Regular Board Meeting Minutes from Tuesday, November 13, 2018
I. Meeting called to order by School Board Chair Rod Benson at 5:35 p.m.
Guests include: (Per Peterson with the Headlight Herald & Teachers Alex
Greenway, Samantha Prahm, Ashley Buysse, and Karl Campbell)
Board Members Present: Rod Benson, Ben Ludeman, Sheila Siebenahler-Holland,
Jay Fultz, & Nikki Swanson. (Absent: Jody Bauer and Matt Surprenant)
Administration present: Superintendent Anderson, TAHS Principal Vondracek,
Activities Director Tauer, & TAES Principal Munson.
II. Motion by Ludeman, second by Fultz to approve the previous meeting minutes from October 16, 2018.

III. Motion by Holland, second by Ludeman to approve the agenda. (MC 5-0)
IV. Motion by Fultz, second by Ludeman to approve the TAPS monthly report, Treasurer Report, Revenues
vs Disbursements Report, and the vendor payments which include check numbers 15192 through
15294 and wire payments dated October 16, 2018 through November 12, 2018 for a grand total of
$870,304.43. (MC 5-0).

B. Secondary Principal Vondracek:
1. I recommend approving the second TAHS Close Up trip for the summer of 2020 under the supervision
of Mr. Greenway.
Tracy Area High School launched the Close Up program. Close Up is a 6 day and 5-night trip for students to
Washington D.C. Close Up uses the city as a living classroom to give students a “close up” view of government
and democracy in action. As a nonprofit, Close Up educates and inspires young people to become informed and
engaged citizens and make a difference in their communities. Close Up has provided challenging, hands-on
civic, history and government-based education programs for students and teachers in Washington D.C for more
than 40 years.
I believe what sets Close Up apart is that students are taught about their country and its history while
standing right in the middle of that history. Students stand in front of the Jefferson Memorial and discuss his
view of democracy. They will be inspired by Martin Luther King Jr. and how and ordinary citizen can influence
the world in an extraordinary way, while standing next to him at the memorial. Students visit the Smithsonian,
Arlington National Cemetery, and everywhere on Capitol Hill. Students are led by D.C. insiders and even get to
meet their home state congressional representatives!
Thirteen students attended the inaugural Close Up trip in June and had an amazing experience. Please renew the
Close Up program for another trip in June of 2020.
2. VISION SCREENING - Lions Club /Mrs. Wolske/Mrs. Visker
a. 36 students not tested due to absences, activities, etc.
b. 36 students were referred for further testing.
3. PARENT TEACHER CONFERENCES – OCT. 16 AND 22
a. All 7th grade students are scheduled a conference with a core teacher (English, Math, Science,
Social Studies) at which time they can go over their MCA/NWEA/ACCESS test scores. 81%
TURNOUT
b. Grades 8-12 - Handing out MCA/NWEA/ACCESS test scores in the office. Conferences may be
scheduled by parents and by teachers. TOTAL OF 339 CONFERENCES
c. Parent focused sessions on Keeping Our Youth Safe in the World of Technology in Room #103
at 4:30-5 and 6:00-6:30 pm each evening. Led by Mrs. Schuh, Mr. Polkow, Mrs. Gervais-

d. Flu Shot & Flu Mist Clinic – offered both nights by the Sanford Tracy clinic for all ages. Please
bring your insurance cards with you. Well attended first night.
4. STAFF DEVELOPMENT:
Nov. 9 – MDE webinar with Math Department to study Benchmark Reports.
Nov. 16 – setting up MDE webinar with Science Department to study Benchmark Reports.
Teachers other than math, science, and Language Arts – working on Language Arts standards for
their content areas.

C. Elementary Principal Munson’s report:
1. Breakfast and Books for the Record: We had around 160 people at Breakfast and Books
on October 25th. Six High School students and the Elementary Student Council read
“Maybe Something Beautiful” for Read for the Record to PK-2nd grade, sponsored by
the United Way.
2. Penny Wars for Gavin: We held a Penny War for Gavin Fisher. All teams were broken
up into Superheroes. Team “Iron Man” won (homerooms were Mrs. Pistorius, Mrs. Van
Gelderen, and Mrs. Ludeman/Rohlik. This past Friday we had a “green” dress up day
for Gavin and presented his family a check for 1283.58.

5. Fundraiser:
Raised over 10,000 dollars with our Cherrydale Fundraiser, counting donations.
We are looking at saving up for swings.

