The Town Commission will conduct a Town Commission Special Meeting
at 5:30 p.m. on Wednesday, December 21, 2016 at the Community Center
located at 509 Ocean Avenue to address the items below.

Notice: Commission discussion and possible action may occur during any Commissioner Meeting. The following sections of the Agenda are always subject to such discussion and possible action without further motion by the Commission: Changes to the Agenda, Public Hearings, Old Business, and New Business.
The public is advised that members of the Town Commission may be in attendance and participate in proceedings of the board. Attorney General Opinions (AGO) AGO 91-95, AGO 98-14, AGO 2000-68.
PURSUANT TO SECTION 286.0105, FLORIDA STATUTES, THE TOWN HEREBY ADVISES THE PUBLIC THAT: In order to appeal any decision made at this meeting, you will need a verbatim transcript of the proceedings. It will be your responsibility to ensure such a record is made. Such person must provide a method for recording the proceedings verbatim as the Town does not do so.
In accordance with the Americans with Disability Act and Section 286.26, Florida Statutes, persons needing special accommodations for this meeting shall, at least 5 days prior to the meeting, contact the Office of the Town Clerk at (321) 724-5860 or Florida Relay System at 711.

Town Commission.
I am very familiar with Melbourne Beach as I moved to Brevard County in 2007 and later purchased my residence
in the Town of Melbourne Beach in 2010. I have been actively involved in our community having served as a
coach on numerous youth sports teams, volunteering at Gemini Elementary, volunteering at West Shore Jr./Sr.
High School and as Treasurer on the board of the Melbourne Beach Soccer Club.
As an interested member of our community, I would like to volunteer my time, skills, and talents to serve on the
Town Commission. My background includes years of public speaking, budgeting, planning, managing, and most
importantly, listening. As a business executive, I have practiced my ability to listen and understand the needs of
my employees, team members, partners, and customers.
I bring an open mind to the Commission, and can consider multiple points of view. I will always seek to ascertain
the public interest and how best to further the interests of the community as a whole. A key principle of my
personality is to treat everybody with respect; I will work to fully understand their concerns and opinions. I am
extremely diligent and will strive to fully understand the issues before the commission in order to balance the
public good with private rights and interests.

Google tells me that a Roman philosopher by the name of Gaius Plinius Secundus was the first to use
the phrase “Home is where the heart is.” A phrase that has been around for thousands of years must
hold some truth and in my case, it is absolute truth.
My name is Zachary Terseck and I grew up and currently live in Melbourne Beach. My family moved to
Melbourne Beach when I was twelve years old and sixteen years later this town is still my home. I am
very passionate about keeping Melbourne Beach a small, close community of friends and neighbors
working together.
I have a B.A. in Communication from The University of Central Florida. This means that I am a
communicator. I understand how to effectively articulate ideas and concepts, while also understanding
what others communicate in a clear and complete manner. Communication has been a pillar of every
society since the beginning of time. It is so important that individuals in public and professional settings
communicate effectively and efficiently to avoid misunderstandings which can lead to unnecessary
conflict.
My professional experience is one of diversity. I have worked as a chef in restaurants, in the offices of
large government contractors, and most recently I have been a caretaker for my elderly grandfather. I

I became the Police Chief in Palm Bay, Fl.,In 1994 and served for ten years before I retired in 2004. I then became Headmaster of Covenant Christian School inPalm Bay in 2004, and served as school Administrator for seven years. I retired as Headmaster in 2012, and shortlythereafter moved to Melbourne Beach with my wife Diane.
I really had not intended to get involved in municipal government again, however, I believe it is time for me to serve mynew home community using my experience in leadership and management, serving the citizens of Melbourne Beach.
