PROTOCOL FOR AFFILIATION OF TRAINING PARTNERS WITH TOURISM AND HOSPITALITY SKILL COUNCIL
Affiliation – Reference to Context
The term Affiliation is used to define a process of establishing competence of any institution desiring of delivering vocational training from NSQF level 1 to 10 which is based on National Occupational Standards (NOS) based Qualification Pack (QP) created by a Tourism & Hospitality Skill Council (THSC) constituted by NSDC. Any Educational Body/ Vocational Training provider (VTP) can seek affiliation from THSC in delivering the requisite elements of a NOS based vocational training. The affiliation process conducted by THSC will carry out an evaluation of competence and availability of the desired infrastructure/ capability of creating the desired infrastructure matching the needs/ requirements of delivering NOS based training.
The alignment of THSC and a VTP/ Educational Body through the process of Affiliation will focus on learning and development of the learners so that they can easily be employed in this sector. The process is also expected to encourage VTP/Education Body to pursue continual excellence so that they are always in tune with the requirements of the sector. Thus the purpose of Affiliation is to maintain high standards of quality in delivering NOS based vocational training.
Some of the salient objectives of affiliation include:
To assess VTP institutions/ Educational bodies and their programs that meet defined quality standards/ norms laid by THSC in delivering NOS based training.
To foster excellence in VTP institutions, building effectiveness in delivering NOS or competency based training.
To establish a framework for continuous improvement and provide an opportunity to benchmark with other institutions in India and abroad.
To facilitate developing the professional competency of the learners in tune with the requirements of the sector
THSC by way of Affiliation will give access to variety of benefits to the approved affiliated training partners, such as:
Alignment of training to NSQF leading to equivalence with educational degrees, diplomas and certifications.
Ratification of NOS based curriculum
Access to Master Trainers of the THSC and certification of the trainers of the affiliating VTP/ Educational Institute/ NGO/ Trust etc.
Assist in On the Job Training (OJT) and / or Placements of the affiliated partner trainees Assessment of trainees on NOS based curriculum.
Industry recognized Certification of the successful trainees.
Participation in Government led programs at institutional and state level, aligned to NSQF. Access to the reports on the Sectorial Researches conducted by the THSC.
Participation in the various Sector Specific Seminars Access to International bodies available in similar space

Institutions Eligible to get affiliation from Tourism & Hospitality Skill Council
1. Training Organizations/Institutions set up by NSDC funding
2. Training Institutions set up/affiliated by Government of India a. ITIs/ITCs affiliated to NCVT b. Institutions approved by Councils under Central Government like AICTE
c. College/ Institutes affiliated to a University set by Central or State/ UT Government or
recognized by UGC
d. Schools / Institutes approved by Central or State Boards of Secondary Education (or equivalent) or Boards of Technical Education.
e. Any other institute set up by Central or State/ UT Government
3. Private Training Institutions/ NGO independently operating in Vocational Space
4. Training institutions set up by private companies to meet the skilled manpower requirement for in-
house needs or for Tourism & Hospitality Skill Council.
5. Company/Firm/Society/Trust/NGOs - Any of the above fulfilling any of the following criteria:
a. An organization providing training under Apprentices Act, 1961 for last one year from the date of submission of the application.
b. An organization registered in India, conducting business in the domain of skill development &
training, having Permanent Income Tax Account Number (PAN) and Service Tax Registration Number and audited accounts of statements at least for last one year.

Process of Affiliation
The process of affiliation is outlined as under:
Independent VTP submits application for NSDC funded VTP submits application for
affiliation for a NOS based course to THSC affiliation of a NOS based course to THSC
Affiliation Due-Diligence by the THSC as per the scope outlined here in this document
THSC submits its report to the HR Sub – Committee. This HR Sub-Committee is appointed by the Governing Council of the THSC. The VTP would need to send a Presentation (PPT) in prescribed format to Sub-committee, for their review
.
HR Sub-Committee does a cross check of the process followed in due-diligence and evaluates the credibility/ qualifications etc. of the applicant VTP and ratifies selection or rejection
The Governing Council is informed of the Affiliation Selection or Rejection
Affiliation Process Completed – Affiliated VTP is issued Affiliation Certificate by THSC and the non-approved ones are sent the regret communication

