And what a night it was! It was truly a family event. There were lots of people, stalls, entertainment, Santa Claus and there were the lights. The entertainment was for everyone: carols were sung by Toodyay’s own Community Singers and broadcast over the PA; there were bouncy ‘castles’ (some were not really castles but bouncy nonetheless); people were way up in the air as they attempted to scale the climbing wall, abseiling down after reaching their goal; there was Greek music that had everyone’s toes tapping and, possibly, some trying to do a bit of Greek dancing (the theme from Zorba the Greek will always do that); the Lions ‘wriggly worm’; magician; the fire-eater/acrobat/ juggler kept the crowd enthralled, especially cracking his whip of fire. Many shops stayed open, some of the various community groups were able to set up small stalls to hold raffles and inform passers-by of what they do and one shop- owner, whose premises are out of the general ‘Street Party’ area, set up a tent from which to sell a small selection of her wares. And Courtyard Markets were in full swing. Food was supplied in the shape of a free sausage Toodyay Lights Up for Christmas! Grant Scobie “WHERE’s Sean?” The question came across on the PA system at various times throughout the night. Where was Sean? Well, it seems, Sean Byron was just about everywhere. He was checking his lights, making sure the fire survivors he’d seconded to help coordinate the ‘Switching On the Lights’ were all ready, doing this, doing that. After all, this was his dream to get Toodyay lit up for Christmas, to have a night everyone would remember. sizzle, ably manned by one of our volunteer bush fire brigades, fairy floss, popcorn and, of course our own various food outlets, restaurants and hotels. Santa Claus was seen, roaming the street, talking to children young and old alike, handing out lollies and, at last, taking up his usual position asking the kiddies what they wanted for Christmas. Photos of the lucky children on Santa’s knee were also free of charge. But what about the lights? Why was Sean in such demand? Well,at7.30,whenthelightswereduetobeturnedon,hewasn’tthere!Well,hewastherebutnotwherehewasexpectedtobe.Finally,hearrived,thecountdownwasbegunandfinallythebevyofswitchersaroundthetown,remotecontrolsintheirhands,pushedthe ‘On’ buttons to turn on awonderfuldisplay-atrueChristmasdisplayoflights. Thosewreaths,madebyvolunteers(whoelse?) and strings of tinsel came to life.Toodyaylookedamilliondollars.Forgottenfor themoment, the sadnessof just undertwelvemonthsago,forgotteninthejoyofa‘ChristmasWonderlandofLights’. While putting theHerald together, Ireceivedmanyenthusiasticlettersaboutthenight.Herearesomeofthehighpoints:

I would like to congratulate Sean Byron on the success of ‘The Festival of Plenty’.

The street lights and surgery were spectacular. What a mighty undertaking that was to get it all ready.

Thank you Sean and your band of helpers for a wonderful night, you all out did yourselves and I can’t wait for next year’s party.

I went to the Street Party this year as I do every year but this time the atmosphere seemed charged with excitement.

All the children were having so much fun and everyone waited in anticipation for the lights to be turned on.

IRISE today to inform theHouseof theprogressmadesinceIannouncedafinancialassistance package for people directlyaffected by theToodyay bushfire of 29December2009. I announced details of the financialassistancepackageofupto$10millionon11October2010. This package will provide ex gratiapayments of up to $190,000 for lossessuffered in the fire, including up to$150,000 for homes and $30,000 forcontents. It compares very favourably tosupportprovidedtovictimsoftheVictorianbushfires,whichprovideupto$85,000forhomesand$15,000forcontents. TheassistancepackageisjointlyfundedbyWestern Power and theGovernmentanditbuildsontheimmediateassistanceprovidedbytheGovernmentafterthefire.On30December2009,onedayafter thefire, theStateGovernmentannouncedupto$3,000 inemergencyhelpforaffectedhouseholds and declared the fire a StateNaturalDisaster.Thisdeclarationtriggeredsupport under theWANatural DisasterRelief and Recovery Arrangementsincluding emergency accommodation,food,essentialclothingandcounselling. SinceIannouncedthepackage,RiskCoverhas begun the process of registering andassessingclaimsfromthosewhosufferedlosses. RiskCover has a direct phoneline - (08) 9264 3879 - for residents toregisterdetailsoftheirclaims.RiskCoverhas placed advertisements in theWestAustralian and community newspapersoutliningtheschemeandprovidingcontactdetailstoregisterclaims. A number of property owners or theirrepresentatives have been in contactwith RiskCover and I am advised thatapproximately90registrationshavebeenreceivedsofar.RiskCoverhasappointedalossadjustingcompanytoprovideafairandindependentassessmentofclaims.Claimswillbeassessedandresolvedasquicklyasreasonablypossible.IunderstandthelossadjustorhasspentaconsiderableamountoftimeinToodyayandhasalreadymetwithmanyresidents.

Financial Assistance Package UpdateA Brief Ministerial Statement from the Premier of Western

