Duval’s Initiative Goals Establish a working collaboration with the

residents of the area.

Reduce crime in the neighborhood, and

increase quality of life for the community.

Act as a catalyst in the introduction of new

crime prevention and intervention concepts

in the community, through Problem-Oriented

Policing.

Establish a collaborative association in that neighborhood with service providers, schools and the faith-based community.

Duval Initiative – Phase 1

• Select Zone Officers who will be responsible for providing services 24/7.

• Augment these Officers with additional Resource Officers, if needed.

• Select a special training day for officers assigned to discuss the initiative.

Phase 2• Community Meeting--April 1, 2015

• Bring together stake holders from the community. Give them a presentation on what will be the goals in this plan .

• Seek trespass authorization from private property owners.

• Introduce stake holders to the new team of Officers.

Phase 3 April 2015

• Post property and educate citizens. No enforcement for a (10) day grace period.

• Officers will have property properly posted and vetted through the City’s legal office and the State Attorney's Office.

• Officers, working with Crime Prevention staff, will begin a robust educational program for residents, Faith-based community organizations and business owners.

• Begin the enforcement phase and referral process. If the person is arrested, an assessment form should be completed for referral via Meridian Health Care or other social services.

• Stake holders meeting on May 2015.

• Weekly or monthly newsletters on progress to stake holders--through email discussion.

• Weekly tactical briefing meetings for internal updates.

Building Trust & LegitimacyDecades of research and practice support the premise that people are more likely to obey the law when they believe that those who are enforcing it have the legitimate authority to tell them what to do. Procedurally, just behavior is based on four central principles:

1. Treating people with dignity and respect.

2. Giving individuals ‘voice’ during encounters.

3. Being neutral and transparent in decision making.

4. Conveying trustworthy motives.

WHAT IS ‘COMMUNITY ENGAGEMENT ’?

Community engagement is regularly misinterpreted as relating solely to consultation and asking for public opinion. In fact, it goes much further and relates to having an open dialogue with the community.

• ‘Community’ defined - relates to either a group of people in a particular geographical locality, or a group who share a ‘community’ of interest. For example, a faith-based group. One individual may be part of numerous communities.

• ‘Engagement’ defined - the involvement of the public, or communities, in making decisions on policies or service delivery and what each can mutually contribute to enhance the quality-of-life in the location.

Public & Private Partnerships• The Community Resource Representatives will

serve as an active alliance of agencies and individuals with a commitment to promoting the health and well-being of the people in the focus area of Duval.

• This group shall be comprised of individuals from such organizations as: faith-based, educational, employment services, mental health, mentoring, and others.

• The Crime Prevention Officer assigned to this project will liaison with the Community Resource Representatives.
