BACKGROUND: Robyn Gray, Director of Camrose Public Library, will be present to introduce this year’s Summer Students. Returning for another year is their Social Media Coordinator, Jennifer McDevitt, and Summer Program Facilitator, Liana Nand. New Students joining them this year are as follows:

Book Bike Coordinator and Assistant, Elliot Harder and Sarah Bean

Intergenerational Programmer, Jennae Matner

Summer Programming Support, Juanita Hohm.

Robyn Gray has advised that having these summer students enables the Camrose Public Library (CPL) to provide exceptional customer service to all Camrose and area citizens throughout the summer. Robyn has provided the following information of what the summer students will be working on this summer:

1) Elliot and Sarah will be out in the community on the freshly-painted Book Bike at regularly scheduled spots as well as at special occasions.

2) Jennae will be operating the Life Cycle throughout Camrose and beyond, providing services for seniors and people with disabilities.

3) Jennifer will be conducting lots of information gathering in the community to see how CPL can best serve and reach all citizens.

4) Liana and Juanita will be providing terrific programming at the library all summer long to keep the youth engaged, connected and excited about learning and having fun.

The students will provide more details about what they will be up to this summer when they attend the Committee of the Whole Council Meeting.

To: Committee of the Whole Council Date: June 17th, 2019 From: City Manager Re: Exclusive Electricity Franchise Bylaw RECOMMENDATION: THAT City Council consider the attached draft bylaw and provide further direction to Administration if required. SUMMARY: The City of Camrose has a Franchise Agreement with Fortis for the supply of electricity to our residents. This agreement provides Fortis with exclusive rights to be the provider of electricity to properties within the boundary of our Municipality. Exclusivity is important in order to ensure safety when operating and maintaining electrical infrastructure. A widespread issue became apparent due to various municipal annexations. Because Fortis has Franchise Agreements in place, their interpretation was that any annexed areas should fall under their existing agreements. Prior to annexation, some of the annexed properties would have been serviced by Rural Electrification Associations (REAs). The Alberta Utilities Commission (AUC) determined that the exclusivity provided by the municipal Franchise Agreements should remain. This decision was subsequently appealed by the REAs and the decision was again upheld. The adoption of the attached draft bylaw will provide Fortis with the ability to take ownership of various pieces of electrical infrastructure (poles and transformers) currently operated by the Battle River Power Coop. Information from Fortis indicates that no residential or commercial properties are affected by this change. MUNICIPAL DIRECTIVES:

BYLAW 3055-19 OF THE

CITY OF CAMROSE PROVINCE OF ALBERTA

A BYLAW TO PROHIBIT OTHER PERSONS FROM PROVIDING ELECTRIC DISTRIBUTION SERVICE WITHIN THE LEGAL BOUNDARIES OF THE MUNICIPALITY. WHEREAS pursuant to section 45 of the Municipal Government Act, R.S.A. 2000, c. M-26 (the "Municipal Government Act"), and as authorized by Municipal Bylaw #2792/14, City of Camrose (the "Municipality") has entered into an Electric Distribution Franchise Agreement with FortisAlberta Inc. (the "Franchise Agreement"); AND WHEREAS pursuant to the terms of the Franchise Agreement, FortisAlberta Inc. (such party and its successors and permitted assigns hereinafter referred to as "FortisAlberta") has been granted the exclusive right to provide electric distribution service within the legal boundaries of the Municipality as altered from time to time (the "Municipal Franchise Area") for the term of such agreement; AND WHEREAS the Municipality may, upon the expiration of the Franchise Agreement and subject to the terms of the Municipal Government Act, enter into a subsequent or replacement agreement with FortisAlberta or a third party (either such party the "Subsequent Franchisee") which grants such Subsequent Franchisee the exclusive right to provide electric distribution service within the Municipal Franchise Area for the term of such agreement or replacement thereof a "Subsequent Franchise Agreement"; AND WHEREAS, the legal boundaries of the Municipality may be altered from time to time after the date this Bylaw is passed, due to municipal annexations or for other reasons; AND WHEREAS, pursuant to Section 46 of the Municipal Government Act, and for the duration of any Franchise Agreement or Subsequent Franchise Agreement (any such agreement an "Exclusive Franchise Agreement"), the Municipality wishes to prohibit any person other than FortisAlberta or the Subsequent Franchisee, as the case may be (such party the "Exclusive Franchisee"), from providing electric distribution service, or any similar utility service, within the Municipal Franchise Area; NOW THEREFORE the Council of City of Camrose in the Province of Alberta, duly assembled, enacts as follows:

SHORT TITLE 1. This Bylaw may be referred to as the "Prohibiting Other Persons From Providing

Electric Distribution Service within Municipal Franchise Area Bylaw".

