Basics to Know about Law
In place to ensure that the level of state and local support for programs remain at least constant and is not replaced by federal funds.
Federal funds may not be used to provide services required by state law, State Board of Education rule, or local policy.
Title I, Part AImproving basic programs operated by local educational agencies
Title I, Part A Intent and purpose
To provide opportunities for children served to acquire the knowledge and skills contained in the state content standards TEKS and to meet the state performance standards (TAKS/STAAR)
Title I, Part A Schoolwide Program Poverty threshold of 40% for eligibility –
students on free and reduced lunches on the campus
School is not required to identify particular children
Other funds can be used in combination with Title I
Effectiveness is measured by student performance

Title II, Part ATeacher and Principal Training and Recruiting
Title II, Part A Intent and purpose
Increase student academic achievement through strategies such as improving teacher and principal quality and increasing the number of highly qualified teachers in the classroom and highly qualified principals and assistant principals in schools; and hold LEAs and schools accountable for improvements in student academic achievement.

Documentation All Title program documentation is required
to be kept for 6 years for audit purposes.
Compliance report is done each summer for the NCLB Consolidated Application (Title I, II and III).
Desk audits can occur at any time during the year for any and all Title programs.