I am pleased to inform the House thatthe loss adjustor has completed some oftheassessmentsandIhavesignedoffon$599,000forthefirstsixpayments,whichshould be received by property ownersshortly. These payments range from$29,000tothemaximum$190,000. I remind the House that, given thediffering reports and investigations intothe cause of the fire, any questions ofnegligence and liability can only beresolved in a Court of law. Claimingassistance through the Government’spackagewill not impact on anyperson’slegalrighttotakeactioninrelationtothefire.Peoplereceivingpaymentswillnottohavetosignanydeedwaivingtheirrightstofuturelegalaction. Whilethepaymentsarenotintendedtocover thefullextentofpeople’s losses, Ibelievetheofferoffinancialsupportisfair.ThestrongresponsetoRiskCoversincethepackagewasannouncedgives support tothegovernment’sapproach. Thepackageistargetedatpropertylosses.Iknowthattherehavebeenmediareportsabout injuries sustained in the fire by avisitingChinesestudent.IreiteratethattheStatefundedhermedicaltreatmentdespitehernon-residentstatus.Wewerehappytodothis. Wearenowagainentering thebushfireseason.Therehavealreadybeenfires.OnbehalfoftheGovernment,Iwouldliketoacknowledge once again the invaluablecontributionmadebyboththeprofessionaland volunteer fire fighters ofWesternAustralia.Wearedeeplygratefulfortheireffortsandcommunityspirit. All residents of our fire prone bushregions need to support the fire fightersby heeding their advice, and the adviceandrequirementsoflocalgovernments,asregardspreparation.Itisvitalthatpeopleplay their part by preparing their ownpropertiesandtheirownbushfireplans. It is also timely to remind people toreviewtheirowninsurancecover. Wehavehadaverydrywinterandwecanexpectaseverefireseason.Let’smakesurethatthereisnorepeatoflastyear’slosses.

SHORTLYafter thecommencementof theNovemberCouncilmeeting,standingordersweresuspendedtoallowforthepresentationofNationalMedalsforlongtermvolunteerFire andEmergencyServices.ANationalMedalwas awarded toAllanHenshaw for15years service.Allan isamemberof theCoondle/NunileVolunteerBushFireBrigade. KimandSusannaMaddrelleachreceivedtheirFirstClaspwhichisinrecognitionofafurther10yearsofservicebeyondtheinitial15years.KimandSusannaaremembersoftheMorangupVolunteerBushFireBrigade. ThePresentationwasmadeby theShirePresident, Councillor KevinHogg. Therecipients were warmly applauded byCouncillors, staff and the gallery.All ourvolunteers are to be congratulated for thefineefforttheydoinprotectingthelifeandinterestsofallofourcitizens.

BeforetheCouncillorsmovedintodebatingtheOfficer’sRecommendationstherewasapresentation to three of our long servingvolunteerfire-fighters.This is reportedonelsewhereinthisedition. It’s hard to believe that therewere noquestions taken on notice at theOctobermeeting.Howtimeshavechanged!Festival of PlentyThis year’s Street Partywas renamed the‘Festival of Plenty’ and incorporated theturning on of the streetChristmas lights.Whatafantasticdisplayitpromisestobe.Theroadclosureapplicationforthiseventwas a little late being presented to theShire,necessitatingadecisionofCouncil.Councillorsapprovedthisevent,9-0withoutdebate.Temporary Mailbox RoomEarlyintheNewYearthePostOfficewillbemovingintothenewSupermarketcomplex.

But,inthemeantime,thesmallroomofpostboxesat thebackof thepostofficehad tohave its temporarypermit renewed.WealllookforwardtothenewfacilitybutitwillbealittlesadnottohavethepostofficeinthePostOfficebuildingafter113years.Therenewalwasgranted.Commercial/Residential DevelopmentForasecond time, there isaproposal foramixedusedevelopmenton thesitebetweentheBendigoBank andShoemakerHouse.Similartothepreviousapplication,approvedbyCouncil,thisoneinvolvestheuseofpartoftheBendigoBankcarparkarea.However,thistimetheCouncilisdemandingmuchmorefromthedevelopers.It is interestingtonotethattheCouncilhasbothadirectcommercialinterestastheownersofthelandandbuilding(the Bendigo Bank) and the regulatoryresponsibility for planning approvals – inotherwords, aconflictof interest.Toodyaycouldbenefitfromhavingadifferenttypeofaccommodationavailable,whatwemightcall‘executivestyle’.Therewasalsoaninterestingdiscussionaboutaccesstotheriverandhavingtheviewtoandacrosstheriver(riverbedthisyear)asafeature.Inthe19thandquiteabitofthe20thcentury,theriverbankwasverymuchthebackyardandeventherubbishdump.Theideaofbeautifyingandmakingpublicaccesstotheriveranditsenvironshaslongbeenthedreamofmany.Aftermanymeetings andmuchdiscussionbetweenthedevelopersandtheShire, itwillbe interesting to see if thedevelopmentgoesahead.Extractive Industry LicenseAn application for an extractive industrylicensehasbeenapprovedforasandpitonapropertyalongMountRoad.TheShirehasaslidingscaleofchargesforextractedearthmaterial.Itrangesfromnochargeforlessthan2,000tonnesperyearto50centspertonneforover10,000tonnes.CouncillorPrateraskedifthatmeantthefirst2,000tonneswasfree,thenext8,000tonneschargedat25centspertonneandanytonnageover10,000at50centspertonne.ThePresident,CouncillorHogg,didn’tgiveayesornoanswer,(hewasalawyerinapreviouslife,wheretheynevergiveyesornoanswers, theyonlymakewitnessesdothat,)butreferredtothewordsinthescheduleoffeesandcharges.Thatdocumentisambiguoussoittookquiteatimetoworkoutwhattheansweris.I’mstillnotsure,butIthinkit’sYES.Allofthatwasasideissuetowhethertheapplicationwasgrantedornot.Themotionwaspassed9-0.Home BusinessAnapplicationforafurniture-making,homebusinesswasthenextitemontheagenda.Thisis in theJulimararea inaRuralResidentialzone.Theproponentswillhavetogetanoisereport fromaqualifiedexpertbeforegoingaheadwiththeirproject.Dog PolicyLocalPlanningPolicy15(LPP15),keepingof three tosixdogscameup fordiscussionagain.Thissubjectbringsoutabitofbarkandsnarlandhastakensometimetoresolve.SomeminorchangesweremadetotryandclarifythingsfortheShirestaff.Itdoesnotchange