We had 60 students had the opportunity to play bingo for prizes.
We had 12 students get the chance to “Jump for George”.
6. APL Training:
We had a great review and Q & A on the major pieces of last year
o (Bell ringers, Wait time, Interaction Sequence, ……)
Discussed how to increase repetitions to improve memory
o Used PLC time to further discuss this on November 2nd.
Went over purposeful feedback to students
o Using PLC time on November 9th.
Discussed as a staff Manners training.
7. Coming Up: Christmas Concert will be Monday, December 3 at 7:00 p.m. at the HS
Gym for grades 1-6.
D. Superintendent Anderson’s Report:
1. Superintendent Anderson updated the TAPS board on the Solar Arrays: Once all of our systems
are operational, we will schedule a meeting with ideal energies to show us the systems,
demonstrate monitoring, and answer any questions, we may have.
2. School Safety Grant Information: The Buildings and Grounds Committee met with
Architects/Engineer Groups (ATS&R, TSP, & MLA). The committee is recommending MLA
(Mark Lenz, AIA for the project)
3. American Education Banquet: Thursday, November 15 at 6:30 at Caboose. $14/meal.
4. MSBA Leadership Conference: January 10 & 11 at the Minneapolis Convention Center
5. All Staff Christmas Party: Wednesday, December 19 from 4-7 at Bitton’s Road House in
Garvin. Each Administrator and Board member please pay $50.
6. Purchase of TAHS Band Uniforms: First Reading. December Meeting Approval.
7. Hoffman and Brobst will meet with finance committee on Thursday, December 6, 2018 at 9:00
a.m. They will present the FY18 Audit report at the December 10 TAPS Board Meeting.
8. Truth-in-Taxation meeting will be on Monday, December 10, 2018 at 6:05 p.m.
9. Approach at TAHS Varsity Soccer Field on Pine Street. Anderson has been in contact with
Lyon County about putting in an approach directly to the east of the TAHS Soccer field so
parents and spectators can park in the grass the east of the field and not on the road.
10. Submitted a form to FEMA for replanting 21 trees and grass. Anderson is waiting to hear back
to see if the school will qualify.

A. 2018-2019 November enrollments were given by Superintendent Anderson (711). November
2017 was (701). November 2016 was (720). November 2015 was (738).
B. Pursuant to due call and notice thereof, a regular meeting of the School Board of Independent
School District No. 2904 (Tracy Area Public Schools), State of Minnesota, as duly held in said
school district on the 13th day of November 2018, at 5:30 o’clock p.m. for the purpose, in part of
canvassing its general election.

The following members were present: Rod Benson, Ben Ludeman, Sheila Holland, Jay Fultz, and Nicole
Swanson.
Member Ludeman moved the adoption of the following resolution:
RESOLUTION CANVASSING RETURNS OF VOTES OF SCHOOL DISTRICT GENERAL AND SPECIAL
ELECTIONS:
BE IT RESOLVED by the School Board of Independent School District No. 2904, State of Minnesota as follows:
1. It is hereby found, determined and declared that the general and special elections of the voters of this school
district held on November 8, 2016, in conjunction with the state general election, were in all respects duly and
legally called and held.
2. As specified in the attached Abstract and Return of Votes Cast, a total of 3,040 voters of the district voted and
said general election on the election of three (3) school board members for four (4) year term vacancies on the
board caused by expiration of term on the first Monday in January next following the next general election as
follows:
Jody Bauer: 1,509 Votes
Sheila Siebenahler-Holland: 1,486 Votes
Rod Benson: 1,447 Votes
Write-In: 39 Votes
3. Jody Bauer, Sheila Siebenahler-Holland, and Rod Benson, having received the highest number of votes, are
elected to four (4) year terms beginning on the first Monday on January 7, 2018 and expiring on December 31,
2022. Each individual shall take office as soon as he or she qualifies.
4. The clerk is hereby directed to certify the results of the election to the county auditor of each county in
which the school district is located in whole or in part.
The motion for the adoption of the foregoing resolution was duly seconded by member Fultz, and upon vote
being taken thereon, the following voted in favor.
Thereof: Ludeman, Swanson, Fultz, Benson, & Holland.
And the following voted against the same: None.
Whereupon said resolution as declared duly passed and adopted.
C. Pursuant to due call and notice thereof, a regular meeting of the School Board of Independent
School District No. 2904 (Tracy Area Schools), State of Minnesota, was duly held in said school
district on November 13, 2018, at 5:30 o'clock p.m., for the purpose, in part, of canvassing a
special election.
The following members were present: Rod Benson, Ben Ludeman, Sheila Holland, Jay Fultz,
and Nicole Swanson.
Member Swanson moved for the adoption of the following resolution:
AUTHORIZING ISSUANCE OF CERTIFICATES OF ELECTION AND DIRECTING THE
SCHOOL DISTRICT CLERK TO PERFORM OTHER ELECTION RELATED DUTIES.

