Executive Summary NTA Metropolitan Mass Transit System Ltd., a government company, is responsible for the design and construction of a mass transit system for the Tel Aviv metropolis. The Red Line, 24 Km. length, comprises of 12 Km. underground sections with 10 stations and 12 Km. at grade sections with a total of 24 stations, which is currently under construction, will be the first of a network of Light Rail Transit (LRT) to be operated by NTA. The Red Line is not the subject of this report!
The subject of this report is the construction of two (2) additional lines, the Green Line and the Purple Line, both of which are planned to be operational and used by the public at the end of 2024.
The Green Line is 39 Km. long, mostly at street level (at grade) with a 4.5 Km. underground section under the center of Tel Aviv, between the southern part of the inner ring (Holon), and northern part of the inner ring, (Rishon Lezion and Holon). The Green Line will cross four (4) municipalities, will have 58 stops, and four underground stations. The Green line will serve approximately 75 million passengers annually. The Purple line is 29 Km. long, an at street level LRT line between the eastern part of the inner ring, Giva't Shmuel, Ramat Gan, Yehud, and Tel Aviv. The Purple Line will cross eight (8) municipalities and will have approximately forty-Four (44) stops. The Purple Line will serve approximately 75 million passengers annually. The total project value, as stated by the Insured, before VAT, is some $ 8,663,632,000, which may be divided into the construction costs of each line as follows:

A. DATUM:
As per your request of January 2018, we carried out a Contractor All Risks Underwriting Information Report, concerning the project in caption which involves the design and construction of two (2) new additional LRT Lines, the Green and the Purple Lines. Additional information required for our assignment was received in our office in a later date via Email.
Our findings, and conclusions and recommendations are as hereunder:
B. GENERAL: NTA Metropolitan Mass Transit System Ltd. is the company responsible for the design and construction of a mass transit system for the Tel Aviv metropolis. NTA is a government company founded in 1997 for the purpose of providing appropriate solutions for the metropolis’ transit problems. The construction of the main public transportation system of the Gush Dan region is the largest and most complex transportation project ever executed in Israel. The Light Rail – Contributing to the Commuter, the Metropolis, and the Country: 1. Fast, Smooth, and Continuous Transit:
• Right of way at junctions and traffic lights; • Capacity: 250-750 passengers, depending on number of train cars; • Short stop time at stations: Many doors, ticketing at the platform, and rapid passenger
turnover; • High-frequency schedule: A train at the station on average every three to six (3-6) minutes; • Connections with other means of public transportation;
2. A City in Renewal:
• Savings of millions of work hours through shortened entry times into the metropolis; • An awakening of commercial opportunities all along the rail route; • Upgrade of the urban texture and the public arena; • Rise in real estate values near the mass transit lines and stations; • Renewal of city streets and rehabilitation of urban landscape;

3. Cleaner Air:
• Electric engines powered by overhead cables; • Quiet engines without pollution; • Reduction of air pollution levels in the metropolis; • Reduction of number of buses; • Immediate reduction in environmental noise pollution resulting from cars and buses;
The Red Line will be the first of a network of Light Rail Transit (LRT) to be operated by NTA. This line represents part of a comprehensive plan to improve the welfare and quality of life of Israel’s citizens. In 2010, the government passed a decision to transfer responsibility for execution of the project to NTA. Pursuant to the government's decision, NTA began extensive recruitment of professionals in the fields of engineering, design, and infrastructure for purposes of the project. The above government decision to transfer execution of the project to NTA became a turning point for the project. After a brief period of organization, a series of operations were initiated simultaneously to advance all LRT lines. Relocation of infrastructure, preparation of execution tenders, change of organizational structure, and innumerable operations performed simultaneously, characterized the current phase of the project life cycle. In 2012, the scope of operations reached its zenith, with NTA issuing some of the largest execution tenders ever issued in Israel. The list of tenders included the Prequalification phase (PQ) for the conventional NATM digging works tender, the TBM digging works tender together with the station complex tender, and the SDAG (the train system that is the heart and brain of the project) tender. The professional conferences held by the company met an active response and saw the participation of dozens of international firms, including some of the leading and largest companies. The companies came from 12 different countries, a clear vote of confidence in NTA, the project, and the State of Israel. At the conclusion of the process, 18 giant international companies, some in partnership with Israeli firms, submitted their proposals for participation in the tender. The Red Line currently under construction:
The Red Line is a LRT line, 24 Km.. length, comprises of 12 Km. underground sections with 10 stations and 12 Km. at grade sections with a total of 24 stations. The Red Line will cross five (5) local municipalities in the Tel Aviv Metropolitan Area and will serve approximately 90 million passengers annually. Rush hour frequency for the LRVs arrival will be every 3 minutes. This line is not the subject of this report!