thefactthatthekeepingofmorethantwodogshastobeappliedfor.Standpipe ChargesTheWaterCorphasinformedtheCouncilthattheoneandonly standpipe in theToodyayareahashaditsstatuschangedfromacountrystandpipe to a commercial standpipe.Thismeansasignificantincreaseincosts(niceoftheWaterCorpinadroughtyear).Thenewcharges commencedon1December2010.Consequently, theShirehas to raise its feeto thewater carriers from$2.50perKl, to$4.50perKl.TheWaterCorpisalsogoingtoincreaseitsannualservicechargefrom1July2011,sothatwillcomeupinthenextbudget.Unbelievably,Councillor Firns had somedifficultyingettingtheCounciltoagreetoaletterbeingsenttotheWaterCorpseekinganexplanationand justification for thechangeinstatus.Weallknowthatthedecisionwon’tbechanged,butsimplyallowingittohappenwithoutawhimperwouldnothaveservedthebestinterestsoftheToodyayresidents.New Works DepotAlotofworkandplanninghasbeendonebyouradministrationstafftofixthemessthattheworksdepothadbecomeunderthepreviousCEO.Amongst other things, theToodyayRaceClubistobeofferedoneoftheshedsasareplacementforfiredamagedinfrastructureat theRaceCourse.Communitygroupsaretobeofferedsomelandatthewesternendofthecomplex.Community RadioTheprevious item leads straighton to thisitemas thecommunityradiowillbeoneofthecommunitygroupstooccupypartofthatwesternportionofthenewWorksDepot.

Thetechniciansaidtotypeintotheaddressbar ofmy internet explorerwww.ammyy.comandclickon‘runammyyadmin’. Just before I did this, I asked if itwasgoingtocostmeanything.Herepliedthatitwouldn’tcostmeanythingifmycomputerwasstillunderwarranty.Mycomputerisafewyearsold,sohesaidIwouldhavetobuyatwo-yearwarrantyextension.Isaid,“Nothanks,”andhehungup. I then typed ‘ammyy’ into theGoogleSearchEngineandcouldseestraightawaythatitwasascam.Apparentlythesepeopleare linked to credit card scams and, onceyouaccept,theyhaveremoteaccesstoyourWHOLEcomputerincludingyourpersonalinformation.Apparently theyare targetingWAatthemoment. I have since found out that they calleda friend’smotherwho is in her 70s. Shereceived an email that looked like itwasfromherdaughter andwascaught.At thetimeoftheemail,shehadalreadylost$120and,althoughbelievedshe’dremovedmostoftheprogramme,shehasnoideaifitisallgone. DON’TBESUCKEDIN–ITWILLCOSTYOUDEARLY.

Firstly,atthispointintime,thereisorhasnot been anymention or consideration astowhere theToodyayMen’sShedwillbehoused permanently. Secondly,when theMen’sShedisbuilt, it isstrictlyforMENonly.Thewomen in our town are cateredfor very nicelywithCWA,CraftGroups,etc.Thirdly,undernocircumstanceswilltheShedbeusingloudmachineryandworkinginto the night; the hourswill be strictlyduringdaylightandpossiblyonlyforafewhours during theweek.Also, it should benoted that therewill be no loudmusic orother loud and aggressive noises to causeproblemstoothers. To put it in a ‘nut shell’, theToodyayMen’sShedisforthewellnessofourmalecommunity and for the friendship andfraternitythatwilldowhatourmottocallsfor:“BlokessupportingBlokes”. Wherethenotionofenormousindustrialsizedshedstorunmachineryearlymorningto late evening togetherwith loudmusic,orgiesanddancepartieshascomefrom,hasgotuscompletelypuzzled. Should anybody hold these ridiculousviews,Iinvitetheirenquirywithmeatanytime,asIwouldbepleasedtoconveytothemthetruthandtoallayanyoftheirfears. Ourproblemisthis. Wenowhave59memberswhorangeinagefromapproximately45to80+,someingoodhealthwhilstotherslessso,somewithamotorvehicle,somewithout,lookingforsomewhere to call ‘home’ in the formofpremiseswherewecanBUILDourshed. This‘shed’iscalleda‘shed’symbolicallysoastobeassociatedwiththeAustralianconcept of everyman has his own shedat home.However, this is not a personalshedbuta‘groupone’wheremenofALLnationalities,creedsorreligionscancometogether to enjoy each other’s company,toseekadvice,mentoringforouryouthorcounsellingor just toget ‘something’offtheirchest!Itwouldappearthattheseaimsof themembership are creating a threattosomeintheir ignoranceastowhatourAGENDAis;letmetellyou,wedonothaveone. We havemade several submissions tothe Shire only to be enmeshed in localprejudicetoanythingthatmaybeofvaluetothecommunitybeingundersuspicionofgettingsomethingfornothingor“what’sitgoingtocostme” Againtheanswerisnothing. WhatwearetryingtodoisgettheShireCounciltogive/leasefora‘peppercornrent’landonwhichwecanbuildastructure,fullyinkeepingwithShireguidelinestohouseourorganisationandtoolstofacilitatetheuseaspreviouslystated. Wewillgetfinancialfundingfromseveralsources thus not placing any financialburdenontheShire. TUCKEDawayfromthenoiseandcrowds,thefilm‘AttheCoalface’wasscreenedintheMemorialHallonSunday21November. Documenting parts of the bushfirerecoveryeffort inVictoria, it showedhowtheartshelpedinrebuildingandengagingcommunitiesandassistedthemwithcopingwithchangeswroughtbythefires. Witnessing the evident power of thedifferentprojectsinengagingandreunitingfragmentedcommunitieswasverymoving. Questionnaireswere available for thoseattendingtoindicatewhattheywouldliketoseehappenhereandwhethertheywouldbehappytoparticipateinsomeway. There was an excellent response andsome very positive ideas have emerged.Importantlymanyarealsokeentobeactivelyinvolved. WehavejustcompletedourAnnualPoppyDayAppealwhichwasagainsupportedsowellbyourmarvellousToodyaycommunity.OurnormalRemembranceDayservicewasheldatANZACParkon11Novemberat11amandwasverywell attendedbyour communitywithapproximately60individualspayingtheirrespects. OurannualStreetStall and rafflewason12and13November.Theamountofsupportwegotforthiseventwasexceptional.SinceIhavebeeninvolvedwiththeRSL,thiswasby far themost successful stall conducted.Wesincerely thankall themembersof theToodyaycommunityforthesupportyouhavegivenus.ImustsayaspecialthankyoutotheRSLmembers’partnerswhosuppliedsomuchproduceontheday.Igiveaveryspecialthankyoutotheindividualsinthecommunitywhodonotbelongtoourorganisationandstillsupplyuswithsuchalotofproducetosell.Itmakesusfeelsohumbletobelongtothiscommunity. Thefirstyear,2009,wesenttwostudents,MorganGoodmanandJakobKidd.Thiswasnotverysuccessfulasfarasgettingfeedbackto theother studentsasMorganwashome-schooledandJakobwenttoNorthamSeniorHighSchooltheyearhewenttoBorneo.Thisyear,2010,wesentSaraCatowhoagainwasnotattendingToodyayDistrictHighSchoolwhenshewenttoBorneo.ButSarahasbeenverygoodwithhertime;shehasmadetimetogo toToodyayDistrictHighSchoolandgivenherpresentationtotheRSLandotherorganisations.

