-way flows are below the maximum threshold of 300 vehicles per hour for a local
street as specified in the RMS Guide to Traffic Generating Developments 2002.
The additional traffic of 25 to 35 peak hour trips associated with the proposed child care
centre will not adversely affect residential amenity when compared to the current level of
two-way traffic. The proposed child care centre will result in an increase in the two-way flows
to approximately 260 and 180 two-way vehicles per hour in the AM and PM peak hours
respectively for Woodward Avenue, which is below the RMS threshold.
4.5 Operational Traffic Management Plan
A draft traffic management plan (TMP) is presented in Annexure E which sets out the
expected operational requirements and management outcomes for staff, parents, carers and
visitors to the long day care centre. This management plan is to be provided to all staff and
parents / carers of children at the centre and is to be regularly reviewed.

CONCLUSION
The traffic and parking impacts of the proposed Child Care Centre at 6 Torrington Road,
Strathfield, as depicted in Annexure A for reference, have been assessed.
The provision of eight ten (10) on-site car parking spaces, comprising of eight (8) for staff
and two (2) for parents / carers / visitors, designed to meet the requirements of the relevant
clauses of AS2890.1 and AS2890.6, resulting in a shortfall of four (4) visitor spaces, is
acceptable based on the ample vacant on-street parking surrounding the site. The parking
demand for the additional four (4) parents / carers / visitor spaces can be accommodated
on the north side of Woodward Avenue, with a pedestrian footpath providing safe and
convenient access to the site. Further, and the site’s advantageous position with regards to
public transport is useful in managing staff car parking needs to a level lower than eight (8)
spaces under an Operational Traffic Management Plan (TMP) as presented in Annexure E.
In addition, the provision of both three bicycle spaces on-site should be seen to encourage
advantageous outcomes with regards to alternative travel modes.
The traffic generation of the site, consisting of 36 (18 IN, 18 OUT) vehicles in the AM peak
hour and 31 vehicles (16 IN, 15 OUT) in the PM peak hour, have been assessed to have no
noticeable impact on the road network servicing the site.
In view of the foregoing, the subject development is fully supported in terms of its Traffic and

Introduction
This Operational Traffic Management Plan (TMP) has been prepared to address traffic &
parking conditions within the Centre’s car parking areas, as well as the road network
surrounding 6 Torrington Road, Strathfield.
The aim of the TMP is to manage and identify objectives of the Centre in relation to traffic
management at the child care centre during operating hours and ensuring that the Centre will
operate in a safe and efficient manner for parents and children associated with the centre in
an attempt to minimise risks / conflict between pedestrians and vehicles both on-site and along
the site’s frontage roads.
The operating hours of the child care centre are from 7am to 6pm, Monday to Friday, and does
not operate on the Weekend. This TMP has been prepared specifically for the subject site and
is to be adhered to by all persons associated with or accessing the child care centre. The
operations outlined in this document are to be implemented at all times during these hours
with no exceptions.
This TMP will be included in the Parent Enrolment Pack of future children, as well as updated
information to existing parents.
General Objectives
This TMP provides guidelines and management practices for the day to day operation of the
child care centre with respect to the traffic, parking and pedestrian impacts of the centre both
internally and externally.
The TMP aims to ensure that the child care centre:
a) Operates in a manner consistent with good management;
b) Operates with regard to the surrounding residential neighbourhood;
c) Takes a proactive role in being a responsible neighbour / land owner within the Strathfield residential area;
d) Operates in a manner so as not to disturb the surrounding residential area, and
e) Operates in a manner whereby all users are accommodated in a safe and reduced risk environment.

Parking
3.1 Staff
i. Nominated staff will have access to specific car parking spaces, as marked in Attachment A.
ii. Staff parking allocations will be used to ensure efficient operation of the carpark. Allocations are most efficient if based on arrival and departure times of staff members, with an example of staff parking allocations reproduced in Attachment A.
iii. Staff, should where possible, reverse into and forward out of assigned staff parking spaces to minimise the risk to pedestrians in the car park.
3.2 Parents
i. Staff / Parents / Carers are requested to park vehicles only as permitted by signage.
ii. Parents / carers / visitors must not block driveways or double park in surrounding streets on any occasion. A member of staff will monitor the drop off and pick up of children to ensure compliance.
iii. Parents / carers that park within the car park are to utilising the two (2) marked spaces only (including the disabled space) between 9:30AM and 6:00PM, with Space 8 available to parents up until 9:15AM. Parents / carers are not permitted to park in designated staff spaces on any occasion.
iv. All vehicles are to utilise the driveway off Woodward Avenue to enter and exit the car park in a forward movement and shall do so in a safe manner with due consideration to the surrounding pedestrian activity both within the car park, and along the street frontage.
v. Parents / carers / visitors are to utilise on street parking along the northern side of Woodward Avenue when the car park is full, unless required to utilise the disabled parking inside the car park. In such cases where use of the disabled bay is required staff should be notified ahead of drop–off or pick-up times to ensure that the disabled space within the car park is unoccupied.
3.3 Enforcement
i. Staff will direct parents / carers / visitors to obey the TMP. In the event that parents / carers / visitors and / or staff engage in unsafe parking behaviour during the pick-up and drop-off times of children to the Centre, the child’s enrolment may be cancelled at the discretion of the centre manager or automatically upon the third such offence.
ii. A member of staff will perform random checks at the drop off and pick up times of children to ensure compliance.