The Green and the Purple Lines are the subject of this report. Green line: The Green Line is 39 Km. long, mostly at street level (henceforth: at grade) with a 4.5 Km. underground section under the center of Tel Aviv, between the southern part of the inner ring (Holon), and northern part of the inner ring, (Rishon Lezion and Holon). The Green Line will cross four (4) municipalities, will have 58 stops, and four underground stations. The Green line will serve approximately 75 million passengers annually. Purple Line The Purple line is 29 Km. long, an at street level LRT line between the eastern part of the inner ring, Giva't Shmuel, Ramat Gan, Yehud, and Tel Aviv. The Purple Line will cross eight (8) municipalities and will have approximately forty-Four (44) stops. The Purple Line will serve approximately 75 million passengers annually.

C. TOPOGRAPHY & SOIL:
The construction of both lines will be carried out in the Tel Aviv metropolitan area as well as in its surrounding cities and areas. Owing to the above, there is a diversity of soil conditions along the lines paths.

Additionally, the construction involves numerous types of buildings and structures, e.g. tunneling, excavating and various construction works of underground structures, the erection of bridges stations, depots etc.), which is to be carried out in many types of locations, e.g. under the city streets, inside densely populated areas, sometimes in open areas. The above mandates extensive investigation of the areas in which the works are to be carried out in as well as the soil conditions in these. As the soil investigation (for pavements, structures and environmental aspects) is still going on, and some of the work areas are still not accessible, no soil investigation reports are available as of yet. However, in each of the construction areas a soil report will be prepared and/or the soil conditions are to be addressed prior to the construction work. Based on our experience and involvement with the Red Line works we can report as follows regarding the soil conditions and the groundwater levels: Soil Conditions: The region where the works will be carried out is a roughly flat region comprising sand dunes. Coarse Sand (Kurkar) layers appear at shallow depths, emerging on surface occasionally. The highest areas in the local topography are located some 25 m. above sea level, with some places having the altitude of some thirty to forty meters (30 m. - 40 m.) above sea level. The works will be carried out along sand dunes, red clay sand, Kurkar formations and final alluvial clay. In few places, some material of organic origin can be found. The layers thickness ranges from a few meters of clay or clayey sand layers, up to some ten (10) m. of sand and Kurkar layers. The Kurkar can be found deeper in the Tel Aviv area, as it can reach the depth of some one hundred to a hundred and fifty meters (100 m. - 150 m.) below ground level.

Generally speaking, the Kurkar and the soils in the region have little or no cohesion, but an angle of friction of 35 to 40 degrees. The number of SPT strokes in the Kurkar is found usually between 25 and 35 strokes in formations with a lower bearing capacity, generally at more superficial levels, and values between 40 and 50 strokes in formations with greater capacity, generally in deeper levels. Ground Water:
The water table is at around the same level as the sea water or higher. The Stations have most of their cross-sections submerged. The TBM and NATM tunnels and main parts of the C&C Structures and Stations are submerged. Measures to prevent water ingress during construction and for the final stage are required. Given the high permeability of material, it is expected that dewatering works will be effective. The soil reports will cover the following: » Description of the soil conditions, as well as the ground water levels prevalent of site, either
based on soil investigations, i.e. test boreholes with Standard Penetration Tests (SPT) carried out in these and soil samples taken for analysis, excavations, and/or on information from previous soil investigation in the area, is to be carried out along all paths of the constructed lines;
» Aspects relating to ground water including required dewatering, protection against flooding and water damage etc.;
» Foundations for the following structures constructed in the project by various methods and
including soil replacement:
• Drainage tunnels and ducts;
• Various support walls including:
• Conventional (excavation and refill) support walls;
• Terre Armée support walls;
• Water culverts of various types;
• All Tunnels along the path of the lines as well as the tunneling methods;
• Embankments for lines etc.;
• All Bridges along the path of the lines as well as the bridging methods;
• All construction of buildings and structures, including Underground Stations, Depots etc.;
• All Junctions, Traffic Crossings (vehicles, pedestrians, rail etc.);
• Agricultural Passes;
• Substrates under rails etc.; » Recommendations IRO required soil replacements;
» Recommendations IRO soil compaction/layers where required/relevant;
» Recommendations IRO revetment walls;
» Stabilization of slopes using anchors;
» Recommendations URO excavation methods;
» Recommended open excavation slopes;
» Stabilization of excavations using rock bolts;
» Drilling and casting of piles;
» Tunneling works of all types (TBM, C&C, Drill & Blast etc.);