Cameron ForbesFORJimHughes,VicDey,KeithLangdonandtheirsurvivingDiggermates,thereisaparticularpoignancyaboutRemembranceDay.TheirwariscalledtheForgottenWar.In June, 1950, short years after themassslaughterofWorldWarII,theKoreanWarburst upon aweariedworld. It ended inbloodiedstalemate,backwhereitstarted,inJuly1953. It was a war where the strategic andideological stakes were enormous.AswavesoffightingandwavesofdeathsweptupanddowntheKoreanpeninsula,anarenafortyrantsandtitans,therewasthethreatofusingtheatomicbomb.TherewastalkofWorldWarIII.ThiswastheColdWar’shotwar,wheretheconfrontationofwordsandideasbetweenCommunismanddemocracyturnedviolent.Perhapsfourmilliondied. YettheKoreanWarhasbeenlostintheshadowsofthegiantglobalconflictandinthe glare of the bitter divisiveness of theVietnamWarthatcameafter.Memoryandmourning have been leftmostly to thosewhofoughtandtheirfamilies. ConsiderthestoryofVicDey,aworkingclass boy from theMelbourneworking-classsuburb,Preston.Deyhadbeenbornin1930onApril25, thedaywhichgrewto become the celebration ofAustralia’snationalidentity.DeywenttofightinKorea,avolunteer,asallKoreanDiggerswere. Deywentintoactionforthefirsttimeonthenightof12July,1952.Hewasamemberof3RAR(3rdRoyalAustralianRegiment).Fighting patrol Oboe’s mission was toattackaChinese-heldridgeandattempttosnatchaprisoner.TheChinesepositionhadbeenbombardedforsomehours.Whatthe25menoffightingpatrolOboedidnotknowwasthattheMarinepilotshadstrafedHill115inaccuratelyandthatintelligencethatthe ridgewas lightly defendedwas plainwrong. Theydid,andforatimeitlookedasiftheUnitedNationsforceswouldbesweptoffthepeninsula.Thewarwasfrozeninarmisticemoreorlessalongthe38thparallel. SomeAmerican soldiers said, withbitterness,thattheyhadbeenthereto“dieforatie”buttheUNinterventioncertainlyhad an impact on the ColdWar and itprevented the swallowingofSouthKoreaby thedictatorKimIlSung, founderofabrutaldynasty. Australians fought with distinction.The Battle ofMaryang San, where JimHughes,newlygraduatedofficer fromtheRoyalMilitaryCollegeDuntroon,wontheMilitaryCross,was described by officialhistorianRobertO’Neillas“oneofthebestbattalion battles in our nationalmilitaryhistory of over a hundred years”. In anearlier iconic battle atKapyong, 3RAR,inadesperatestand,helpbluntamassiveChineseoffensive. Therewasabloodcost:340Australiansdied in theKoreanWar.KeithLangdon,who fought in both battles, remembersin particular Denis O’Brien. O’Brienwho fought underage inWorldWar II,volunteered forKorea,waswounded andrepatriated toAustralia, but rejoined hismates. Twenty-five years old,O’Brienwas thefirstDiggertodieintheBattleofMaryangSan. His familymourns still, but takescomfort in the knowledge that Denisbelieved hewas fighting for a cause.Aleft-wingCatholic,hewrote tohis familysayinghewasopposed to communism: itwasdiscreditinganddestroyingthesocialisttraditionandwhat itstoodfor in termsofhumandignity. South Koreans are saddened by thecontinuing division of their country butrememberwith deep gratitude theUnitedNationssoldierswhoenabledthemtotakethepathtofreedomanddemocracy. The only difference is that thesepeoplehavedecidedtohelpourcommunitybyfightingfires.How do the brigades operate?How brigades conduct their internaladministrationvaries.Theconsistentthingisthatmembers,afterundergoingtraining,make themselves available and respondtocallsthroughapagersystemandSMSmessages.Somepeopleareonlyavailableonweekendswhile others are availablemid-weekaswell.Othersoperate radios,clean sheds and vehicles, prepare foodduringthemajorfiresandlotsmore.Who pays for the brigades?Inthelongrun,we,theratepayers,providethemajorityofbrigadefunding.Withourrates,we all pay anEmergencyServicesLevy(ESL).ThisiswhatisusedbyFESAtoprovidevehiclesandmajorequipment.TheShireisalsoallocatedmoneyfromtheESLtoprovideuniformsandtomaintainthe equipment and basic fire sheds. Foranything extra, such as buying fridgesand freezers, tables and chairs, first aidequipment, building toilets, building andfitting out a kitchen, setting up a radioroom,etc,thebrigademembersundertakefundraising.Why does it take brigades so long to get there when you call 000?Remember that these people are allvolunteers.We don’t have firefighterswaitinginuniformatthefireshedsforafirecalltocomethrough.Firefightershavetostopthey’redoing,drivetotheirfireshed,putontheiruniformsandthendrivetothefire.Itwill takeabout10minutestoturnout and then there is driving time to thefire,sotheremightbeanother10minutesbefore the first vehicle arrives. For theperson being threatened by fire, this canseemlikehours.What’s the difference between bush fi re brigades and FRS?FRS have red truckswhereas bush firebrigade vehicles are white and FRSmembersdoadditionaltraininginrelationtostructuralfires,buttheyarestillvolunteersandturnouttostructuralfiresthroughouttheShirenotjustintown. Please remember that therearenopaidfirefightersintheShireofToodyay.Thereare five Volunteer bush fire brigadesscattered throughout theShireandaFireand Rescue Services (FRS) brigade intown.Can you help your local brigade?Don’tsayyoudon’tknowwhattodo–weallstartedthere–becauseyouwillbegiventrainingbeforeyouareallowedtoattendafirecall-out.Thosewhocan’tbefirefighterscanstillhelp. OnTuesday, the big bike ridewas thechallengeandafewmoreteacherscameandhelpedout:MrWadley,MrsKnowlesandMrPoutney.OurfirststopwasTriggBeachandwehadasnackandadrinkandsetoff forScarborough.Cottesloewaswherewehadourbigbreak.Afteranicerelaxinglunch-breakonthegrass,overlookingtheclear,bluewaterwerodeoffagaintootherplacesforaquickstopand,soonenough,wegottoWoodmanPoint(southofFremantle).ThatnightwedidascarytourofFremantlePrison.Nextday,beachandclimbingactivitiesfinishedusoff. IFyou’veeverwonderedaboutthefactthatpeoplehaveusedpeatfortheircookingandheatingforaslongascanbe,it’spossibletoseewhy/howintheMalkupReserveinJulimar. As Imentioned in lastmonth’s paper,

