ZAKAT DURING THE ERA OF UMAYYAD
Implementation Zakat During The Era Of Umayyad-Implementation of zakat in Umayyad era was prominent on
reign caliphate Umar b. Abd. Aziz. -Ensured that zakat institutions administered properly and
systematically.Appoint Amil (Al-‘Amilina ‘Alayh-Administrators of Zakat), - The sire formed and appointed amil zakat institutions to collect
zakat in different sections according to nisab.Encourage Muslims To Work Hard- Successful in zakat institutions encourage Muslims to work
hard and consensus so that people become prosperous. Prosperity can be seen that no one is entitled to receive zakat of that time.
Establishing Diwan al-Kharaj-A department called the Diwan al Kharaj set up to facilitate the
task of tax collection (mainly zakat) and state spending.
Zakat during the period of Umayyad divided into 5 types:
a) Zakat on gold and silver - the rate is 2.5%b) Zakat on livestock- goats, camels, cows.c) Zakat on business- the rate is 2.5% according to
gold and silverd) Zakat on minerals and buried treasures-the
zakat rate in peace place is 2.5 % while place in a war is 1/5.
e) Zakat on crops/agriculture- rain 1/10, if their own efforts 1/20
Determine those eligible to receive zakat :Zakat sources distributed to the eight
recipients 1.Al-Fuqara(the poor)2.Masakin(the needy),3.Al-‘Amilina ‘Alayha(Administrators of Zakat), 4.Al-Mu’allafate-Qulubuhum(Reconciliation of
Hearts), 5.Fir-Riqab(For those in Bondage),6. Al-Gharimin(Those in Debt)7. Fi-Sabilillah(In the Cause of Allah)8. Ibnas-Sabil(The Wayfarer)
ZAKAT DURING THE ERA OF ABBASIDZakat during the Abbasids era -
a)Zakat Fitrah: compulsory to carried out after finished fasting during Ramadan
- Shafi‘I set that Muslims must paid the zakat before prayers of Eid.
b) Zakat on Wealth: livestock, gold and silver, goods trade / business and grains

IMPLEMENTATION OF ZAKAT IN SOUTHEST ASIA
Implementation of zakat In Brunei Darussalam
- The management of zakat in Brunei Darussalam is governed by the Islamic Religious Council of Brunei Darussalam (MUIB) under the Ministry of Religious Affairs(MORA).
- Islamic Religious Council establish on 1 February 1956 during the reign of the late Sultan Omar Ali Saifuddin Sa'adul Khairi Waddien
- MUIB is given the authority by the laws of Brunei to collect and distribute the zakat funds
- Amil zakat in Brunei Darussalam appointed by the Sultan in every year during Ramadan based on Fitr Zakat Regulation 1969
- after 1st November 1999, the name of Baitul Mal was changed to the Department of Zakat Collection and Distribution (DZCD)
- Established the department Section of Collection and Distribution- divided into five units- unit of administration and distribution of zakat, unit of
collection,unit of applications, unit of secretariat meeting and unit of housing.- responsible for the overall activities of the collection and distribution of zakat
funds - The sources of zakat funds as practiced in Brunei are divided into two types:
Zakat Fitrah and Zakat on wealth.
Implementation of zakat in Malaysia
- The Federal Constitution of Malaysia proclaims Islam as the official religion of the federation
- Zakat is under the jurisdiction of respective the states
- Malaysia manage the collection centers of Zakat (PPZ) in order to socialize charity to raise awareness the importance and impact of zakat.

CONTRIBUTIONS OF ZAKATCaliph Abu Bakr As the news of the Prophet’s death spread, a number of tribes
rebelled and refused to pay zakat They continued their regular prayer and they declared faith in God
but they refused to pay zakat and saying that zakat was due only to the Prophet
Abu Bakar as the first caliphate was known for his declaration against those who refused to pay zakat to the state.

Caliph Uthman Ibn Affan
During the reign of Caliph Uthman Ibn Affan, zakat is growing so storehouse at the time was full of zakat.
For Caliph Uthman Ibn Affan, the zakat is seen as essential therefore he appointed a trusted person to handle it. The person was Zaid ibn Thabit and his role was to manage the country's financial institutions (baitulmal).
The collection and distribution of zakat is increasingly organized and running smoothly and increase. Zakat collected will be distributed immediately to those entitled to receive till there were no remaining zakat in the baitumal.
Caliph Uthman introduced the custom to divide the foods in the mosque for those who are in distress, travelers and the poor.
Caliph Ali Ibn Abi TalibIn the application and implementation of zakat, the
Ali Ibn Abi Talib also follow in the policy of previous caliphs.
To avoid the problem of the accumulation of zakat in the baitulmal, Caliph Ali will instruct the worker to immediately distribute zakat to those who are in need of Zakat.
Caliph Umar Ibn Abdul al-Aziz At the time of her reign, Muslims are encouraged
to work hard and live in joy. He succeeded in bringing prosperity to its people
until the level -no one is entitled to receive zakat on his era.
He also established zakat institutions and appointed amil to collect zakat in different region according to the size of certain nisab.
Under the reign of Umar bin Abdul Aziz, the governor of Egypt wrote to him asking what to do with zakat funds as no deserving poor and needy all over the country. Umar bin Abdul Aziz answered:
“Buy slaves and let them free, build shelter for travelers to rest and help young men and women to get married”.
Projects of Zakat In SelangorD’asnaf Kraf This is one of the projects with the concept of
concept of "home base" As an effort to increase the income the poor and
needy whereas the participants are women and majority of them are single mothers.
The project was started on a small scale since 2003 and their first products are basically produced by hand.
They produced some handicrafts from paper such as newspapers and magazines. In addition, products such as tasbih and accessories for women was produced.
The Sewing Workshop LZS has established five sewing workshop. Each
workshop has between 10-15 participants consisting of the poor recipients.
They are women who are responsible to make a living in their family and also single mothers who have no other income.
Participants were assigned to sew school uniforms for the purpose of distribution to the needy children of others.
Laundry service Laundry service is a service center that fully by the poor
and needy of zakat recipients and monitored by the LZS. With the motto “Clean and Pure”, they provide some
service like the common laundries do include washing and dry cleaning

CONCLUSIONIn conclusion, no doubt, a lot of charity contribute very
significantly especially to the development of community and economic development Islam.
Zakat not only help the Ummah of Islam from the economic aspect, but also in all fields, including social, educational, political and so on.
In early history of Islam in the days of glory khulafa 'al- rasyidin, to the government of Islam in Southeast Asia and is still concerned about Islam and the role of zakat contribution to not only the development of a community, but in all aspects of human life on nowadays.
