(FB) ~~o.741dated 25.08.1987 orders were issued toImplementing the bi-monthly ~;ystem of card billing of energy charges and .collection "'s per the settlement reached with the unions under section 12(3) of1.D. Act 1947. 'The above settlement came inti' effect from 01.10.1987. In thesaid B.P. atnong other things, it has been ordered that passing of Accountancy(Junior Grede) lest by Assessors! who were appointed as Assessors in theBoard on or afb~r the date of settlement (i.e.) 01.10.1987, is a must ferconsidering them for promotion to the post of Inspector of Assessment.Accordir.~i:Y the T.N.E.B. has issued amendment to the T.N.E.B. ServiceRegulation vide Per. B.P. (FB) N().48/5ectt. Branch/dated 19.11.2007.

2) The unions have represented for the relaxation of the saidqualification of passino of Accountancy (Junior Grade) Test stating that such aqualification is not really need for the type of job that Inspector of Assessmentactually p~r·onr. or are required to perform. Also that many individuals willretire on attainrng the age of superannuation without getting promotion evenafter setv1:tQ the Board for over 20 years.

(Ch) No.4 (Adm.Br.) dated 17.07.2010, comprising(1) Superintending Engineer!Chennai EDC/North (2) FinancialControiierJRevem.lt~ and (3) Executive Enoineer/O&M/Anna Salai Division- tostudy the requirement or otherwise of the Accountancy (Junior Grade) Test forthe Asse~;sot's considering their nature of job in the present context ofcomputeril:atton of LT Billing under Project Best and make suitablerecommendetticns.

'I) 'n,e report of the said comml1.t~e has been examined with thescenaric e,f ihe present computerized LT billing and collection package underwhich various reports are required to be generated by tt,e Inspectors ofAssessment through the tlserfrie~dly software package (Ready madeprogramme ~hr::ughout the State for all the section offices), etc. considering allthese ho!istic:"lly,the cornrnit1:eealso carne to a conclusion that knowledge ofAccountancv is 'lot really recessaty for the posts of Inspectors of Assessment.In view l;i the above as also in view of thc~fact that the work norms of theInspect::>rsof Assessment do not require a pass In Accountancy (Junior Grade)or in otnerwords the Book Keeping (Lower irelde) Test has really no relevanceto tre r!at'Jre of works b~ing performed by tl1em. In view of these findings, it isfelt th.IL the report of the said committee cc>uldbe accepted and consequentiythe qUcl'ific:ation pr~scribed in aforesaid Board's Proceedings could bedispen!,ed with forthwith.