a number of brigades held a controlledburninthereserveduringSeptember.Thecreekwas dry-ish butwith lots of greenvegetation.Weweresurprisedathowwellthevegetationactuallyburned,infact. Anyway,thebottomofthecreekismadeupofpeatwhich,accordingtoWikipediais “an accumulation of partially decayedvegetation matter.” The problem withpeatisthatitisdensebuthasairpocketsthroughoutandso,evenwhencoveredwithwater,itcanremainalightunderthesurfaceand reignite.And it does! It has andwillcontinuetodosoforsometime. It’salsosparkedafewsmalloutbreaksthathavecausedsomeconcerntoneighboursofthereserve.We’vebeendowntherequitea few times, now, andwill probably beheadinginthatdirectionafewmorebeforethethingfinallyburnsitselfout. Training in November was a specialsession entitled, “How to put out a peatfire.”We had a pretty good turn-out ofinexperiencedfirefightersandwereabletoshowthebenefitsofteamworkandusingtherighttoolsforthejob.Westilldidn’tputallthepeatout,justthebitsthatwecouldsee.December training (Sunday,5December,10am–12)willinvolveOSHissuessuchasthe‘fend-off’position,placementofroadconesandsigns,parkingonthefiregroundandsomeotherthings.PleasewearPPE. TheBrigadehadapresenceatthe‘ToodyayFestivalofPlenty’on26November,doingour usual thing, selling raffle tickets andhanding out brochures,DVDs and such.Morenextissue. AFTERnearly two years of consultationand hardwork, theToodyayCommunitySafetyandCrimePreventionPlan(TCSCPPlan)2010-2015hasbeencompletedandiswiththeOfficeofCrimePrevention(OCP)forendorsementandfundingapproval.ThisisagreattributetotheWorkingGroupwhohavedevelopeditandacredittoallthoseinvolved. The story behind the evolution of thePlangoesbackmorethantwoyears.Thelocalcommunitygroup,ToodyayInvestinginCommunities (TIC), began advocatingparticipationbytheShireofToodyayasfarbackas2005.WhentheShirewasunableto commit to that involvement, theTICCommittee resolved to seek funding onbehalfofthecommunity.InJanuary2009

anagreementwassignedbetweentheOCPandTICtodevelopthePlan,withfundingprovidedbytheOCP. TIClookedatotherplansdevelopedforlocal governments throughoutWesternAustralia, inmost cases by consultants.$10,000was allocated to develop Plans,with the consultants being awarded thebulk - if not all - of this funding. TICwasadamant that thismoneyshouldstayin the community, so agreed to developthe plan themselves. In the process,TICundertooktorevisetheirowncharter,andagreedtochangetheirnametotheToodyayCommunitySafetyandCrimePreventionCommitteeTCSCPC). Development costs of the Plan werekept to aminimum, and after allowingfor printing, theTCSCPC should comeoutwith over $7,000 to add towards theimplementationofthePlan,withtheOCPaddingastandardcontributionof$20,000ininitialfunding. Itmaynotbeuntilmid-DecemberbeforetheTCSCPCisadvisedbytheOCPoftheendorsement of the Plan, and theywon’tmeetuntiltheNewYeartobeginthetaskofimplementation.Meanwhile,thecommitteemembersmay have something extra tocelebrateatChristmas.

Benefi t from Grants VOLUNTEER bush fire brigades fromacross ruralWAwill benefit from a totalof $80,000worth of funding as part ofWestern Power’s annualVolunteerBushFireBrigadeGrantsprogram. WesternPowerManagingDirector,DougAberle, said each year the organisationprovidedlocalvolunteerbushfirebrigadesthe opportunity to apply for up to $5000eachinfundingtoassistinthepurchaseofmuchneededequipmentandsupplies. “Thisyearwearepleased tobeable togrant a total of $80,000 to 27 brigadesacrossregionalWA,”MrAberlesaid. “Volunteers who donate so much oftheir time and hardwork are pivotal incommunitiesandthesegrantsareonewaywe can acknowledge and support theirefforts.” OverthepastfouryearsWesternPowerhas provided$380,000 in funding to 117volunteerbushfirebrigades. Western Power’s grants have enabledbrigades to purchase vital equipmentincluding subsidised connections to theWestern Power grid, hand-held radios,officesupplies,GPSsystems,trailers,watertanksandportablewaterpumps. “We know bushfires have the potentialtodevastatecommunities,andthedangercan escalate if electrical infrastructure isthreatened,”MrAberlesaid. “WesternPowerrecognisestheimportantservice these volunteers provide thecommunityoverthebushfireseason,andwehavecommittedtocontinuingthissupportintothefuture.” All grant submissions were reviewedbyapanelofrepresentativesfromFESA,TheAssociation ofVolunteer Bush FireBrigadesandWesternPower. THEP&ChadaninformativemeetingwithboththeShirePresidentandtheActingShireCEOwhowereguestsatourmeetingon17November 2010 to discuss the footbridgeissueandothers. Thefootbridgeapproachtoourschoolistheonlypracticalwalkingaccesstotheschoolforthechildrenandparentsthatwalktoandfromourschooleachday.Becauseofschoolaccessibilityproblemsbyroad(iesingleroadaccesstotheschool),italsoprovidesanotheroption as a dropoff point. It is estimatedthat some300 to400children/parentsusethis footbridge on a daily basis.We alsoneedtoremindtheEducationDepartmentoftheireducationalresponsibilityinprovidingschoolaccessibilityoptions.Ourschool isuniqueinonlyhavingasingleroadaccess.Itisanessentialbitofinfrastructuretoboththecommunityandtheschool. Thisnoteisacallforsupportfromschoolparentstowritetoourlocalpoliticians(GrantWoodhamsetal)toexplaintheneedtofixthis footbridge.Contact your local ShireCouncilrepresentative(verballyandwritten)andlet themknowyourposition.Write totheDirectorGeneralofEducationandourDistrictDirectortoletthemknowweneedtheirsupportonthisissue. TOODYAY FOOTBRIDGE

FACT SHEET

1. TheToodyayFootbridgewaspreviouslyin the ownership of the EducationDepartment ofWesternAustralia(EdWA).

2. Council,atitsMeetingof26October2000,consideredarequestofEdWAtotransfertheownershipoftheFootbridgetotheShireandresolvedasfollows:That Council advise the Education Department of Western Australia that in view of the importance of this footbridge to its community and its primary link to the Toodyay District High School, Council accepts the transfer of the Toodyay Footbridge from Newcastle Park to the Shire of Toodyay effective immediately on the basis of:

1. $85,000 being paid by the Education Department of Western Australia to the Shire of Toodyay in recognition of immediate works required and long term liability, two payments to be made as follows: a. $60,000 in the 2000/2001 financial

yearb. Balance of $25,000 to be paid in

the financial year commencing 2001/2002 and these funds to be

completely paid by the conclusion of the 2005/2006 financial year

2.Thatanappropriatereserveaccountbeestablishedforthefunds.

3. TheFootbridgewastransferredtotheownershipoftheShireofToodyayon27April2001.

4. In2009,theconditionoftheFootbridgebecameofconcerntobothCouncilandthecommunity, resultingin theShirefinancinga“ScopeDefinitionReport”whichwas prepared by ConsultingEngineers,BGandEPtyLtd.TheReportconcludedasfollows:

•The existing timber superstructure is in very poor condition and should be replaced.

•The existing timber substructure is in fair to good condition with adequate capacity (subject to some repair work) to support the replacement superstructure in accordance with AS 5100 code requirements.

5. Indeliberatingoneachrecommendationcontainedwithin theReport,Councilagreed that its preference was topursue the following superstructurereplacementoption:Reconstructed spans with steel beams including design and documentation - $767,000.00 with timber deck… An additional cost of $90,000 to modify/rebuild the abutments and repairs to the substructure is applicable to each of the Superstructure options.

6. On the basis of this outcome, anestimatedtotalof$857,000isrequiredtorefurbishtheFootbridge.

7. Council has provided an allocationof $600,000 to part finance thisundertaking in its2010/11MunicipalBudget.Theshortfallof$257,000washopefullytobefinancedbyEdWA.

8. Incorrespondencedated9July2010,the Shire of Toodyay requestedEdWA to set aside $257,000 in its2010/11CapitalWorksBudget as acontributiontothisproject.Inthesamecorrespondence,thefollowingrequestwasalsomade:Accepting the tight fiscal constraints under which EdWA operates, the opportunity to explore innovative financing arrangements to enable the project to proceed would be appreciated in the event that the $257,000 request is beyond the scope of EdWA’s current capital works Budget.

9. Incorrespondencedated23September2010, EdWA confirmed, in part, asfollows:I acknowledge the importance of the footbridge as essential infrastructure for both the community and for access to and from the district high school…Whilst I accept your comments on the deterioration that has occurred to the bridge, the Department’s position is clearly that bridges do not fall within the realms of its core business. You would appreciate that the Department has constant pressures on its budget to maintain high levels for educational opportunities across the State, and I therefore regret that I am unable to provide funding assistance for your bridge refurbishment.

10.Onthebasisofthisresponse,thereisa projected shortfall of $257,000 inrespectofthisproject.

11.OntheadviceofaShire’sConsultingEngineer,LocalGovernmentInsuranceServices (LGIS) and theShire’sownmaintenance staff, the bridge posesasignificant liability in termsofusersafetyand, as such, thedecisionwasmadetoclosethebridge.TheSchoolwasnotifiedofthisdecisioninadvanceofitbeingimplemented.

12.ThedecisionoftheShiretoclosethefootbridgewasnot taken lightly.TheShireiswellawareoftheinconveniencethat this decisionwill cause but felt

obligatedtomakethisdifficultdecisionhavingregardfor the inherentrisk topublic safety, in particular the safetyofchildrenbeingtheprincipalusersoftheBridge.

13.TheShireisdoingeverythingwithinitspowertosecuretheshortfalloffundstoenable thebridgerefurbishment toproceed.

14.TheShirehasengagedConsultantstoprepareatenderspecificationbasedontherecommendationscontainedwithinthe“ScopeDefinitionReport”inorderfor theShire toproceed immediatelytotenderintheeventthatthefinancingshortfallissueisresolved.

Business teacher and alpaca breeder,AngelaBartels,put together theexcursionpackagehighlightingtostudentsmanyofthebusinessopportunities that theagriculturalsectorcanprovide.

Showcasinga‘reallife’exampleofsmallbusiness and creating cross curricularlinkswith the agriculture department atLockridgeSHS,Angelaencouragedstudentstounderstandtraditionalbusinessissuessuchasfinance,marketingandqualityofproduct.Studentswerealsointroducedtootherissuespertainingtoastudindustryonthevergeofproducingcommerciallyviablefibre, suchasthecostoffeed,nutrition,stockingrates,etc.AssistingAngelawas guest speakerIsi Cameron from 1300Alpaca.comwhodiscussedwith students the importanceofvalueaddingandthebenefitsofe-commerceinsmallbusiness. Students were surprised to hear thatAlpacaswere first brought toAustraliaby Charles Ledger in the 19th century.UnfortunatelythisinitialventurefailedandalpacaswerereintroducedintoAustraliain

thelate1980sandhavenowbeenpartofthefarminglandscapeformorethan20years.

Now successfully used as herd guards,protecting sheep, goats and chooks fromfoxesandotherpredators,alpacasformpartofsustainablefarmingpractice.Alpacasareenvironmentallyfriendlyleavingasmallerecologicalfootprintthanthenativekangarooandaremore efficient feeders than sheep.Addtothatthecurrentpriceofalpacafibrewhich canbe ashigh as$65perkilo, theindustry has the foundations for a veryproductiveandviablefuture. Many of the students had never seenan alpaca up close so the studentswereprovided with some basic knowledgeand an introduction to the newarrivals atTreechange:springcria.Studentsweregiventheopportunitytofeelthesofthandleofthefleeceandweighthecriatoensureweightgainwasprogressingattheappropriaterate. At morning tea break, students weretreatedtohome-madealpaca-shapedbiscuits(defi nitely no alpacas were harmed during

the baking process).Laterstudentsweresplitintothreegroupsandallwereencouragedtotakepartinthehands-onactivities. Safety for both students and livestockwasapriorityduring thedayand thefirstactivity involved instructing students onhowtoholdanalpaca,putonahalterandcommencehaltertraining.Thesecondgroupwere involved in pregnancy testing usingboth spit-off and electronicmethods.Thefinalgroupbecamefleeceassessorsinaminicompetition,usingtheirnewfoundskillstoselectthe‘championfleece’. The Meaning of ReturnOn the meaning of the return of Christ anti cipated by Christi ans, Abdu’l-Bahá, the Centre of the Covenant in the Baha’i Faith gave the following explanati on:

But on the day of the transfi gurati on on Mount Tabor Christ said plainly that John, the son of Zacharias, was the promised Elias….The explanati on is this: not the personality, but the reality of the perfecti ons, is meant -- that is to say, the same perfecti ons that were in Elias existed in John the Bapti st and were exactly realized in him. Therefore, John the Bapti st was the promised Elias. In this case not the essence, but the qualiti es, are regarded…. For example, there was a fl ower last year, and this year there is also a fl ower; I say the fl ower of last year has returned. Now, I do not mean that same fl ower in its exact individuality has come back; but as this fl ower has the same qualiti es as that of last year -- as it has the same perfume, delicacy, colour and form -- I say the fl ower of last year has returned, and this fl ower is the former fl ower….Now observe that in the sensible [physical] world appearances are not repeated, for no being in any respect is identi cal with, nor the same as, another being. AtourNovembermeetingwedealtwithseveralinterestingissues:foundationstoneencapsulation,producingfillersforToodyayCommunityRadio on scintillating topics,selectingLenLeederasourrepresentativeontheSteeringGroupfortheToodyay175thBirthday celebrations, recent interestingbookdonationsontheIrishinWAandtheChildren’s Friend Society and bush firememory recordingand interpretation.Oneofmembershasjustcompletedthefirstpartof a project to produce a comprehensivesearchablealphabeticallistofalltheToodyaydistrictpeoplelistedintheWAPostOfficeDirectories(1893-1949). We have organised a great programmefor our 30thAnniversaryDinner in theFreemasons’Hotel on 25November, theactualanniversarydayoftheformationofourSociety.Bythetimeyoureadthis,wewill have enjoyed two book launches, a

