Public Hearing:

• To receive public comment regarding proffer amendments to zoning case REZ2004-11 on tax parcels #025 A 002 and #025 A 002B, containing approximately 80.89 acres. The site is located along the north line of Old Valley Pike (US Route 11) at its intersection with Crystal Lane. The applicant proposes to amend proffers regarding street improvements timing, building permit limits, and pedestrian access facilities. The use will be controlled by the Unified Development Ordinance and proffered conditions. The 2018 Comprehensive Plan recommends Mixed Use and Future Residential. The site is zoned Planned Development (PD) District and is in the Entrance Corridor (EC) Overlay District.

MINUTES OF THE STRASBURG TOWN COUNCIL WORK SESSION HELD ON MONDAY, APRIL 15, 2019, at 7 P.M. IN THE COUNCIL CHAMBERS OF THE STRASBURG TOWN HALL.

COUNCIL MEMBERS PRESENT: Mayor Orndorff, Vice Mayor Terndrup, and Council Members Bishop, Cherrix, Massoud, Nicholson, Plitt, Reynolds, and Vena. Absent: STAFF PRESENT: Town Manager Pearson, Planning and Zoning Administrator Pambid, and Clerk of Council Keller. Mayor Orndorff called the Work Session to order and reviewed the agenda. 1. Approval of Minutes: Minutes of the April 1, 2019 Council Work Session The minutes of the April 1, 2019, Council Work Session were approved with several small corrections.

Discussion Items: 1. Virginia Retirement System Long-Term Care Plan Town Manager Pearson said an attempt was made to get the answers to questions that were asked by Council at the last Work Session in regards to this coverage. Comparisons were done of pricing of Genworth and another company, comparing two ages, with Genworth coming in a bit higher in each case, but as with all insurance, it was hard to compare the coverages due to different variables. Council Member Bishop feels it is a good idea and allow the people to make their own decision; Council Members Plitt and Massoud agreed. Council Member Reynolds asked how the information would be disseminated and Genworth would be able to come and speak to employees. Council Member Cherrix asked why it isn’t offered to people under 30 and it is really unknown if a person under the age of 30 is eligible or not; the pricing only gave quotes as low as the age of 30. (It has since been found that any employee that is 18 years of age and works a minimum of 20 hours per week is eligible to apply. Any eligible family members between the ages of 18 and under 76 are also eligible. The employee need not participate in order to have the family member participate). Vice Mayor Terndrup was the only Council Member voicing opposition to the proposal. He said he would be wary of offering something to people when it can’t be explained. There is a reason VRS is doing this and it is because a deal was made. He said there is nothing wrong with long-term care or in selling it, but people need to understand it. Every insurance has a risk and long-term care insurance is extremely risky. He spoke more on the cost of the insurance. Council Member Reynolds asked if you can access the information of the average income of those who have bought this type of insurance. Vice Mayor Terndrup said it is a private decision, but feels most people buying this type of insurance are earning six figures. People who offer this insurance are making money off of it. He isn’t hearing any great benefits to the employees. This will be voted on at the Council meeting.

