PLEDGE OF ALLEGIANCE

Board Member Mrs. Polozzo led the Board and audience in the Pledge of

Allegiance.

SUPERINTENDENT COMMENTS

Superintendent Healy discussed the annual Toms River Veterans Day Parade in

downtown Toms River was canceled due to the Covid-19 pandemic, but that did not stop

the town or district from gathering to honor those who have served.

In attendance were many local veterans and their families. Ocean County has the highest

number of veterans in the state, with many living and working in Toms River. People in

attendance wore masks and maintained proper distances. Toms River Regional Schools

was happy and proud to play a role in the event.

Today is National Education Support Professionals (ESP) Day. We join schools across

the country as we recognize the amazing Education Support Professionals who make a

difference in the lives of students both in and out of the classroom. Education Support

Professionals includes our secretaries, classroom aides, cafeteria workers, maintenance

workers, custodians, bus drivers, para professionals, school nurses, administrative

assistants, security guards and the others that support educators, school leadership, and

the students. These professionals do their part in making public schools great for every

child so they can be safe, learn, grow and achieve. They are usually the first to arrive at

school and the last to leave, and schools couldn’t operate without them. Even though they

make up more than 40 percent of all public school employees, their role in supporting

students and teachers is often overlooked as unsung heroes.

On behalf of our school district, we recognize and thank these professionals for their

invaluable contributions to our school district.

Education I would like to sincerely wish every member of our Toms River Regional

COMMITTEE REPORTS –

Budget & Finance Committee – Mr. Horgan

The Budget and Finance Committee of the Board of Education of the Toms River

Regional Schools had a live/virtual committee meeting on November 11, 2020 from 6:30

P.M. to 7:12 P.M. Board President and Acting Chair, Anna Polozzo, read the following

opening statement:

Board of Education of the Toms River Regional Schools. Notice of this meeting was

In addition to the Committee Chair, in attendance were Board members- Kathy

Jim Ricotta, Cara DiMeo and Rich Fastnacht, Business Administrator- Bill Doering and

Board Secretary- Wendy Saxton. The meeting was open to the public and an opportunity

for public comment via call-in was provided.

As we do every month, the committee reviewed the expenditures listed in the

Purchasing Agenda, which was posted in the Board’s Google Docs folder prior to the

Budget and Finance Committee meeting. The Purchasing Agenda also included items of

zero value, bids, change orders and resolutions. Purchasing Agenda questions by various

individual Board members were answered by Mr. Doering and other members of the

administration. The Purchasing Agenda for this month is in the amount of $3,389,593.25

for the 2020-21 school year. The Budget & Finance Committee is recommending the

approval of the Purchasing Agenda by the full Board.

The committee then reviewed the District lease, sponsorship and other rental

agreements and these are also being recommended for board approval.

Finally, under other financial, Mr. Doering provided an update as to the

implementation of the Chapter 44 law which requires our district to offer a health plan

that mirrors the state’s NJ Educators Health Plan as of January 1, 2021. Integrity Health

and their actuary provided an analysis that shows that implementing this look-alike plan,

which we are calling the TRS EHP, would cost the district money a net basis compared to

our existing insurance plans. Section 8 of Chapter 44 requires that if there is a cost on a

net basis in implementing this, then the impact must be negotiated with the majority

bargaining representative of the district, and that process is commencing. It was noted

there will be an open enrollment period in the next week that will run until early

December, and in that time, staff members will receive forms to be submitted to the

Benefits Department whereby they will have to proactively opt in if they want to keep

their existing plan. Otherwise, by default our staff members will automatically transition

into the TRS EHP after that plan is successfully negotiated. Finally, it was noted that our

staff members will have to closely look at the coverage provided with the TRS EHP

when implemented, because some coverage areas may result in significant out of pocket

dollars for our staff members- including the out of network provider reimbursement being

at 200% of Medicare as opposed to using the Fair Health tables like our existing plans, as

well as the prescription plan only covering generic drugs with the staff members having

to pay the cost difference out of pocket for brand name drugs.

