Dear Readers
I would like to inform you that the TMS office will be closed from 12:00 14 December 2012, and will re-open on Tuesday the 15th of January 2013 at 09:00. I would like to encourage you to make all your
payments no later than the 7th of December 2012, to enable us to update and send out all accounts by
the 14th of December.
Furthermore, I wish to thank all of you for the ongoing support during the past year and ensure that all of us @
TMS will continue to assist you with kindness and friendliness on an ongoing basis.
I would also like to inform you that as of November 2012 I’m registered as an Intern Estate Agent
with Seeff for the next few months. By the middle to end of next year I will be a fully qualified and
registered estate agent.
What is World AIDS Day?
World AIDS Day is held on 1 December each year and is an opportunity for people worldwide to unite in the fight against HIV, show their support for people living with HIV and to commemorate people who have died. World AIDS Day was the first ever global health day and the first one was held in 1988.
Why is World AIDS Day important?
More than 90,000 people are currently living with HIV in the UK and globally an estimated 33.3 million people have HIV. More than 25 million people between 1981 and 2007 have died from the virus, making it one of the most destructive pan-demics in history.
Today, many scientific advances have been made in HIV treatment, there are laws to protect people living with HIV and we understand so much more about the condition. But despite this, people do not know the facts about how to protect themselves and others from HIV, and stigma and dis-crimination remain a reality for many people living with HIV. World AIDS Day is important as it reminds the public and Government that HIV has not gone away – there is still a vital need to raise money, increase awareness, fight prejudice and improve education.

Amendment to definitions of
"architect", "developer" and "land
surveyor". This is essentially updat-
ing these to bring them in line with
modern legislative changes.
Section 4
Amendment here relates to giving
tenants notice when converting to
sectional title.
Section 7
Amendment is to give more responsi-
bility to the Surveyor-General.
Amendment to provide for the Sur-
veyor-General to investigate draft
sectional plans and prescribed docu-
mentation – to take responsibility for
the examination of sectional plans of
consolidation, subdivision and exten-
sion of schemes.
Section 14
Amendment to cater for the cancella-
tion of a sectional plan on the author-
ity of an order of court. This has
always been available but there has
not been specific provision in the Act
for this.
Section 15B
Amendment to regulate the issuing of
a certificate of registered sectional
title in respect of a fraction of an
undivided share in a section.
Section 17
Amendment to provide for the regis-
tration of a transfer of a part of the
common property with the consent of
the owners of the sections and the
holders of the registered real rights,
etc.
Section 18
Amendment to provide for the ces-
sion of a mortgaged real right of
extension and a mortgaged real right
of exclusive use.
Section 19
Amendment to provide for the can-
cellation of part of a section pursuant
to an expropriation.
Section 24
Amendment to increase the
“threshold” percentage participation
quota deviation on extension of a
section. Deviation percentage in-
creased from 10% to 20%: if it ex-
ceeds 20% or 1/5 of floor area, all
bondholders' consents are required.
Section 25
Deals with the extension of schemes.
Amendment to further provide for the
consent of bondholders on registra-
tion of a sectional plan of extension.
To provide for the draft sectional
plans and prescribed documentation
to be lodged with the Surveyor-
General as well as to provide for the
deviation from the particulars of the
plans (to scale) upon unanimous
resolution.
Section 27
Amendment proposed to provide
more fully for the issuing of more
than one certificate of real right off
extension and more than once certifi-
cate of real right of exclusive use.
Please note the above are only pro-
posed amendments. Once we have
the text of the amended Sectional
Titles Act, 1986 we will inform you.

About Movember
During November each year, Movember is
responsible for the sprouting of moustaches on thousands of men’s faces around the