2. Recognition of individuals as it pertains to the Strasburg River Walk and the Strasburg Square This was brought up in the Recreation/Parks/Trails Committee in regards of renaming the Strasburg Riverwalk. It was also thought the Strasburg Square should have some sort of recognition of Dr. Larry Haun who left money for beautification of the town. He planted and maintained the flower bed at the corner of King and Capon Streets. Flowers were his passion and it was in his will to leave money to the town for this purpose. There is a rock in the front flower bed that commemorates the Town’s 250 Anniversary and Mayor Orndorff said he thinks something like this would be a good way to recognize him. He said Council Member Vena said it best in that it should be in the flowers. Council Member Massoud asked who Dr. Haun was. Dr. Haun grew up in Strasburg, went to New York City, and later retired to Strasburg. For many years, he helped plant the urns on King Street and helped get the Pocket Park started and took care of the plantings at the corner of King and Capon Streets. It was agreed by Council to go with Council Member Vena’s thought putting this in the flowers. He was very interested in the beautification of Strasburg. Carla Wallen, who worked closely with him through Hometown Strasburg, has made some suggestions and the final idea will come back to Council. Mayor Orndorff said when Town Hall was constructed, there was a plaque with Council’s names, etc. on it. The Market Pavilion is the first public building to be constructed since then. He thinks it is important to recognize the three town managers that worked on this and list the Councils and Mayors and give a little of the history of how this building came about. Council Member Massoud asked who would be listed, and the suggestion was the three town managers, the Council Members, and the mayors. Council Member Cherrix asked if something could be placed that tells what was on the property before and Mayor Orndorff said when the “Brill’s Grocery” sign was donated to the museum, they placed a display note with it. Council Member Cherrix said you have the good and the bad as something was torn down and something new is up. Council Member Bishop suggested putting up a photo collage. Mayor Orndorff would like something more permanent as photos fade. Council Member Cherrix thinks both sectors of town could be appeased by showing what was there and what is there now. It was asked if there is interest in having something to commemorate the site. Consensus was to move forward with this. It was suggested making it a stop on the walking trail. It was thought the Councils and others need to be listed. Council Member Bishop feels it will take up a lot of space. Staff will work with Strasburg Heritage for the plaque. Former Council Member Sarah Mauck brought forth the idea of renaming the Riverwalk in honor of a citizen who was instrumental in getting the walk built. Council Member Cherrix said it was discussed at the committee and it was thought to put a plaque at the entrance of the walk that gives the history, etc. and how this person worked on it. Council Member Nicholson said there are several former Council Members who were instrumental in the development of the park. One was Bobbie Walker and another was Alease Thompson. The gazebo was in Ms. Thompson’s name. Consensus was to move forward with this. Vice Mayor Terndrup feels there should be a sign maintenance schedule.

Mayor Orndorff said a draft of the budget was provided in the packet. Council Member Nicholson requested we get a comparison of the current budget and the proposed budget. Town Manager Pearson will work on getting this out to Council. Mayor Orndorff said for Council to digest this and have questions ready for the April 29th Work Session. Staff can answer questions before that time, too. A Finance and Personnel Committee meeting can be held before April 29, if more discussion is needed. New Business: Vice Mayor Terndrup said at the VML Conference, Lovettsville discussed their Council events. He tried this with the Yule Log and he felt it was successful. This year he has been inspired by the Volunteer Fair sponsored by the Shenandoah County Chamber of Commerce. The County Chamber of Commerce has done this and he thinks we now have the perfect space for the town to do it. He feels it would be good to have a Volunteer Fair at the Market Pavilion. He further explained it as this would be a place that organizations could come and set-up a booth and let people know of volunteering opportunities. Mayor Orndorff further explained that each Council person in Lovettsville spearheaded an event for the community. Staff was not relied on and it was a Council driven thing. The Volunteer Fair could be Council driven. Council Member Cherrix asked if Council needed to have a Parks and Rec meeting and Town Manager Pearson said there is the potential for this. Being no further business, the Work Session adjourned at 7:40 p.m.