Building & Grounds Committee – Mr. Nardini

Building & Grounds Committee ESIP & Referendum Committee

Due to statewide COVID-19 school closings the ESIP & Building Initiative Committee

of the Board of Education of Toms River Regional Schools met on November 11, 2020,

within a virtual live-streamed meeting on the internet, beginning at 7:20 P.M.

Committee Chair Joe Nardini read the following opening statement: “Good evening and

welcome to the ESIP & Building Initiative Committee Meeting of the Board of Education

of Toms River Regional Schools. Notice of this meeting was announced to the public

through a notice published in the Asbury Park Press and the Star-Ledger on October 28,

2020, which constituted at least 48 hours notice as required by law under the Open Public

Meetings Act.”

In addition to the Committee Chair, in attendance were Board members Kevin Kidney,

Jennifer Howe, Anna Polozzo, Ginny Rhine, Alex Mizenko, Kathy Eagan, and Michele

Williams; Superintendent- David Healy; Assistant Superintendents- James Ricotta, Cara

DiMeo, and Richard Fastnacht; Business Administrator- William Doering, Manager of

Capital Projects- Mark Wagner, Manager of Facilities- Peter Tomko, and Derek Jordan

and Tom Brys of Maser Consulting. The meeting was open to the public and an

opportunity for public comment was provided.

PROJECTS-OLD

The district wide demographic study and capacity review is expected to be presented by

Dr. Haber at the December Board of Education meeting. The High School North C Wing

lavatory modification continues to progress with tiles being installed and wall partition

arrival delayed due to Covid-19.

PROJECTS-NEW

A resolution to submit an Alyssa’s Law School Security Grant through Securing Our

Children’s Future to the NJDOE is requested. This grant will provide $868,419 for

security and generator upgrades for HS North, HS East, and Intermediate East. The

media centers of Cedar Grove, Silver Bay, and East Dover along with Intermediate South

rooftop unit 11 are in the process of having HVAC units replaced using referendum

funds. Energy Savings Update- The Cenergistic Program has provided the district with a

cost avoidance savings of $7,276,000 since its inception in 2012. This current year has

seen increased savings as a result of the implementation of ESIP projects and COVID-19

which has reduced facility usage. Working closely with Suez, we have changed out

water meters at 10 buildings over the November break.

ENVIRONMENTAL

A review of PPE purchases that have been received and distributed to all buildings,

custodial departments, transportation, and special education areas. Additional plexiglass

shields have been manufactured by our maintenance department and have been

distributed throughout the district. PPE supplies continue to be received and distributed

as requested by buildings. East Dover Elementary has two rooms (not currently being

used) where microbial growth has been detected. An outside vendor has been secured to

address this concern and certify that the spaces are able to be used again.

ESIP PROJECTS:

The Energy Management installation at all sites is almost complete with most hardware

installed and dashboard setup currently in progress. Lighting projects with MJF are in

final stages with the contractor punch list items being completed.

BUILDING INITIATIVES PROJECTS: Project recently completed were reviewed including:

Site 168- JBAC Air Conditioning with final paperwork and punch list checks.

Site 163A- HSE Chilled Water Piping with final paperwork and punch list checks.

Site 189- Paving-Phase 2 ( HSE, HSN, HSS, BWE, CGE, IMS, PBE, STR, WAL, 1144)

with punch list items remaining.

Projects currently under construction were reviewed including:

Site 181-Group 2 (HS North, Intermediate South, Early Learning Center) ongoing with

shop drawings being approved and construction status meeting being held tomorrow.

Site 184A- Group 1 ( BWE, JAC, STR) Progressing with construction meeting being

held tomorrow.

Site 173- Early Learning Center Playground Canopy is almost complete.

Security upgrades- Keyless entries, and cameras- Site 172A is progressing with bids from

2 vendors received and a recommendation of award is being reviewed by our legal team.