Also, Hydrological report concerning relevant sections of the constructed lines will be carried out prior to the works, as warranted. These will address the issues for flows, drainage basins, rivers, other water bodies etc. The main issues that are to arise from the soil and hydrological reports are as follows:
• It is recommended that the contractors, the project managers and others adhere strictly to all the recommendations and conclusions of the soil and foundations report, the instructions of the constructor, the hydrologists, etc.;
• It is recommended that the contractors, the project managers and others take special care when carrying out works below or close to the site groundwater level, mainly during tunneling, underground construction, relocation of infrastructures, etc.;
• In addition, the report should be revised in accordance with any new finding, change of planning, etc., for their comments, recommendations and so on, in order to reduce the risks involved in the project;
• Additionally, the situation described in the above reports may be altered due to the project works, especially concerning disruptions in the precipitation flow, which may result in flooding of the project works as well as third party property;
• The sensitivity of clay types of soil layers to both swelling, if these absorbed water or humidity, as well as to the subsidence of these layers when water escape from these layers is brought to the attention of designers and the contractors/the Insured/ on should also acknowledge the fact that clay layers can't be properly compacted if these contain water or moisture;
• The project works involve changing of the existing slopes and erecting new ones and therefore, these will be susceptible to erosion until the vegetation protects these and/or until other protections (still mesh with sprayed concrete etc.) is in place. It is recommended that the contractors, the project manager and others take care IRO drainage of the slopes and particularly the prevention of the drainage of runoff on these, rain water that palls directly on the slops;
Prior to the construction works in any part/segment/area of the lines the investigation of the environment/the surrounding areas is to be carried out, which will address the following issues: A. The location of adjacent building and structured in the vicinity of the works, mainly the
tunneling, the underground stations and the construction of the lines in Tel Aviv, the surrounding cities and other densely and other populated areas including reference to the following:
1. The condition of the building/structure;
2. Year of construction;
3. Type of foundations;
4. Type of construction works (tunneling, construction of an underground station,
embankment construction, etc.);

5. Relocation, Demolition as well as required Strengthening of various buildings and structures; Along underground or lower than ground level sections of the lines, which will require excavation near buildings or building's strengthening, the surrounding buildings' condition will be documented.
B. The location of all infrastructures in the vicinity of the works, both underground as well as
at grade infrastructures, including but not limited to the following:
1. Cables of all types including: » Electric Power/Electricity, both high and low voltage; » Communications cables, including lines, wires, fiber optic etc.;
2. Pipes and piping systems of all types including:
» Water metal, plastic, concrete etc. pipes; » Sewage metal, plastic, concrete etc. pipes; » Oil & Petrol pipes; » Gas pipes;
D. PROJECT DESCRIPTION:
The Green and the Purple Lines' construction of major parts was authorized by the Government and thus construction works are intended to commence in various locations along their paths with preliminary works on the Green Line starting in year 2018.
By year 2024 all three (3) lines are intended to be operational:
• The Red Line already

The Green Line is a light rail line to be operated in the Tel Aviv metropolitan area mass transit system. The line will connect the southern portions of the Gush Dan metropolitan area i.e. the city of Holon and the outskirts of Rishon Lezion, with the city of Tel Aviv.
The Green Line is to serve as the connecting line of the planned mass transit system, providing a solution for future development along the coast between the cities of Tel Aviv and Herzliya, and enabling accessibility to the employment centers in Ramat Hahayal, Tel Aviv University, Holon, and Rishon Lezion. The Green Line will be some forty (40) Km. long, mostly at ground level with a 4.5 Km. of underground section under the center of Tel Aviv, and a 0.3 Km C&C section near Tel-Aviv University, between the southern part of the inner ring (Rishon Lezion and Holon), and northern part of the inner ring, (Herzliya and northern Tel Aviv). The Green Line will cross four (4) municipalities, will have fifty eight (58) station on the street level and four (4) underground stations.
The southern section of the line has two (2) branches – the first (1st), the Western branch, begins in Rishon Lezion (Moshe Dayan station), and the second (2nd), the Eastern branch, also begins in Rishon Lezion at the meeting of Road 412 with the Blue Line station.

Both branches run through the city of Holon along two (2) routes, come together at Sokolov St. in the Holon city center, from where the line continues north through Holon Interchange, along Har Zion Blvd. in Tel Aviv, through the central bus station region and a crossing of the Purple Line at the intersection of Har Zion-Levinsky. From there the line goes underground, through the Karlibach station shared with the Red Line. It continues through Ibn Gvirol St., again meets the Purple Line at the Arlozorov-Ibn Gvirol intersection, and returns above ground before crossing the Yarkon river by way of a bridge crossing the Rokach Interchange and Sde Dov. The line splits at Einstein St. into two (2) branches: 1. The Eastern branch, towards Ramat Hahayal, through Einstein St., meeting the bus lane at the
Einstein-Namir intersection, continuing to Tel Aviv University, George Weiss St., crosses Ayalon Freeway, passes near Yarkon Park and the convention center, goes through Ramat Hahayal to Kiryat Atidim;
2. The Norther branch, continues parallel to the coastline up to the Herzliya's industrial zone and
the intersection of Abba Eban Blvd. and Naomi Shemer Blvd.; The line has several intersections with other transit lines:

B. The Purple Line:
The Purple Line will be some 29 Km. in length, will include forty five (45) stations, two (2) which will be combined with stations of the Red Line and two (2) other with the Green Line. The line will pass through eight (8) municipalities, seven (7) cities and one (1) regional council.
As per a Government decision the Purple Line was separated into the Western and Eastern sections, with the western section being split into the western & central sub-sections.

The Western Section:
The length of the Western Section is approximately 18 Km. and it includes twenty-nine (29) stations. The Western Section is divided into two (2) main segments PLW1 and PLW2. The section passes through the Tel Aviv, Ramat Gan, Givata'aim & Gival Shmuel municipalities.
The Eastern Section:
The length of the Eastern Section, which includes two (2) segments, will be some 10 Km., it will include sixteen (16) stations, a Depot, a Park & Ride carpark with some 4,000 parking spaces. The Eastern section passes through the Ramat Gan, Gival Shmuel, Petah Tikva, Or-Yehuda & Yahud municipalities as well as through the Modi'in's regional councils.

C. Division of the works to Infra 1 & Infra 2: The project works on both lines may also be divided into two (2) groups, as per two (2) types of works: Concerning the Green Line: Infra 1 – includes the relocation of infrastructures, bridges and works on submerged sections,
treatment of roads and sidewalks;
Infra 2 – includes all above grade buildings, track building, various systems, Depot sites and maybe completion of underground stations;

D. Construction Methods: The paths of the lines are to be either over ground or underground, as detained above. The construction over ground of railway lines involves significant earth works, including clearing, laying aggregates and substrates, construction of embankments etc., not unlike the paving of a new road. The above includes the required support walls, water drainage systems, including culverts, channels, pipes and ducts, earth replacement, laying of layer with required compaction etc. the construction also includes bridge construction, construction of depos and other required buildings/structures. Owing to the fact that parts of the lines will be underground lined in populated areas, the construction is to involve excavation, and later all other required works, to be carried out underground. There are several methods for carrying out these type of project, as detailed further on.
Tunnel Boring Machine (TBM):
A tunnel boring machine (TBM), consists of a shield (a large metal cylinder) and trailing support mechanisms. At the front end of the shield a rotating cutting wheel is located. Behind the cutting wheel there is a chamber where, depending on the type of the TBM, the excavated soil is either mixed with slurry (so-called slurry TBM) or left as-is (earth pressure balance or EPB shield).

Behind the chamber there is a set of hydraulic jacks supported by the finished part of the tunnel which are used to push the TBM forward.
Once a certain distance has been excavated (roughly 1.5-2 meters), a new tunnel ring is built using the erector. Behind the shield, inside the finished part of the tunnel, several support mechanisms which are part of the TBM can be found: Dirt removal, slurry pipelines if applicable, control rooms, rails for transport of the precast segments, etc.

The tunnel lining is the wall of the tunnel. It usually consists of precast concrete segments which form rings and are installed by a system called the Erector. The erector is a rotating system which picks up precast concrete segments and places them in the desired position.
These segments are brought on site and are constructed immediately behind the excavating section of the TBM, forming the final support of the tunnel, thus minimizing the possibility of collapses during construction of a new tunnel.

Tunnel boring machines (TBM) excavate tunnels with a circular cross section through a variety of
geologies. They can be used to bore through hard rock or sand and almost anything in between.
Tunnel diameters can range from one (1) meter (done with micro-TBM's) to fifteen (15) meters.
Tunnel boring machines are used as an alternative to drilling and blasting (D&B) methods. A TBM
has the advantages of not disturbing surrounding soil and producing a smooth tunnel wall. This
significantly reduces the cost of lining the tunnel, and makes them suitable to use in built-up areas.

The key disadvantage is cost. TBM's are expensive to construct, difficult to transport and require
significant infrastructure.
Modern TBM's typically have an integrated shield. The choice of a single or double shielded TBM depends on the type of geology and the excavation speed required.
Double shielded TBM's are normally used in unstable geology, or where a high rate of advancement is required. Single shielded TBM's, which are less expensive, are more suitable to hard rock geology.
E. New Austrian Tunneling Method (NATM): The NATM is an approach of philosophy integrating the principles of the behaviour of rock masses under load and monitoring the performance of underground construction during construction. The fact is that the NATM is not a set of specific excavation and support techniques. There are seven (7) features on which NATM is based:
1. Mobilization of the strength of rock mass - The method relies on the inherent strength of the surrounding rock mass being conserved as the main component of tunnel support. Primary support is directed to enable rock support itself;
2. Shotcrete protection - Loosening and excessive rock deformation must be minimised. This is
achieved by applying thin layer of shotcrete1 immediately after face advance;

3. Measurements - Every deformation of excavation must be measured. NATM requires
installation of sophisticated measurement instrumentation. It is embedded in lining, ground, and boreholes;
4. Flexible support - The primary lining is thin and reflects recent strata conditions. Used is rather active than passive support and strengthening is not by thicker concrete lining but by a flexible combination of rock bolts, wire mesh and steel ribs;
5. Closing of invert - Quickly closing of invert and create load-bearing ring is important. It is crucial in soft grounded tunnels where no section of tunnel should be left open even temporarily;
6. Contractual arrangements - Since the NATM is based on monitoring measurements, changes in support and construction method are possible. This is possible only if the contractual system enables these changes;
7. Rock mass classification determines support measures - There are main rock classes for tunnels and corresponding support. These serve as the guidelines for tunnel reinforcement;
Based on the computation of the optimal cross section, just a thin shotcrete protection is necessary. It is applied immediately behind the Tunnel boring machine, to create a natural load-bearing ring and therefore to minimize the rock's deformation. Additionally, geotechnical instruments are installed to measure the later deformation of excavation. Therefore a monitoring of the stress distribution within the rock is possible.

Remarks concerning the project period:
• The Insured intend to carry out two (2) separate CAR Policies for the Infra 1 section only, one
(1) for the Green Line and the second for the Purple Line of the project with Construction Periods,
including a 12 month leeway, safety/buffer period as hereunder:
1. Total Infra 1, Green Line: 72 Months
2. Total Infra 1, Purple Line: 66 Months
• The project works will begin on several locations along the entire length of both line simultaneously with additional considerations dictating which section of each line will be worked on in each instant, and what type of construction work is to be carried out and when;
• Both time frames are overlapping as there are measured from the date of the NTP. Completion of sections of the work however and handing these over to the principal may be moved to an earlier period, if any of these is complete ahead of the plans, owing to operational considerations during the construction period;
G. RISKS, HAZARDS & PROTECTION MEASURES:
As is typical of long duration construction projects of the type we are discussing, particularly with large site areas which would remain open and is use of the public, as well as construction of over the ground, and underground buildings/stations/bridges and the line itself, there are risks, hazards and exposures to Insurers, unless certain important protection measures, safety and security procedures are implemented and strictly adhered to.
We list below some of the immediately apparent risks and/or hazards together with general issues to which the contractors and the consultants will adhere to.
1. The project site is located largely in a flat area, large sections of which being carried underground and/or in tunnels. Construction works will include mainly earthworks, e.g. clearing, digging, tunneling, quarrying and underground construction, the laying of various fill, subsoil/aggregates and concrete and other materials excavation works, excavation during infrastructure relocation, etc.. When taking into consideration the fact that the construction is to be carried out for some seventy two (72) months, during several winter seasons, as well as the soil conditions onsite and the fact that a major part of the works will be carried out below ground level, there is a potential risk of flooding and inundation and/or related damages, as a result of heavy rains & precipitation, gusts etc.
• In view of the above preparations will be made for preventing such damage by arranging for surface water to be diverted from the work/project area and its surroundings, third party property etc. to suitable and adequate drains, as well as implementation of required protections e.g. ducts, channels, pumps and the like if required, per instructions &

recommendations of the soil engineer and/or the hydrologist and/or other relevant consultants etc.
• Items susceptible to gales/tempest/gusts etc. will be secured properly so as to avoid damages to the items as well as to project works and/or neighboring property etc.
• During laying of substrates, aggregates etc. the contractors working onsite ascertain that these are not accessible to water which may cause these damage;
• Proper and adequate drainage in maintained while working underground and while working close to any third party property especially when interrupting the drainage of these;
2. Sufficient & adequate firefighting equipment e.g. fire extinguishers, water hoses etc. will be spread throughout project areas and kept operational at all times, periodically inspected etc.
3. During the construction include works such as sealing works and Hot Works, including welding, disk cutting, open flame gluing etc., i.e. "Hot Works", the Insured will strictly supervise all of these carried out throughout the project site, and allow these to be carried out as per the strict “Hot Works” codes etc. which include the following:
• Clearing the surrounding area, where Hot Works are about to be carried out, of all Inflammable and/or Combustible materials and/or covering these with protective fire resistive material/sheet etc.
• Positioning a Fire Scout on site where Hot Works are about to be carried out, with suitable and sufficient firefighting equipment.
• Remaining in the area, where Hot Works were carried out, for at least 30 minutes after the works have been completed.
4. Project works will be carried out adjacent to third party property, buildings, roads, aboveground & underground infrastructures etc.
Maximum care will be exercised during any of the project’s works, which is carried out near as well as on any third party property, so as to minimize the risk of third party property damage etc.
• Special consideration will be placed on coordination of all the construction operations with the various related entities e.g. the City & Regional Councils and other Municipal councils, involved third part companies, Police Department, etc.
• Underground as well as aboveground infrastructures etc. e.g. electricity, communication and the like within project areas will be identified prior to commencement of project works. Excavation etc. will be carried out only following obtainment of an excavation permit, detailed plans etc. and will be fully coordinated with relevant entities. This is especially critical concerning the relocation of infrastructures and temporary traffic arrangement work as well as work on/around public roads.
The condition of buildings along underground or lower than ground level sections of the lines, which will require excavation near buildings or building's strengthening will be documented.
5. The project areas in which the lines will be constructed will remain open, in use and accessible to the public.
The project documents' requirement concerning traffic arrangements will be followed;
• If open ditches, channels, unpaved roads and/or pedestrian pavements are left open
or accessible to passersby, these will be clearly marked with signs posted and
flashing lights at night;
• The location where construction of underground project sections, be that
underground stations and structures as well as the lines themselves, will be closed
and sectioned from public access;

If, however there are certain locations where tunnels & holes are excavated during relocation of infrastructures, or during construction of specific structures, e.g. the stations, the underground sections of the lines, culverts, support walls etc., or other specific works, these will be surrounded, if possible, throughout the duration of the project’s construction period, subject to the standards and codes that are prevalent in the construction/building industry, in order to prevent the entry of unauthorized persons, thus minimizing the risks of injury and/or damage to third parties as well as the risk of burglary/theft.
Additionally, the mobilization site/s and project staging areas will be in continuation, completely surrounded by a fence and guarded throughout the duration of the project’s construction period, subject to the standards and codes that are prevalent in the construction/building industry, in order to prevent the entry of unauthorized persons, thus minimizing the risks of injury and/or damage to third parties as well as the risk of burglary/theft.
6. If during the long construction period large quantities of various attractive/coveted property items will be stored on site, or manual tools and costly materials are stored on site, these will be placed in closed and locked rooms/containers etc. secured with a 12-16 mm padlock (or similar) and clamp and a guard will patrol by these on a regularly.
7. The project as well as all the systems will be complying with all the binding standards/building codes, as required by law, including SI 413/SI 2413 – protection of new/old buildings against earthquake risks.
8. The Insured are the principal of the project, and as such will hire several contractors, sub-contractors etc.
The Insured and/or the General Contractor etc. will hire only reputable, approved contractors of proven experience, who are registered in the Contractors Registrar as qualified contractors for the work they are hired to do.
9. All the safety instructions for the construction industry will be strictly adhered to, and especially the Work Safety Regulations (Construction works), 5748-1988.
A certified safety officer as well as safety trustees etc. be appointed for the duration of the project’s construction.
10. Construction works will require the use of mobile cranes, raising device etc.
All raising devices and tackles will undergo periodical inspections and certification closely inspected by a qualified & certified engineer authorized for this task by the Ministry of Labor – as per the law's requirements, and their arcs of travel should be limited as possible.
The above will be carried out so as to avoid any possibility of damaging neighboring property as well as in order to avoid the possibility of items falling from these onto public areas, causing injury.
11. Contractors, the project manager sand others will strictly adhere to all the recommendations and conclusions of the soil and foundations report, the instructions of the constructor, the hydrologists, etc. In addition, the soil & hydrological reports should be revised in accordance with any new finding, change of planning, etc., for their comments, recommendations and so on, in order to reduce the risks involved in the project.
12. Groundwater pumping – the Insured, General Contractor and all project contractors, particularly concerning underground construction of stations, the lines themselves any infrastructures' relocation or other works bellow the site's ground level should be aware of the groundwater levels and be prepared to deal with these, especially during winter/rainy season;
Natural Hazards:
Earthquake:
In consideration of the Syrian – African Rift, separating the Asian and African Tectonic plates, Israel is regarded as a relatively high earthquake risk zone.

The Syrian – African Rift goes along the whole eastern side of the country, from the Galilee right down to the Red Sea, along its length are located the Sea of Galilee, Jordan River and the Dead Sea.
The site is located in a "High (0.41-0.61)" Seismic Hazard zone, according to Swiss-Re CatNet® (See attached screenshot).

Flood:
Certain areas along the along the project site are located within the 100 – 200 year return period of river flood and outside of the risk area for flood, as per CatNet® – see attached screenshot.

Storm & Tempest:
In general, Israel is characterized with relatively mild winters, however no. of occurrences of excessive winds/rain were reported in past years– the 3-day precipitation amount with a 50 year return period is 150-300 mm, same results for a 100 year return period (as per CatNet®). Additionally, the area can be affected by strong seasonal gales, gusts etc.

The subject of the above report, is a project which involves the design and construction of two (2) new additional LRT Lines, the Green and the Purple Lines in the Tel Aviv Metropoline.
The total project value, as stated by the Insured, before VAT, is some $ 8,663,632,000, which may be divided into the construction costs of each line as follows:
