Prohibition in CanadaUnlike the United States, where from 1920 to 1933 a constitutional

amendment outlawed the manufacture, sale and transportation of all

beer, wines and spirits, Canada’s attempt to ban alcohol was complicated

by the shared jurisdiction of alcohol-related laws between Ottawa,

the capital, and the provinces. Provincial laws varied, but in general,

they closed drinking establishments and forbade the sale of alcohol for

beverage purposes and its possession and consumption. Yet as early as

1920, tourists flocked to the historic city of Québec where prohibition had

been soundly rejected and the provincial government was reaping huge

profits selling liquor. The Province of Ontario, where our play takes place,

was one of the last to reject prohibition. The greatest difference between

the United States law and provincial laws, however, was that Canada never

halted its manufacture of alcohol. Thus was born the dangerous but highly

lucrative business of smuggling that alcohol across the border to thirsty

Americans. Fortunes were made in the United States, but Canada got its

share. Neither our so-called “Noble Experiment” nor Canada’s lucrative

one stopped alcohol or crime. Instead, it raised new types of creative and

highly-organized criminals on both sides of the border.

DOUGLAS E. HUGHES (Playwright) is a professional actor with appearances across Canada, including multi ple seasons at both the Shaw and Stratf ord Festi vals in Ontario. Doug began writi ng in 1991 when he teamed up with Marcia Kash to pen Who’s Under Where?, a highly successful farce produced around the world and translated into fi ve languages. Their collaborati ons include the plays A Party to Murder and Jack of Diamonds.

MARCIA KASH (Playwright) trained as an actor at The Drama Centre in London, England, and began her career at the Royal Court Theatre creati ng the role of Gila in Not Quite Jerusalem before working in a number of North America regional theatres. Besides collaborati ng with Mr. Hughes, she’s writt en For This Moment Alone, the commissioned Discovering Elvis, and a number of juke-box musical revues including Poodle Skirts to Platf orm Shoes and A Rock and Roll Odyssey. In additi on to writi ng and acti ng, Marcia is an accomplished director. She and Mr.

Hughes are working on a new farce, currently ti tled Seniors’ Moments.

ROBIN ARMSTRONG (Director & Costume Designer) returns to Circle Theatre to direct the fi nal show of the Theatre’s 32nd season. Robin most recently directed Circle’s producti ons of God of Carnage, Ghost-Writer, See How They Run, Seven in One Blow, Becky’s New Car, and Boeing-Boeing. Robin also directed Circle Theatre’s criti cally acclaimed producti on of Bach at Leipzig, which garnered multi ple Dallas Criti cs’ Forum Awards for Outstanding Directi on, Outstanding Creati ve Contributi on (for fi ght choreography and costume design),

and Outstanding Performance by an Ensemble Cast. Bach at Leipzig was also cited on the “Year in Review Top Ten List” for Dallas Voice, Criti cal Rant and Rave, The Fort Worth Star-Telegram, The Dallas Observer, Theater Jones, and D Magazine. Robin earned a Master of Fine Arts degree in Directi ng from Virginia Commonwealth University and a Bachelor of Science degree in Theatre from Louisiana State University.
