MSI FUNDING PROJECT The Town of Coalhurst has benefited from the Government of Alberta’s Municipal Sustainability Initiative (MSI) grant program that provides both capital and operating dollars. BYLAW ENFORCEMENT The Town of Coalhurst would like to remind its residents that Section 531 of the Alberta

Municipal Government Act requires property owners to maintain their sidewalks, including snow and ice removal. The Town strongly recommends that residents do their best to clear their sidewalks of snow and ice in a timely manner in order to avoid any potential liability for injuries that might occur to members of the public. The Town would also encourage residents to help neighbors in need, especially seniors, with snow removal this winter. Take a few extra minutes when shoveling your own sidewalk to shovel a neighbors sidewalks and to keep them clear, ice-free and safe. In respect of your neighbors and the overall quality of life in this great Town of Coalhurst please do your part in providing safe walking paths for our citizens this winter, thank you in advance.

CART INSTRUCTIONS

-Place your cart at your pick-up location by 7:45 am

On your collection day. -Your collection day will remain on the same weekday. -Keep litter in its place, bag and tie all your household Waste. Small grocery bags do not have to be placed into a standard garbage bag for use with the cart program. Any style of tied bag will do. -All your waste must fit in the cart and the lid must close. No additional waste will be collected. -You are responsible for keeping your cart clean and secure. -You must return your cart to your property by the end of your collection day. Returning your cart to your property will help keep your street free of obstruction for maintenance and prevent your cart from being stolen or vandalized. -Your house and street number is on the cart, there is also a serial number printed on the bin. This serial number is recorded at the Town Office for identification should the street and house number be removed. -All pick ups will be from the front street unless you are otherwise notified. -If loss or damage to your cart is the result of neglect, you will be responsible for the $100 replacement cost of the cart. Ms. Filgas met with Council to provide a report of the activities of the Coalhurst Youth Committee for the year to date 2012/2013 and to present the Treasurer’s Report for the same period.

Councillor Wittig moved that the Council of the Town of Coalhurst further review Land Use Bylaw No. 354-12 in regards to secondary suites in the Residential – R District. Carried Unanimously

c. Policy/Bylaw Review Committee: held September 19, 2013

Councillor Lagemaat moved that Chief Administrative Officer Hauta be authorized to draft an amendment to Miners Memorial Park Policy No. 72-01-02 as follows: 1) change clause 7.c., David A. Veres Social Area

(Social Area) and make 2 separate rates to include an increase of $20.00 for local residents and businesses and an increase of $40.00 for non-residents.

2) change clause 7.d., Camping Area to $15.00 per night including G.S.T.

3) add to clause 9 - Deposit, point 4 - Charges against deposit: excessive clean up

Carried For: Mayor Cassie, Councillor Lagemaat, Councillor Slingerland, Councillor Wittig Against: Deputy Mayor Caldwell Councillor Lagemaat moved that Chief Administrative Officer Hauta be authorized to draft an amendment to Utility Rates and Charges Policy No. 43-01-01, clause 3 Waste Management Rates, to be effective November 1, 2013, as follows: a. The residential and church waste management

rate is $18.70 per calendar month for one 95 gallon bin for one (1) pick up per week. Senior citizens (over the age of 65 years) will be charged $9.35 per calendar month for the same service. A second pick-up per week may be requested for an additional charge of $18.70 per calendar month by any residence or church.

b. The business and school waste management rate is $18.70 per calendar month for one 95 gallon

bin for one (1) pick-up per week, or $37.40 per calendar month for one 300 gallon bin for one (1) pick-up per week. A second pick-up per week may be requested for an additional charge of $18.70 or $37.40, respectively, per calendar month by any business or school.

c. The Coalhurst Mobile Home Park waste management rate is $18.70 per calendar month for one 95 gallon bin for each mobile bin within the Park for one (1) pick-up per week. A second pick-up per week may be requested for an additional charge of $18.70 per calendar month per bin.

d. Multi-unit residential dwellings waste management rate is $18.70 per calendar month per unit for one (1) pick-up per week. A second pick-up per week may be requested for an additional charge of $18.70 per calendar month per unit.

Carried Unanimously Councillor Lagemaat moved that Chief Administrative Officer Hauta, in conjunction with Bylaw Enforcement Officer Lommerts, amend the draft Coalhurst Dog Bylaw No. 302-04, as suggested by the Policy/Bylaw Review Committee, and bring forward a draft to a Regular Council meeting for discussion and adoption. Carried Unanimously Councillor Wittig moved that Chief Administrative Officer Hauta be authorized to draft an amendment to Dog Control Fees Policy No. 26-01-02 as follows: 1) delete clause 3.a. and replace with:

Initial Impound Fee $30.00 2) change clause 3.b. to 3.c., clause 3.c. to 3.d.,

clause 3.d. to 3.e., clause 3.e. to 3.f. and clause 3.f. to 3.g.

3) replace clause 3.b. with: Care and Sustenance (per day or portion thereof to commence at midnight on the day of impound impoundment) $20.00.

Carried Unanimously Councillor Wittig moved that the Council of the Town of Coalhurst hereby recommends that the Memorandum of Understanding between the Town of Coalhurst and the Coalhurst Youth Committee be reviewed. Carried Unanimously d. Recreation/Cultural Services Committee:

CHS PRINCIPAL’S REPORT – MR. MCINTYRE

Literacy is taking the spotlight in CHS this year! Our staff is excited to bring forward increased opportunities for students to improve their literacy levels. This year parents can expect that teachers in all core classes will be using more reading, writing, and vocabulary strategies in their everyday instruction. We are also investing in a “leveled library” so students will have plenty of reading options at their reading level. We are also going to use a diminished number of whole class novel studies in favor of allowing students

to read independently at their levels. This is all in a long term effort to ensure 100% high school completion since we know there is direct correlation between students’ literacy levels and their likelihood of graduating and moving onto high level training beyond high school.

In school spirit news, our students and staff are about to begin Spy Games! Participants engage in a secret spy game where the goal is to avoid being “clothes pinned” by another spy. Those who are pinned are eliminated and those who survive go on to the next round. What is the point you may ask? We want to have some mid-November fun and encourage students of all ages to get to know one another.

On Halloween we were lucky enough to have Hoja perform for our staff and students. These highly engaging a capella group. We also had a dress up competition won by a Nerd. Nerds were also a part of the theme this year as Mr. Barwegan led a group of staff as Trekkies and they were also awarded prizes for Nerdiest costumes.

I want to introduce two of our new faces this year. The first is Aaron Moffat. Aaron has taught in Picture Butte at both the Picture Butte High School and at the Picture Butte Outreach School. He is one half of our English department and has brought his skills in music to assist in the development of the music program.

Aaron’s better half, Melissa Moffat, has also joined our team. Melissa is also an English major and is focusing on the senior high classes. Melissa’s other interests lie in drama. She is also supporting our student council. If you see these

two wonderful folks be sure to introduce yourselves and welcome them to Coalhurst!
