ICMA past Presidents Roy Pederson (1992) and
Michael Willis (2005) and their spouses Mary Jane
and Lyn Willis on a stretch of the upper Rogue River
in southern Oregon. Roy and Michael are both
retired. The Willises visited the Pederson’s at their
place in Ashland, Oregon. The Willises are from New
Zealand. Roy served as City Manager or
Administrator in Porterville, Montebello, Scottsdale,
both Yolo County and Nevada County, California
and Fountain Hills, Arizona, among other posts.

County had a 2010 Census population of
252,409. Located in the San Francisco Area, the
County Seat is San Rafael. One of the wealthiest
areas in the United Sates, in 2009 the County
had the fifth highest per capita income in the
U.S. at about $91,480. Matthew H. Hymel is the
Marin County Administrator. Matthew began his
public management career as a Revenue &
Budget Manager in San Francisco. After serving
as the Chief Assistant Controller he moved from
San Francisco to join the Marin County Staff as
Chief Assistant County Administrator in 2002. He
was appointed County Administrator in 2005.

2001 she took a Management Analyst with the Chico Police Department. In 2009
she moved to the City Manager's Office in a Management Analyst post. Deborah
earned a BA in social work from California State University, Chico, and an MS in law
from Champlain College.

Adjacent to the Tiburon Peninsula is the City of
Belvedere where the 2010 census shows a
population of 2,068. Belvedere has one of the
highest per capita incomes in the U.S. at
$250,000 in 2000, ranking it 8th nationally.
Belvedere was incorporated in 1896. The former
Trust Administrator for the Presidio, who helped
transform the former U.S. Army post to a National
Park, Craig Middleton is the current Belvedere
City Manager. He took over from Interim City
Manager Beth Pollard, who took the post
following City Manager Mary Neilan’s retirement
in January, 2017. Craig previously served as a
Washington Press Secretary and Legislative Aide
to Representative Nancy Pelosi. He worked with
the Golden Gate National Parks Conservancy to
establish the Presidio Trust after Congress
decided to close the Army post in 1989. He was
the Trust’s Executive Director for 14-years starting
in 1997.

Mary G. Neilan served as the Belvedere City
Manager between 2013 and 2016. She began
her public service career in 1994 as a
Management Analyst/Deputy Clerk in Sonoma.
In 1997, she was promoted to Senior
Management Analyst, and in 2000 she became
the Assistant to the City Manager in Sonoma.
Mary was hired to serve as the Assistant City
Manager in Novato in 2003, and in 2009 she was
appointed City Manager in St. Helena in the
Napa Valley. She left that assignment in 2011,
and in 2012 she was hired to worked as the
Acting Human Resources Director in the City of
Vallejo. Mary left Vallejo when she was selected
to be the City Manager in Belvedere in 2013. She
retired in 2016. Mary received a 10-year ICMA
Service Award in 2006.
From 2005 to 2012 the Belvedere City Manager
was George J. Rodericks, the current Town
Manager in the Town of Atherton. George
received a 20-year ICMA Service Award. He
started his career as an Intern in La Mirada, and
then work in Rancho Palos Verdes and La Habra
Heights prior to returning to La Mirada. He then
served as the City Manager in Villa Park (2001-
2005) before heading north to Belvedere.
George earned a BA from the University of
Central Oklahoma, an MPA from California
State University, Long Beach, and a J.D. from
Kaplan University, Concord Law School.

WW II, Novato grew rapidly with the building of
tract homes and a freeway. Since the initial
development boom was completed prior to
incorporation, much of the growth was without
local planning and review. Currently the Novato
City Manager is Regan M. Candelario. Regan
began his public service career in 1989 working

development positions in Santa Ana. In 1999, he

Milliman Named Port Orford Judge
Former South Gate City Manager Gary Milliman, who
has been serving as the City Manager in Brookings,
Oregon since 2007, has been appointed to Municipal
Court Judge for the City of Port Orford. Gary has
served as the Judge Pro Tem for the City of Brookings
since 2013. Gary has more than 40-yfears of
experience in local government management. The
Port Orford Municipal Court convenes one afternoon
per month and Gary will retain his full-time job as the
Brookings City Manager. Gary has hinted that he
may look at retirement in January. He will hit his 45th
anniversary in public service in December. Gary will
be looking for someone who may replace him as the
Brookings City Manager. Brookings has a population
of about 6,500. Many retirees from California and the

