Minutes of the 1 sl Meeting of Sub-Committee for Implementation of Scheme "Building Awareness

on Intellectual Property Rights for MSMEs" under CLCS-TUS held on 12.00 PM, 18.12.2019 at

The 151 meeting of Sub-committee for implementation of Scheme "Building Awareness on Intellectual

Property Rights for MSMEs" under CLCS-TUS was held on 18-12-2019, under the Chairmanship of

DDG(DPS), % DC(MSME), New Delhi.

List of participants in the meeting is annexed (Annexure-I).

Discussion & Decisions

Agenda Item No.1

Applications for 29 Nos. of Proposals submitted by various organizations for setting up IP Facilitation

Centre were discussed. 26 Nos. of Proposals were approved (with few modifications) as listed below.

The grant, as per the guidelines, shall be given to these centres upon the receipt of their business plan,

exhibiting full details of their activities planned for the next "three years. Plan for the next three years,

specifically for the parameters of number of IPR cases facilitated. Awareness Programmes under the

scheme shall have to be for focussed groups and their efficiency shall be evaluated on the basis of

number of cases facilitated/ number of IPRs granted/ protected. IPFCs need to have a trained IP Lawyer

on board to facilitate these activities. Empanelment of Lawyers shall be an independent activity to be

carried out at IPFC level. Further schedule of trainings of IPFC office bearer as submitted by CIP AM,

DPIIT as follows was also approved:-

Applications received for reimbursement of 14 os. of Patents (Indian/Foreign) and 46 os. of Trademarks to MSMEs were reviewed and approved as given below subject to the furnishing of all relevant documents.

Redesigning of MIS Portal was suggested on the following lines:-

(i) Cases of IPR reimbursement from IPFCs shall be directly forwarded to the DC Office, along with scanned copies of supporting documents. Once the cases are approved in principle, original documents shall be called for before the payment is released.

(ii) The mandatory requirement of registration with MSME Databank was reviewed and decided that MSMEs shall be able to submit the IPR reimbursement application even without registration at MSME Databank. However, UAM registration would be mandatory.

(iii) Provision in MIS for sending of messages automatically on receipt of application form to the Entrepreneurs.

In order to assess the IP potentiality of the country, it was decided that all IPFCs shall be requested to

submit detailed proposal for conducting pilot studies on IPR lIP Audit in respect of their State

alongwith the detailed ToR.

It was proposed by Dr. Rajanikant, Human Welfare Association to conduct two studies on GIs for the

States of Uttar Pradesh and Uttarakhand. Detailed proposals were asked to be submitted.

Financial support of Rs. 2.00 Cr for the Activities under Advertisement & Publicity through PPDC -

Agra (NMIU -Secretariat) was approved.

For an easy understanding of the Scheme and its mass awareness, various audio-video content in

Hindil English to be developed, the brochures, teasers, pamphlets designed by the IPR Division were

reviewed and it was desired that these may be used for circulation and publishing through DA VP only.

Translated version in local languages to be shared to all the MSMEs through print media and via e­

mails.

Financial support of Rs. 15.00 Lakh each for organising 05 Nos. of International Consultation on all

IPR Issues related to MSMEs was approved as follows:-

• Programme will 03 days of One day each for GI , Patents and trademarks • Proposed Dates of the programme is zs" .zs" February, 2020 • Trade fair for GI Products for 03 days (to be supported under PMS scheme). • Total budget= Rs. 75.00 Lakh • Programme on 01 is to be coordinated by IPFC-Human Welfare Association (HWA),

Varanasi. • Programme on trademark is to be coordinated by IPFC-India SME Forum (ISF), Mumbai. • Programme on patent is to be coordinated by IPFC- RDC. • CIPAM to submit details of support which can be provided through DPIIT. All the 3

organisation to submit details of stake holders, sessions, logistics requirement within a week's time.

• Two standalone events to be planned by IEDMI Mumbai and CTTC Bhubaneswar

Financial support of Rs. 1.00 Crore for vanous study visits on IPR domain to vanous

ational/International Agencies to develop a framework for best IPR management practices through

cooperation & experience sharing, providing suitable linkages and cooperation with IPR offices in

developed countries and other International agencies was reviewed. T AIDA of officers/experts

attending the training/visit under the budget head FTE/GIA in addition to proposal sanctioned amount

was approved for by the Sub-committee. Further, it was desired by the Chairman of the Sub­

Committee to have a meeting with JS, DPIIT in respect of International cooperation with different

countries on IPR related issues for MSMEs.

Provision for TA/DA of experts/Guests attending the meetings under the budget head of DTE/GIA

was agreed and approved.

It has been desired by the Sub-committee for allocation of targets to MSME-DIs in respect of

awareness programme allocated to them for the FY 2019-20. A minimum of two Nos. of IPR

facilitation cases to be submitted by each MSME-DI post completion of said programme.

EoI for Empanelment of consultants for the implementation of CLCU- TUS IPR scheme was discussed

and it was decided that IPFC should be given independence to select the lawyer/consultants at their

own level with the condition that their performance shall be measured based on the cases of IPR

registration facilitated by them.

There, being no other agenda item, meeting ended with the vote of thanks to the chairman.