Site 185 Group 3 ( Int. East, Cedar Grove & Hooper Avenue, HS East Entrance Canopy,

JBAC Sound System & Security Vestibule ) Award is expected this month.

Projects currently in design include:

Site 186-Group 4 (HS South, Pine Beach Elementary, and Washington Street

Elementary) The Office of State Comptroller (OSC) has granted approval to bid and it is

expected that this project will be out to bid by November 18. Award is expected in

January 2021

Site 187-Group 5 (IMN /NDE/WAL/WDE) Construction Documents continue to be

prepared and the OSC package is expected to be submitted to their agency for approval

prior to Thanksgiving.

Site 188-Group 6 (HSE/EDE/SBE) EDE Canopy rehabilitation- Anticipated OSC

submission is also anticipated before Thanksgiving break.

Site 174 Intermediate South Facade Restoration- Recommendations from consultants

have been received and cost estimates are being developed for each option.

Paving Phase 3 (East Dover, Citta Elementary, North Dover, West Dover, Intermediate

North, 123 Walnut, Vehicle Maintenance) This project is anticipated to be completed

next summer with completion before September. Design documents are in progress for

the project to go to bid in late January.

The mid-month meeting is not requested for November.

Curriculum Committee – Mrs. Rhine

meeting was open to the public and an opportunity for public comment was provided.

Mr Fastnacht & Mrs. DiMeo provided an overview of the following: All students have

been welcomed back into our buildings. On October 26th we welcomed grades 2-5, and

on November 9th we welcomed grades 6-12. 74% of our students are learning in person,

while 26% have elected to stay virtual. This continues to shift up a bit in the last few

weeks. Teachers continue to acclimate to this shift at various paces; hybrid teachers

teaching to all three groups simultaneously; teleworking teachers streaming into

classrooms. Substitute Coverage continues to be a challenge due to teleworking

accommodations for those with compromising illnesses, positive cases, and mandatory

quarantines. Building administrators are exhausting all options to secure coverage with

properly certified staff members, including streaming teachers in from other buildings.

The teacher candidate pool is shallow for specific certifications, including science and

math. COVID response plan is being implemented with success, which includes: (1)

Contact tracing (2) Notification of close contacts; Notification to the school community

of positive case; (3) Reporting to the DOH & NJDOE. Universal Precautions are being

implemented; the flow of traffic is marked; PPE is available in buildings and classrooms,

including wipes for students to sanitize personal spaces at the HS level, personal spaces

are cleaned daily at elementary level and as needed.

Jay Attiya updated the board on our upcoming 1-to-1 rollout. We will be preparing for

device distribution for students in grades 6-12. There will be an upcoming focus on

Mental health supports for students and staff

Mr. Jackson from Ocean County College provided the Board with an overview of the

expanded partnership that the district is entering into. The recently implemented dual

enrollment program will be expanding to include several pathways to completing an AA,

AS or certificate program while attending high school.

Due to statewide COVID-19 school closings a Personnel Committee Meeting of

the Board of Education of the Toms River Regional Schools took place virtually on

November 11, 2020 at 6:00 p.m. This meeting is not publicly advertised as the committee

reviews personnel information which includes names of individual staff member as well

as possible new staff members.

In attendance were Jennifer Howe, Chair, committee members, Alex Mizenko and

Michele Williams. Also attending was Anna Polozzo, Board President.

The meeting was opened at 6:00 p.m. by Jennifer Howe. David Healy,

Superintendent, discussed with the members personnel being recommended for

employment, recommendations for extra-curricular positions being recommended for

employment, and job descriptions at the board meeting on Wednesday, November 18,

2020.