PROHIBITING OTHER PERSONS 2. For the duration of any Exclusive Franchise Agreement, any person other than the

Exclusive Franchisee shall be prohibited from providing electric distribution service, or any similar utility service, within the Municipal Franchise Area.

3. If, prior to the date that this Bylaw is passed:

a) an alteration of the legal boundaries of the Municipality, through annexation or otherwise, occurred and resulted in the service area of any rural electrification association (as such term is defined in the Electric Utilities Act, R.S.A. 2003, c. E-5.1) extending into the Municipal Franchise Area; and

b) the service area of such rural electrification association was subsequently

altered by Decision 22164-D01-2018 or any other decision, order, or approval of the Alberta Utilities Commission (or otherwise pursuant to applicable law) such that it no longer extends into the Municipal Franchise Area;

then any consumers within the Municipal Franchise Area which are connected to, and take electric distribution service from, such rural electrification association must transfer to, connect to, and take electric distribution service from, the Exclusive Franchisee no later than the ninetieth (90th) day following the date that this Bylaw is passed.

4. If:

a) an alteration of the legal boundaries of the Municipality, through annexation

or otherwise, occurs after (or occurred prior to) the date that this Bylaw is passed and results in (or resulted in) the service area of any rural electrification association (as such term is defined in the Electric Utilities Act, R.S.A. 2003, c. E-5.1) extending into the Municipal Franchise Area; and

(b) the service area of such rural electrification association is subsequently altered by any decision, order, or approval of the Alberta Utilities Commission (or otherwise pursuant to applicable law) such that it no longer extends into the Municipal Franchise Area (any such alteration, a "Service Area Alteration");

To: Committee of the Whole Council Date: June 17, 2019 From: Infrastructure and Transit Coordinator Re: Community Bus Northern Route Discussion RECOMMENDATION: THAT Council receives this report for information. If further direction to Administration is required, this can be provided through a motion of Council during a subsequent Regular Council meeting.

SUMMARY: During Finance Committee meetings through the week of November 12th, 2018, Council discussed various options for changes to the 2019 Community Bus service. Ultimately, Council decided to implement a “pilot” north route bus service, funded through offsetting reductions to the existing Taxi Token program. This decision aligned with the recommendation provided by Administration; however, it did not align with the recommendation from the Camrose Transit Advisory Committee (CTAC). Although CTAC supported the need to expand the bus service to include stops on the north side of the City, they strongly disagreed that this pilot program be funded at the expense of the existing Taxi Token program. At the Committee of the Whole Council meeting on January 7th, 2019, Administration proposed an approach that could allow for expansion of the bus service but not at the cost of the Taxi Token program. Administration proposed the following approach:

1. Continue develop and cost out options for the creation of a possible north bus route. 2. Re-engage stakeholders to assist with the creation of a “possible” north bus route. Care

would be taken to ensure that expectations were not raised. 3. Re-engage stakeholders to raise awareness of the concept that the taxi token program is

potentially seen as interim solution pending the provision of a more comprehensive transit system.

4. Pending the preceding actions, it is possible that the existing services will remain in place through 2019 with a more fully formed plan being presented to Council for the 2020 budget.

DETAILS: Throughout the month of May 2019 Administration conducted a survey for large employers and social agencies to obtain feedback on a possible north route. Administration received 8 completed surveys back (responses attached). CTAC’s Taxi Token Subcommittee has been visiting taxi token agencies throughout the past few months. This was completed around the end of May and the committee will present their findings at the CTAC meeting on June 20th, 2019. Administration is proposing the following schedule:

Comments:

the best time of day for early morning is 6-9am.

we are trying to get word out to our clients, wish it was better known so more would use it...

People who need or choose to use the bus pretty much will want to use it for several of the

reasons noted, and at several of the times noted. I think citizens can adjust to walking three or

even four blocks to the bus stop. I think mainly they prefer more frequent and more

comprehensive service. But they also realize that it is costly to have a full-fledged bus service in

Camrose.

I also think the taxi tokens, though very much appreciated, detracts some from using the bus.

Many who get those tokens can afford the bus, but the taxi is way more convenient - not just

because they don't have to walk to a stop, but because the get it pretty much when they want

to, and can go where they need to go. The limitations/barriers are the length of the time on the

bus, in some cases and the limited stops, currently (because it does not go north).

This is only one perspective. Our students are not available to provide their input at this time of

year. It might be worth a more extensive consultation at Augustana as we have a large staff and

student base. Thanks.