NOTES:
1. A VTP whether NSDC funded/Government affiliated or non-funded will apply for affiliation to the THSC for NOS based course pertaining to a specific job role (Qualification Pack).
2. VTP can affiliate one or more courses to a THSC. For each course corresponding to a Qualification Pack, the VTP will take an affiliation from the SSC. Thus there can be multiple affiliations of a VTP with an SSC.
3. VTP can also take affiliations from multiple SSCs; for courses pertaining to their sector.
4. THSC will affiliate the institution of the VTP for the NOS based courses that the
institution is offering.
5. From the date of submitting the complete affiliation application accompanied with the necessary
Fee and Documents, by the interested VTP, THSC would take 20 working days to affiliate the
VTP. Subject to VTP responding to clarifications sought by the THSC, if any within a week
working days. In case the VTP does not respond within the stipulated time, the application shall
be deemed as closed. The VTP, if further interested in affiliation will have to re-activate his
application, stating reasons for delay along with the desired response sought by the THSC.
6. In case the delay is happening, from the THSC side, the concerned VTP will be informed of the delay
stating the reasons and the expected time by which the process will be closed by the THSC.
Process of Affiliation The process of affiliation lines is outlined below:
1. Any VTP or Educational Body wishing to affiliate with THSC may submit the application on the
prescribed application form along with necessary documents and fees along with the Video. Applicant may also need to share the presentation as per the template shared by THSC.
2. Post submission of the application, THSC will take up to a maximum of 20 working days to revert back to the interested VTP on affiliation or rejection of the submitted application.
3. The process of the application, post submission, at THSC end will be as follows:
a. The first level check on completeness of the application form and compliance check will be done by THSC. The VTP would be informed about acceptance or rejection of application. In case of acceptance the VTP would need to send fee for Centre Validation (as per Annexure 6) within 5 working days.
b. Post review and approval from HR & Training Sub-Committee, THSC will
communicate the decision to the concerned VTP.

Guidelines for training institutes seeking affiliation with Tourism & Hospitality Skill Council (THSC) are as follows:
1. Applying Job role: Each training institute has to specify clearly the name of the skill
centre(s) along with the job roles for which they are applying for each centre. For this, they
have to refer to the list of job roles currently available with THSC enclosed as Annexure-1.
2. Faculty: Each training institute has to employ at least two trainers per job role per skill
centre as per the qualification standards laid down by THSC enclosed as Annexure-2.
3. Infrastructure facility: Each training institute has to comply with infrastructure facility
standards laid down by THSC enclosed as Annexure-3.
4. Equipment: Each training institute has to deploy the minimum essential requisite equipment at each
skill centre for each applied job role as per the list laid down by THSC enclosed as Annexure-4.
THSC has the right to increase the minimum equipment list as the complexity of QP increases.
5. Terms & Conditions (to be submitted with application form): Each training institute has
to agree with all terms and conditions laid down by THSC enclosed as Annexure-5.
6. Fees Structure pre-affiliation: Each training institute has to remit the fees time to time for
affiliation with THSC as per fees structure laid down by THSC enclosed as Annexure-6.

8. Fees structure post-affiliation: Each training institute has to remit the fees time to time post affiliation for
various mandatory activities like curriculum compliance, training of trainers, assessment of trainees, course
content, etc. for each job role or skill centre as per fees structure laid down by THSC, to be announced time to
time.
9. Sign and Stamp of training institutes: Each training institute has to submit the application form, all of the
listed enclosures, & terms and conditions duly signed and stamped by the training institute at each and every
page.
10. Documents to be submitted for affiliation: The hard copy of following documents properly bind together
either in a file or spiral form:
a) Application form
b) All enclosures (listed at end of application form)
c) Terms & conditions (Annexure-5)
d) Fees (Only Application fees & Document Compliance fees as per Annexure 6)
e) Covering letter
f) A presentation of VTP (as per the template attached in mail)
g) Master VTP skill centre sheet (duly filled) along with documentary proofs of association with each skill
centre (either MoU, Franchisee, Ownership, Lease agreement)
h) Uncut and Unedited, good quality video to taken starting from the approach road, entrance, board,
entire infrastructure with a verbal commentary of the labs and equipment’s till back to the exit.

