Subject: Central Plan Scheme-Implementation of the Scheme for Providing Quality Educationin Madarsas (SPQEM) - Release of 2"* instalment for the year 2015-16 to the State Government ofTripura.

I am directed to say that Government of India has approved an expenditure of Rs,3,23,81,500/-(Rs. Three Crore Twenty Three Lakh Eighty One Thousand and Five Hundredonly) to State Government of Tripura in CGIAC meeting held on 14.1.2016 for the year 2015-16under the Scheme for Providing Quality Education in Madarsas (SPQEM). The Grant-in-Aid isfor giving assistance to 129 Madarsas (renewal) as indicated below:-

2 I am, accordingly, directed to convey the sanction of the President of India to release a

sum of Rs. 1,56,50,750/-(Rs. One Crore Fifty Six Lakh Fifty Thousand Seven Hundred and

Fifty only) to Secretary, Government of Tripura as Second instalment for implementation of

the above mentioned scheme for the year 2015-16 and subject to fulfilling of all terms and

conditions laid down in the scheme and in terms of this Ministry's letter dated 29.10.2008. This

is also subject to all Madarasas seeking financial assistance fulfill eligibility conditions as per

paras 9-13 of the Scheme and all the teachers are actually engaged during 2015-16 and possess

requisite qualifications. This is a purely voluntary scheme and the concerned institution has to

apply to the State Government.

3. The expenditure involved is debitable to Demand No.57-Department of School Educationand Literacy - Major Head '3601 Grants-in-Aid to State Government 06-Grants for State PlanScheme, 101-Elementary Education, the Scheme for Providing education to Madrasas/Minorities09.01.3I-Grant-in-aid General (Plan) after re-appropriation from Major Head '2552' - NorthEastern Areas, 00.156-Elementary Education- Other Expenditure-, 19-Scheme for providingEducation to Madarsas/ Minorities-01- General Component-31- Grants in aid General 2017-18.

4. It is certified that the grant in aid is being released in accordance with the pattern ofassistance approved by the Planning Commission and the Ministry as also in conformity w:th therules and regulations of the scheme.

5. The amount of the grant is to be utilized only for the purpose for which it wassaiictioned. Accounts from the State Government to be furnished to the Central Govemment

within one year issue of the sanction positively along with the monitoring report regardingnumber of Madrasas receiving assistance, total number of beneficiary students and the amountsreceived and utilized by die Madrasa.

6. On receipt of the sanction letter, the Principal Accounts Officer may issue an advice toReserve Bank of India (Central Accounts Section), Nagpur for affording credit to the balance ofthe State Govemment. The Principal Accounts Officer may forward a copy of the advice to theAccountant General and finance Department of State Govemment concerned along with a copyto the undersigned.

7. It may also be ensured that utilization certificate in respect of this grant may be furnishedas a separate and distinct set of proposal as forwarded to this Department under Scheme forProviding Quality Education in Madarsas (SPQEM).

8. No previous Utilisation Certificate is pending.

9. ^ The accounts of grantee shall be open to inspection by the sanctioning authority andaudit, both by the Comptroller and Auditor General of India under the provision of CAG(DPC)Act. 1971 and Internal Audit by the Principal Accounts Office of the Ministry of HumanResource Development, Department of School Education & Literacy, whenever the grantee iscalled upon to do so.

10. This issues in exercise of the delegated powers in consultation with the IntegratedFinance Division's vide their Dy.No.2967/IFD/2017 dated 23/08/2017 and Finance Branch videtheir Dy. No.458/17/IF-II dated 11/09/2017.