Bernardino City Manager Mark Scott
has been hired to serve as the City
Manager in Indio. He replaces City
Manager Dan Martinez, who resigned
last month after 7-years on the job. Mark has worked
in Burbank, Fresno, Culver City and Beverly Hills. He
earned an MBA from Stanford University. San Luis
Obispo City Manager Katie E. Lichtig has accepted
the Chief Operating Officer/Assistant City Manager
position with the City of Santa Monica. Katie has
served as the San Luis Obispo City Manager for the
past 7 and a half years. She will leave her current
post at the end of September. Katie served as the
Malibu City Manager between 2002 and 2006. She
was an Assistant City Manager in Beverly Hills
between 2006 and 2010. ormer Community
Development Director Jeff Loux is the
New Town Manager in the Town of
Truckee, taking over for retiring longtime
Town Manager Anthony P. Lashbrook.
Tony first came to the town as its

Public Works Director/Town Engineer Dan
Wilkins served as Interim Town Manager following
Tony’s departure and Jeff’s arrival. Jeff earned a BA
from the University of California, Santa Barbara; an

(UCLA); and a Ph.D. in environmental planning from
the University of California, Berkeley. Jeff becomes
the third Town Manager since Truckee incorporated
in 1993: Steve Wright, Tony and Jeff. With City
Manager Mark Scott retiring, the new San Bernardino
City Manager is Assistant City Manager Andrea Miller.
In 2012 Andrea was serving as Assistant City Manager
when City Manager Charles McNeely resigned. She
worked as the Interim City Manager, and then took
the position of Executive Director of the San Gabriel
Valley Council of Governments. She worked as the
City Manager in Covina from March, 2015 and May,
2016. Andrea served as the City Manager in the City
of La Mirada between December, 2001 and
September, 2008. She then served as an Attorney
prior to joining the San Bernardino staff in 2011. She
earned a JD from Western State University College of
Law. Former Santa Monica Assistant City Manager
Elaine Polachek has been hired by Santa Monica
College as an Executive Vice President. She will
report directly to Dr. Kathryn E. Jeffery, Santa Monica
College Superintendent/President. Elaine is the 2014
recipient of the John H. Nail Award. She worked in
various positions with Santa Monica during a 28-year

More Pieces Picked Up: Goleta announced the hiring of three new
members of their management
team. Carmen Nichols will become
the Deputy City Manager, Luke
Rioux will work as the Finance Director, and Peter
Imhoff is the new Planning and Environmental Review
Director. Carmen has spent more than 22-years with
the City of Port Hueneme, where she most recently
served as Deputy City Manager. Luke has been
serving as Interim Finance Director. He came to the
city from the Isla Vista Parks and Recreation
Department to be the Goleta Accounting Manager.
Peter was with the Santa Barbara County Association
of Governments. Rebecca Lucky (formerly Rebecca
Fotu) who has worked as a Senior Analyst
for the New Zealand Ministry for the
Environment, is returning to the city staff
in Menlo Park as the Sustainability
Manager. She previously worked for
Menlo Park in a similar post with the title
of “Environmental Programs Manager.”
Rebecca earned a BS in environmental studies from
San Jose State University. Interim City Manager Martin
Thouvenell has been given an extended
employment agreement in the City of Upland. Martin
joined the City about a year ago. He is actively
recruiting for a City Manager. Former San Bernardino
County CEO Greg Devereaux, Former Upland City
Manager Mike Millhiser, and Rialto City Administrator
Mike Story have served on a committee to help
Martin narrow the candidate list. Santa Fe Springs
City Manager Thaddeus McCormack has been
selected to be the next Lakewood City Manager
taking over from City Manager Howard Chambers
who is retiring after 41-years as the Lakewood City
Manager. Thaddeus began his career in Santa Fe
Springs 19-years ago as a part-time intern. He was
appointed City Manager in 2011. Assistant City
Manager Carol Flynn Jacoby will serve as Interim City
Manager during the time after Howard leaves and
Thaddeus reports. Laura Minnich began serving as
the Deputy City Manager in West Covina in February,
2016. Laura previously worked in West Hollywood,
Santa Clarita and Palmdale, Laura served as the
President of Cal-ICMA in 2009-2010. She is also a past
President of the Municipal Management Association
of Southern California (MMASC) in 2008-2009. Former
State Senator Bill Morrow, an attorney, has been
hired by the City of Industry as City Clerk and legal
counsel for the city’s Housing Program. Bill lives in San
Diego County. Deputy City Clerk Diane Schlichting, a
full-time city employee, is responsible for the City

