Toy Safety Coordination Initiative Review Period: February 22 – March 24, 2008

The U.S. Toy Industry Association (TIA), in conjunction with the American National Standards Institute (ANSI), has announced the availability of a proposed new safety assurance program for toys for public review and comment. Developed in response to toy safety concerns raised during the summer of 2007, the proposed new program prescribes procedures and provides audit mechanisms for design hazard analysis, auditing manufacturing process controls, and product safety testing. The initiative was launched immediately following an August 28, 2007, vote by the TIA Board of Directors to endorse a three-point plan that would reinforce toy testing and inspection systems. TIA commissioned ANSI, coordinator of U.S. voluntary consensus standards and conformity assessment activities, to chair the initiative. Toy manufacturers and retailers, safety experts, consumer advocates, and government authorities have been involved in the program’s development.

At its February 16, 2008 meeting in conjunction with its annual Toy Fair in New York City, the Toy Industry Association (TIA) Board of Directors unanimously endorsed the general direction of a proposal for a new toy testing and safety verification system for toys sold in the U.S. market.

The review period will extend from February 22 to March 24, 2008. Following the public comment period, a final proposal will be presented to the TIA Board for final adoption and implementation. At that time, a timetable for putting the program in action will also be provided.

Proposed Foreign Government Regulations

Call for Comment

U.S. manufacturers, exporters, regulatory agencies and standards developing organizations may be interested in proposed foreign technical regulations issued by Member countries of the World Trade Organization (WTO). In accordance with the WTO Agreement on Technical Barriers to Trade (TBT Agreement), Members are required to report proposed technical regulations that may significantly affect trade to the WTO Secretariat in Geneva, Switzerland. In turn, the Secretariat disseminates the information to all WTO Members. The purpose of this requirement is to provide global trading partners with an opportunity to review and comment on the regulations before they become final.

The National Center for Standards and Certification Information (NCSCI) at the National Institute of Standards and Technology

(NIST), distributes these proposed foreign technical regulations to U.S. stakeholders via an online service, Notify U.S. Notify U.S. is an e-mail and Web service that allows interested U.S. parties to register, obtain notifications, and read full texts of regulations from countries and for industry sectors of interest to them. American National Standards INCITS Executive Board

ANSI Accredited SDO and US TAG to ISO/IEC JTC 1, Information Technology The InterNational Committee for Information Technology Standards (INCITS), an ANSI accredited SDO, is the forum for information technology developers, producers and users to create and maintain formal de jure IT standards. INCITS' mission is to promote the effective use of Information and Communication Technology through standardization in a way that balances the interests of all stakeholders and increases the global competitiveness of the member organizations.

The INCITS Executive Board serves as the consensus body with its oversight of programs of its 30+ Technical Committees. Additionally, the INCITS Executive Board exercises international leadership in its role as the US Technical Advisory Group (TAG) to ISO/IEC JTC 1, Information Technology.

The INCITS Executive Board seeks to broaden its membership base and is recruiting new participants in all membership categories:

ANSI/AAMI ST79:2006

Comment Deadline: May 9, 2008 ANSI/AAMI ST79:2006, Comprehensive guide to steam sterilization and sterility assurance in health care facilities, is an approved American National Standard under continuous maintenance. Requests for changes are being accepted until May 9, 2008 for consideration during the 2008 review cycle. No portion of the standard is excluded from consideration and requests for change that comply with AAMI procedures and that are received by May 9, 2008 will be considered for inclusion in 2008/2009 published changes at the meeting of the Steam Sterilization Hospital Practices WG to be held in conjunction with AAMI's June 23 – 25, 2008 Sterilization Standards meetings in Arlington, Virginia (exact date to be announced).

Requests for change received after the deadline will be deferred to the next review cycle (i.e., for consideration in 2009/2010 published changes). Comments should be submitted to [email protected].

ANSI Accredited Standards Developers Approval of Accreditation

Household Goods Forwarders Association of America (HHGFAA) ANSI’s Executive Standards Council has approved the accreditation of the Household Goods Forwarders Association of America (HHGFAA), a new ANSI Organizational Member in 2008, as a developer of American National Standards using its submitted operating procedures for documenting consensus on proposed American National Standards, effective February 28, 2008. Meeting Notice ARI - The Air-Conditioning, Heating and Refrigeration Institute

Liquid Chillers Engineering Committee On April 2, 2008, the AHRI Liquid Chillers Engineering Committee will be reviewing information that has the potential to lead to revisions of ARI 550/590 “Performance Rating of Water Chilling Packages Using the Vapor Compression Cycle.” Subcommittee work is in progress to review the method of calculating IPLV. At this time the review is inconclusive. The Engineering Committee will continue to review any additional work on a regular basis. Engineering Committee meetings are open to the public. Anyone interested in participating in this process should contact Saunders Smith at [email protected]. Should the Engineering Committee meetings show a need, ARI 550/590 “Performance Rating of Water Chilling Packages Using the Vapor Compression Cycle” will be opened for revision.
