United Nations Secretary General António Guterres

United Nations Headquarters

New York, NY 10017

Your Excellency Secretary General António Guterres,

We write to you as over 1000 feminist civil society organisations and representatives who

engage deeply with UN Women, to raise some principle concerns around the process to

locate and onboard a new UN Women Executive Director following Executive Director

Phumzile Mlambo-Ngcuka’s impending end of term. We greatly value the role UN Women

has played in gender equality discussions at the United Nations and hope and expect that

the search for the next Executive Director will integrate some basic principles to ensure

that UN Women continues to fill this role in a responsive and effective manner.

At the outset of the selection process of the next Executive Director of this vital UN

agency, there should be a clear and transparent process put in place to ensure that all

civil society, all Member States and other stakeholders are meaningfully engaged in the

selection process. This would include the creation, in direct collaboration with civil society,

of the terms of reference (ToR) for the position, and then advertising the ToR widely, not

only through official UN channels, but also through civil society mechanisms. A clear

timeline for the process should be established in consultation with civil society, including

explicit moments and mechanisms to update civil society and the broader public on the

progress of the selection process. Additionally, all candidates should publicly submit

mission statements around their interest in taking on the position. The process timeline

should include dates when the mission statements will be shared with the public, as well

as open debates with the candidates where civil society and other members of the public

can directly engage with the candidates on issues of importance.

Engagement with civil society organizations on the ToR will guide the development of the

criteria for this position, but it would include qualities such as having a global stature and

track record as a gender equality and women’s rights advocate, extensive knowledge of

and understanding of gender equality and women’s rights issues, and knowledge and

understanding of feminist movements and of relevant political processes, among others.

The next Executive Director of UN Women is of vital importance to feminist civil society

and other stakeholders globally. It is critical that the next individual holding this position

speaks directly to those individuals and groups the entity is mandated to work with and

on behalf of. As feminist civil society organizations that routinely engage with UN Women,

we look forward to seeing our recommendations adequately reflected in the process, and

we are ready and willing to work directly with the search committee to meet this aim.

Sincerely,