Mayor Orndorff called the Work Session to order and reviewed the agenda. Citizen Items on Non-Agenda Items: Public Hearing: To receive public comment on the Proposed FY2019-20 Budget Town Manager Pearson gave a PowerPoint presentation on the proposed budget. Council Member Nicholson asked about the Public Safety phone expenses. Town Manager Pearson said there is a government program that is operated by AT&T and is called First Net which allows first responders to get service before everybody else in the case of major emergencies. The Police Department will be going over to this which will allow each individual patrol car to be assigned a cell phone. This will be better for record-keeping and transparency because currently many of our officers use their personal cell phones for town business. Mayor Orndorff asked if the AT&T coverage has been tested as traditionally, AT&T doesn’t have very good service in the town. Town Manager Pearson said the department is currently testing two new phones to see how the service is. Council Member Nicholson said there weren’t any changes on rates for health insurance, but in a comparison provided to Council on the proposed budget and the current year’s budget, the expenditure is going up 64% in the Economic Development budget and it was explained this was because of the addition of the part-time employee going to a full-time position. Council Member Vena asked about the electricity in new developments. She doesn’t see us picking up the expense of new lighting for new developments. Town Manager Pearson said there is an expense of $100,000 and we pay the electricity bills for most of the lights in town. He explained how Aikens-Claytor has written it into the HOA covenants so that they will pay the bill. Council Member Vena discussed how this has been done in other localities. Mayor Orndorff asked what would happen if there wasn’t an HOA in a future development. Council Member Vena said almost all developers have HOA’s. Town Manager Pearson said HOA’s only exist for common space and common facilities. Due to our UDO, it would be hard to not have an HOA since we require green space. Town Manager Pearson said he feels Council Member Vena is saying we should encourage all developers to have an HOA. Council Member Cherrix asked about the personnel in the Police Department. It would be for the Code Enforcement Officer and a part-time Administrative Assistant and the part-time officers. Council Member Vena said the overtime is high and Town Manager Pearson said it is actually lower than it used to be. Council Member Cherrix asked if there is anything visible that shows we need to take the Event Manager position to full-time. Town Manager Pearson said the Economic Development and Recreation Department are being merged. They will be taking over the pool, and other park

facilities are going to be taken care of by this department. He explained how several departments have overseen this budget item in the past and added that it is hard for people who are volunteering their time, such as Council Members, to manage the funds. This would put the budget items under the oversight of the Economic Development and Marketing Manager. Council Member Cherrix said we have a pool manager, but others said this would be a year-round position. Council Member Cherrix said he doesn’t know why we need two people to do this. Town Manager Pearson said there is a lot of activities that take place before the pool season starts that previously has been taken care of by Office & HR Manager Keller. Mayor Orndorff said there had been a discussion on having a Park Manager many years ago. This person would have managed the day-to-day activities and now we will be adding events to this. Much of the before season activities are done by other staff and it is often happening way before the pool manager is hired. Council Member Cherrix said we are making this position to take away the added duties from others. He still doesn’t know why we have two managers. Town Manager Pearson said in the budget, there will be two budgets, but Economic Development & Marketing Manager Bixler will be taking care of both. Council Member Nicholson said she understands the need for additional help during the pool season. At the meetings, we are told they don’t have enough help to keep the pool open so how much is there to manage? Mayor Orndorff said if you have someone who has more of a focus on just the pool and park, we might be able to expand the hours and activities. Council Member Nicholson said we tried to expand the Parks and Recreation several years ago and Shenandoah County didn’t want us to do that. Mayor Orndorff doesn’t think we will have that problem with county staff now. Council Member Nicholson said if this were to pass, she wants to see job descriptions. We haven’t had a human resources chance to see this and she wants to see who is going to do what and when it will be done. Town Manager Pearson said this can be gotten before the May 6 Work Session. Mayor Orndorff doesn’t want to have a committee meeting and a work session so if the majority of Council feels that the committee should review, then there should be a committee meeting. Council Member Nicholson thinks it is a good plan to have, but not sure if it is the time to do this now. Town Manager Pearson asked if this is how staff should do the budget in the future. Does Council want staff to bring forth the expenditures of dollars to the individual committees? Mayor Orndorff said what has worked best is that staff presents the 30,000’ overview and then it goes to the committees. Every item doesn’t have to be discussed in committee. Town Manager Pearson said we continually get requests from citizens for expanded programs in the park, especially at the pool. Council Member Cherrix said with the job description, he would like to see a break-out of what is expected of the person. He would like to see everything spelled out more. Council Member Cherrix said he is looking at the big picture and not the 11 hours more per week when you go from part-time to full-time, but the 6,000 hours per year. Council Member Cherrix asked if the person will be going around on a weekly basis to see what needs to be done. Town Manager Pearson said he will try to provide what is asked, but Council doesn’t need to be operating at that level. Council Member Vena asked who the Horticulture Department falls under and it would be the Public Works. Town Manager Pearson said with the Streetscape baskets and landscaping and the Gateway trail, additional crew members are needed. Council Member Plitt said we are trying to expand the street baskets and it takes daily care. Council Member Reynolds asked if some of the event planning will fall more onto the other