By law, all New Jersey public school districts use the Student Safety Data System (SSDS) to report

incidents of violence, vandalism, weapons, and substance abuse, as well as harassment,

intimidation, and bullying (HIB). These reports fulfill state and federal requirements and are

presented

semi-annually for the periods of July I-December 31 and January I-June 30. The following

information has been collated for the reporting period of January I to June 20, 2020. In the latter

half of last school year, there were reported:

44 Acts of violence (fight, assault, threat)

8 Damage to Property (arson, theft, trespass, false public alarm)

6 Weapons

27 Substance abuse

28 HIB confirmed* .

As per research, these types of behaviors have a strong correlation with a significant decrease in a

child's academic achievement, an increase in concerning behaviors outside school, and their

subsequent future growth and success. Reducing incidents and addressing the issues behind them will

continue to be a priority for our 2400 teachers, support staff, administrators, guidance counselors,

SACs, and school resource and safety officers within our schools, as well as families, mental health

professionals, local law enforcement, and other members of our community. Toms River Regional

Schools has fostered several partnerships supporting this work. For several years, the district has

partnered with the Health & Wellness Coalition through the Communities That Care work within the

county to address the impact of addiction; safety officers have been adopted in every building; a

partnership with the YMCA was forged, through which students and families have access to counselors

at every school (through funding granted by the Hirair and Anna Hovnanian Foundation); and the

Grunin Foundation funded district use of Suite360, a digital platform with various interventions and

mental health support resources. These curricular resources were implemented for secondary students.

Each month the Board reviews SSDS data and district staff analyze the relationships among student

performance, demographics, and school climate survey data in comparison to student safety, conduct,

and social emotional indicators. Wellness, character building, and Hill-reduction have always been

part of our health curriculum, but have more recently become a standard curricular component for all

content areas. Schools have put interventions programs in place like Responsive Classrooms and

Positive Behavioral Support systems. These efforts are highlighted district wide through dozens of

activities during the Week of Respect, Red Ribbon Week, School Violence Awareness Week, and Child

Assault Prevention Week. And we are effectively engaging students to be a part of the solution,

through elementary leadership training and secondary student organizations like TEAM, Impact,

Interact, LEADERS, Character Club, Captain's Crew, Tribe Vibe, and peer mentors.

A motion was made by Mrs. Polozzo, seconded by Mrs. Williams and carried that

January 1, 2020 – June 30, 2020 be approved.

MONTHLY FINANCIAL REPORTS

Pursuant to N.J.A.C. 6A:22.1.11(c), I, Wendy Saxton, Board Secretary, certify that

as of September 2020 no budgetary line items account has obligations and payments

(contracted orders) which exceed the amount appropriated by the District Board of

Education pursuant to N.J.S.A. 18A:22-8-1, that the district’s accounts have been

reconciled and are in balance.

Through the adoption of this resolution, we the Toms River Board of Education,

pursuant to N.J.A.C. 6A:22-2.11(c), certify that as of September 2020 after a review of

the Secretary’s monthly report (appropriations section) and upon consultation with the

Business Administrator and other appropriate district officials, that to the best of our

knowledge, no major account or fund has been over expended in violation of N.J.A.C.

6A:22-2.11 (c) and that sufficient funds are available to meet the district’s needs.

OLD BUSINESS & NEW BUSINESS

Mrs. Williams congratulated everyone for moving forward in our hybrid model.

Mr. Mizenko discussed he is happy to see all back in the buildings in a new normal and

wished all a Happy Thanksgiving.

Mrs. Howe discussed her children are happy they are back in school, how we count the

positive COVID cases, the beautiful Veterans Day Ceremony, sportsmanship from our

students, encouraged everyone to sign up for the 5k run after Thanksgiving, the

Thanksgiving dinners being handed out from the food bank to anyone in need and wished

all a safe and healthy Thanksgiving.

Mrs. Polozzo discussed our sports programs also being character education programs,

food locations for food donations, incredibly proud of collaboration with Ocean County

College for dual enrollment program and wished all a Happy Thanksgiving.

Mr. Horgan discussed the 5k run after Thanksgiving, proud of our students and staff and

wished all a Happy Thanksgiving.

Ms. Eagan discussed the Toms River Foundation and thanked Board member Jennifer

Howe for her efforts there and wished all a Happy Thanksgiving.

Mrs. Rhine wished all a Happy Thanksgiving.
