and Immigrant

Who is served with Title III?

• Students from Non-English Language Backgrounds (NELB)

• Students whose English abilities keep them from gaining full access to academic classes

• Students who immigrated to the U.S.– Refugees– Undocumented– Children of parents who are on a work or student visa– Other immigrants

Subgroup Definition for Accountability• Includes all English Learners (ELs) in the testing for

English Language Proficiency Assessment (ELPA)• Includes all ELs in TCAP math, language arts, and

science– ELs are exempt the first year in the U.S. from being in the

cohort for being assessed in English language arts– ELs are exempt from having scores counted in mathematics

for first year in the U.S.

Let’s prioritize

• Go to www.wida.us and review the Essential Actions • Be sure that we focus on discourse, not only word and

sentence level• Domains need to be integrated for success• Plan with academic teachers• Strong ESL classes are language rich• English Language Development (ELD) classes are

more than tutoring• Be sure that all language is taught in a meaningful

context• Use units that help students make sense of the

language• Teach all needed skills comfortably

Guiding Principles: Teaching the WIDA Way • Tap into the first language (L1) knowledge to learn

the second (L2) language• Help students make the connections: metalinguistic

and metacultural knowledge go beyond metacognitive

• Focus language to be functional and communicative• Learn in all four domains interdependently but at

different rates• Enhance complex thinking• Use the Can-Do Descriptors• Vary activities• Train all teachers to work with English Learners
