• Students from Non-English Language Backgrounds (NELB)

• Students whose English abilities keep them from gaining full access to academic classes

• Students who immigrated to the U.S.– Refugees– Undocumented– Children of parents who are on a work or student visa– Other immigrants

Subgroup Definition for Accountability• Includes all English Learners (ELs) in the testing for

English Language Proficiency Assessment (ELPA)• Includes all ELs in TCAP math, language arts, and

science– ELs are exempt the first year in the U.S. from being in the

cohort for being assessed in English language arts– ELs are exempt from having scores counted in mathematics

for first year in the U.S.