William Lockyer, a former State Attorney General,
has said that he does not believe that there is any
conflict in the two position Bill Morrow is charged
with. Jamie Casso is the City of Industry City Attorney,
and Paul Philips is the City Manager. Escondido City
Manager Jeff Epp has been dealing with the issue of
privatizing the Escondido Library. The preliminary
financial findings show that the city will save
somewhere between $300,000 and $500,000
annually by staffing the local library with private
sector employees. The City is also considering a
library partnership with the County’s library system.
City Attorney Michael Colantuono has been elected
President of the State Bar of California. Michael
currently serves as City Attorney for the Cities of
Auburn and Grass Valley. Michael has specialized in
municipal law since 1989. In addition to his City
Attorney assignments he is the General Counsel for
the Auburn Urban Development Agency Successor
Agency, the Grass Valley Redevelopment Agency
Successor Agency, the Yuba and Calaveras County

City Manager in the City of Union City, since his
appointment in 2015. He previously served as the
Deputy City Manager starting in 2001. Prior to joining
the Union City staff Antonio worked 23-years with the
City of Oakland. In that organization, he rose to the
position of Director of Parks and Recreation.
Anaheim City Manager Paul Emery was asked to
resign in July. Paul served as an Interim City Manager
for some 16-months prior to being appointed City
Manager in 2015. Former Anaheim City Clerk Linda
Andal is now serving as Interim City Manager.
Assistant City Clerk Theresa Bass is serving as the
Acting City Clerk. Paul is the fourth City Manager to
have resigned from Anaheim since 2010. Farmersville
City Manager John Jansons took office on August 3,
2015. John served previously as the Hemet
Community Investment Director (2010-2015). He
worked for the City of West Sacramento while in
college and was offered a full-time position after
graduation as an Economic Development Specialist
(1998-2002). He worked as the first Economic
Development Manager for the City of Atascadero
(2002-2003). Before joining the Hemet staff, John
worked for a time with the Urban Renewal Agency
in Salem, Oregon and the Portland Development
Commission, and came back to California in 2008 to
work as the Economic Development Manager in
Banning. Former management consultant Tom
DeSantis, who became the Moreno Valley Director of
Human Resources (2011-2012); Administrative
Services Director (2012-2013); and Assistant City
Manager starting in May, 2013. Tom served in the
United States Air Force from September, 1984 until
November, 1990. He left the service as an Air Force
Captain. He served as a member of the Hemet
Unified School District Board of Trustee from 2000 to
2004. Lemon Grove City Manager Lydia Romero was
among those attend the LGSI at Stanford University,
July 23-28, 2017. Lydia has been the Lemon Grove
City Manager since 2015. Prior to that she was the
Deputy City Manager in San Marcos starting in 2007,
and Assistant to the City Manager in San Rafael
between 1998 and 2007. She worked for the League
of California Cities from 1995 to 1998, and before that
she was an Administrative Analyst in Duarte starting
in 1990. Lydia earned an AA degree from Rio Hondo
Community College, and a BA from California State
University, Long Beach. Orland City Manager Peter R.
Carr served in the United States Air Force from 1986
to 1990. He was the rank of Captain at his separation
from the service. He worked in private sector jobs
from 1990 until 2006. Pete was appointed City
Administrator in the City of Biggs in 2007 and worked
in that position until 2012. He was appointed City
Manager in Orland in 2012. Former Compton Deputy
City Treasurer Salvador Galvan, 47, and his wife Rosa,
will be sentenced in November for stealing $3.7
million from the Compton city coffers. Evidence
shows that on every day for six years Salvador
embezzled varying sums of city money. Salvador
worked in the Compton City Treasurer’s Office