specialbookpresentationandsundrypiecesofentertainment.Wewillhaveenjoyedthepresence of our new Patron,Mr.HectorWoodandhiswife. EveryoneisawareofAlisonCromb’sThe history of the Toodyay Convict Depot: a tale of the convict era of Western Australia(See the review elsewhere in the paper.)BethFraynehasbeenfuriouslyworkingonPart 2 (1901-1950) ofThe longToodyaychronology, due to be launched at theanniversarydinner.Itisveryhardforhertoleaveanythingout,evenwhenthedeadlineislooming.Itwillbeagoodread,butBeththinks shewon’twant to read it again forquitesometime! Alisonhas readwidelyonher subjectincludingcopiesofColonialReportsthathavebeenstored inLondon, frequentingthe State Records Office, the BattyeLibrary andLandgate.She alsodrewontheprintedworkofJohnVincentBarryandhispublication,Alexander Maconochie of Norfolk Island OxfordUniversity Press,AmenHouse, London, 1958 andCherryGertzel’sBAhonoursthesis,TheConvictSysteminWesternAustralia,1850-1870,UniversityofWesternAustralia,1949. WHENmyhusbandandImovedtoToodyayelevenyearsago,Ilovinglytransplantedourthrivingyoungcumquattreeintoapotandpoppeditunderourverandah. Every year,wewatched it growa littleand, despite enduring the ravages ofdrought, heat stroke, insects and neglect,every year itwould recover, grow somelovelynewshinyleaves.Andsothecyclewould continue.We laughingly called itour‘bonsai’cumquat.Somethingwaseveneatingthelittle,orange-colouredfruit,manyofwhichhadanibbletakenoutandwerescatteredontheground.Bangwentallmyplanstomakejamor,evenbetter,brandiedcumquats… The reason I’m speaking of our littlecumquat tree in thepast tense is that, theother night, we were sitting under ourverandah, when a bloody big kangaroosauntered up our back steps, clapped hiseyesonourcumquat treeandcompletelydemolisheditinthreemouthfuls.Wewereabsolutelyspeechless. After a long pause,we looked at eachotherandburstout laughing.Welaughedand laughed as the kangaroo continuedto eat hisway through our potted plants(chomp,chomp,chomp)and,as the tearsrolled down our faces and our belliesachedfromallthatuncontrollablelaughter(chomp,chomp),westruggledtoourfeet,doubled over, andwent inside (chomp,chomp.) On 4 October 2010, the Water Corporation advised the Shire of Toodyay as follows:“The Water Corporation is in the throes of converting a number of Local Authority Standpipes to Commercial rating based on the predominant commercial use of the service. The Shire of Toodyay standpipe on the Northam-Toodyay Road (A/C N° 9007933760) is due to be converted to a Commercial service from 1 December, 2010.This Standpipe is currently rated as a Country Standpipe with the following charges; Annual Service Charge - $186.60 Consumption - $1.128/kL Once converted to a Commercial service, the following charges will apply; Annual Service Charge - $5,853.90 (Commercial service annual charges are based on the size of the meter - this meter is an 80mm meter)Consumption - First 300kL - $2.969/kL - Over 300kL - $3.885/kL”

Due to the short notice provided to the Shire of Toodyay by the Water Corporation, a report was not able to be presented to the Council until the November meeting.At its Ordinary Meeting held 18 November 2010, the Council resolved as follows:

“That:1. As of 1 December 2010, Council increase the cost per kL of standpipe water to

$4.50 due to the increased cost burden placed on the Shire of Toodyay by the Water Corporation; and

2. The fee increase be relayed directly to all registered standpipe users in the Shire and to the public via local media publications.

3. The Shire of Toodyay correspond with the Water Corporation to discover their rationale and their application of charges for a country stand pipe versus a commercial standpipe.”

Western Power Prepares for Early Bushfire Season

WITH the arrival of warm summertemperatures following one of the driestwinters on record,Western Power ispreparing for a particularly bad bushfireseason. Western PowerManagingDirectorMrDougAberle said the businesswas fast-trackinghighprioritywork. “Each year we prepare a BushfireManagementPlanthatcoversallaspectsofbushfiremanagementincludingthewayweoperatethenetwork,howweprioritiseworkandhowwealterworkpracticesonhighfirerisk days, including emergencyhelicopterpatrols of our assets.This yearWesternPowerhasfasttrackeditsassetreinforcementandreplacementworkinhighandextremefireriskzones. “Western Power also has fire responseteamsreadytoassistFESAatthesiteofafire,”MrAberlesaid. “Western Power’sNetworkOperationsControl Centre conducts daily bushfireriskassessments,workscloselywithotheragenciesandhascrewsreadytorespondifrequired,”hesaid. WesternPowerisalso:

•coatingallnewwoodpolesinhighandextremefireriskareaswithfireretardantpaint;

•silicone coating approximately 20,000poletops;

•inspectingandclearingvegetationfromaroundlines,particularlyinhighfireriskareas,by30November;

•minimising the risk of arcingbetweenlinesthatareblownclosetoeachotherinstrongwinds,byreducingparticularlylongspansbetweencertainpoles.

“Eachyearthereisalwaysariskafirewillbesparkedbyvegetation,birdsoranimalscontacting powerlines or by lightningstrikingpowerpoles. “Bushfires often damage the network,interruptingpowersuppliesand impactingtheperformanceofessentialruralservices,includingthoserequiredtofightfires. “WesternPower urges people to have aheightenedsenseofcautionduringbushfireseason,”MrAberlesaid.