ANNEXURE-6
Terms & Conditions for Affiliation by THSC (To be submitted along with the application form) Applicant Training Institutes that has applied for Affiliation shall be required to fulfill the following terms and conditions:
1. Tourism & Hospitality Skill Council (THSC) reserve right for selection or rejection of the application for affiliation. 2. The Training Institutes and their respective applicant skill centre(s) should provide the trainings as per the curriculum designed
by THSC compliant to the respective National Occupational Standards.
3. The Training Institutes and their respective applicant skill centre(s) should ensure that admission of students is as per the eligibility conditions prescribed in the QP for the applied job role.
4. The Training Institutes and their respective applicant skill centre(s) should ensure that trainers or facilitators are as per the
defined standards of THSC. VTPs are required to get all their trainers certified and trained as THSC protocol it is mandatory
that all VTPs should attend Train the Trainer (TOT) session.
5. The affiliation shall be granted for period of one year and shall be subject to an on-site surprise inspection, which may be conducted by THSC anytime during the validity of affiliation. The renewal of affiliation shall also depend on satisfactory performance of skill centre.
6. The training institute shall offer to THSC or its representative cooperation and security during physical inspection
and during an assessment of students in:
a. Access to the facility.
b. Access to the attached/associated facility relevant for training.
c. Access of all relevant information and documentation.
d. Access to all records and relevant personnel. 7. The Training Institutes and their respective applicant skill centre(s) shall provide well equipped facility as per laid
norms for theory and practical training and assessments of the students. 8. On grant of affiliation, the Training Institute shall:
a. Claim affiliation in only those skill centres, which has been affiliated by THSC (applicable for Training Institute having more than one skill centre)
b. Not state its affiliation in a manner as to be considered misleading or unauthorized and bring THSC to
disrepute
c. Make reference to affiliation in its documents, brochures or advertising only in compliance with the requirements of THSC.
9. The applicant training Institute shall pay all the applicable (pre-affiliation) fees with THSC time to time as per fees
structure laid down by THSC enclosed as Annexure-6, unless institute is eligible for fee exemption (pre-affiliation) according to any Govt. notification, for which they have to attach the supporting documents with application form.

10. The training Institute shall inform THSC within 10 days of significant changes affecting the operation of the Institute/centre relevant to affiliation, such as:
a. Its legal, commercial, ownership or organizational status
b. The organization, top management and key personnel
c. Main policies in regards to Training/HR/Mobilization/Placements etc.
d. Addition of new job role in the affiliated skill centre
e. The Training institute shall continuously keep in touch with THSC to keep itself updated.
11. The applicant/affiliated training Institute shall respond promptly to the changes initiated by THSC in its
affiliation criteria, policies and procedures. However they will be given sufficient notice and time, as in the
opinion of THSC is found reasonable, to carry out adjustments in its system. The applicant/affiliated training
Institute shall inform THSC when such adjustments have been completed.
12. THSC may suspend or withdraw affiliation of the training Institute / stop processing application of an applicant institute, as per THSC policy, on one or more of the following grounds:
a. During a physical inspection, applicant training Institute does not comply with the
affiliation requirements b. Non-payment of affiliation process fee and post affiliation fees. c. Non-cooperation with THSC
d. Refusal to allow examination of relevant skill centre, documents and records by THSC &
its appointed representative
e. Result of complaint analysis or any other information, which indicates that the training institute no longer complies with requirements of THSC.
13. The affiliated training institutes shall enroll batch minimum of 15 learners per batch and maximum
of 30 learners in a batch for assessment.
14. The affiliated training institute and its respective skill centre upon suspension or withdrawal of its affiliation shall immediately cease its use of all promotion material that contains any reference to the affiliation status.
15. The affiliated training institute is required to inform THSC, if any of the proposed assessor(s)
happens to be associated with them in any other capacity.
16. THSC absolves itself of any legal or financial liability arising out of any act involving any accidental or consequential damages to personnel/equipment at any time in the training centre. And would need to sign an Indemnity Bond with THSC at the time Affiliation.
17. Placement/Employment of the certified students would be responsibility of the affiliated VTP/training institute
and would be governed by the rules and regulation laid down by the government of India.
18. Jurisdiction for any disputes would under the courts of Delhi. By signing this document, it is implied that a training institute as an applicant and after affiliation agrees to comply at all times with all Terms and Conditions for affiliation by THSC.

Note to Fee Structure
1. The charges mentioned above are exclusive of Taxes. 2. All fees once paid will be non-refundable. 3. Affiliation of an Institute is valid for One year wherein the institute pays all the fees as
prescribed and follows all the guidelines laid by THSC. Post completion of One year a complete review process would be followed.
The fee has to be paid in either of following mediums:
