Track Access Charges for freight trains

> European UIC members funded project

> The deliverable is focusing on 33 EU

Infrastructure Managers. Their Network

Statements have been analysed and

compared to give a clear view on the

charging system structures and on the

variables used.

Analysis of Charging Systems for Freight Synthesis and description of infrastructure charging systems in selected EU

countries for the year 2013

> A file for each country has been created based on the

country’s Network Statement

> Charging systems have been classified by system type

(additive, multiplicative, etc.). Charges for line, energy and

other charges are differentiated.

> Charging levels

> Variables/system structure/charging levels are compared

and limitations of infrastructure charging systems for

freight are discussed

> Matrix of variables – analysis of types of charges and how

charging systems are calculated

Conclusions

> European Railway Network Segmented into parts by charging

systems

> Analysis of charges in European Freight Corridors provides a

good example of how complex charges in structure are and

how much they change over the distance of the corridor

> Some IMs are recovering more than others, and cross-

subsidizing each-other

> Innovative charging concepts have emerged as charging

systems are continuing to develop (noise, energy recovery)

> It would be interesting to develop the same project worldwide

to compare all the TAC structures