3.4 Parking Efficiency
Settling children into care can be a difficult process for both parents and children. On
enrolment, the Centre is to provide guidance to all families as to the best way to manage
separation anxiety. Part of this process is to avoid lingering and to have a clear drop off routine.
This typically includes:
Sign your child in;
Leave the bag in the locker;
Leave any instructions and/or medication with room staff;
Say goodbye to your child and let them know that you will be back soon;
Leave the centre. Reverse the process at pick up:
Say hello to your child;
Collect their bag and any artwork for the day;
If important information is required to be communicated by the staff, the parent will be notified by email and/or phone call prior to collection time;
Sign out your child;
Leave the centre. With most parents usually in a rush to get to work in the mornings or home for the evening
routine which is often time constrained with young children, the above methods are typically
the day to day norm once the child has settled in. As pick up and drop off times are usually
busy for staff, the Centre encourages longer discussions to be either held over the phone
during quieter times such as rest time or by appointment with the centre director and/or
relevant staff outside of peak hours (i.e. after 9:30am and before 4:00pm).
Staff will reinforce the pick-up and drop-off guidelines with parents and strongly encourage
them to use appropriate on street parking locations along the northern side of Woodward
Avenue if they are unsure whether a longer stay may be required for any reason. As parents
/ carers are required to accept conditions of enrolment, it is expected that these guidelines will
be taken seriously and shall be abided by. Failure to abide by them may result in cancellation
of enrolment.

Behaviour on Surrounding Streets
Staff and parents are to adhere to motor traffic regulations including speed limits and parking
controls.
Parents / carers / visitors are advised that pedestrians have right-of-way on footpaths across
the child care centre driveway. Pedestrians should be allowed to safely traverse the pedestrian
footpaths. Staff / parents / carers / visitors are recommended to ensure eye contact is made
with pedestrians prior to proceeding. In order to achieve eye contact, avoid utilising the car
horn and proceed with caution.
If necessary, drop off and pick up can be performed on the public street, however it is best
practice if parents load and unload children from the kerbside of the vehicle (adjacent to the
footpath) and not the traffic lane side of the parked vehicle. In instances where this is
unavoidable, parents / carers / visitors should ensure a safe awareness of oncoming traffic at
all times and open car doors / unload or load children when safe gaps in the traffic stream are
identified.
Please note regular reminders of the Traffic Management Plan initiatives will be placed
in the monthly centre newsletter distributed to all families.

Complaint Handling
All complaints can be reported by telephone to INSERT NUMBER, which will manned between
the hours of 8:30am and 5:30pm Monday to Friday, with a facility for receiving and recording
telephone complaints outside of those hours.
All complaints will be recorded either digitally or in a dedicated book, including the:
Time and date of the incident;
Description of the incident;
Name and contact phone number of the complainant (if provided).
The above number will be distributed to nearby residents along Woodward Avenue within a
100m radius by way of leaflet drop upon the issue of an occupation certificate.
An incident includes:
Any breach of this plan;
Any complaint by any person about the operation of the Child Care Centre.
Any complaints must be recorded within 48 hours of receipt, kept for a minimum of two (2)
years from the date of receipt and made available to Council officers for inspection upon
request. The owner/operator will investigate any incident within 5 working days and the
complainant will receive a response within 10 working days detailing what action has been
taken (if any action is deemed required) addressing the complaint or concern.
The owner/operator must review the Complaints Book regularly and where appropriate amend
this Plan so as to eliminate the possibility of the Incident recurring or to minimise the impacts
of the incident should it recur.
Periodic Review of TMP
The TMP will be reviewed by centre management within the first 3 to 6 months of opening of the centre and then at periodic times when necessary.

Staff have been allocated spaces based on their shift start and finish times to optimise the
function of the car park, with the parking allocation and site layout shown in Table 1 and
Figure 1 respectively.
In the Child Care Centre carpark there are 3 sets of stacked staff parking dedicated to only
staff and 2 sets of stacked parking shared between staff vehicles and parent vehicles when
conducting drop off and pick up of children. The front parking spaces being dedicated to staff
while the back (closest to aisle) is dedicated to parents. The shared stacked parking is to be
utilised by staff arriving in the morning (7am). This is to avoid staff entering and exiting these
spaces within the peak AM and PM drop off periods where the parent drop-off and pick up
spaces will be occupied.
The remaining stacked car spaces within the car park will be utilised by staff members
depending on their arrival time and departure time. Staff Space 8 in Figure 1 can be utilised
by parents for drop off only as no staff member will be utilising this space until 9:30am.