WHEREAS, the board has canvassed the general election for school board members held
in conjunction with the state general election on November 8, 2016.
NOW THEREFORE, BE IT RESOLVED by the School Board of Independent School
District No. 2904, State of Minnesota, as follows:
1. The chair and clerk are hereby authorized to execute certificates of election on
behalf of the school board of Independent School District No. 2904 to the following
candidates:
a. Jody Bauer
b. Sheila Siebenahler-Holland
c. Rod Benson
who have received a sufficiently large number of votes to be elected to fill vacancies on
the board caused by expiration of term on the first Monday in January following the
election, based on the results of the canvass.
2. The chair and clerk are hereby authorized to execute the certificate of election on
behalf of the School Board of Independent School District No. 2904 to Jody Bauer,
Sheila Siebenahler-Holland, and Rod Benson who have received a sufficiently large
number of votes to fill the vacancies in the term of school board members expiring December 31, 2018.
Each individual shall take office as soon as he or she qualifies.
3. The certificate of election shall be in substantially the form attached hereto.
4. After the time for contesting the election has passed and the candidate has filed
all campaign financial reports required by Minnesota Statutes, Chapter 211A, the clerk of
the school board is hereby directed to deliver a certificate to each person entitled thereto
personally or by certified mail.
5. The clerk is hereby directed to enclose with the certificate a form of acceptance of office
and oath of office in substantially the form attached hereto.
The motion for the adoption of the foregoing resolution was duly seconded by member Fultz, and upon vote
being taken thereon, the following voted in favor.
Thereof: Ludeman, Swanson, Fultz, Benson, & Holland.
And the following voted against the same: None.
Whereupon said resolution as declared duly passed and adopted.
D. Motion by Ludeman, second by Holland to approve the Designation of Identified Official with
Authority for the MDE External User Access Recertification System. The Minnesota
Department of Education (MDE) requires that school districts, charter schools or other
organizations annually designate an Identified Official with Authority to comply with State
Access Control Security Standard 1.0 which states that all user access rights to Minnesota state
systems must be reviewed and recertified at least annually. The Identified Official with Authority
will assign job duties and authorize external user’s access to MDE secure systems for their local
education agency (LEA) or organization. The Superintendent/Director recommends the Board or

equivalent governing board authorize (Chad Anderson) to act as the Identified Official with
Authority for the (Tracy Area Public School District). (MC 5-0)
E. Motion by Holland, second by Fultz to approve the 2018-19 Tracy Area Pubic Schools District
No. 2904, Assurance of Compliance with State and Federal Law Prohibiting Discrimination
Statement. (MC 5-0)
F. Member Holland moved for the adoption of the following resolution:
Resolution of School Board Supporting “Form A” Application to Minnesota State
High School League Foundation
WHEREAS, the Minnesota State High School League Foundation was formed to provide
support for Minnesota’s high school youth to participate in athletics and find arts:
WHEREAS, the District #2904 School Board recognizes the value of students
participation in extracurricular activities; and
WHEREAS, the MSHSL Foundation is offering grants and funding to assist school
district in recognizing, promoting and funding extracurricular participation by high
school students in athletic and fine arts programs.
THEREFORE, BE IT RESOLVED, that the Tracy Area School Board Supports the
District’s application to the Minnesota State High School League Foundation for a
“FORM A” grant to offset student activity fees.
The motion for the adoption of the foregoing resolution was duly seconded by member
Swanson, and upon vote being taken thereon, the following voted in favor.
Thereof: Ludeman, Swanson, Fultz, Benson, & Holland.
And the following voted against the same: None.
Whereupon said resolution as declared duly passed and adopted.
G. Motion by Swanson, second by Holland to approve the recommendation to hire Bri
Bruder as the JV Dance Coach for the 2018-2019 Season. (MC 5-0)
H. Motion by Swanson, second by Ludeman to recognize and accept a $250 donation on
behalf of the Balaton Area Chamber of Commerce for the purchase of new band
uniforms. (MC 5-0)
I. Discussion with No Action to discuss the purchase of TAHS Band Uniforms for the total
cost of $42,685. $10,000 provided by the Band Boosters and the remaining $32,000
provided by the TAPS District. Superintendent Anderson reviewed the plan for the
proposed purchase of TAHS Band Uniforms. The TAPS Board assigned $26,125 in
FY18 for the purchase of band uniforms in FY19. Band Director Brittani Klaverkamp
said in order for the uniforms to be here in time for the 2019 marching band season they
will need to be ordered in January of 2019. Conversations are also being discussed about
July 1, 2019 billing. Normal capital outlay orders are in May. Anderson also included

pictures of the uniforms, color guard uniforms, flags, and hats. The motion to order the
band uniforms early will be on the December agenda.
J. Member Ludeman moved for the adoption of the following resolution: Resolution
establishing combined polling places for multiple precincts and designating hours during
which the polling places will remain open for voting for school district elections not held
on the day of a statewide election.
The motion for the adoption of the foregoing resolution was duly seconded by member
Swanson, and upon vote being taken thereon, the following voted in favor.
Thereof: Ludeman, Swanson, Fultz, Benson, & Holland.
And the following voted against the same: None.
Whereupon said resolution as declared duly passed and adopted.
K. Motion by Holland, second by Fultz to approve the hiring of MLA (Mark Lenz
Architects) for the school safety project at 7.5% of the actual construction costs. This fee
is for start to completion of the project. (MC 5-0)
IX. Motion by Holland, second by Fultz to adjourn the meeting at 6:13 p.m.