person so ED&M Manager Bixler can focus on the Business Park. Town Manager Pearson said in the absence of this position, we are trying to do this now. Gaps will be filled in. Mayor Orndorff said all want to see more aggressive positions being taken on economic development, but we need to keep in mind that economic development isn’t always quantifiable. Town Manager Pearson said we are trying to move recreation as this has always been high on the priorities set by Council. The public hearing opened at 7:57 p.m. and with no speakers, the public hearing closed immediately. Discussion Items: 1. Draft FY2019-20 Budget Council Member Nicholson asked about the Visitor Center expenses as it has gone up 65%. Town Manager Pearson said part of this is due to the renegotiation of the contract with the Bernstein Foundation. Director of Finance Fletcher explained that when items are sold at the Visitor Center that belong to Cedar Creek Battlefield Foundation, the town has to reimburse CCBF for the sales. This is just a way to clean-up this item so that all merchandise is accounted for. Council Member Vena said we have been handling this Visitor Center for so long so she doesn’t think we should even have the center. We sometimes get 20 visitors a day, but we have to pay in-kind services and then people don’t even come downtown. She doesn’t think it is cutting it and the people who work there need to go to a class. It was noted that the staff does attend seminars and conferences. Mayor Orndorff said the difficulty is that it is not a quantifiable number when you see the number of people that go in the center. They might be paying lodging tax and meals tax. Council Member Plitt said with the way people are changing their traveling habits, it might be something that we don’t need to continue. She said some people only use their phones for information, but she likes to stop at a Visitor Center to see what the area has to offer. Mayor Orndorff said location has been discussed as many think it should be downtown. Being no further business, the Work Session adjourned at 8:07 p.m.

Re: Job Descriptions Economic and Community Development Department

Per Council’s discussion at the April 29th budget work session, please find attached to this memorandum the job descriptions requested by Council as well as the updated Town Organization Chart. These have been updated to reflect the proposed assignment of the Parks and Recreation budget to the Economic Development Department.

As a premise to these descriptions, please consider the following:

• Council has set goals and objectives in the form of the twenty two priorities recently discussed at our March retreat.

• It is the Manager’s responsibility to propose a means in which to accomplish said goals and objectives.

• The annual budget and associated staffing changes is the primary vehicle to achieve goals and objectives, while specific staff level projects and initiatives are the more visible component.

• It has further been noted by citizens and Council alike that our recreational assets have been under-utilized, poorly maintained, and in need of reinvestment.

By undertaking the proposed assignment of budgetary and workload responsibilities to the Economic Development Department, we are providing a higher level of service to our citizens in a very cost effective manner. Previous attempts have been made by the Town to provide these services more effectively, with limited success.

Furthermore, of the twenty two (22) priorities that Council has agreed upon, at least thirteen (13) are directly related to recreation, events, and/or economic development. While our staff takes a team approach to accomplishing all of Council’s goals and objectives, more than half of what has been identified as important by the elected body lies on the shoulders of 1.5 people.

Lastly, as a point of order, I do feel that reviewing the job descriptions of any employees is beneath Council’s intended role. In hiring a manager, you expect me to reasonable organize and accomplish the intended goals of the organization. How I go about doing so should be discussed in a general context, but reviewing assigned duties should not be the concern of Council.

Economic and Community Development Director

FLSA Status: Exempt

General Definition of Work Performs a broad range of complex professional and administrative work leading the economic development efforts of the Town of Strasburg. Identifies and completes assignments relating to ensuring a sound economic base for the community through business retention, expansion and attraction; leads all efforts related to tourism, downtown revitalization, and small business development; and performs work related to building a community with good housing, access to arts and culture, resources for children and youth and other positive community assets. A major focus of the work will be on Quality of Life aspects of community development as well as business retention and expansion, workforce development, downtown revitalization, placemaking projects and redevelopment/reuse of existing commercial buildings and their promotion. A secondary focus will be on traditional large scale economic development measures. Work is performed under the general supervision of the Town Manager. Supervision is exercised over three part-time tourism information specialists, a marketing and events coordinator, and all seasonal pool staff. Qualification Requirements To perform this job successfully, an individual must be able to perform each essential function satisfactorily. Essential Functions Lead a community-wide effort to increase employment opportunities and expand the community’s economic base; manages and oversees an integrated strategic economic development and marketing plan that is representative of Town goals and objectives. Develop, coordinate, administer, oversee and market the Town’s downtown and retail development program. Develop, manage, and coordinate all marketing, advertising, and promotional activities. Market and promote the North Shenandoah Business Park through Shenandoah County Economic Development and the Regional Partnerships; coordinate efforts to develop the Park and its infrastructure with Shenandoah County. Advise the Town Council and staff on policy and administrative matters regarding business attraction, expansion and retention; workforce development initiatives and activities; and small business development. Represent the Town on various local and regional tourism and economic development committees and commissions. Serve as staff liaison to the business community; maintain effective communication and cooperation with the local business community including land owners, brokers, developers, lending institutions, etc. Develop, maintain, and effectively advertise a comprehensive inventory of available buildings and sites for economic development and redevelopment purposes; maintain utility, tax, zoning, transportation, demographic, and community service information for easy dissemination. Develop and implement Town incentive programs; assists businesses in obtaining state and local incentives. Create, maintain, and distribute materials to market and promote tourism and economic development in the Town. Actively monitor business publications and other information sources to identify potential leads relating to business expansion or relocation; act upon leads in order to recruit new business. Maintain website and social media information relative to economic development and marketing Manage the Strasburg Visitor Center and supervise associated personnel. Manage the Strasburg Parks and Recreation budget and Town Pool, and supervise associated personnel. Identify and implement placemaking strategies and initiatives. Maintain and implement the Master Parks and Recreation Plan with the assistance of appropriate departments and staff. Administer and promote the Strasburg Arts and Tourism District and related ordinances. Participate in community planning to identify appropriate economic development projects, priorities, and activities. Assist in the preparation and administration of grants related to community and economic development. Performs other related duties as assigned.

Comprehensive understanding of the laws, ordinances, and regulations underlying a municipal corporation within Virginia. Community Development Coordinator General Definition of Work Performs intermediate administrative work coordinating the planning and organizing of promotional activities and events for the Town of Strasburg, recruiting and training volunteers, creating marketing materials, identifying and applying for grants, building community support, encouraging tourism and related work as apparent or assigned. Work is performed under the general direction of the Economic Development and Marketing Manager.

Creates marketing campaign for events; develops brochures, signage, and other promotional materials.

Solicits volunteers to support promotional and other events; trains volunteers in their responsibilities.

Researches and applies for grants to promote the town and fund events and encourage tourism; maintains grant records; prepares reports.

Attends community service group meetings to encourage support for the community and promote Town activities.

Assists with the development, coordination, administration, and marketing of the Town’s downtown and retail development program.

Coordinate the economic development efforts of community groups; assist in planning and operating community events and activities.

Coordinates with other departments and organizations for the use and maintenance of park fields and facilities.

Plans, promotes, implements, and evaluates diverse use strategies for the parks and pool, activities done in conjunction with Shenandoah County Parks and Recreation.

Conducts and participates in both staff meetings and in-service trainings to support safe park and pool operations.

Performs other related duties as assigned.

Community Development Coordinator Education and Experience Associates/Technical degree with coursework in marketing, or related field and moderate experience in events management and promotion, marketing, or equivalent combination of education and experience.
